CONSTRUCTION MEANS AND METHODS:

THE PILINGS TO SUPPORT THE BOARDWALKS WILL BE MECHANICALLY DRIVEN FROM THETERMINAL END OF THE BOARDWALK UNDER CONSTRUCTION. THIS METHOD WILL PREVENT THENEED FOR ANY MECHANICAL EQUIPMENT OR VEHICLE TO BE LOCATED IN THE MARSH. THERE WILLBE NO DRILLING OR BORING TO CREATE SPOIL OR BACKFILL OR FOOTERS REQUIRING FILL. EACHPILE WILL BE SECURED IN PLACE BY THE EXISTING SUBSTRATE. THE TREATED WOOD PILINGS TOBE UTILIZED FOR THE BOARDWALK WILL BE ALKALINE COPPER QUAT (ACG) AND NOT CHROMATEDCOPPER ARSENATE (CCA). THIS WILL PREVENT LEACHING OF TOXIC ARSENIC INTO THE WETLANDSYSTEM.

THE FLOATING CANOE LAUNCH WILL BE CONSTRUCTED OFF-SITE TO PREVENT POSSIBLE IMPACTSTO THE SALT MARSH RELATED TO CONSTRUCTION. THE LAUNCH WILL BE CARRIED INTO PLACE BYTHE CONSTRUCTED BOARD WALK AND ATTACHED TO THE BOARDWALK VIA AN ALUMINUMGANGWAY.

THE SEAWALL WILL BE CONSTRUCTED WITH SLATTED VINYL PANELS THAT SHALL BE DRIVEN INTOTHE GROUND MECHANICALLY FROM THE LANDWARD SIDE OF THE WETLAND/SURFACE WATER.

THE FISHING PIER WILL BE SUPPORTED BY MARINE GRADE PILINGS. THESE PILINGS WILL BESPACED 12 FEET APART TO ALLOW AQUATIC WILDLIFE MOVEMENT BELOW THE PIER. THERE WILLBE A MINIMUM OF 2.5 FEET BETWEEN THE TOP OF THE DECK AND THE MEAN HIGH WATERELEVATION. THE PIER WILL BE CONSTRUCTED AND THE PILES WILL BE MECHANICALLY DRIVENFROM THE SHORE AND BY UTILIZING THE TERMINAL END OF THE PIER WHILE IT IS BEINGCONSTRUCTED. THIS METHOD WILL ALLOW THE CONSTRUCTION OF THE PIER WITHOUT ANYFLOATING VESSELS.

THE COLLEGE WATERWAY IS CONNECTED TO THE INTRACOASTAL WATERWAY SO THE PROJECTMUST BE CONSTRUCTED IN ACCORDANCE WITH THE STANDARD MANATEE CONDITIONS ORIN-WATER WORK, (FLORIDA FISH AND WILDLIFE CONSERVATION COMMISSION, 2011). THIS WILLINCLUDE:

STANDARD MANATEE CONDITIONS FOR IN-WATER WORK 2011THE PERMITTEE SHALL COMPLY WITH THE FOLLOWING CONDITIONS INTENDED TO PROTECTMANATEES FROM DIRECT PROJECT EFFECTS:A. ALL PERSONNEL ASSOCIATED WITH THE PROJECT SHALL BE INSTRUCTED ABOUT THEPRESENCE OF MANATEES AND MANATEE SPEED ZONES, AND THE NEED TO AVOID COLLISIONSWITH AND INJURY TO MANATEES. THE PERMITTEE SHALL ADVISE ALL CONSTRUCTIONPERSONNEL THAT THERE ARE CIVIL AND CRIMINAL PENALTIES FOR HARMING, HARASSING, ORKILLING MANATEES WHICH ARE PROTECTED UNDER THE MARINE MAMMAL PROTECTION ACT,THE ENDANGERED SPECIES ACT, AND THE FLORIDA MANATEE SANCTUARY ACT.B. ALL VESSELS ASSOCIATED WITH THE CONSTRUCTION PROJECT SHALL OPERATE AT "IDLESPEED/NO WAKE" AT ALL TIMES WHILE IN THE IMMEDIATE AREA AND WHILE IN WATER WHERETHE DRAFT OF THE VESSEL PROVIDES LESS THAN A FOUR-FOOT CLEARANCE FROM THEBOTTOM. ALL VESSELS WILL FOLLOW ROUTES OF DEEP WATER WHENEVER POSSIBLE.C. SILTATION OR TURBIDITY BARRIERS SHALL BE MADE OF MATERIAL IN WHICH MANATEESCANNOT BECOME ENTANGLED, SHALL BE PROPERLY SECURED, AND SHALL BE REGULARLYMONITORED TO AVOID MANATEE ENTANGLEMENT OR ENTRAPMENT. BARRIERS MUST NOTIMPEDE MANATEE MOVEMENT.D. ALL ON-SITE PROJECT PERSONNEL ARE RESPONSIBLE FOR OBSERVING WATER-RELATEDACTIVITIES FOR THE PRESENCE OF MANATEE(S). ALL IN-WATER OPERATIONS, INCLUDINGVESSELS, MUST BE SHUTDOWN IF A MANATEE(S) COMES WITHIN 50 FEET OF THE OPERATION.ACTIVITIES WILL NOT RESUME UNTIL THE MANATEE(S) HAS MOVED BEYOND THE 50-FOOT RADIUSOF THE PROJECT OPERATION, OR UNTIL 30 MINUTES ELAPSES IF THE MANATEE(S) HAS NOTREAPPEARED WITHIN 50 FEET OF THE OPERATION. ANIMALS MUST NOT BE HERDED AWAY ORHARASSED INTO LEAVING.E. ANY COLLISION WITH OR INJURY TO A MANATEE SHALL BE REPORTED IMMEDIATELY TO THEFLORIDA FISH AND WILDLIFE CONSERVATION COMMISSION (FWC) HOTLINE AT 1-888-404-3922.COLLISION AND/OR INJURY SHOULD ALSO BE REPORTED TO THE U.S. FISH AND WILDLIFESERVICE IN JACKSONVILLE (1-904-731-3336) FOR NORTH FLORIDA OR VERO BEACH(1-772-562-3909) FOR SOUTH FLORIDA, AND TO FWC AT [email protected].
