President Larry Oletski called the regular meeting of the Board of Directors of the Association of Colorado State Patrol Professionals (hereafter referred to as “the Association” or “ACSPP”) on Thursday, August 25, 2016 at 11:00 am.

Chief’s Brief – Chief Scott Hernandez

Chief Hernandez is currently working on a letter to send to the Federal Highway Commission asking for approval for the signs. He will support the design that WRN and the ACSPP pick; however, he did not like the first sign because it had ‘drive carefully’ on them like the DUI signs. He will make some phone calls to federal partners and state directors and suggest that we would like to see the badge and/or the flying wheel on the signs. Concerns arose around some of the signs saying “please drive safely”. Some of the officers being memorialized were not driving when they lost their life. It should be all about the member.

The Chief met with Bruce Sheetz representing the Alumni Association (CSPAA). The next day, he met with Mark Trostel. One did not know the other was working on the museum. He asked that they get closer together and work out the confusion. Ownership of the museum and the items in the museum belong to the Colorado State Patrol. If a box of items comes to the Association with the intent that the contents go to the museum, an agreement must signed stated that everything now belongs to the Colorado State Patrol. Then an MOU can be done which states that the CSP will loan those items to the museum for oversight. The other piece discussed is the business model and how it works. CSP averages about $37,000 per year on renting Mount Vernon Event Center. The Chief stopped doing this in order to build building 100. He believes that our membership needs to see us working on the property; we need to be in the Academy and visible and not out somewhere else; need to be seen supporting our own facilities. He also believes if the museum was stood up today, to say that the Chief could ask to rent it for a promotional, he would question whether it could be done or not. The AG’s Office and the public would question the Chief if this was done. He has some concerns over some of the things that, he understands, are being worked. He questions that part of the business model of using state money to sustain a private entity, especially a private 501(c)3. The Chief's proposal to Mark Trostel and to Bruce Sheetz is that the door needs to be left open for the possibility of a museum being on the Academy grounds. CDOT is moving out to its new location at Colfax and Federal. The Chief has a map of all the buildings that are historically stamped and he is willing to share if anyone is wanting to look at it. Building 82, which is where the historical items are being housed, is stamped as ‘have to preserve this’. Building 100 and Carrol Hall are not stamped. The only obstacle would be facilities. Having a museum and a place to properly put the CSP items needs to happen; it needs to happen in partnership with all these groups. The Chief is asking all of us to have an open dialog on how we get that done and determine what our goal is. The Chief’s goal is to properly display this in a proud way that represents CSP and to take down the barriers of who owns what. The Chief is looking for old patrol cars that CSP has owned so that there will be more than one car on display at the museum.

Chief Hernandez is actively working on a Deputy Chief position. In researching other state governments, other state entities and police agencies, in the levels of the Colorado State Patrol up through Lt. Col., the employee is in a protected state job. That is not very common in other State Patrol entities. One of the Chief’s drives, some of the positions at the top of this organization, for top level accountability needs to be at-will. Our jobs are a given as leaders of this organization. When you accept those jobs, it should not be that our jobs are a given as leaders of this organization. When you accept those jobs, you should always have that top level of accountability. The bottom line is that those probably should be at-will. This is one of the goals the Chief is working on. He believes this organization will be better set up for the future if our jobs were not protected. The Chief is interested in preventing that type of damage from happening again. The Deputy Chief’s position is an at-will position. The Chief is a big believer in, “Our family protecting yours." He feels it is important for leaders and supervisors to show up when our members hurt. The Deputy Chief has to be able to be there in that role taking care of the members. Need to be involved in the Federal picture. Autonomous vehicles will be out soon; one is being tested on September 29 on the roads between Colorado Springs and Pueblo. The goal is to make sure the Chief’s office and the Chief’s intent is shared throughout the organization. The subtlety of the Deputy Chief’s position will be out as soon as it is approved by Human Resources. The Chief, Lt. Col., and the Deputy Chief position descriptions have all been redone. The current system has a Chief, a Deputy Chief, and three Lt. Col. The approval of Amendment S significantly changed many positions to at-will positions.

Discussions arose around tattoo policy, hair regulations, and being physically fit.

Larry Oletski would like to sit down with the Chief on a monthly basis over a cup of coffee and have discussions that can be relayed to others. Larry mentioned this is a take-away from him attending the Western States Meeting. It would be beneficial to everyone to spread the content, unfiltered, to others. The main goal is still to save lives.

Magazine Report – Randy Belisle

Randy received an email from McKnight Publishing stating that the proof is almost done and that too much material was submitted as compared to advertising sales. McKnight stated that article 24 (of 30 articles) needs to be the last article submitted and the rest can be saved for the next magazine. Randy will send a notice to those that wrote articles that will not be in this magazine explaining why and will submit them for the next issue. Do not like the idea that they are not selling enough ad space. The agreement with McKnight states 40% articles and 60% advertising. When the proof comes out, everyone should double check and make sure everything is correct.

Old Business

September Get Together - There is not enough time now to arrange the get-together. Larry is not giving up on this idea; he would like it to be similar to what the retirees do on an annual basis. When the Rockies schedule comes out, Larry will call and talk with Jan at Fado’s to see which dates might work the best.

Western States – Larry attended the meeting and reported on the different states that attended. Each state is different; i.e., California is union and there are 8,800 members. Wyoming, Utah, and Montana have adopted a new fitness program that is similar to the obstacle course but much more intense. For Utah, fitness is 60% of their promotable score. Washington is union with 1,100 members. They have quite a few issues with their harbors; they have 40 canines where many are deployed to the harbors. Their population is a little bit bigger than ours; over the next two years they are going to be getting a 19% pay raise.

Wyoming is the host for the Summer/Fall 2017 Western States meeting. California hosts the annual winter meetings in San Diego. Larry asked if the Association would be interested in

hosting the summer/fall meetings in the future. The only cost would be renting a place to meet. About twenty people attended this last meeting.

Larry asked about NTC and the overall response from the guys in the West was what goes on in the East does not line up at all with what happens in the West. The value of joining the NTC is questionable. Of the states that were there, Wyoming, Washington, Utah, Montana, New Mexico, California, Arizona, are all members. We are one of the few that are not members of the NTC.

One thing that was brought to Larry’s attention was the instability of PORAC. It appears that their finances may not be as solid as they purport them to be. Not every state uses PORAC. In Washington, their dues are based on 1.4% of their salary every month; Washington is union though. PORAC is included in that amount. Larry requested information on how PORAC calculated the rates; PORAC would not give that information to him because it is proprietary. Utah uses PLEA for their legal defense; they are similar to what is offered through PORAC but at a much better rate.

Larry thanked the Board for allowing and approving him to go to the Western States Conference. He is still looking to see if NTC is a value to ACSPP; it would be $3.20 per trooper for the year.

Museum Update – Brett Mattson and Joy Grissom met with Terry Campbell and Rick Salas to discuss the museum. An MOU was forwarded to Larry Oletski, as President of the ACSPP, to sign off on it along with the Family Foundation and the Alumni Association. The MOU is like a Letter of Intent, it is not a commitment for money. Given as a preference, would like to see the museum on the property of Camp George West. There would be much more traffic, especially from the members. Granted, the property near the Curling Center would be good also being that it is next to 6th Avenue but many people will not remember or go there. The Association, the Store, monthly meetings, and the Foundation would have to have an agreement in place stating all could be and work out of Camp George West before moving out there.

New Business

Vacant Board Member Positions – Larry Oletski reached out to a Sergeant in District 4 to see if anyone might be interested in becoming a representative. Have not heard from anyone yet. Jane Crisman will reach out to Theresa Staples and see if she is interested in being the Fire Prevention and Control Representative. Darrin Rodriguez is here from District 5 and is interested in filling the spot. Darrin spoke of getting the information the Chief discussed out to the far reaches of District 5. Much of what the Chief said Darrin did not know about; so, very important to spread the word. Darrin stated that he has been one of those guys that has been left out and had no clue what was happening with "Denver" State Patrol. Motion to Approve Darrin Rodriguez as District 5 Representative

National Troopers Coalition Convention – Takes place in St. Louis, Missouri in a couple of weeks. Larry will be going and will bring back information on whether or not to push to be members. Larry asked if the Association could host the 2018 annual NTC meeting. Randy

Belisle asked for solid numbers on how many would be attending so that plans could be made in advance. Avalanche – Frankie Hennis – Schedule over the Christmas holiday when kids are out on school break. Calgary comes to Denver a few times a year so might get a better price break on tickets. The game would be on Tuesday, December 27th.

Membership Push – The Association is at about 51% of the CSP personnel. Suggested giving all who sign up to become an ACSPP member the reduced amount for the first year. Give an incentive to ACSPP members who recruit and get others to sign on. Another idea was to give long-term ACSPP members a monetary amount off a tiered system when they retire.

Focus on Membership Drive in 2017. Bring in ideas on how membership can be increased to share at October Board meeting.

District Updates

Retirees Representative - Jane Crisman – Joe Mikita’s wife, Joyce, was admitted to the hospital due to bleeding on the brain. Eight retirees got together on Tuesday and had lunch together; they try to get together every three or four months. They dressed and glued hats on about 300 bears for the victims’ advocates.

Brett Mattson – Spoke to Kirstie Nixon regarding the Ports representative position; she will announce and keep her eyes open for possible representatives.

Angela DeGuelle asked if the Association would gift a few items from the store to give away at the upcoming WRN Conference.

Communications Representative - Frankie Hennis – Doing a CAD update on September 6.
