MEASURE AHalf-cent sales tax passed in 1988 and reauthorized in 2004 to run from 2009-2033.
ACR Component:
• 1% or ~$900k annually
• 0.8% for "efficient use of the transportation network through ride sharing, flexible work hours and other commute alternatives"
• 0.2% for planning and design of ITS systems for improved highway/transit capacity
7
MEASURE W Half-cent sales tax passed in 2018 to run 2019-2038
ACR Component:
• 1% of total Measure W funds comes from the Countywide Highway Congestion Relief program(~$900k annually)
• Guidelines coordinated through the Alternative Congestion Relief/TDM Plan

LOCALLY LED TDM PROGRAMSTDM is typically included in each city’s General Plan and may be codified by ordinances that require developers with major projects to do TDM:
• Complete streets, transit stops, shuttle stops, bicycle facilities (including parking)
Many cities have joined together to address TDM on a regional scale through Commute.org
9
Transit Stops
Bike Share
Shuttle Stops
DRAFT DEFINITION
Alternative Congestion Relief (ACR) and Transportation Demand Management (TDM) are traffic management strategies to reduce single occupancy driving and encourage people to use alternative means of transportation.
10
DRAFT PROGRAM GOALS
11
Sourced TDM related goals and objectives from guiding documents:
• Strategic Plan 2020-2024
• US-101 Mobility Action Plan
• Measure A
• Measure W
DRAFT PROGRAM GOALS
12
Draft Program Goal Themes:
• Provide congestion relief
• Enhance or prioritize alternative transportation modes
• Improve or foster sustainable and healthy communities
• Promote economic development
CURRENT QUALIFYING PROJECTS (A/W)
13
Network Build Out – Make existing transportation infrastructure more efficient through technology or simple-build solutions.
Congestion Relief – Shift travel behavior from SOV to alternative transportation modes through incentive programs or shift travel behavior to alternative transportation modes through infrastructure improvements
Alternative Transportation Modes – Shift travel demand to off-peak hours; reduce travel demand for single-occupancy vehicle trips; improve mobility for those who lack of options
POTENTIAL ACR/TDM PROJECT TYPESQualifier ExampleNetwork Build-out • Pedestrian and bicycle crossings and lanes
• Real-time transit information • Signal priority for transit vehicles
Congestion Relief • Transit fare reductions and subsidies• First and last mile solutions • Improved real-time traveler information at stops
and stations• Mobility hubs• Commuter benefit programs• Safe routes to school/carpool programs• Employer TDM programs• Transit stop/station amenities• Wayfinding
14
POTENTIAL ACR/TDM PROJECT TYPESQualifier ExampleAlternative Transportation Modes
• Flexible work hours & remote work programs• TDM programs for new development• TDM monitoring and reporting programs • Incentive programs for county residents• Carshare/bikeshares

PROJECT DISCUSSION
16
• Are there specific TDM elements that should be called out in the definition?
• Where does equity fit in with the program goals?
• What TDM programs/projects are you most interested in?
STAKEHOLDER DISCUSSION THEMES
17
Program Definition• Emphasize sustainability and de-emphasize the automobile• Highlight walking and bicycling, and need for last mile solutions
Program Goals
• Create specific equity program goal. A definition of equity should be created for the program
Potential TDM Programs/Goals
• First/last mile, transit, pedestrian crossings, bicycle lanes and monitoring popular TDM strategies
PROJECT GOALS – NEXT STEPS• Review peer agencies TDM programs• Develop project evaluation methodology and scoring guide• Outreach:
• Distribute online survey (Google survey) to local jurisdictions• https://forms.gle/bgra8xuV9HG4qmTX7
• Conduct follow-up interviews with local jurisdictions• Outreach with other project stakeholders
• Develop Complete Project List• Evaluate effectiveness and nexus to highway congestion reduction
