Key notes:

GHD discussed the environmental impacts from potential blasting for the solar farm project and road closure. Ronphos confirmed that Ronphos do not use the road which would require closure. Therefore, no impact from blasting on their operations is anticipated.

Ronphos shares the magazine facility with NRC at the NRC workshop site. This is a secure facility, Ronphos have their own keys and undertake housekeeping when required.

Ronphos discussed the blasting procedure. A summary:

Fire at 10am then load blast night before. Fire at 5pm then load blast earlier that day.

Day before blasting, notification email sent to the email list (e.g. media, Canstruct, Australian Border Force, NRC etc). Include a map of where blast is and exclusion zone showing which roads will be blocked off and where. Also announce on local radio.

Block road off half an hour before blasting. Similar for mine sites in Australia.

500 metre exclusion zone. Similar for mine sites in Australia.

Everyone involved in carrying out the blasting has 2 way communications.

After blasting, checks for misfires.

Check for noxious blast fumes and dust. Leave up to 10 mins to settle.

Ronphos can provide training to NRC around the blasting procedure and firing, if required. Follow up on suitable day and time for training (if required).

Ronphos would like to include blast boards on the road near the site at some point. All agreed this would be a good idea.

Ronphos noted that for the Ronphos kiln to be used, petrol and diesel need to be separated and not mixed when received. Charges apply to use the kiln.

Ronphos noted that for spills, they used sawdust from the carpenters yard.

Coordinate obtaining this sawdust to include in the spill kit wheel bin on the project site.

GHD introduced the project: ADB funded solar panel farm next to the MFAT solar panel farm near RCP Camp 1. The program is proposed to start mid-August until June 2020. The works generally include vegetation clearance, rock breaking activities on site using an excavator and levelling the site. NUC are the proponent who are contracting NRC and will issue a notification of works around 3 weeks prior to works commencing. Works will be undertaken in working hours 7:00-17:00 Monday to Saturday.

GHD outlined the key environmental impacts from the proposed works – truck traffic to the crushing facility up the road; dust; noise. NRC will implement various environmental management measures to help reduce the impact of traffic, dust and noise. However, if RCP Camp 1 have any complaints during construction, these can be directed to NRC Creedence Halstead and they will be logged, discussed with the aim of being resolved.

Minutes Action GHD noted that blasting is unlikely to be required, however; as a precaution a blasting procedure will be developed in the event it will be needed.

GHD described the general process of blasting and RCP Camp 1 provided input. Key notes included:

An exclusion zone will be required and within this roads will be closed 30 minutes prior to blasting and 10 minutes after blasting for dust to settle. Australian standards request a 500 metres exclusion zone. However, the exclusion zone will be determined based on the level of blasting. The location of blasting will determine whether RCP Camp 1 will be able to continue using their access.

RCP Camp 1 noted that the access if required for emergency services. Therefore, road closure is not recommended.

RCP Camp 1 noted that due to vulnerable people using the facility blasting should take place at the same time on the day, 4pm. Notification of the blasting should take place the night before using the same email list as Ronphos and a map showing the exclusion zone and road closures. RCP Camp 1 will add additional people to the email list.

RCP Camp 1 noted that the best time to blast would be a Saturday as the workers would not be present.

RCP Camp 1 requested that monthly communications with them take place letting them know whether blasting is envisaged for the upcoming month or not. Then they can plan better.

The potential use of a siren was discussed. Dependant on importing.

The use of signage on the roads was discussed and agreed was a good idea.

Post meeting note: It has now been advised that blasting will not take place. In the eventuality that blasting is required as the site clearance works progress, an exclusion zone will be deployed. If this affects RCP Camp 1, NRC will carry out additional consultation to discuss access arrangements.

NRC to organise another meeting with around the start of August to go over any updates.

Issue raised by Junior Olsson – Safety concerns when clearing zone C1-1 as this will most likely affect the safety and flow of vehicles to and from the camp given rock breaking activities will occur very close to the nearby and narrow road track.

Possible solutions – Widen the road track and possibly install fencing panels/ ply boards to serve as a sound barrier and to stop debris (rocks) from flying over the road track. See picture below.

Key notes

GHD gave an overview of the project and site works along with key environmental, health and safety issues (i.e. dust, noise, truck traffic) which have been identified and have been/are being addressed.

GHD noted that blasting of rock is very unlikely to take place. If it is required in the future, NRC will be in contact.

GHD and NRC noted that face to face consultation has been undertaken twice with RPC Camp 1, however Eigigu Solutions was not present. GHD note that Eigigu Solutions shall be included in consultations moving forward.

GHD and NRC noted that open communication between Eigigu Solutions and NRC is important so that any issues from RPC Camp 1 can be resolved quickly.

Eigigu Solutions noted that the speed limit outside RPC Camp 1 is 20 km/ph and that NRC trucks passing the centre should abide by this speed limit. By going over the speed limit there are issues with dust and health and safety of people using the centre.

NRC have communicated this speed limit to the truck drivers who are aware.

Eigigu Solutions noted that RPC Camp 1 does not have residents. The medical facility is used by refugees. Workers at

GHD audited truck movements from the site passing RPC Camp 1 and noted that they were visibly slowing down and abiding by the speed limit.

Other trucks (e.g. from the port) were noted to be going at a much faster speed causing high volumes of dust near RPC Camp 1.

GHD noted that the site clearance works program will be until around June 2020.

GHD gave an update on the key issue that was raised in the past consultation (September), which involved trucks going too fast past RPC Camp 1 causing dust.

GHD noted that in response to this complaint, the NRC Operations Manager communicated and reinforced the 20 km/phr speed limit to the truck drivers and reminded them to reduce speed when passing the camp.

NRC noted that after this complaint was fed back to the team. GHD carried out visual monitoring over the following week on truck speed and dust. It was observed that NRC trucks had slowed down to the speed limit. Other trucks on the road were going at faster speeds.

When GHD carries out monthly audits of the site, they will continue to visually check NRC truck speed and dust.

Minutes Action GHD noted that the dust from other vehicles speeding past the

solar panel site is causing dust to go onto the panels. It was recommended that RPC Camp 1 (Canstruct) move the 20 km/hr speed limit sign forward to just before the MFAT Solar panel site

Eigigu Solutions and Canstruct had comments on truck speed and dust.

Noise was discussed, however no issues noted around noise from the site. Rock breaking works are not continuous throughout the day.

RPC Camp 1 were encouraged to let NRC know if they have any further issues so that the grievance can be logged, additional mitigation measures can be implemented and the issue resolved.
