Purpose

The purpose of this panel is three-fold:

1. Provide an overview of the existing industrial base ecosystem within the

Quad Cities region and how the AM COE was established.

2. Describe the emerging lessons learned from the establishment of the

Advanced Manufacturing Center of Excellence at the JMTC, Rock Island

Arsenal, its working group, and public-private relationships within the

Quad Cities region.

3. Enable greater understanding of Army future thinking and workforce

development requirements to improve readiness and innovation within

the Organic Industrial Base.

Kevin M. Felix, Senior Advisor, The Roosevelt Group. COL(R) Kevin Felix, a former

Army Field Artillery and Foreign Area Officer, served on the 2005 OSD BRAC

Commission, and was Chief of Future Warfare for the Army. He is a Dense Urban

Environment SME, and is a PhD(ABD), with a dissertation focused on urbanization. He

supports numerous Army and other TRG clients with SWOT analysis and other strategic

guidance and initiatives.

Roger Neece, President ESOP Advisors, Inc. specializes in funding and

implementation of Public - Private Partnerships, Centers of Excellence, Institutes,

Laboratories, regional manufacturing innovation HUBs, and funding for defense and

economic development related to advanced manufacturing (AM), and private

sector AM.

Randl Besse, Deputy Project Manager, RIA-JMTC Center of Excellence. Randl Besse, who holds an

MBA from St. Ambrose University, has been employed by the RIA-JMTC for 13 years. Randl has held

various positions within the Business Development and Advanced Manufacturing Directorates, and

is currently serving as the Deputy Project Manager for RIA-JMTC's Advanced Manufacturing

Center of Excellence.

Curtis Burnett – John Deere, retired. Curt has spent the last four years working in economic

development. He served as the first director of the Quad Cities Manufacturing Innovation Hub.

Before the Hub, Curt had over 30 years of experience at John Deere including global responsibility

for Industrial Engineering and Advanced Manufacturing.

Dr. Joseph Rives, Senior VP for Strategic Planning and Initiatives, Western Illinois

University. He serves as the Chief Operating Officer for Western Illinois University-Quad Cities, and

the Chief Planning Officer for the two campuses of Western Illinois University.

Summary and Final Thoughts

The Quad Cities (QC) region of Illinois and Iowa is one of the nation’s leaders in

Advanced Manufacturing (AM).

The QC region under the leadership of the Quad Cities Chamber of Commerce,

QC 2030 development efforts and the Quad Cities Defense Alliance have led a

seven year effort that has recently culminated in the designation of the JMTC at

RIA as the Army’s Center of Excellence (COE) in Advanced Manufacturing.

Investment of over $21M in RIA (in 2018/9) to develop AM capability including

workforce training, and to develop field capability for AM close to the warfighter,

while “securing the digital thread”.

A strong, positive relationship between the Arsenal, the Congressional delegation

and the Chamber of Commerce was critical to the success of the effort.

It Takes a Village: Our panel today summarized the critical components and how

they came together, how they fit together, and how they intend to work together

in the future to expand the AM cluster around the Quad Cities.
