It’s hard for me to believe the year isalmost half over. I have had theopportunity to serve the Associationon the Board of Directors for the lastfive years; and by far, this year is goingthe fastest.

This year, like past years, we are tryingto improve the way we do things totake the Association to the next level.Here are some of the changes wehave put into place so far this year:

• We added a Task Force made up of Directors and DRs; thisgroup is working on a list of items to improve the Associa-tion as a whole.

• In Time Out, we have started publishing a list of items that arehandled at the Board of Directors Meetings.

• The Board of Directors now has monthly meetings, toexpedite recommendations made by Committees and tohelp the Directors keep abreast of what is happening at theAssociation.

• The Executive Committee has no regularly scheduled meet-ings this year.

• The number of Committees has been significantly reduced,and our current Committees are much more proficient.

• Our future new Association building plans are movingalong very well. The Committee is working on narrowingthe general location so we can start looking at specificpieces of property.

A look back at 2003“The Foundation of Success”

Last year was a year of increases for our Members! There was 8.7% increase in our MLSMemberships in 2003; from 1,395 to 1,516 in 2003. The number of Listings in 2003 was 14,363,up 9.2% over the 13,148 Listings in 2002. The average Listings per Member was up 1.1% from 9.4Listings in 2002 to 9.5 in 2003. Total Sales were 7,408 in 2003, up 4.3% from 7,100 in 2002. Theaverage Sales per Member was 4.89, down from 5.09 in 2002; but the average Dollar Volume perMember was up .7% from $677,100 to $682,000. That put a little more money in Members’pockets. The Residential Average Sale Price was $148,400, up 5.2% over the $141,117 AveragePrice for 2002.

The Budget and Finance Committee had a very productive year in 2003. TheCommittee performed its usual functions of reviewing and approving the Audit for 2002 andhammering out a budget for 2004. The Committee held eight regular meetings plus a Task ForceMeeting to discuss the Delinquent Accounts Policy. They reviewed and recommended severalchanges to the Association’s Investment Policy. They recommended increasing the limits ofliability for Employee Dishonesty and Forgery and Alteration due to current local events withunethical practices in the corporate world. They recommended allowing Broker Companies topay their monthly fees by preauthorized debit. This fall, the Committee held a tax planningmeeting with the Executive Committee; and based on the Association’s projected net profit forthe year, the Committee recommended billing Offices in advance rather than in arrears, therebywaiving two months of recurring charges for MLXchange, MLS Participation, Voicecom, InternetAccess, and MLS Books, a gift to Members of slightly under $200,000. The Committee alsoreviewed and acted upon all assignments from the Board of Directors.

Chair Vicki Waier prepared an aggressive agenda for the Circle of Excellence Committeeand implemented several significant changes for 2004, including the establishment of the Circleof Excellence Leadership Panel. In 2003, the Circle of Excellence Leadership Subcommittee metthree times, and the Circle of Excellence Committee met three times. For the year 2002, 51REALTORS® qualified for this special Committee by raising their level of professionalism throughincreased professional development, community and industry service, and achieving a commend-able record in sales and promotion. These individuals were recognized at a special luncheon heldat the University Club on March 7, 2003.

The Executive Committee accomplished a great deal during their ten regular Meetingsand one special Meeting in 2003. Among their accomplishments, which were ratified by theBoard of Directors, the Committee:

• Decided to add the Inman Real Estate Connect Conference in San Francisco as a part of theAssociation’s Travel Policy as the Association has attended for the last five years.• Implemented a new SUPRA System in March.• Approved the installation of Version 1.4 of MLXchange in March and switched to MLXchangeOnly in April.• Decided to hold three DR Update Meetings based on company size to better addressconcerns (March 3, 10, and 14, 2003).• Decided to discontinue negotiations with MonsterClose.

The Education and Training Advisory Group reviewed some items that wererequested by the Board of Directors including the Education Course Cancellation Policy. Theyrevised the criteria for the Education Foundation Scholarship so that it is for Members who havebeen Association Members for less than five years. They came up with four educational topics forwhich seminars will be held in 2004. They also wrote or obtained educational articles, which willbe printed in Time Out through 2004.

The Greater Lansing Housing Coalition Task Force met six times in 2003setting a goal to raise $10,000 by the end of the year. Many Members, Businesses, and theGreater Lansing Association of REALTORS® made contributions to the Housing Coalitionbringing in a grand total of $20,235.00 as of December 31, 2003. Congratulations on reachingthe goal for the third year in a row!

The Programs, Products, and Services Advisory Group met ten times in2003. Although this Group worked hard at planning a Technology Fair, the changes in theeconomy made it very difficult for the Group to get vendors to commit to the Fair. Therefore,the Group had no choice but to cancel the Technology Fair. The Group surveyed the Member-ship regarding developing a Business Service Center and found that the Membership did not feelthat a Business Service Center would be useful at this time. This Group is committed to bringingtechnology to our Members. They are reviewing our discount programs and seeing how toimprove them and what vendors and services should be added.

The Successful Beginnings Advisory Group was established to assist new Mem-bers in their transition into the hectic world of real estate. This Group brought in speakers,developed a support system for new REALTORS®, and has been a huge success! Participantsof this Group meet monthly.

During 2003, Karla Russell, as Vice Chair of the International Council, visited the Nether-lands on behalf of the Greater Lansing Association of REALTORS®. Last year, the Chair, DebbieD’Valentine, was sent by the Association to the International Congress in Miami, Florida. TheInternational Council also held a luncheon and invited representatives from the Michigan Eco-nomic Development Corporation, the Greater Lansing Regional Chamber of Commerce CapitalChoice Program, and the MSU VIPP Program. This luncheon was to begin development of arelationship with these Groups and to find ways that our organizations could assist one another.

The Past Presidents Council held their Annual Luncheon on Thursday, October 2,2003 at the University Club. Chair Brian T. Huggler updated the group on the MAR Redistrict-ing, the possibility of a new building for the Greater Lansing Association of REALTORS®, andother Association issues.

The Association Billing Task Force met twice to discuss the continuing problems ofMember firm accounts, which are consistently paid late. The Task Force significantly revised someAssociation billing policies.

The Building Task Force met 15 times during 2003 to review and obtain a completestudy of the current building and any issues surrounding it. They obtained estimates for therepair and improvement of the current building. They also researched the feasibility of buildinga new building, the financial aspects of building a new building, and what would be an ideallocation for a new building. The Building Task Force also researched the possibility of renovatinga building that currently exists. They prepared an extensive presentation, which was presentedby several Members to the Designated REALTOR® Update held on December 17, 2003 at theAssociation Office.

The Legislative Committee met six times in 2003. The Committee expanded andupdated a database containing the governmental entities and personal contact information foreach entity. This information was then published on MLS Zone for easy access by AssociationMembers. The Committee conducted interviews with Tony Benavides, Mayor of Lansing, and VirgBernero, Mayoral Candidate, in order to establish which candidate the Association wouldsupport. The Legislative Committee also focused on raising RPAC awareness.

As of December 31, 2003, the Membership Committee accomplished the following:

• Recommended approval of a total of 304 REALTORS® and 2 Secondary REALTORS®.(Compared to 227 REALTORS® and 4 Secondary REALTORS® in 2002)• Recommended approval of 10 Designated REALTORS®, 14 Designated REALTOR® upgrades, and1 Secondary Designated REALTOR® after conducting interviews of each Applicant. (Compared to 3Designated REALTORS®, 7 Designated REALTOR® upgrades, and 1 Secondary Designated REALTOR® in 2002)• Recommended approval of 31 Affiliates. (Compared to 21 Affiliates in 2002)• Recommended approval of 12 MLS Only Participants. (Compared to 12 MLS Only Participants in 2002)• Reviewed requests and recommended approval of 2 Members for Life Membership status.(Compared to 7 Members for Life Membership status in 2002)• Reviewed and followed up on Member complaints concerning possible violations of the Bylawswherein nonmember licensees were allegedly working for GLAR Firm Members.• Addressed the activities of a REALTOR® Member holding themselves out to the Public to bea separate entity and utilizing MLS materials for a nonmember firm.• Followed up on Designated REALTORS® with nonmember licensees per the DCIS Reportfrom the Michigan Association of REALTORS® and assessed appropriate fees.• Reviewed Member Firms whose names do not reflect all aspects of the real estate servicesprovided to the Public and moved to deal with any future complaints on an individual basis.• Addressed an issue concerning the privacy of information disclosed within the Committee andthe importance of guarding Committee information and abiding by the Confidentiality State-ment, which are signed by all Committee Members.• Reviewed an incident wherein an MLS Only Participant made inappropriate comments toGLAR Staff Members concerning the use of firearms; interviewed the MLS Participant in thepresence of the Association Attorney, Mike Cavanaugh; recommended that the Board ofDirectors forward a request to a Professional Standards Panel for a Hearing on the perceivedthreat of violence.• Approved the Subcommittee’s updated Designated REALTOR® interview questionnaire.• Monitored the number of Members who completed NAR’s mandated Code of Ethics training.• Continued its commitment to maintaining the Association’s high standard of excellence bycarefully following Association’s Rules & Regulations and Bylaws.

The MLS/Computer Committee had a busy year.

The MLS/Computer Committee considered the suggestion of a Member and deleted MLS Rule

4.25, which required Designated REALTORS® to obtain a letter from the Seller allowing them toomit the Owner’s Name and phone number from the Listing in the MLS Computer system. Theydecided to accumulate Solds, Expireds, and Withdrawns in the MLS database for 7 years versus5 years. They added a new School District for Ionia (Area 70).

The MLS/Computer Committee finalized and implemented the upgrade to the new Supra KIMsystem, which uses dKeys and eKeys to replace the old SuperKeys. An exchange was held for allKey users at the end of March 2003 over a two-week period.

The beginning of the year saw the implementation of the IDX program, which allows DesignatedREALTORS® participating in IDX to display the listings of other IDX Participants on their WebSites. The IDX display choices were implemented by Interealty and are in use by about 40 GLARMLS Participants. Sources for IDX data were limited to DataLink and the Smart-Frame option.

The Committee also passed rules for FLASH allowing them to expire in six months, limited FLASHto100 Clients per Agent, limited to 50 FLASHes per search, and decided that Reports for FLASHwould not include Seller information, Listing of Expiration dates, and Commission information.

A form was created and approved by the Association Attorney for Designated REALTORS® toobtain permission from the Seller to show addresses on their Listings on the Association’s WebSite, IDX, and realtor.com. A recommendation was made and approved to state that only informa-tion about the Property could be included in the Internet Remarks, the Open House Remarks,the Remarks, and the Double Brochure.

The Committee approved VOW Rules recommended by NAR and distributed them to theDesignated REALTORS®. They decided that Staff would replace Sold Listings that have render-ings with actual photos of the home once it is built and that Staff also inform Members thatListings, which have been Pending for longer than 180 days will be removed after 365 daysunless the Status is updated or corrected. They also requested that Staff inform the DRs thatthey will be responsible for continuing fees incurred by the Association for unreturned Keys heldby terminated Agents.

The Committee upheld the MLS Rules & Regulations issuing Fines for Rules that were violated.They approved Exemptions for MLS Participation Fees for a few Members and Exemptions fromPublication in the MLS system requested by Sellers.

At the Annual Meeting, the name of the Committee was changed in the Bylaws back to its formername, the MLS Committee.

Three Panels were called to hold three Professional Standards Hearings this year. Ofthe Hearings held, all three were based on Ethics Complaints. The third Hearing is scheduled totake place at the beginning of 2004. A Mediation that began in 2003 between the Associationand a Member is also scheduled to take place at the beginning of 2004. Also, a Hearing that wasscheduled to take place at the beginning of 2003 (left over from 2002), has been placed on holdas the Respondent terminated their Membership in 2003 with the Association. This Hearing willbe rescheduled at such time as the Respondent reinstates his Membership.

The Standard Forms Committee began the year by creating a new form for Dis-closed Dual Agency Notification for Designated Agency Companies. The Buy & Sell Contractwas revised and was approved as an 8 1/2” x 11” sized format. The text was enlarged to makethe form easier to use and read. The Residential Class 1 Form was also changed and sized for thenew format. Most of the revisions to the above forms have been reviewed by our Attorney. The

Referred this direction to the Leadership Development Committee.• Decided to reestablish the Strategic Planning Committee.• Decided to have Drolett Travel handle Member Travel Arrangements.• Reviewed the Association’s late fee policy.• Discussed and reviewed the VOW Policy, which passed in May 2004.• Recommended that the Association’s Bylaws be changed to reflect that terms of Directorswould be changed from three-to four-year terms.• Decided to send Kathy Ballard (at Association expense) to the REBAC Training along with theNegotiations Class in San Francisco, California in November 2003 and that her travel expensesbe paid according to the Association’s Travel Policy.• Recommended that when a Member (in good standing) is elected as a State President of aNAR recognized group that GLAR will contribute $500 to their installation breakfast/lunch/dinner along with a $100 gift to the individual.• Approved Mike Doherty to attend both the MAR (Traverse City) and the NAR (San Fran-cisco) Conferences according to the Association’s Travel Policy.• Discussed the MAR redistricting proposal with Bill Martin, MAR CEO, and Brad Ward, MAR,which was later passed at the MAR Annual Convention in Traverse City.• Decided that Elaine West would invite Brokers to lunch to discuss business and social issues in 2004.• Decided that Elaine West be allowed to sell her American Dream Build book in the REALTOR®MarketPlace with a $10 donation back to the Association for each book sold.• Decided to award Nancy Petroff and Chris Wretschko $100 each for the professionaldevelopment classes completed from the REALTOR® Foundation.• Recommended a new Network Server with a back-up tape system to accommodate andproperly service our growing Association Membership.• Decided that the Successful Beginnings Advisory Group should coordinate two sessions withSpeaker Lauren Harper, one for newer Members and one for all Members.• Decided to coordinate two Mold Seminars with Speaker Joe Lsiburek, PhD, one in conjunctionwith the Mechanical Contractors and one for GLAR Members (to save money).• Reviewed the new proposed language for Listing Contracts and Buyer Agency Contracts to beused in connection with the new Do-Not-Call rules.• Decided to send Mike Cavanaugh, Association’s Attorney, to the Chicago NAR Legal Seminarfor the benefit of the Association.• Adopted the NAR Harassment Policy.• Approved Kathy Ballard as the ABR Instructor for the Greater Lansing Association of REALTORS®.• Adopted the Residential Flier view format under Flash Reports until the MLS Committee canreview. This provided compliance of Interealty with our MLS Rules and Regulations.

The Grievance Committee met nine times during 2003. Twelve ethical complaintswere received during 2003, and eleven of those complaints were reviewed. The twelfthcomplaint will be reviewed in January of 2004. Of the twelve complaints, three wereforwarded onto the Professional Standards Committee for an Ethical Hearing; and the othernine were dismissed due to the fact that the Committee could find no Articles of the Code ofEthics, which had been violated.

The Leadership Development Committee met in April of 2003 to discuss howmany candidates to select as potential Directors. A prioritized list of 33 candidates was compiled.Two Meetings were scheduled to interview all of the potential Director Candidates. The twoMeetings were held June 11, 2003 and June 16, 2003. It was decided that a total of nine

The Strategic Planning Committee established a list for a one-year plan, a three-year plan, and a five-year plan for the Association. They also decided to obtain quotes fromseveral strategic planning consultants who have worked with other local real estate associations.They are in the process of deciding on one consultant to assist the Association in mapping a planfor our future.

The 2003 Web Site Committee looked back at the work the Association had done tothe Web Sites since the Sites were created. The Scottie the Housefly icon andwww.BeamMeHome.com were reexamined; it was decided that this was not a direction wewanted to take with the Web Sites. The Committee looked at advertising venues for promotingwww.lansing-realestate.com and decided that promotion of the Public Site would be the purviewof the Advertising Advisory Group. The Committee examined the issue of addresses on thePublic Web Site and asked that the MLS/Computer Committee reexamine this issue as well.

The Public Site, www.lansing-realestate.com, drew an average of 38,104 visitors and 887, 747 hitsper month. The Member Site, www.glaronline.com, received an average of 430 visits per month in2003. GLAR Online received an average of 3,812 hits per month in 2003.

The Advertising Advisory Group met three times this year and reviewed differentavenues of advertising. The focus of most meetings was how to cooperate with the LansingState Journal without giving away the MLS database. In the course of their discussions, theydecided to explore other options and pursued the Community Newspapers for another way toadvertise as an economic benefit for our Members. The Committee arranged for representativesof the Community Newspapers to make presentation to the three Designated REALTOR®Updates held in March. The small- and medium-sized Brokers liked the concept, but the largeBrokers were opposed.

The Appraisers Advisory Group recommended that the Seller’s Concession Field inthe MLS be made mandatory and numeric. This was accomplished with Interealty. The Groupalso recommended that it be made mandatory for a photo to accompany all listings offering amore complete profile of the property being listed. The Group made monthly assignments forAppraisal Articles to be written for Time Out, and three fine articles were published.

The Brokers Advisory Group met three times this year. The Group recommended achange to the Bylaws that would reflect not less than a majority of the Board of Directors wouldbe made of Brokers, Owners, Designated REALTORS®, or Managers. This recommendation wastaken to the Membership for a vote at the Association’s Annual Meeting and was defeated. TheBrokers Advisory Group also reviewed and recommended several technology ideas, which werenot passed by the Board of Directors.

The Builders Advisory Group met twice during 2003. This Group establishedcriteria for information to be displayed on the “New Construction” Page of the Association’sWeb Site. They also recommended that a new button be added to the GLAR Web Site tocreate a link to the New Homes Site.

The Cultural Diversity Advisory Group sponsored a Fair Housing Luncheon at theRoyal Scot in September to heighten awareness of cultural differences. The NAR video “SellingHomes in the Melting Pot” was viewed and was followed by a lively game of “Diversity” Jeopardy.

• The Board of Directors has identified a set of core beliefsfor day-to-day operations of the Association and for theBoard of Directors; this will help us with our StrategicPlanning for our future. I feel very strongly that the Associa-tions direction shouldn’t change based on one person’s (thePresident) personality or own interpretation of what direc-tion the Association should be heading. So, by having a set ofcore beliefs, we will continue to work in the same long-termdirection to again better serve the Association and all of ourMembers.

• One of the biggest challenges we are facing this year is theproposed tax on services. This tax will be hurtful to us all,because we are all in the service industry. If this passes, wecould end up with a 6% tax on all commission earnings priorto federal, state, and city taxes. We, as an Association, needto band together and to help our state legislators fight this.One way we can be effective is to give to RPAC this year.Even if you have never given before, this is a strong enoughreason for 100% of our Members to contribute. You candesignate your donation to RPAC I (designed to supportpolitical candidates, who are supportive of the real estateindustry) or to RPAC II (for the promotion of housing-related issues).
