4. APPROVED CHANGE:

Brief Overview of Change: On January 23, 2013, the DoD IT Principals issued a Memorandum that mandates immediate transition to the Geopolitical Entities, Names, and Codes (GENC) Standard by DoD Components. This change notifies the PRC members of DLMS implementation for the GENC Standard. Significant changes from PDC 1075 are highlighted in green. The approved joint implementation date is April 1, 2014. This ADC also updates related DLMS documentation and database tables at DLA Transaction Services for Country Codes. The country code tables in DoDAAD and MAPAD will also be updated as a result of this change. DLA Transaction Services will maintain conversion tables for country-level two-character (digraph) and three-character (trigraph) GENC Standard codes and legacy country codes for Component reference usage (see paragraph 4.c.2 below).

a. Background:

(1) On June 6, 2011, OUSD(AT&L) released a policy memorandum, subject, “Department of Defense Country Code Standard” mandating ISO 3166-1 as the sole country code standard for DOD with an implementation date of September 30, 2012. (Reference 3.a.)

(2) In 2012, OUSD(AT&L) transitioned the oversight of Country Codes implementation to the National Geospatial-Intelligence Agency (NGA). NGA established the Country Code Working Group (CCWG) to govern the GENC Standard. The GENC Standard provides the names and codes for U.S. recognized entities and subdivisions, and is in alignment with ISO-3166-1. All entity names within the GENC are in compliance with the United States Board on Geographic Names.

(3) On August 21, 2012, CCWG announced that the target implementation date contained in the OUSD(AT&L) memo would slip beyond September 30, 2012. The National Center for Geospatial Intelligence Standards is working with OUSD(AT&L) to issue a revised memorandum updating the content of the memo and aligning the transition deadline to the availability of the mediation service. Preliminary guidance mandates DoD Components ensure complete transition to the country-level two-character or three-character GENC Standard codes by December 31, 2014.

b. Approved Change in Detail:

(1) Components may implement the GENC Standard in their systems prior to April 1, 2014; however, Components are not authorized to transmit transactions (containing GENC) to DLA Transaction Services until April 1, 2014. After April 1, 2014 only the GENC may be used in DLMS transactions. STAFFING NOTE: Components must implement this change on April 1, 2014.

(2) DLA Transaction Services must implement a new country code table based on the GENC standard. The GENC replaces the current country codes used by DoD today. NOTE: The GENC table does NOT contain the Security Cooperation (SC) Customer Codes. The GENC table will not be used nor impact the validation of the second and third character of the MAPAC (SC Customer Code, formerly known as FMS country code). A separate table will be used for this validation (see paragraph 4.b.6 below). The new GENC based country code cross-reference table is found at:

(3) DLA Transaction Services must use the GENC DIGRAPH, GENC TRIGRAPH and COUNTRY NAME columns (reference link in paragraph 4.b.2 above) for the country coding requirements in both DoDAAD and MAPAD. The GENC codes do not exactly match the ISO codes currently in use by the DoDAAD and MAPAD. For any instance where the table contains a “Y” in the LEGACY PSEUDO ISO INDICATOR column, the country code fields (e.g., T1_CNTRY_3) in the DoDAAD and MAPAD database will need to be updated with the GENC code. The columns LEGACY ISO 2 and LEGACY ISO 3 are included to facilitate the conversion and will be retained in the country code table for historical purposes.

(4) DLA Transaction Services must use the GENC COUNTRY NAME column (reference link in paragraph 4.b.2 (above) for the country drop-down list in both the DoDAAD and MAPAD. The corresponding GENC DIGRAPH and TRIGRAPH will be stored in the appropriate two (e.g., T1_CNTRY_2) and three (e.g., T1_CNTRY_3) character country code fields respectively.

(5) DLA Logistics Management Standards Office will update the definition and sources in the DLMS Dictionary (Logistics Data Resource Management Systems (LOGDRMS)) to reference the authoritative sources (GENC registry and E-SAMM (references 3.d. and 3.h.). All country and activity codes in Logistics Qualifier 85/85* will be deleted and the online SAMM URL will be inserted to take users to the code list maintained by DSCA. See Enclosure 1.

(6) DLA Transaction Services will create a separate table for SC Customer Codes that will be used to validate the second and third position of the MAPAC. The source for Logistics Qualifier 85/85* will be updated with the SC Customer Codes. A complete set of codes can be found at:

(7) DLA Transaction Services will validate the two character value for X12 data element “26 - Country Code” (see Enclosure 2 for impacted DLMS transactions) against the GENC 2 character values and reject the DLMS transaction back to the originator using the 824R Reject Advice if the code is not found within GENC. Error message will inform the originator that their transaction was rejected due to inclusion of an “Invalid Country Code”.

(8) DLA Transaction Services will remove the display of the FMS, FIPS and MILS code values from the DoDAAD update, MAPAD update, DAASINQ and eDAASINQ. After April 1, 2014 only GENC display is required.

(9) DLA Transaction Services will notify DoDAAD and MAPAD replication points of contact to inform them the ISO code values will be replaced with GENC values on April 1, 2013.

(10) DLA Transaction Services will update their mappings per changes to the DLMS ICs.

c. Revisions to DLM 4000.25 Manuals (references 3.f and 3.g):

(1) Update the DLMS notes in impacted DLMS Implementation Conventions (IC) to include the GENC Standard per Enclosure 2. The impacted DLMS ICs are: 511M, 511R, 842A/R, 842A/W, 856, 856R, 856S, 869F, and 940R.

(2) Update DLMS IC 856N to remove Qualifier Code 69 Foreign Military Sales Country Code and add Qualifier Code 85 SC Customer Code per Enclosure 2.

(3) Update DLM 4000.25-1, MILSTRIP (Reference 3.g.), as documented in Enclosures 3 and 4.

(4) Update DLM 4000.25-2, MILSTRAP Appendix 2.8 to change reject advice code AU from “Reserved For DoD Assignment” to be used with DLMS 824R Reject Advice.

“AU Rejected. Invalid Country Code. The code is not valid in the Geopolitical Entities, Names, and Codes (GENC) Standard. Originator must update the transaction with a valid country code and resend.”

(5) Update DLM 4000.25, Volume 2, Chapter 4:

“ C4.2.7. Limitation on Use of Exception Data

C4.2.7.1. Applicability. Exception data will normally be limited to the conditions listed below. Commanders must approve, or delegate in writing to specific personnel

the authority to approve, the submission of exception-data requisitions.

C4.2.7.2. Authorized Conditions. Authorized conditions for use of exception ship-to addresses are listed below. Requisitions containing exception ship-to addresses other than those listed will be rejected with Status Code D6. As of April 1, 2014, the inclusion of a country code not valid with the current Geopolitical Entities, Names, and Codes (GENC) Standard will result in a DAAS reject. For requisitions (DLMS 511R, 511M, 869F) and materiel release orders (DLMS 940R), DAAS will reject using the DLMS 824R Reject Advice citing Reject Advice Code AU.1

(6) Revise DLM 4000.25, Volume 2, Chapter 5:

“ C5.1.6.5.1. Shipment Status to DAAS. Sources of supply shall transmit shipment status to DAAS for all source of supply requisitions to include a DLMS 856S for all DVDs, as required. Upon receipt of shipment status, DAAS shall convert the shipment status to the appropriate type of status and make distribution. Except for cancellation and rejections, DAAS shall send status to designated status recipients as identified by a significant media and status code (DoD or Component level), a significant distribution code

C11.10. DEFENSE AUTOMATIC ADDRESSING SYSTEM. DAAS shall do the following:

(8) Update DLM 4000.25-4, DAAS Manual as follows:

C4.3.2.4.7. Invalid Country Code. The code is not valid in the Geopolitical Entities, Names, and Codes (GENC) Standard.

5. REASON FOR CHANGE: Synchronize DLMS documents and database tables at DLA Transaction Services with the GENC Standard.

6. ADVANTAGES AND DISADVANTAGES:

a. Advantages: DLMS documents will be up to date and in compliance with department guidance.

b. Disadvantages: None 7. ESTIMATED TIME LINE/IMPLEMENTATION TARGET:

a. All Components must jointly implement the GENC standard in their systems and information exchanges on April 1, 2014. No early implementation of GENC in information exchanges is authorized.

b. DLA Logistics Management Standards Office will update DLMS ICs and LOGDRMS after the ADC has been signed. The MILSTRIP and DAAS manual will be updated during the next DLM change publication cycle after the ADC has been signed.

c. DLA Transaction Services will implement the GENC Standard on April 1, 2014.

8. ESTIMATED SAVINGS/COST AVOIDANCE ASSOCIATED WITH IMPLEMENTATION: Unknown.

9. IMPACT:

a. New DLMS Data Elements: There are no new DLMS data elements introduced by this change.

b. Changes to DLMS Data Elements per Enclosures 1 and 2:

(1) Remove the following Qualifiers per Enclosure 1: AA - Country Code (Finance and Acquisition), *AA - Country Code (FIPS 10-4) (Alphabetic Name Sequence), 69 - Country, International organization, and Regional Code.

(2) Remove existing codes in Qualifier *S2, Country Code (ISO 2) (2-Alpha) table, update name, definition and authoritative source (GENC) per Enclosure 1. The associated data element name for Country Code (ISO 2) is updated to “Country Code”.

(3) Remove existing codes in the Qualifier 85,*85 Country and Activity Code table, update name, definition and authoritative source (E-SAMM, Table C4.T2) per Enclosure 1. The associated data element for Qualifier 85,*85 is renamed to SC Customer Code.

(4) Remove the following Data Elements per Enclosure 1: Country Code (Finance and Acquisition), Country Subdivision, Country, International Organization, and Region Code,

(5) DLMS ICs – Update DLMS notes for Data Element 26 Country Code per Enclosure 2.

c. Automated Information Systems (AIS):

(1) If your AIS has already programmed the change based on ADC 448, do not release to production. Your AIS may stage the change, but sending GENC data in DLMS transactions prior to April 1, 2014 or sending legacy data after April 1, 2014 may result in rejected transactions or incorrect countries to be used. Please note the GENC table will not be available at DLA Transaction Services until April 1, 2014. Thereafter, DLA Transaction Services will no longer support legacy country code standards (MILSTRIP, FIPS, ISO 2, ISO 3 and DLA’s DIC YRZ three-character codes depicting countries).

(2) Components must change their mappings for the SC Customer Code in the DLMS IC 856N to use LQ01=85 in lieu of LQ01=69. See Enclosure 2.

(3) DOD EMALL will ensure validation of GENC for clear text addressing prior to sending transactions to DLA Transaction Services.

d. DLA Transaction Services:

(1) Changes to both DoDAAD and MAPAD applications to switch ISO country codes to GENC. The current country code table will continue to retain the legacy values for FIPS, FMS and MILS where there is a corresponding GENC value (Activity codes will be dropped). SC Customer Code table will be created as a separate table to be used by MAPAD and SDR (replacing existing SDR FMS country codes table).

(2) DLA Transaction Services will ensure that their mappings are updated per changes to the DLMS ICs in Enclosure 2.

e. Non-DLA Logistics Management Standards Publications: Components should update their publications as needed to reflect this new guidance.

CHANGES TO MILSTRIP DEFINITIONS

COUNTRY/ACTIVITY CODE. Identifies short names and two position code assigned for country, international organization, or account, which is used for 1) distribution and the physical location used for clear text addressing under DLMS (pending adoption of the country code standard), 2) Security Assistance purposes to identify the Security Cooperation (SC) Customer Codes (the recipient of materiel or services sold, leased, loaned, transferred, exchanged, or furnished under Foreign Military Sales (FMS), or the recipient of materiel or services furnished under Grant Aid) used by the Defense Security Cooperation Agency (DSCA). Activity code may be applied to organizations, regions, territories, or programs which do not have established country codes. Pending separation of the country and activity codes used for distribution and physical location in clear text addressing under the DLMS, the SC customer code values and the country and activity codes are maintained in a mixed-purpose table in Logistics Data Resources Management System (LOGDRMS) (in association with Qualifier 85 an 85*).

COUNTRY CODE. 1) Identifies the geopolitical entities, names, and codes (GENC) standard. The GENC Standard is the U.S. Government profile of ISO 3166 (parts 1 and 2) names and code elements, with modifications only where necessary to comply with U.S. law and U.S. Government recognition policy. The authoritative Source for GENC Country Codes is the Geopolitical Entities, Names, and Codes (GENC) Registry. 2) Country used for distribution and the physical location used for clear text addressing under DLMS.

SECURITY COOPERATION CUSTOMER CODE. A two-digit code used by Defense Security Cooperation Agency to represent the country, international organization, region, or program authority associated with transactions recorded in Security Cooperation systems and associated programs implemented in the Foreign Military Sales. The codes are used to identify the country, international organization, or account which is (1) the recipient of materiel or services sold, leased, loaned, transferred, exchanged, or furnished through FMS programs and (2) the recipient of materiel or services furnished under FMS and Grant Aid.
