REPORT ON INFORMATION TECHNOLOGY SYSTEMS

EXECUTIVE SUMMARY

Information Technolongy Initiatives In FY 1995. Defense Nuclear Agency (DNA)will begin implementation of securing writer to reader privacy, secured wide area networklogin and other DOD security initiatives. The Agency will continue imp mnion ofGOSIP, building upon X400 and X500 to enable virtual - access through telnet typeservices. Continued implentation of the virtual office will continue, to provide userswith an office away from the office, while on travel or telecommuting I working fromhome. Increased emphasis on the Defense Research and Education Network (DREN) willallow initiation of remote collaborative computing for visualization intensive applications,models, and simulatons The major automated systems in support of nuclear stockpilemanagement will complete the prototype phase and begin early production deployment forlimited key functions. Numerous databases and systems in support of cooperative threatreduction treaties, verification and safety will be maintained and augmented.

DNA does not meet the reporting requirements for Exhibit 43A Report on InformationSystems, due to not having any major systems or CIM financial systems.

Management Prnes Used to Validate Data! DNA senior management approvesall requests for resources through program management reviews before these resources arereflected in the Agency budget.

Cost Changes Between FY1993. FY1994 and FY1995 of Thirty Percent orMore.

Item IA, "Capital Investments - Purchase of Hardware": 1) In FY94, there was a 84%decrease. Decrease is due to the purchase of supercomputing resources ($15.5million) in FY93 for support of Agency's Scientific Computing Program havingbeen completed. Also, additional funding planned in FY 94 ($1.0 million) forfollow-on requirements associated with supercomputer resources acquired in FY93for the Agency's Scientific Computing Program, was deferred to finance higherpriority requirements.

Item 3A, "Equipment rental, space, and other operating costs - Lease of Hardware":1) In FY94, there is a 76% decrease. Decrease is due to the end of a federallease to ownership between Field Command, DNA and Digital EquipmentCorporation (DEC). This hardware represents a dual VAX 3800 with 5 VAX3100 workstations for support of the Nuclear Inventory Material and CatalogingSystem (NIMACS).

Item 3A, "Equipment rental, space, and other operating costs - Lease of Hardware":1) In FY95, there is a 100% decrease due to a one time lease in FY94 of aprototype system for the Nuclear Management Information System (NUMIS),prior to making a procurement.

Item 4G, "Commercial Services - Significant Use of Infomution Technology": 1) In FY94,there is a 100% decrease. This decrease is due to completion of pilot program forsystem response modeling efforts related to nuclear affects on minuteman 3/W78missile for the Air Force.

FY94 and FY95 funding was identified in previous budget submissions for the startof build-up efforts related to system response modeling. This modeling which isassociated with assessments of nuclear capable araft has since been deferred tofinance higher priority requirements.

The above decreases for Item 4G are the result of work currently being performedby DNA's Nuclear Operations/Safety Assessment Progrm.

a. Mission Supported: The Defense Nuclear Agency's primary mission is tosupport the Office of the Secretary of Defense (OSD), the Joint Chiefs of Staff (JCS), theMilitary Departments, the Unified and Specified Commands, the Defense Agencies, andother Federal organizations in analyzing the effects of nuclear and conventional weaponssystems, and other aspects of the DoD nuclear program to include non-proliferation,cooperative th reduction, safe and secure dismantlement, and treaty verificationtechnologies.

GFE Scientific Computing is classified as a separate category of AIS because it providescentralized supeomputing support for all DenNucle Agency (DNA ) Research,Development, Test and Evaluation (RDT&E) projects. To ensure its ability toaccomplish key elements of its mission, DNA conducts a rigorous RDT&E program thatencompasses every aspec of nuclear and conventional weapon effects. T1h6 programrelies heavily on scientific computing to support the activities conducted by the threeprincipal technical directorates: Shock Physics, Radiation, and Test

These three directorates share a somewhat common approach to calculations - as an aidto the basic understanding of the complex and interrelated physical phenomena that occuras the result of nuclear and high energy explosions. In order to understand theuncertainties in the phenomenological models, as well as the parameters associated withthese models, numerous sensitivity or parameter studies must be performed. Thesecalculations are very often used to aid in the design of the experiments, models, andsimulations, by predicting the type and levels of required measurements. Aftervalidation, the calculations are used to provide system-specific predictions of nuclear andconventional weapons effects to DoD.

b. Functions Performed: Provide computational support for DoD researchers andtheir contractors performing RDT&E for DNA poject.

c. Current Resources Used: CRAY YMP/M98 and other supercomputerresources provided by Los Alamos National Laboratory (LANL) on a reimbursable basis.

4. ncfi: DNA's participation in the .ANL environment has proved to be extremelybeneficial from both a technical and economic perspective. Verification of the continuedcost effectiveness of the LANLDNA an~ement was performed by comparing LANLto other commercial and government facilities that could provide the computer supportrequired by DNA. Through participation in the LANL resource pooling, DNA avoidsapproximately $2 million each fiscal year in contractor add-on costs.

The replacement supercomputer is a significant factor in maintaining DNA's scientificresearch capability, and containing the long term cost of providing computing support.The recent DoD High Performance Computing Plan, in which DNA was an integralparticipant, clearly demonstrated that the overall DoD supercomputing infrastructure issaturated and obsolete. It is critical DNA participate in the DoD supercomputertechnology renewal process, not only to meet DNA needs, but as a part of the overallDoD modernization. With the unavailability of future underground testing, DNA willincreasingly rely on computer modeling and simulation. The supercomputer is our key tothe future. The acquisition will also be cost-effective, with an economic pay-back withinthree years verses the cost of maintaining an obsolete system, while buying high-endcomputing time on the open market.

A separate formal economic analysis / cost-benefit analysis was not performed for theGFE / Scientific Computing initiative. The economic analysis was included in thedevelopment of the Future Year Plan and numerous POM and budget documents.
