    Section 4 Toll Mechanics This section summarizes a system that can interact with

    barrier tolls and cash lanes with minimal integration and no change to the RFID system. However the use-case scenarios do not mention barriers and do not mention interaction with the cash lanes at all. Our system works with barriers and can easily integrate with cash lanes for automatic processing. Is this feature of interest to PTC? If a proposed system satisfies the uses cases but does not satisfy this requirement would it still be considered for this proposal?

    2. Reyna ITS is an SDB certified by PA UCP. We are interested in participating as a Subcontractor for MOBILE CASHLESS TOLLING SERVICE RFP # 17-10340-7782, but the RFP did not list a pre-proposal conference where we can speak with potential Companies that will Prime this opportunity. Is there a list of companies that could be responding to this RFP to market our services to?

    A mandatory pre-proposal meeting was not scheduled because all the information about this procurement has already been communicated through the RFP. There is not a list of companies who will be responding.

    3. RFP-1 I-4 Problem Statement If this project is to be funded with the difference between cash and E-ZPass rates, will the PTC provide cash equivalent rates for current “E-ZPass only” interchanges?

    4. RFP-1 I-4 Problem Statement Can we get data on the number of non E-ZPass vehicles using each entrance/exit combination over the past year or for the year 2016?

RFP-17 IV-2(D) Standard Funding In an effort to reduce credit card processing costs to MCT users, would the PTC consider allowing the selected vendor to leverage the PTC payment processing gateway as part of its solution? If so, would the PTC share their per transaction costs for credit card processing?

    7. RFP-19 IV-3(5) Integration How quickly is the PTC back-end system able to process the request when a license plate is added or removed from the MCT account?

    Currently, in real time.

    Can proposers offer more than one pricing model in the cost submittal, as options for the PTC to evaluate and select?

    Yes. Proposers should submit Appendix F with proposed MCT rates. Proposers may also present alternate models as part of their Cost Submittal. These should clearly describe the Cost to the Consumer (Evaluation Criteria 3.b)

    Agreement Escrow Can you please fill in the blank for the estimated escrow fee or is selection of the escrow agent up to the vendor?

    The escrow agent is up to the proposer.

    10. IV-4. 2 (C) Schedule

    Timeline / Schedule The proposal states: “This section should be blank” Is the PCT interested in the suppliers: lead times, time-line estimate for integration, possible bottle necks and possible phase approach to address all of the requested functionalities?

    Proposers should discuss all constraints and recommendations in presenting their solution. They may do this within the “Schedule” section of the PMP or elsewhere in the proposal. Both parties will address and resolve these constraints in executing the project.

    12. RFP-14 III-4. Evaluation Criteria. Service to Underbanked users. As the PTC migrates to a Cashless environment, a large percentage of the un-tagged or unregistered users would be underbanked ( I.e. does not have access to Credit cards or Bank accounts/Debit cards in good standing.) How important or how much value will the PTC assign to a solution that: • provides equal access and convenience to all users,

    therefore, enhancing services and convenience to the underbanked.

    • Improves Social Equity and Environmental Justice concerns for the system as a whole.

    Use Case 22 (Pre-Paid Cards) is intended to address this scenario.

    13. RFP-14 III-4. Evaluation Criteria Convenience to register. Registering for a new payment option/service is one of the major hurdles to overcome for any service or product supplier. How important or how much value will be assigned to a solution that minimizes registration “overhead” while serving all users including the underbanked?

    The Commission will consider all options. Serving all users, including the underbanked, is a goal of this RFP.

    Evaluation Criteria. Existing contract. What evaluation consideration (positive, neutral or negative) will be assigned to a Proposal from a company that: • is currently in the process of implementing a 5-year

    operational contract, addressing the same scope as described in the PTC RFP at another of the top 10 US Agency, while considering that the current contract will allow for demonstrating functionality requested by PTC as well as user acceptance.

    Evaluation Criteria is defined in RFP Part III, Criteria for Selection. The Evaluation Team will use the evaluation criteria that are in order of relative importance from the highest to the lowest as listed in RFP Section III-4. Proposers should also clarify any dependencies between the current project and its ability to complete the work defined in the RFP.

    16. RFP-17 IV-3 Requirements. MCT-app (D) Hands-free Interaction

    Safe driving experience. We note: “The MCT app must support hands-free capability for drivers. The MCT service cannot require use of a hand-held device or texting while driving (Scenario 23).” What evaluation consideration (positive, neutral or negative) will be assigned to a Proposal that does not require interaction while driving. Please elaborate how the PTC envisions the “must support hands-free” requirement as adding to the safe driving experience. Does the PTC have an example in mind?

    Evaluation Criteria is defined in RFP Part III, Criteria for Selection. The Evaluation Team will use the evaluation criteria that are in order of relative importance from the highest to the lowest as listed in RFP Section III-4. Safety is always a primary consideration.

    17. RFP-17 IV-3. 2 (E) Non-Traditional Funding

    Non-Traditional Funding We note: Some consumers may not have bank accounts or credit cards. The Commission is interested in supporting alternate forms of payment, such as a prepaid cash card, gift card, or other forms of applying funds to the customer account, if available. What evaluation consideration (positive, neutral or negative) will be assigned to a Proposal that provides “other forms of applying funds to the customer account”, while significantly simplifying enrollment and payment processes for all users.

    Evaluation Criteria is defined in RFP Part III, Criteria for Selection. The Evaluation Team will use the evaluation criteria that are in order of relative importance from the highest to the lowest as listed in RFP Section III-4.

    18. RFP-19 IV-3. 4 (B) Travel Awareness Parallel capability? The RFP states “ The app must have general geoawareness” Please explain the PTC rationale for inclusion of the geoawareness requirement. If possible provide an example of the envisioned Toll Road User actions or procedures required for usage under existing or future environment for Scenarios 32 and 34 – as well as Scenario 9 and 10. Is the PTC concerned about implications related to vehicle or personal beyond the confines of the Toll Road?

    The app must “know” when and where the vehicle enters and exits the turnpike. For Scenarios 32 and 34, the Commission is interested in understanding the mechanics of toll calculation (32, 34), including vendor assumptions about reconciliation (34). For 9-11, the Commission is interested in understanding MCT ability to correctly process travel involving non-passenger vehicles, e.g., tolling based on weight and/or axle count. The Commission is interested in the vehicle and its attributes upon entry/exit on the toll road.

    Can PTC provide projected transaction volumes that would be processed by the MCT? (both the number of transactions and average dollar amount processed)

    See Addition #2 to #4 above. Transaction totals can be used to infer E-ZPass and Non-E-ZPass volumes.

    Would the PTC be willing to put a separate merchant RFP out for the merchant services portion of this business?

    No.

    Who is currently paying the merchant processing and banking fees for E-ZPass and toll by plate systems? Will that remain constant with the Cashless Mobile Tolling option?

    The MCT vendor must select and identify a partner for this function. The PTC will not be paying processing and banking costs for MCT

    24. RFP-20 6(E) Toll Calculation: Congestion Pricing

    Congested Pricing Questions: a. Will it effect all tolls because one area is congested? b. Will it be in Real time? c. How is "congested" defined? d. How will the system know the current volume of cars already on the road? Is LPR data available for all tolling lanes?

    As noted, variable pricing is outside the scope of the immediate RFP and the Commission is interested in understanding potential capabilities of the MCT proposer. LPR data is obtained as each vehicle exits the toll system.

    The proposer is responsible for this function, and must identify the associated financial institution in its proposal.

    Extended Toll Collection (Violations, TOLL BY PLATE)

    Can PTC provide us the traditional Violation Toll Rates and the Escalation Fees? If AET Conversion will change reaching out to Unregistered License Plate holders as Invoices, how will the toll rate and escalation fees change?

    The Violation Toll rate is the cash rate. The escalation fees would be the $25 first notice fee and the $15 final notice fee. Toll By Plate invoices do not have escalation fees. There is a $5 late fee for Toll by plate. Current Toll By Plate rate is the cash rate.

    NA Agreement – Location of Work

    There were no restrictions to where the work will be performed from other than when interaction with PTC personnel is required. Are there any restrictions/requirements for where the data needs to reside (especially if the solution is cloud based)? Are there any geographic restrictions where the MTC has its staff to respond to the MTC customer queries?

    Data must reside in a U.S.-based repository. Support services must be provided by U.S.-based staff.

    32. G-3 Appendix G Use case #4, post conditions: PTC back office reconciliation will identify the payment as duplicate. PTC debits vendor account accordingly. The MCT vendor debits the account of its subscriber.

    Does this mean that the subscriber is charged the MCT toll rate, but not the E-ZPass toll rate in case of duplicates?

    Our business rules prohibit a license plate from being on two different E-ZPass accounts. It would also preclude them from having their license plate on an E-ZPass account and a MCT account. Duplication should not be an issue.

    33. G-8 Appendix G Use case #12, post conditions

    Will PTC inform the MCT if a transaction was invalid? How will PTC be able to identify whether a LPN is valid or invalid? A subscriber might miskey the LPN which could still be a valid LPN.

    The Commission cannot anticipate customer entry errors. The PTC business rules would dictate a violation notice be sent after getting the plate read from the OCR and the vehicle owner data from PennDOT.

    34. G-16 Appendix G Use case #28 What qualifies for a toll paid in error? If the subscriber disputes a toll paid in error, the MCT needs to be able to validate with PTC that this claim is valid (cf. use case #4 where E-Zpass and MCT services are used in parallel; in case of a MCT dispute, the E-ZPass transaction would be valid according to this use case although it was already deleted as duplicate by PTC; or cf. use case #49: what happens if the subscriber states that the vehicle has no trailer, but actually has a trailer – in this instance, only the PTC system is able to validate the actual vehicle category based on its enforcement system).

    Scenario 4 was discussed as not possible with business rules, If the MCT makes an adjust to a customer’s toll, there is no guarantee that the PTC would reimburse the MCT. The Commission will define detailed reconciliation, including exchange of data, as part of executing the contract. The MCT proposer is responsible for customer support to its subscribers. The Commission is the ultimate source of record for all travel on the Turnpike.

    35. G-23 Appendix G Use case #39, post conditions: This information includes information on the smartphone(s) associated with the vehicle.

    Why does PTC require information about the subscriber’s smartphones associated with the vehicle?

    The mutually agreeable format cited in use case #39 may or may not include the smartphone; the Commission is interested in understanding the proposer’s policy in this area. Conceivably, the Commission may wish to alert travelers of road conditions.

    How do the ticketed/cash/Plaza entries look like? Is there always one lane without a barrier?

    Proposers can assume MCT drivers will (normally) enter/exit via unstaffed lanes. Please respond to the scenarios as written.

    37. G-26 Appendix G Use case #45 Is the assumption correct that PTC will reconcile MCT transactions against PTC toll transactions based on reports received from the MCT vendor in order to identify leakage?

    The Commission anticipates detailed reconciliation will occur, involving shared data. Use Case #45 refers to leakage within the vendor’s operations.
