INTRODUCTION
The USAID Sustainable Ecosystems Advanced (SEA) Project is a five-year project (March 2016-
March 2021) that supports the Government of Indonesia to improve the governance of fisheries
and marine resources and to conserve biological diversity at local, district, provincial, and
national levels. The overarching goal of the USAID SEA project is to ensure that USAID support is
able to answer the challenges of conservation and management of marine biodiversity in
Indonesia by strengthening the capacity, and improved management of marine conservation
and sustainable fisheries.
All the activities of the USAID SEA Project are targeted for three levels of government: the
national level through Fisheries Management Areas of the National Republic of Indonesia, and in
three provinces adjacent to each other in eastern Indonesia (West Papua, North Maluku and
Maluku), within the area of FMA-715 and in 9 districts of those three provinces, namely the Sula
Islands, South Halmahera, Morotai Island, East Seram, West Seram, Central Maluku, Bintuni,
Fakfak, South Sorong and Raja Ampat
The USAID SEA project is implemented by Tetra Tech with a consortium of partners that includes
the Wildlife Conservation Society (WCS), the Coral Triangle Center (CTC), the World Wildlife
Fund-Indonesia (WWF) and Masyarakat Dan Perikanan Indonesia (MDPI). CTC contributes mainly
to the following three Strategic Approaches:
Strategic Approach I: Encourage demand for marine conservation and sustainable fisheries
management
Strategic Approach 2: Improving ecosystem management of the FMA 715 and its MPAs
Strategic Approach 5: Institutionalize training and capacity building
The Strategic Approach 5 is designed to institutionalize the advanced system of trainings, the
management of MPA and fisheries, as well as extension officer activities at district, provincial,
and national levels including in higher education institutions to maximize the use of science,
technology, and innovation to support the proper decision-making process and the replication
of best management approaches.
At the national level, one approach to improve the human resource capacity of MPA is through
standardization of national competence as a basis for developing training curriculum and to
obtain competent human resources in the planning and management of MPA in Indonesia.
The National Working Competency Standards (SKKNI) is required by the Ministry of Marine
Affairs and Fisheries as well as other institutions related to human resource development in the
field of management of coastal areas and small islands including marine protected areas, in
accordance with their respective needs:
1. For education and training institutions
a. Inform program and curriculum development
b. As a reference in the organization of training, competency assessment and certification

2. For business, industry and work force users
a. For recruitment
b. Assist performance appraisal
c. Assist in preparing job descriptions
d. Assist in developing specific training programs based on the needs of the
business/industry
3. For competency assessment and certification providers
a. As a reference in formulating certification program packages according to given
qualifications and levels.
b. As a reference in conducting competence-based training, assessment and certification.
Only three competence standards with regard to marine conservation have been developed,
they are SK3 (Standard Kompetensi Kerja Khusus or Special Work Competency Standards) on
MPA Planning and Management, SK3 on Ecosystem Approach for Fishery Management (EAFM),
and SKKNI (National Work Competency Standard) on Monitoring and Evaluation of Marine,
Coastal and Small Islands Resources. Therefore, MMAF through its Training and Education
Center (Puslatluh) supported by NGOs has organized two workshops. The first workshop
conducted in Bogor on November 21-22, 2016 on MPA Management Competencies Needs has
resulted in the list of competency standards needs to be developed and identified institutions to
facilitate the development of each competency standard. (See table I in the Annex I for more
detailed information on the workshop result)
The follow up workshop (focus group discussion on competency standards) held in Jakarta,
December 8, 2016, resulted in the five Competency Standards (SKKNI) Priorities to be developed
namely:
1) Marine Spatial Plan SKKNI
2) MPA Sustainable Tourism SKKNI
3) MPA Management Planning and Governance
4) Sustainable Aquarium Fish Culture
5) MPA Law Enforcement
CTC has committed to facilitate the development of SKKNI on marine sustainable tourism and
one SKKNI on MPA management.
OBJECTIVES OF ACTIVITY
The purpose of this activity was to facilitate the collaborative process among stakeholders in
drafting two SKKNIs in the field of MPA marine tourism and MPA management. Both SKKNIs
produced will help provide and develop competent human resources in the planning and
implementation of effective MPA management. Thus, MPA human resources should be
prepared systematically through training programs along with a set of curriculum and training
modules to meet the needs that exist in the field. Professionalism and credibility of human

resources can also be secured through competency testing and certification of the competency
standards established.
SUMMARY OF PARTICIPANTS
Two SKKNI development teams have been established by Puslatluh as seen in the table in Annex
I. The teams are SKNNI Development Team for Marine Tourism in MPA and SKNNI Development
Team for Outreach in MPA.
RESULTS
1. Development of Competency Function Map
The Indonesian National Work Competency Standards are based on RMCS (Regional Model
Competency Standard) pattern as agreed by the Asia Pacific Countries.
Preparation of Competency Unit is based on RMCS pattern, contains elements including:
a) Unit code
b) Unit title
c) Unit description
d) Elements of competence
e) Performance criteria
f) Limits of Variable
g) Assessment guides
h) Key competencies
These elements in each competency unit should be reflected in the SKKNI, as the competency
unit will be followed up in the next step, for the purpose of preparation of the training program,
the competency test material development in the framework of workforce quality assurance.
Prior to development of those competency elements, a function map should be developed as
the basis. In order to prepare the function map, each of the two SKKNI teams have conducted
four meetings.
The first meeting was a brainstorming to determine the scope of work competence that must be
developed for both SKKNI.
The Tourism SKKNI team determines the main objectives of SKKNI as: to achieve a sustainable
management and use of marine resources through marine tourism activities in MPAs to achieve
community welfare.
The Outreach SKKNI Team defines the main objectives of SKKNI is: to implement an effective
outreach activities to stakeholders to improve the MPA management effectiveness.
In the second to fourth meeting both teams discussed to develop the function map of
competency that includes:
