Other key messages and insights discussed and gained by the partnership include:

• Some indicators are already being addressed by other organisations (eg immunisation and 3.5 year health checks, by MCH) and therefore perhaps don’t need to be addressed by Best Start.

• Some indicators are already being addressed through ongoing projects, such as the Birthday Postcards Project.

• Some community issues are too big to tackle in any significant way by the Best Start Program, eg homelessness and child protection.

• It’s important to be realistic about the indicators. • Diverse family structures and circumstances mean difficulty tailoring services. • Services can’t meet all the needs of families. • Data is not enough in itself to inform the project and must be considered in relation to

anecdotal evidence provided by early years and other professionals and members of the community.

Flexibility The Best Start partners understand that an Action Plan is a working document and needs to be flexible. The actions named in this plan may change and develop according to the needs of families and the community, as identified by the three Working Groups. Actions may also be further developed around building capacity, rather than focusing on social marketing. There is also the possibility that data may change and that actions may need to be updated to reflect new data.

Evaluation Evaluation will be a continuous activity of the Best Start partners. The facilitator, Working Groups and partners will aim to assess whether the overarching aims of the Best Start actions and projects have been realized. These are: • Better access to Child & Family support, health services and early education. • An improvement in parent’s capacity, confidence and enjoyment of family life. • Communities that are more child and family friendly. All projects, as set out in the Action Plan and/or determined by the Working Groups will include evaluation processes prior to implementation. This will ensure evaluations are carried out on both the process and the impact of each project. Evaluation templates will be provided to partners and individual Working Groups as appropriate. The Best Start Partners will assist with the development of evaluation tools and principals to ensure that every opportunity is taken to gather feedback from parents and others participating in the projects and actions. This feedback will be vital to the overall development and evaluation of Moorabool Best Start. Evaluation questions will determine:

• Were the aims of the project/action achieved? • Why did the outcomes that were achieved occur and how can this knowledge be used

to improve services both during and after the project? • Additionally, the partnership itself will be evaluated in regards to how well it is

functioning.

Moorabool has: Families

• One of the lowest percentages of indigenous children in the state.1 • One of the highest percentages of couple families (with chn 0-8 yrs) where one parent is

employed and one not. 1 • One of the highest median incomes for couple families with chn 0-8 years. 1 • One of the highest percentages of couple families (with chn 0-8 yrs) fully owning or

purchasing their own home. 1 Education

• One of the lowest percentages of children 3-5 years enrolled in kindergarten services. 1 • One of the lowest kindergarten participation rates compared to the rest of the state.2 • Steadily increasing enrolments in 4 year old kindergarten.3

Health • One of the lowest percentages of children seen at 3.5 years ages and stages visits to

Maternal Child Health. 1 (This information is different to that provided by the Moorabool MCH Annual Report 2008/2009.)

• Decreasing participation rates for Maternal & Child Health visits at the ages of 12 months, 18 months and 2 years.5

• A reasonable rate of breastfeeding at discharge from hospital, however the rate declines markedly over the ensuing 6 months. 5

• Research suggests the more support fathers offer their partners while establishing breast feeding, the more successful and long lasting breast feeding becomes. 8

Parenting • Parents who consistently list behaviour issues, play ideas, building positive relationships

with children and nutrition as highest on their list of parenting priorities.6 • Families who most desire a close-knit and friendly community, loving, respectful and

supportive relationships and family-focused activities to help improve their families and community.7

Child Protection • One of the highest percentages of children 0-8 years renotified to child protection services

(2005-2006).1 • Significant areas of vulnerability amongst children – not the worst in the state, but not the

Child Protection

• Over the 5 year period between 2004-2005 to 2008-2009, the rate of child protection substantiations in Moorabool has been increasing at an average rate of 3.8 per 1000 children aged 0 to 8 years. 1

• There are 15.4% of children developmentally vulnerable on one or more domain of the AEDI and 7.6 % are developmentally vulnerable on two or more domains. 8

• The rate of babies born to Moorabool teenagers aged 13-19 was 21.4 per 1000, compared to the Victorian average of 10.6 per 1000. This is more than double the Victorian rate of babies born to teenage mothers. 9

Focus Groups / Community Consultation Attendees at the Focus Group sessions participated in a series of exercises to identify, prioritise and ultimately vote for the issues / indicators of most importance to them. Participants were asked to individually allocate four single equal weighted votes across the group's combined list of priority issues / indicators. Any indicator nominated by a respondent as "1" (i.e., most important) received a score of 5 points; indicators nominated as "2" (i.e., second most important) received a score of 4 points and so on, with indicators nominated as "5" (i.e., fifth most important) receiving a score of 1 point. Points allocated in each survey received were added to arrive at a total score for each indicator. Thus, the higher the score, the more important the particular issue / indicator was considered among survey respondents in general.
