The study used techniques and mo thad!A of effectivenessanalyses. Tt-e plan provide.s for good use of uoistin.g data systemor ow system being established a*s the result of the reorganizationto collect data for the evaluation. This report presenta an evaluation plan destgnied to assist the Army

in the overall assessmeat of its effecttveness in term of the goals of

the COHUS Reorganization - 1973. The report consists of four voluves.

Volume I provides an executive sur.ary. Volune tl contains the detailed

plan; it identifies measurement areas and perfoanc easures and relates

then to specific commands or agencies and goal4. Data collection and

analytical techniques are discussed in Volume i11. BackgrotLd infoartion

on the development of the plan to include information on study team

visits and a iervations is provided in Volhs- IV.

The backgtound material and information required for the study could

not have been assembled in the time required had it not been for the un-

itinting cooperation of many individtaIs in the commands and agencies

included in the evaluation plan. The critical reviews of Tasks 1, lI,

size and scope. Although these command aud agency inputs contributed

greatly to the plan's development, the final r-comsended plan is the sole

respon ibility or the authors.
