With Heavy Hearts, we remember several people whom we recently lost. Please share a note of sympathy when you see family and friends of these individuals.

Bruce Miller, SIBA Builder and developer, passed away on June 19. He was 74. After a successful career at St. Mary’s Medical Center, Bruce worked in home building alongside his sons Chris and

Aaron, both of whom serve in leadership roles for SIBA. Bruce was often the calm voice of reason in determining best policies for the industry and community growth. He will be missed.

Butch Hahn passed away on June 6. Butch and his brother (Gary Hahn) started and operated Hahn Brothers Drywall. Butch is uncle to Bart Hahn, who now works for the drywall company and

is involved in SIBA activities. Butch also was a supporter of SIBA and played in the golf outing many years.

SIBA condolences to SIBA Past President Dan Buck, whose father, Alfred Buck passed away on June 5. Al was 91 years old, and was proud to have played basketball for Bosse High School’s state championship team in 1945. He taught many years in the EVSC, mostly at Bosse High School.

We are sorry that Dennis Butcher, Kight Home Center, passed away on June 3. Dennis worked many years as a purchasing agent and loved working to support home builders. Dennis was an

avid golfer and regular player in SIBA’s annual outings. Dennis is survived by his wife of 47 years, Pam Butcher; son, Shane (Kimberly) Butcher; grandson, Brennan; mother, Velma Hardin; brothers,

Eddie Hardin, Jeff Hardin and Ernie Hardin; and his sister, Lafonda Hart

Builder Confidence Surges in June as Housing Rebound is Underway

In a sign that housing stands poised to lead a post-pandemic economic recovery, builder confidence in the market for newly-built single-family homes jumped 21 points to 58 in June, according to the latest NAHB/Wells Fargo Housing Market Index (HMI) released today. Any reading above 50 indicates a positive market.

“As the nation reopens, housing is well-positioned to lead the economy forward,” said NAHB Chairman Dean Mon. “Inventory is t ight, mortgage applications are increasing, interest rates are low and confidence is rising. And buyer traffic more than doubled in one month even as builders report growing online and phone inquiries

stemming from the outbreak.”“Housing clearly shows signs

of momentum as challenges and opportunities exist in the single-family market,” said NAHB Chief Economist Robert Dietz. “Builders report increasing demand for families seeking single-family homes in inner and outer suburbs that feature lower density neighborhoods. At the same time, elevated unemployment and the risk of new, local virus outbreaks remain a risk to the housing market.”

Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo HMI gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of

prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor.

All the HMI indices posted gains in June. The HMI index gauging current sales conditions jumped 21 points to 63, the component measuring sales expectations in the next six months surged 22 points to 68 and the measure charting traffic of prospective buyers vaulted 22 points to 43.

Looking at the monthly average regional HMI scores, the Northeast surged 31 point to 48, the South jumped 20 points to 62, the Midwest posted a 19-point gain to 51 and the West catapulted 22 points to 66.

At the June 23 meeting, the Vanderburgh Commissioners passed an ordinance that developers say is vital to building affordable housing. The process known as Planned Unit Development “(“PUD”) can provide huge benefits to home building. In this effort, SIBA has been working with key officials on a policy that will allow residential developments to happen quicker, and with greater f lexibil i ty.

It all began with the need for smaller lots in new subdivisions – a cost-cutting factor for development standards that is sweeping the country. Developers agree lot sizes and a streamlined approval process are critical factors in providing workforce housing. These are homes that are affordable to households who are employed in our community, and are limited by strict lending regulations.

Wo r k s t a r t e d w i t h t h e Vanderburgh Commissioners to

reduce minimum lot sizes. The effort gained momentum when it evolved to modernizing the path for PUD’s. Developing via a PUD provides more flexibility than the subdivision control ordinance, but it attaches a zoning ordinance to allow for relaxation. This new ordinance, now passed as city and county policy, increases the flexibility for development plans, including lot sizes, building envelopes, and streets dimensions, etc. Further, it creates simultaneous paths of approval where the development plan and the zoning can be approved quickly.

Ron London, APC Director, estimated if a project is designed well, it’s possible this new timeline could get project-approval in about 45 days. London said they reviewed other communities, near and far, and got advice on what state law allows for efficiency. He credits APC’s consultant as well as SIBA volunteers

for coming together on a good policy.Evansville City Council and

Mayor Winnecke approved the ordinance earlier, and it is likely to benefit certain areas inside city limits, where lot-configurations can be very tricky in established neighborhoods. Often, older neighborhoods won’t allow for today’s standards and requirements.

This ordinance is one of about a dozen that have been passed during the last year and a half. Needs for changes came from builders, developers, lenders, and engineering firms. Of course, leaders from the Commissioners, City Council and Mayor have played large roles in improving the policies, as well as department heads.
