Panuku to go away and finalise up a short list for the “Transform”
Program ready for the December Committee
• Panuku reporting back today with their lists:
• Transform
• Unlock
• Support
• Some ‘Unlock’ places already announced

Panuku Scoring Matrix – Annotated Reflecting Changes
(My own scoring)
• Aotea/K-Road deleted:
Part of CCMP
• Tamaki, Panmure and G.I deleted:
Part of Tamaki project
• Onehunga given PoA situation
has been elevated from Unlock to
Transform
• Under 40 not considered by
Panuku
• Unlock places (2’s) already listed
• Albany listed though as a ‘Support’
• Manukau and Onehunga are
Panuku’s recommendations for
“Transform” program

Own Scoring Method ctd.
• Regardless of the eventual elimination leading to the Transform place shortlist
I did weigh different factors into Panuku’s weighting Matrix
• Market
• Higher the Market Score the more points deducted from total score. Also means
the place with a higher Market score more suited for ‘Unlock’ or ‘Support’
• Lower Market Score means more towards total score and better fit for
“Transform’
• Bonus points towards total score when:
• Community Score is high (Manukau, Otahuhu and Henderson)
• Capital Complexity Score is high (Manukau)
• Metropolitan Centre
• Primary Centre (ex ACPL) or Super Metro Centre (proposal to PAUP)
