ENACTED by the Parliament of Trinidad and Tobago asfollows:

1. This Act may be cited as the MiscellaneousProvisions [2019 Novel Coronavirus (2019-nCoV)] Act, 2020.

2. The Motor Vehicles and Road Traffic Act is amended by—

(a) in section 19, by inserting the following new subsection:

“(7) Notwithstanding any provisionto the contrary contained in thisAct, any transfer of registrationrequired to be completed prior toor during the period 27th March,2020 to 31st July, 2020 shall beextended to 31st August, 2020 orsuch later date as the Ministermay, by Order, specify.

(b) inserting after section 61A, the following section:

61B. (1) Notwithstanding anyprovision to the contrary contained in this Act, any drivingpermit, taxi driver licence, badge,certificate or other documentissued by the Licensing Authoritywhich expired prior to or duringthe period 27th March, 2020 to31st July, 2020 shall be deemed tobe valid until 31st August, 2020.”.

3. The Companies Act is amended in section 516A in—(a) subsection (1), by inserting after the words

“, where the documents are delivered to orfiled with the Registrar” the words “priorto or during the period 27th March, 2020 to31st July, 2020 or such longer period as theMinister may, by Order, specify”; and

(b) subsection (3), by deleting the words “by16th September, 2016” and substitutingthe words “before the expiration of theperiod specified in subsection (1)”.

4. The Bills of Sale Act is amended by—(a) by inserting after section 9 the following

new section:9A. (1) Notwithstanding section 9,

every bill of sale and every transfer or assignment thereof,which is executed prior to or during the period 27th March,2020 to 31st July, 2020 or suchlonger period as the Minister may,by Order, specify, but not registered within seven clear daysafter the execution thereof, shallbe deemed to be valid until 31stAugust, 2020 or such later date asthe Minister may, by Order, specify.

(2) The preservation ofvalidity granted under subsection (1)shall not affect the obligation of aperson to register a bill of sale anda transfer or assignment pursuantto section 9.

(3) Where a person fails, onor before 31st August, 2020 or any later date specified under subsection (1), to register a bill ofsale or a transfer or assignmentthereof which is executed prior toor during the period specified in orunder subsection (1) and which isrequired to be registered within

seven clear days under this Act,the penalties that would havearisen in respect of such failureshall be revived and become applicable as if the waiver in subsection (1) had not been granted.”;

(b) inserting after section 17 the following newsection:

17A. (1) N o t w i t h s t a n d i n g section 17, the registration of abill of sale which is not renewedand lapses during the period 27th March, 2020 to 31st July,2020 or such longer period as theMinister may, by Order, specify,shall be deemed to be valid until31st August, 2020 or such laterdate as the Minister may, byOrder, specify.

(2) The preservation ofvalidity granted under sub-section (1) shall not affect the obligation of a person to renew theregistration of a bill of sale undersection 17.

(3) Where a person fails,on or before 31st August, 2020 orany later date specified under subsection (1), to renew the registration of a bill of sale, theprovisions of section 17 shallapply.”.

5. The Public Health Ordinance is amended in section 105 by repealing subsection (3) and substitutingthe following subsection:

“(3) There may be attached, by way ofpenalty, to any breach of any regulationmade under this section, a fine not exceeding fifty thousand dollars and aterm of imprisonment not exceeding sixmonths.”.

6. The Cinematograph Act is amended by insertingafter section 7 the following new section:

7A. Any licence issued under this Actwhich expires prior to or during the period27th March to the 31st July, 2020 shall bedeemed to be valid until 31st August, 2020or such later date as the Minister may, byOrder, specify.”.

7. The Registration of Clubs Act is amended byinserting after section 7 the following new section:

7A. Any licence issued under this Actwhich expires prior to or during the period27th March to the 31st July, 2020 shall bedeemed to be valid until 31st August, 2020or such later date as the Minister may, byOrder, specify.”.

8. The Theatres and Dance Halls Act is amended byinserting after section 3 the following new section:

3A. Any licence issued under this Actwhich expires prior to or during the period27th March, 2020 to 31st July, 2020, shallbe deemed to be valid until 31st August,2020 or such later date as the Ministermay, by Order, specify.

9. The Money Lenders Act is amended by insertingafter section 3 the following new section:

3A. Any licence issued under this Actwhich expires prior to or during the period27th March, 2020 to 31st July, 2020, shallbe deemed to be valid until 31st August,2020 or such later date as the Ministermay, by Order, specify.”.

10. The Pawnbrokers Act is amended by insertingafter section 32 the following new section:

32A. Any licence issued under this Actwhich expires prior to or during the period27th March, 2020 to 31st July, 2020, shallbe deemed to be valid until 31st August,2020 or such later date as the Ministermay, by Order, specify.”.

11. The Licensing of Dealers (Precious Metals andStones) Act is amended in section 4 by inserting aftersubsection (4) the following new subsection:

“(4) Any licence issued under this Actwhich expires prior to or during the period27th March, 2020 to 31st July, 2020, shallbe deemed to be valid until 31st August,2020 or such later date as the Ministermay, by Order, specify.”.

12. The Old Metal and Marine Stores Act is amendedby inserting after section 4 the following new section:

4A. Any licence issued under this Actwhich expires prior to or during the period27th March, 2020 to 31st July, 2020, shallbe deemed to be valid until 31st August,2020 or such later date as the Ministermay, by Order, specify.”.
