From the Desk of Shivapuri BitesFinally “WINTER IS HERE”!!! For all the “Game of Thrones” Fans, we waited 7 years for the winter but in Shivapuri it came in jiffy. The final season of Game of Thrones is still few months away but you bet Final term of S No 25 CSC is here. JUSTICE WILL BE DELIVERED.

Fourth term started with breath of fresh air in Nepal Administrative Staff College (NASC), Jawlakhel amidst change of scenario from syndicate rooms to civilian circle. I’m pretty sure you’ve forgotten UKFs from “Nirmul and Jaljala” and who’s who of third term by now. The rumour has it that few student officers are already seeing themselves as ‘Rommels’ and ‘Eisenhowers’ of tomorrow inspired by “Leadership and Management Package” at NASC. Wait till you get your Commandant Paper approved!!!

FST!!! It’s apparent that before earning the perks of the FST, the morale factor of fourth term, you need to manage some disasters, showcase your ‘Pratibha’ in Suryachaur and deliver ‘Shanti’ in UN peacekeeping.

A SPOILER ALERT! Keeping in view of our genuine procrastinators in S No 25 CSC, this edition might serve you with some good lessons to complete projects in time esp when “Commandant paper” submission deadline is just around the corner.

We would like to sincerely thank and appreciate the contributors for helping to get this edition of “Shivapuri Bites” to this stage. We truly sense we are in the process of producing aspiring freelance bloggers, writers and a cartoonist in the future. The cartoonist will be unveiled as you scan through the Bites.

The Only Easy Day was Yesterday

We the members of 25 command and staff collage are finally going to unfold ourselves into the fourth term. The course started to decline from its culminating point after completion of second term and with the start of third term. Then many of us had envisioned that third term would be somewhat easier than the second term as we had already ascended the SAGARMATHA, a hectic war game exercise during second term. We thought that it was our term as it is related to insurgency and counter insurgency and most of us had fought in the decade long counter insurgency operations. It was finally time to descend form top of Everest. However descending from Everest is considered to be one of the most difficult jobs.

In the similar way, third term proceeded totally out of our expectation. Two to three presentations per week, case studies, Group Research Paper, Tutorial Discussions, area study of different parts of Nepal and hectic week long two exercises including campaign planning totally left us searching for some oxygen cylinders on our trek back from ‘Sagarmatha’. Leisure time in the beginning of the term was spent on collecting area study data for upcoming exercises whereas Dashain and Tihar vacation were utilized for preparing for the campaign plan exercise and upgrading the Commandant Paper. This has now compelled us to perceive that none of the days during Staff College course are as easier as thought. Though second term was more hectic than third term when we compare the overall syllabus and exercises but it is a human tendency that once we overcome the hardest situation and face the new one, the new one seems more difficult than the previous. So during third term, many of us might have realized that the only easy day was yesterday. Now, we are unfolding into fourth term again with a hope that it would be easier than third term, but nobody knows whether their expectation would be met or not.

Returning To The Motherland It’s been three years since my last visit to Nepal, my birth country, and from the moment I stepped off the airplane, I couldn’t help noticing a few significant changes. The first occurred when I was going through immigration, I was mentally preparing myself to fill out the little flimsy forms for non-Nepali nationals, but much to my surprise I was ushered towards some touch-screen machines. Despite having to queue up for a short time to use them, there were only about five of them and one was not in order, I was impressed that the Nepali government had made efforts in speeding up the process of getting through immigration as a foreigner. After the machine scanned and read my passport, instead of having to messily writing out my details to fit inside the annoyingly small forms, I simply tapped out the information required and waited for the machine’s camera to snap a picture of me. It asked me whether the photo was adequate, I looked groggy but I didn’t care, I just wanted to go home.

My father met me after a small delay of waiting to collect my luggage and then we were off home to Shivapuri in our car. I was, at once, horrified and delighted at watching the spectacle that is Nepali traffic. It seemed, after three years away, I had forgotten the manic ways of Nepali motorists who drove around as if they always had the right of way on the roads. But then something caught my eye. Amongst the packed cars, trucks,motorbikes and scooters was a tempo and driving it was a woman. Perhaps because we had not lived in Kathmandu before, I hadn’t noticed them in previous visits, but the sight of a female tempo driver was relatively new to me. Seeing her in a kurtha surwal, at the steering wheel of a tempo full of passengers, filled me with pride. You go girl, I thought to myself, go get it.

Having lived in the UK since I was a child, I was very much used to the sight of female drivers and whenever I would come to Nepal, I always found it strange that there were hardly any women driving anything other than a scooter. But with every visit, I’m glad to say that I’ve been seeing more and more female drivers of both private and public transport. Especially since our family now live in Kathmandu, I’ve been able to observe the increase in female tempo drivers.

Now, every time I head into the bustling streets of the capital, I notice a female tempo driver, then another one and another one, and yet more! It is empowering to see so many of these women defy gender stereotypes and take on the conventionally male profession of tempo driving. Here are women who are not afraid to go out and do whatever they can to gain independence.

When we finally arrived in my new home at Shivapuri after spending, quite literally, hours stuck in Kathmandu’s rush hour traffic, I was exhausted and relieved. Not quite tired enough for sleep, the rest of the evening was spent watching TV. It was then during a commercial break, that I saw a Public Service Announcement (PSA) that excited me about the progression made for women’s rights in Nepal. The said PSA was about sexual harassment on public transport; it was encouraging women to speak out against this unsolicited behaviour. It showed how a young woman got the attention of the whole bus by verbally pointing out her discomfort from a man’s unwanted advances, at which the rest of the passengers joined forces to kick the perpetrator off the bus. The very fact that this kind of PSA was being aired on national tv throughout the country made me realise that things were changing for the better for women in Nepal. Of course, sexual harassment or any kind of harassment faced by women is far from over, here in Nepal and all around the world. But being able to overcome the culture of silence by openly talking about such difficult matters is a good start. Starting conversations about such issues is the right direction to raise awareness and prevent these problems from happening.

In the short amount of time I arrived in the country, I am glad to say that I have been pleasantly surprised and thrilled at the progress Nepal has made in comparison to the last time I was here, three years ago. Sure, there is a lot more work to be done, but Nepal is trying and continuing to take strides towards developing a better future. I look forward to witnessing yet more changes and signs of progression during the rest of my stay in Nepal.

Joke Within Fact Late on in the Second World War, as the Allies were fighting their way across northern Europe and the use of paratroopers was the order of the day and was ever increasing. A battalion of Gurkhas was asked to provide some volunteers for a mission behind enemy lines. The unit was paraded, and the British commanding officer explained the mission: “It is absolutely vital that you need to go in and secure the position. We only expect light resistance from the Germans. You’ll be dropped from an aircraft at 1200 feet.” He then asked for volunteers to take one step forward. About half of the men stepped forward.

The British commanding officer was surprised. “I thought the Gurkhas were supposed to be the bravest men of all,” he said to the Gurkha Commanding Officer. “And it’s not as though we expect this to be a particularly dangerous job”. ‘True’ said the Gurkha Commanding Officer. “But half of them have just volunteered to jump from 1200 feet. Perhaps you should tell them they’ll have parachutes.”

Company Commander and Subedar The company commander and the Subedar were in the field during Long Range Patrol. As they went to bed for the night, the Subedar said: “Sir, look up into the sky and tell me what you see?”

The commander said: “I see millions of stars.”

Subedar: “And what does that tell you, sir?”

“Astronomically, it tells me that there are millions of galaxies and potentially billions of planets. Theologically, it tells me that God is great and that we are small and insignificant. Meteorologically, it tells me that we will have a beautiful day tomorrow. What does it tell you, Subedar Sab?”

Subedar: “Well sir, it tells me that somebody stole our tent.”

Ever heard of North-south axis in the wake of industrial revolution followed by European drive and search for resources in the Southern World!!! Well that was soon followed by East-West nexus with two variant political ideologies juxtaposed, widely referred and reminisced as the “Cold War”. No prizes for knowing that West came out top at “that Cold war”, however with announcement of student officers’ names for the IST, a “Mini Cold War” started brewing up in the ACSC ;) Hitherto all friendships were being suspended for about a week and new teaming ups were apparent. Rage / disappointment for not being involved in the “West team” were clearly laying down the marker and the joyand clearly visible expressions and tauntingof some officers nominated in the “West team” was clearly putting salt to the wound of the “East Team”.Fast forward that,IST is now completed and with all dust settled;let’s find out who fared better in this “Mini Cold War”.

THE JOURNEY. The arrival of Luxurious NCC coachat the Western entrance gate of Army Officers’ Club raised a million dollar question- “That Bus, Is it for East or West?” My money was always for the West due to road configurations of the eastern route. My East block buddies should have realized that and checked their expectation. When it was all clear that the coach was in fact for the West team, West team drew the first blood. SCORE West 1- East 0. Upon being on board the bus, Bahubali 2 was being played. West team instantly knew that they would never have a dull moment throughout IST journey exemplified by 2 Hollywood and 9 South Indian movies that West team watched throughout their bus journey in the entire IST. SCORE West 2- East 0.Tamil actors like Prabhas, Mahesh Babu, AlluArjun and Ravi Teja became household names during the IST among West team members. There’s also a faint rumour going around that some east members had severe knee pain during and after the IST..ehhh.....

POKHARA, yes Pokhara was the key factor and cause of the rivalry leading to the triggering of the “Mini Cold War”. The very fact that “West Team” stayed in Pokhara for 3 nights meant the West team had far more moral superiority over the “East Team”. The course viber group were being flooded by pics from Pokhara from the first evening while some photos did surface from the East team as well but it was merely a counter measure rather than real show of excitement and fun. The leisure time that West Team enjoyed in 3 consecutive evenings in Pokhara meant the Score now was West 3.5- East 0 (The place Pokhara itself gets 0.5 and the fun part generates score 1). The rumour that East Block’s hotel for the first night was far below their expectation isn’t even put out here for discussion.

GRAVITY OF THE VISIT ... While the visit modality and program for both the sides were pretty much the same, East Block members managed in depth session at Mid Eastern Div HQ acquiring real time info and assessment of situation in Mid Eastern Div AO where they could relate much to the exercises of the third term and current context. The West team’s visit to the Mid Western Div HQ had to be cut short to manage time for Call On to the CM and subsequent programs. The brief to the eastern team about modality of implementation of federalism in No 3 provincial HQ followed by in-house discussion with the students was a praiseworthy one. Therefore, lets give it to the Eastern team here. Score now West 3.5- East 2.Congratulations East team for finally getting into the scorecard. The remainder programs like Staff ride at JitGadhi, visit to Lumbini and other mil and non mil installations in the West were cancelled by staff ride to SindhuliGadhi, visit to JanakpurDham and mil and non-mil installations of the Eastern Side.

SAURAHA. I already sense eastern team members breathing a sigh of relief here.It was in Sauraha that Eastern Team thought they could settle some score but lack of activity in viber group clearly indicated that student officers were already drained by the time they reached Sauraha. The fact that eastern team had only one night in Sauraha and lack of activities in group viber meant that they didn’t enjoy much as West team enjoyed

in Pkr. But since Pokhara itself generated 0.5 score so in total Eastern Block here gets 1 (0.5 for place and 0.5 for fun for only one evening/night). Score now West 3.5- East 3.

ARRIVAL ON TIME. While West Team were still in SashwatDham, Nawalparasi, a news surfaced that Eastern team are taking lunch in Gajuri. It clearly indicated that East team were probably 3- 4 hours ahead of the West team because the later was still to take their lunch in Bharatpur Barrack. When the East team had reached Army Officers’ Club, Sundhara, West team members were grimily enjoying “Encounter Shanker” in the busprobably in between Kurintar and Malekhu. West team reached Officers’ Club at 1930 and student officers had to find cab or other means of transportation during dark hours. East team wins here and gets 0.5. Score at the end is West 3.5- East 3.5.It’s a STALAMATE. It is neither a unanimous decision nor even a split one coz this is decided by one man jury. East team members can feel more relieved with the result. We Know why. East team members’ view that west team were not in IST but in ITT (Internal Tourism Tour) no longer remains a valid point to ponder.

Well, that wraps up the assessment of the weeklong “Mini Cold War”. The students are back to where they belong, albeit only for time being. Yes, Foreign Study Tour is right around the corner. Mini Cold War part 2 on your way....

PS: Mini Cold War was only limited to NSOs and not to the DS body and faculty members.

This was back in 2008 when I was doing my YOs’ course in Nagarkot and it was initial days of the course. I was supposed to submit my Individual Research Paper in eight weeks of the topic distribution. When I got my topic I made a plan to complete it before the deadline and my time-plan for it’s completion was perfectly divided it in four parts (2 weeks each) as I visualized I could easily manage as per my work time division. Little did I think that perfect time-plan had to be backed by perfect implementation and/or execution.

First couples of weeks of the training were so tiring that I made an excuse to do it within next six weeks (remaining three parts of my work time division). Similarly I pushed my task for two more weeks as I made various excuses. Procrastination trend and my attitude continued for further two weeks as I just needed small excuse(s) to push it. Suddenly I realized that I have only one weekend left to do the task but needless to say I had to do it and therefore I somehow managed it and submitted to my instructor.

Upon submission the instructor said “excellent job”. ‘Great’. Right now you must be thinking I am very smart to complete my Individual Research Paper in just one weekend time. Then what is the problem? Problem is that, it didn’t really work that way as that “excellent job” comment was only meant for timely submission. My instructor threw away my work and said it was the worst paper he had ever seen which really struck me as it was also the worst scolding I had ever received. I tried to find the problem which was dragging me back and then I realized that the terrible habit of procrastination was the problem.

Have you ever pushed your task and made excuses to do it later? Well we all procrastinate, in one way or the other; at least most of us have done. Now if you can relate this, you might want to know little bit about procrastination. According to leading experts on procrastination, procrastinators are not born they are made and there are three types of procrastinators which are as follows:

• Firstkindarethosewholovetocompletetheirtaskatlastminuteandlovethe thrill of doing so.

Procrastination• Secondtypearethosewhoareafraidofthefailure.Opinionofothersmatters a lot to people in this category.

• Lastly,somepeopledon’twanttotaketheresponsibilityoftheconsequences. People in this category delay their decision in order to avoid any kind of consequences.

First crucial step to remedy is to find out the type of procrastinator you are. Second and third kind of procrastinators can build up their self-esteem and confidence level respectively but the first kind can be very tricky. If you fall under the first kind, then there are few simple steps which will help you to avoid such panicking habit of procrastination.

Step 1 Change your working place and environment. It will encourage you to complete your task in time.

Step 2 Time is most important. You cannot manage time so manage your work according to available time.

Step 3 Eat the ugliest frog first. Completing toughest part of your work first will give you sense of achievement and remaining easy part you can complete smoothly.

Step 4 Apply 15-minute rules which is very famous. Sit-down for at least 15 minute and take a break for another 15minutes and repeat the cycle until you finish certain part of your work. Most of the people exceed their first 15 minute.

Step 5 Surround yourself with doers and achievers which will always encourage and rejuvenate your positive sprit to achieve your goal. Lazy and negative vibes will always pull you back. Listening motivational videos and interview of successful personalities will also help you.

Hope in future no one will suffer from this terrible habit of procrastination. Well, I can certainly guess, some of you are thinking why you didn’t come across this article in 1st term of S. No. 25 CSC before the submission and presentation of Individual Research Paper and Group Research Paper...

How often do we do our work on time? Very few people have the strength to

avoid the persuasive power of procrastination. It sometimes works as boon but most of

the time it produces stress and anxiety of meeting the deadline and forces you to work

under stress. Performing their tasks at the last minute can costly to most of the people

while for some it gives more time to think and plan their action. It is actually a sort of

laziness struggling with your self-control even though you know of the likely consequences.

In our daily life it can be related to many events though the degree of impact may

vary across. Recently, I received a message from a school friend in my inbox about a book

sharing chain. In his message he mentioned that a “Book sharing Chain” would be created

among our friends where you nominate and mention a friend in your circle to share your

book that you had read and you currently have a hold of it. After your friend gets the book,

he /she should do the same, mention a friend’s name and share a book from his collection

with that friend. The chain was basically targeted to get new books from the strangers

or friends so it would form a book reader chain platform. When the message came to me

I was excited that I would be mentioning my friend’s name and share my book with him/

her and also receive the book(s) from my friends. Therefore I sent the information about

formation of book sharing chain to all of my friends.

However on my part I waited to mention a friend’s name and not share the book

until someone mentioned me and shared his/her book with me. I had lot of books in my shelf

but never had the sense of urgency to initiate the book sharing chain. I kept waiting as my

expectation level rose higher to get good books from my friends. I started to sense that

something was wasn’t right as I wasn’t getting invitation to share books from my friends,

however the only thing I did was I waited and waited for someone in my friends’ circle

to initiate the chain. Slowly I began to realize that my inner selfishness of not initiating

the book sharing chain was actually hampering the whole chain. I later found out in a

meeting with my friends that the whole chain was jeopardized due to the laziness and

procrastination habits of all of our friends in circle including me. Everyone waited for

others to share and never thought of taking the step towards doing the same. This is

simply a small case where people wait for others to initiate when all you do is only wait

and wait for the same and never ever think of themselves as the initiators. This is bound

to have negative consequences on peoples’ life.

At the end to let you know, I waited for 2 weeks to write this piece of article and

stressing me at the end. Don’t wait to evaluate.

Three friends Akash, Ramesh and Kumar, who were all IT experts, had met each

other coincidentally in Hong Kong. They had recently left Nepal to settle in Hong Kong

by doing some IT related work which was a common agenda for all three. Therefore,

they decided to do something of a joint venture in Hong Kong and all agreed to start a IT

Company. The IT Company they formed happened to kick-start in an explosive manner,

thereby earning them instant success. Buoyed by their initial success, they rented an

apartment which happened to be in one of the tallest buildings in Hong Kong. Since the IT

business got in the motion in short span of time, one fine day they decided to celebrate

their initial success. So they got ready and went to the restaurant which was on the

ground floor of their apartment building. Since they were living on the top of the 100 floor

apartment building, they took the lift to go down to the restaurant. As soon as they reach

the ground floor the watchman informed that for the technical reason the lift will be

functional only up to 2200 hrs that evening. With the information in their mind and having

thought they had plenty of time available for their celebration, they headed towards the

bar and started to drink and dance.

In the course of enjoyment they forget about the time as it had already crossed

2300 hrs. Suddenly Ramesh noticed that they were already late and lift would be

unavailable for them, he then notified about the situation to other two. All were worried

as how would they get back to the apartment. Ramesh proposed to use the stairs and for

the ease of travel, he proposed each one of them to share the story about their life which

hadn’t been discussed before. Thinking it was a good idea everyone agreed and started

their journey up the stairs. As agreed earlier, three friends started sharing their story.

Aakash started telling his story. He said- “You know my friends, my family was very poor,

they suffered a lot to feed me, teach me and ………………………… so on.

Hearing his sorrowful, heart touching story Kumar started crying like baby, he

cried and cried for a long time but Ramesh didn’t react, he seemed calm. Meanwhile they

had already reached to 50th floor. Hearing the story of the Akash, Kumar stated sharing

the mutual experiences of his life.

Kumar said- “You know my friends my story is also similar to Akash as my family

was also very poor, they suffered……………………..…… so on.

Hearing Kumar’s sorrowful touching story Akash also started crying but Ramesh

still didn’t react anything at all he just showed his sad face only. Meanwhile, they had

already reached the 99th floor. Finally, Akash looked at Ramesh and said look Ramesh we
