SW) Leedstown CC late fees no fine to be imposed. MW to chase up by forwarding the form to Andrew George. MM MW Officer Reports Chairman (AK) AK reported on an ‘odd’ sort of CCB meeting. He had been disappointed that the Director of Cricket position was being removed, amid restructuring, with the CEO position also likely to disappear. Two new Non- Executive Directors had been elected and a new draft Development Plan was in circulation. DL was concerned about plans for the Appeals system; however, it was agreed that we should wait and see what actually happens on this, with ECB expected to issue some guidance this year. Vice-Chairman (DE) On the overseas players regulations, DE reported that the appointment of a professional had been made one step more difficult and that any professional or overseas player regulations depended on possible government changes. Clubmark is suspended for one year, but there soon may also be a new, lesser form of this for all clubs. DE also spoke about “green” (conservation) issues, particularly changes in the refuse collection system. Colleague felt, though, that clubs could manage this well enough and that a presentation to the AGM was not needed. Secretary/Cups(MM) Nil. Compliance Sec.(RJ) Nil. Operations and Media (MW) Represented the League at the funeral of Doug Oats on 17 December. Correspondence

From Gulval CC, regarding their relegation as 3rd

bottom team in Division 2 West. The Committee concluded that Rule 5.1.9 had been correctly applied and that the officers responsible for the decision to allow Rosudgeon CC to be voluntarily relegated from County Division 1 into Division 2 West had followed the precedent set in many other recent cases.Priority in such cases, where a club is struggling to field a competitive team in its current division, is given to the survival of that club and LMC is wary that forcing a team to play in a division above its current player strength may result in that team being withdrawn completely.We acknowledged that Gulval CC was somewhat unlucky in this instance, but we would underline the advice given to clubs every year, regarding up to 3 teams being relegated. Indeed, the ‘3 teams down’ model had now been applied for four consecutive seasons of ‘normal’ relegation. Gulval CC to be informed by letter.

South West Premier Leagues Meeting

MM briefly summarised his report from November and emphasised that we should be receiving £15000 from ECB in 2020.

2020 AGM

Rules Committee proposals previously seen were accepted for publication on the AGM Agenda.

Dual Registration rule proposal agreed. To be limited to two clubs, though loan players could actually play for more clubs.

Further proposals, regarding promotion and relegation. A thorough discussion ensued, with one proposal rejected, but one limiting the ability of a bottom-placed club to be reprieved, would be presented to the AGM. Promotion, however, only to be offered to one further team in the division below, not two.

Voting procedures: it was accepted that some votes may be a ‘landslide’, so we would take a ‘show of hands’ vote first, in order that more time was available to the tellers for those votes which needed counting. MM/MW to devise voting slip and organise the counting, though MM would be writing Minutes on the night.

Presentations: Trophies – MW/AC to check; Certificates – DE; Frames – MM; Recipients – MM to contact; Lower division cups – MM to ascertain winners.

2020 Season

Draft 9 of the divisions to be circulated.

Match Balls, Tier 2: Clubs had voted 21-10 for the ‘Magna’. A note to be issued, explaining that this would need to be the only ball used in Divisions 2 & 3 (prop. NH, sec. RJ), as only one type of ball could be used in a match.

Premier T20 Cup: the draft groups, proposed by MM, were agreed. MW to finalise with the fixtures.

Edwards Cup Final: Noted that this must be completed on the scheduled date for National T20 purposes.

Dates of Meetings 2020

Provisional dates circulated, but MM would check with colleagues for likely availability before confirming. There would be two fewer meetings than those originally scheduled for 2019.

Social Media Post

Colleagues had been made aware of a Twitter post by Mr N Tregarthen, of Penzance CC. Whilst it was not described as offensive, it was certainly disappointing, unhelpful and in poor taste, particularly given the actions of the Compliance Committee in defence of Mr Tregarthen last season. The LMC found it difficult to decide what action, if any, to take. Eventually, it was agreed that DL should formulate a letter of disapproval, which MM would assist in the compilation of, and send.

NH and MM, in particular, wished to thank AK for his three years of work as Chairman. LMC would nominate him for election as a Vice-President at the AGM.
