The Holy Scriptures and ancient Christian writers make it clear that from the apostles’ time,

there have been different ministries within the Church. In particular, since the time of the

New Testament, three distinct orders of ordained ministers have been characteristic of

Christ’s holy catholic Church. First, there is the order of bishops who carry on the apostolic

work of leading, supervising, and uniting the Church. Secondly, associated with them are the

presbyters, generally known as priests. Thirdly, there are deacons who assist bishops and

priests in all of this work.

The persons who are chosen and recognized by the Church as being called by God to the

ordained ministry are admitted to these sacred orders by solemn prayer and the laying on of

episcopal hands. It has been, and is, the intention and purpose of this Church to maintain

and continue these three orders; and for this purpose this service of ordination and

consecration is appointed.

It is also recognized and affirmed that the threefold ministry is not the exclusive property of

this portion of Christ’s catholic Church, but is a gift from God for the nurture of his people

and the proclamation of his Gospel everywhere.

Las Sagradas Escrituras y los antiguos autores cristianos expresan con claridad que, desde los

tiempos apostólicos, han existido diferentes ministerios en la Iglesia. En particular, desde los

tiempos del Nuevo Testamento, la santa Iglesia católica de Cristo se ha caracterizado por

tener tres distintas órdenes de ministros ordenados. Primero, hay la orden de obispos,

quienes continúan la obra apostólica dirigiendo, supervisando y uniendo la Iglesia. Segundo,

asociados con los anteriores, hay los presbíteros, que fueron generalmente llamados

Bishop Mary We thank you, Almighty God, for the gift of water. Over it the Holy Spirit moved in the beginning of creation. Through it you led the children of Israel out of their bondage in Egypt into the land of promise. In it your Son Jesus received the baptism of John and was anointed by the Holy Spirit as the Messiah, the Christ, to lead us, through his death and resurrection, from the bondage of sin into everlasting life. We thank you, Father, for the water of Baptism. In it we are buried with Christ in his death. By it we share in his resurrection. Through it we are reborn by the Holy Spirit. Therefore in joyful obedience to your Son, we bring into his fellowship those who come to him in faith, baptizing them in the Name of the Father, and of the Son, and of the Holy Spirit.

The Bishop-Elect then signs the Declaration in the sight of all present. The witnesses add their signatures.

Presiding Bishop Brothers and sisters in Christ Jesus, you have heard testimony given that

Lucinda Ashby has been duly and lawfully elected to be a bishop of the

Church of God to serve in the Diocese of El Camino Real. You have been

assured of her suitability and that the Church has approved her for this

sacred responsibility. Nevertheless, if any of you know any reason why we

should not proceed, let it now be made known.

If no objection is made, the Presiding Bishop continues by asking

Presiding Bishop Is it your will that we ordain Lucinda a bishop?

People That is our will.

Presiding Bishop Will you uphold Lucinda as bishop?

People We will.

Presiding Bishop The Scriptures tell us that our Savior Christ spent the whole night in prayer

before he chose and sent forth his twelve apostles. Likewise, the apostles

prayed before they appointed Matthias to be one of their number. Let us,

therefore, follow their examples, and offer our prayers to Almighty God

before we ordain Lucinda for the work to which we trust the Holy Spirit has

called her.

My sister, the people have chosen you and have affirmed their trust in you by

acclaiming your election. A bishop in God’s holy Church is called to be one

with the apostles in proclaiming Christ’s resurrection and interpreting the

Gospel, and to testify to Christ’s sovereignty as Lord of lords and King of

kings.

You are called to guard the faith, unity, and discipline of the Church; to

celebrate and to provide for the administration of the sacraments of the

New Covenant; to ordain priests and deacons and to join in ordaining

bishops; and to be in all things a faithful pastor and wholesome example for

the entire flock of Christ.

With your fellow bishops you will share in the leadership of the Church

throughout the world. Your heritage is the faith of patriarchs, prophets,

apostles, and martyrs, and those of every generation who have looked to

God in hope. Your joy will be to follow him who came, not to be served, but

to serve, and to give his life a ransom for many. Are you persuaded that God

has called you to the office of bishop?

Bishop-Elect I am so persuaded.

The following questions are then addressed to the Bishop-Elect by the other bishops

Bishop Will you accept this call and fulfill this trust in obedience to Christ?

Celebrant: Glory and honor and praise to you, holy and living God.

To deliver us from the power of sin and death

and to reveal the riches of your grace,

you looked with favor upon Mary, your willing servant,

that she might conceive and bear a son, Jesus the holy child of God.

Living among us, Jesus loved us.

He broke bread with outcasts and sinners,

healed the sick, and proclaimed good news to the poor.

He yearned to draw all the world to himself

yet we were heedless of his call to walk in love.

Then, the time came for him to complete upon the cross

the sacrifice of his life, and to be glorified by you.

On the night before he died for us, Jesus was at table with his friends.

He took bread, gave thanks to you, broke it, and gave it to them, and said:

“Take, eat: This is my Body, which is given for you.

Now gathered at your table, O God of all creation,

and remembering Christ, crucified and risen,

who was and is and is to come, we offer to you our gifts of bread and wine,

and ourselves, a living sacrifice.

Pour out your Spirit upon these gifts

that they may be the Body and Blood of Christ.

Breathe your Spirit over the whole earth and make us your new creation,

I am grateful to the people and parishes of the Diocese of El Camino Real for their support and the arrangement of this event. I appreciate the extra time and effort put forth by St. Andrew’s Episcopal Church and School, the staff and the Rev. Channing Smith to extend hospitality and to support the functions of this consecration. I am especially grateful to Bishop Mary Gray-Reeves for walking this time of transition together. It has been a wonderful period of sharing, good humor, and deep reflection. What an amazing experience we have had! Thank you to Timothy Gee, Laura Learned, and the members of the Transition Team for their attention to detail and their concern for making it all work well. Bishop Lucinda’s vestments feature an adaptation of the Cross of St James, with the

pilgrim’s scallop shell at its center. The scallop shell is symbolic of pilgrimage, and is worn

by pilgrims along the Camino de Santiago; it also symbolizes our baptismal covenant and

reminds us of the coastal environs that are part of our diocese. The cope, chasuble, mitres,

and stole were designed by Clifford Chally and are gifts of the Diocese of El Camino Real.

STOLE – the long strip of material worn around the necks of

bishops and priests and on the left shoulder of deacons at liturgical

celebrations.

CHASUBLE – the outer garment worn by bishops and priests at the

Holy Eucharist.

COPE – the cloak-like outer vestment worn at other liturgical

occasions.

MITRE: the characteristic tapered liturgical

headwear worn by bishops.

PECTORAL CROSS – the cross worn by bishops around the neck.

The cross was designed and created by Deacon Rick Harvey, of St.

Michael’s Cathedral, Boise, Idaho, and is a gift from the Diocese of

Idaho.

EPISCOPAL RING – the symbol of a bishop’s spiritual relationship

to their diocese. The ring was designed and created by Deacon Rick

Harvey and is a gift of the Ashby/McEvilly families.. In additional to

the traditional amethyst of the Bishop’s Ring, this ring has coral,

representing land and ocean, and turquoise representing sea and sky—all elements of God’s

creation so very evident in El Camino Real.

FESTAL CROZIER - the pastoral staff symbolizing the bishop’s role as chief pastor and

shepherd of souls. This crozier is handcrafted by Molina artisans from Spain and is a gift of

the Diocese of Idaho.
