1. INTRODUCTION

1.1 BACKGROUND

The International Development Association (IDA) of World Bank (WB) approved the loan (Cr.4114-VN) to support Vietnamese Government to implement the Natural Disaster Risk management Project (NDRMP). This loan is being provided by (i) the Japanese Government through the Japanese Social Development Fund (JSDF) and the Policy and Human Resources Development (PHRD) and (ii) the Royal Netherlands Embassy (RNE). The NDRMP consists of the following components: (1) investments for disasters control and mitigation; (2) community based risks management; (3) support for reconstruction after disasters; and (4) institutional enhancement and capacity building in project management.

The Ministry for Agriculture and Rural Development (MARD), the implementing agency of the NDRMP assigned the Central Project Office (CPO, under MARD) to implement the project. The Central Project Management Unit Office (CPMO) was established (under CPO) to execute and coordinate the NDRMP.

Component 4 of the NDRMP supports the project management, institutional enhancement and capacity building in risks management. Based on the decision of MARD, Vice Minister Dao Xuan Hoc assigned the Department of Dyke Management, Flood and Storm Control (DDMFSC) for institutional enhancement and capacity building in risk management in component 4; and CPO as the overall management agency for the NDRMP. The DDMFSC established a working group (WG) for the NDRMP on January 2008 to undertake activities under component 4 at provincial and city level.

This Terms of Reference is used for the tender package to develop pilot indicators for natural disaster risk assessment in a river basin.

1.2 TASK OF THE CONSULTANTS

Carry out research at project site. Collect data on damage due to natural disasters, including but not necessarily limited to loss and damage of housing, agriculture, infrastructure, and businesses.



Assess survey results on damage associated to natural disasters of stakeholders in project areas. Revise and update forms for survey as standardized ones for data collection on damage associated to natural disasters for local and regional level.

Develop Local Disaster Index (LDI) to support monitoring and evaluation of overall disaster risk management plans at river basin level. Establish procedures to use spatial LDI by developing calculating software. This software can be used at river basin or national level. Provide user guide to use LDI in the overall disaster risk management plans.

Transfer knowledge and technology to stakeholders and competent agencies by means of trainings on data collection and management techniques, LDI analysis and use of software.

1.3 PROJECT INTRODUCTION

The requirement document for the consultancy is on the “Development of pilot indicators for natural disaster risk assessment in a river basin”. Quang Nam province, located in Vu Gia-Thu Bon river basin is selected as the project site because:

Vu Gia - Thu Bon is the biggest river system of the Coastal provincial in the Central Viet Nam. The entire river basin is on the East side of Truong Son range with area of 10,500 km2, nearly 90% of natural area of Quang Nam province and Da Nang city.

Regarding administration, Vu Gia - Thu Bon river basin covers 13 districts, towns and cities which are Tra My, Tien Phuoc, Phuoc Son, Hiep Duc, Giang, Que Son, Duy Xuyen, Hien, Dai Loc, Dien Ban, Hoi An, and Da Nang.

Vu Gia river: Vu Gia is the biggest river of Quang Nam province and Da Nang city, with basin area of 5,800 km2, and length163 km. Vu Gia river after passing through Ai Nghia divides into 2 main tributaries: one tributary flows to Thu Bon river, the other again divides into smaller tributaries which are Yen river, La Thanh river, and La Tho river, flowing through the north Thu Bon river delta then through Cua Han to the sea. The river has the following tributaries:



Dak Mi river: Originating from high mountains above 2000 m (Ngoc Linh) in Kon Tum province. The river is 129 km length with basin area of 2,602 km2 and north-south flow direction after joining Bung river.

Bung river is also a big tributary of Vu Gia river which originates from high mountains in the west with length of 131 km, catchment area of 2,530 km2 and west-east flow direction.

A Vuong river is a big tributary of Bung river with length of 81 km and basin area 681 km2, orginating from high mountain above 1000 m in the north of the basin.

Con river is a tributary of Vu Gia river with basin area of 627 km2, length 47 km and mainly north-south flow direction after joining with Vu Gia river in Dong Phuoc.

Thu Bon river:

Originating from the boundary of 3 provinces which are Quang Nam, Kon Tum and Quang Ngai at the altitude of above 2000 m, flows from south to north until Phuoc Hoi south west to east north and Giao Thuy west to east.

Thu Bon river divides into many tributaries downstream; part of its discharge follows Vinh Dien river to Cua Han while most of its discharge flows to the sea through Cua Dai.

Thu Bon and Vu Gia river meet at the location which is 36 km from Thu Bon estuary upstream.

The precipitation in Vu Gia - Thu Bon river basin is quite high, of average 2700 mm so the flow rate is also large. The average flow rate of the river basin is 634 m3/s with total Wo = 20,109 m3. However the distribution of annual flow rate on rivers varies, some even double the others. The flow simulation upstream of Thu Bon river in Nong Son is up to 76.7 l/s/km2 while on Vu Gia river in Thanh My, it is only 57.3 l/s/km2.

The topography of Vu Gia – Thu Bon river basin in general is quite complex with most of basin area is hilly and mountainous. To the north is the Bach Ma range which is above 1000 m high. The west is surrounded by Truong Son range. To the



south there are also mountains of above 1000 m height stretching close to the sea, forming a natural boundary between Quang Nam and Quang Ngai. High connecting mountains form an arc to shield the north, west and south of Quang Nam – Da Nang. This is the reason why flood is formed and water concentrates very fast in rainy season in Vu Gia – Thu Bon river basin.

The river bank erosion is very serious in flood season and the mud accumulates. Thu Bon river frequently changes its flow and estuary location during flood season due to high volume of mud accumulation. Housing and agricultural land along the banks are subjected to damage due to this problem.

In 1996, 99 deaMSc were caused by flood. Estimated damage was about 220 billion VND. In 1998, number of deaMSc was 79 and estimated damage 564 billion VND. The flood in November 1999 caused serious damage to Vu Gia – Thu Bon river basin. Water flooded Highway 1 A by 1.5 m for 3 to 7 days. Total flooded areas were about 1000 km2. In 2007 number of deaMSc was 26 and estimated damage about 1,500 billion VND.

Flood is also the main cause of bank erosion and flow change. In Vu Gia - Thu Bon river basin, there are many eroded river segments with mud accumulation especially Quang Hue segment between Vu Gia and Thu Bon river. Erosion and mud accumulation in Quang Hue river changed flow distribution in the river, which affects the economy and development of the area, especially in dry season.

In dry season, water generation sources of small rivers and streams are affected seriously by the tide. Saltwater from the sea intrudes into inland. On the other hand, demands for water, especially for agriculture and aquaculture increase vastly. This leads to serious shortage of water, even insufficient safe water for domestic purpose.

1.4 MAIN CONSULTANTS

To implement the pakage 23 on the development of pilot indicators for natural disaster risks assessment, we assign 10 consultants namely: Dr. Nguyen Dinh Ninh, Dr. Le Xuan Quang, MSc. Ta Dinh Tien, Dr. Le Viet Son, Dr. Nguyen Thanh Long,



MSc. Dao Kim Luu, MSc. Le Linh Chi, MSc. Hoang Huy Ich, MSc. Nguyen Thanh Tung, MSc. Nguyen Xuan Lam. Dr. Nguyen Dinh Ninh is a senior in the field of irrigation, member of the Water Resources Association. He has extensive experience in professional consultancy and project management. In the years from 1995 to 2010, Mr. Ninh was involved in the research and advisory technical assistance to agencies of state management on project management, particularly working in the MARD and different provinces from the central to local level. He has spent many years counseling, teaching, postgraduate training in universities such as the Water Resources University, University of Science, etc. He has many years working for various non-governmental organizations and national and international institutions.

Dr. Le Xuan Quang is a member of the Water Resources Association. He has over 18 years experience in the implementation of projects on construction of agricultural and rural infrastructure systems and the projects on natural disaster risk management such as Investigation and assessment of climate change impacts on agricultural and rural infrastructure systems (MARD), Integrated water resources management planning (Ministry of Natural Resources and Environment), Solutions to upgrade and modernize irrigation systems for innovated rural areas in Red River Delta (Ministry of Science and Technology), Methodology to assess the vulnerability to climate change and adaptation of agriculture to its impacts (MARD), Handbook on quality management for works at commune level, Handbook on mobilization of public monitoring, Handbook on management, operation and maintenance for IFAD project in Ha Tinh.

MSc. Ta Dinh Tien is an expert in Geotechnical Engineering – Geography and natural disaster risk. He has 16 years of experience in training, scientific research and basic construction. From 2009-2012, he was a member of the project "Research on science-based drought and desertification management for development of management systems and propose strategic and overall solutions to minimize negative impacts: a case study in Red River Delta and South Central Vietnam". In 2011, he was the expert for the "Research on methodology to assess vulnerability to climate change and propose adaptation measures for agriculture". building in project formulation and project proposal for IFAD project in Cao Bang. In addition, he has experience in compiling Handbook on quality management for works at commune level, Handbook on mobilization of public monitoring, Handbook on management, operation and maintenance for IFAD project in Ha Tinh. He worked as manager of projects on design and supervision of construction of many infrastructure projects such as rural traffic, irrigation, construction, rural water supply in Hoa Binh, Thai Nguyen, Dien Bien, and Lai Chau province.

Dr. Le Viet Son is a member of the Vietnam Water Resources Association. He has 17 years of experience in implementation of basic construction projects and scientific research. From 2009-2011, he was manager of the project on "scientific base and practice of recommendations on interreservoir operation process in Vu Gia - Thu Bon river". From 2011 - 2013 he was manager of a subprobject on "Research and propose irrigation and agriculture solutions to cope with drought and saltwater intrusion in coastal provinces of the Red River Delta”. Besides, he also implemented a number of projects on disaster risk management and was a senior consultant of Geography.

Dr. Nguyen Thanh Long is a senior expert in the field of GIS - Remote Sensing application in the study of types of geohazards such as landslides, floods, flash floods, river bank erosion; GIS - Remote Sensing application in geological and mineral research; mineral reserve calculation, etc. He was manager and participated in many projects in the field of GIS such as: from 2008-2010 he was GIS consultant for the project on "Disaster Risk Management” implemeted by MARD, World Bank and AusAid; from 2008-2010 manager of project on "Development of assessment method for risk levels of geological hazards in mountainous urban areas in the North Vietnam by a combination of RS & GIS model piloted in Yen Bai city". The project achieved a number of scientific awards such as:

First prize in the competition "Scientific project and solutions" organized by Thanh Xuan District, Hanoi City in July 2000. MSc. Dao Kim Luu is an expert in the field of disaster risk, water resources and GIS applications. From 2009-2011 he was manager of the sub project on “Research on science-based drought and desertification management for development of management systems and propose strategic and overall solutions to minimize negative impacts: a case study in Red River Delta and South Central Vietnam”; 2006-2007 member of project on "Linking hydraulic and hydrological models on GIS for Flood Prediction in river basins in the Central Vietnam"; 2002-2004 GIS expert for the project on "Research on integrated water resources and environment management model in Da river basin".

MSc. Le Linh Chi is an expert in site survey, water resources management and climate change, natural disaster risks, etc. She has over 8 years of experience in scientific research on water resources management and climate change and natural disaster risk management. She also participated in some projects on construction of agricultural and rural infrastructure systems and capacity building and training, such as from project on "Assessment of climate change impacts on agricultural and rural infrastructure system" from 2009-2012; "Development and application of integrated solution for forestry, agriculture and irrigation in order to restore desertification sandy soil ecosystem in the coastal areas of southern Central Vietnam.”

MSc. Hoang Huy Ich is an expert in site survey. He is a lecturer at colleges and schools specialized in geodetic engineering and scientific research (from 2000-2009). He was the leader of the survey group for establishment of cadastral maps scale from 1/200,000 to 1/10,000 for Kim Bang district, Ha Nam province (1999) and Thanh Liem district - Ha Nam province (2000). He was responsible for site survey of many big irrigation projects such as Xuan Duong girdle shaped dike system in Kim Boi, Hoa Binh (2001), Nam Ma Dao reservoir in Sin Ho, Lai Chau (2006, sewage system for Dong Van Industrial Zone in Duy Tien, Ha Nam (2007).

MSc. Nguyen Thanh Tung is an information technology expert. He is in charge of IT projects for planning and development of IT infrastructure and information systems. He is the leader of programming group and network operation and development group. He is also a lecturer responsible for trainings related to the field of information technology with over 10 years of experience. From 2006-2007 he was responsible for operation, management, implementation and technical supervision of the package of advanced computer training for the project on "Application of information technology in industrialization and modernization of agriculture and rural development Phase I". From January 2011 to December 2011 he was the manager of the project on "Solutions for multi media information search for reservoir safety".

MSc. Nguyen Xuan Lam is an IT expert. He is a member of Experts Association and Vietnam Global Water, and Vietnam Environment Network. He specializes in developing IT infrastructure and information systems. He is the leader of network operation and development group. He is a lecturer responsible for trainings related to the field of information technology with over 10 years of experience. In 2010 he was the IT expert and programmer responsible for the development of Ma river basin database under the ministerial level project on "Development of water resources management database for Ma river basin". From 2008-2010 he was the programmer responsible for the “Development of water resources management database for Huong river basin.”

1.5 METHOD STATEMENTS

1.5.1 Concept of Local Disaster Risk

In order to improve understandings about natural disaster risks and natural disaster risk management in integrated natural disaster risk management plan at river basin level, it is necessary to have an adequate process of assessment (or natural disaster risks assessment process).

Risks assessment is a process where values and assessment are considered in decision making process evidently or implicitly, including the importance of estimated risks and social linkages, environmental and economical sequences to select alternatives to risks management. To assess risks, the best method is to use 4 time variable indicators which are the Disaster Deficit Index (DDI), Local Disaster Index (LDI), Prevalent Vunerability Index (PVI), and Risk Management Index (RMI). These



four indexes reflect the vulnerability and management status in the disaster areas. Among them, LDI is a composite index using induction indicators related to the occurrence of events in the past with different levels of impacts (memory and cognition). Due to limited time and budget, these terms of reference focus on development of tools to calculate spatial LDI which can support competent authorities and stakeholders in monitoring and evaluation accumulated impact levels of local natural disasters.

The quantitative method is used to calculate LDI. This method demonstrates impacts quantitatively, for example, the probability of occurrence or estimated damage. They may be specified or in a specific scenario or probability (taking into account impacts of all possible situations).

Local Disaster – In the index system of disaster management, local disaster is construed as extreme events which often occur in a region. Although data collection on incident peaks and their impacts in time scale is a common method of determining the most critical situations and medium term impacts of disasters with medium and large scale, it is still necessary to develop a system of indicators to describe small-scale events which affect local development. These events, in many cases, can be the results of natural - social processes related to environmental degradation. They therefore should be linked with long or frequent events such as floods, droughts, landslides, forrestfires, earthquakes in small scale, hurricanes, or volcanic eruptions.

Sometimes it is difficult to determine the specific damage (human or economic) caused by floods, especially when they are accompanied by other events such as landslides and debris flows. Therefore in some cases it is impossible to determine damage caused by natural disasters. Damage caused by compound events will increase as a result of changes in meteorological conditions. Many areas become dangerous due to uncontrolled urban development which affects on water flow, flow relationship and settlement models.

Spatial LDI – Since local disasters can be displayed in space and time, LDI can represent the spatial difference and dispersion of risk factors from repetitive events in small scale. This index can also represent the level of specific or cumulative effects of natural disasters over a period of time.



LDI consists of 3 subindicators, reflecting different aspects of the risk, such as damage and losses from extraordinary events, and losses from frequent natural disasters. In here, we consider the indexes which are not only represent the intensity but also enhance the understanding of the actual situation in a broad and comprehensive way.

From the above formula, LDI captures how spatial distribution of risk in a disaster area as a result of severe events. To put it more clearly, LDI can be measured by a certain scale, e.g., 0-1 or 0-10 scale. A low LDI value means low spatial distribution of the effects among the municipalities where events have occurred. High LDI represent the distribution and effects of natural disasters at a high level. LDI values have no units, showing the level of total damage caused by one or more types of natural disasters occurring in the same time.

For each LDI component, unit for each component is different. For LDI deaths and affected, the unit is number of deaths and number of people affected by the natural disaster. LDI loss is total value of losses in agriculture, infrastructure, business activities, and housing. Therefore, for agriculture, the unit will be the number of hectares of rice / crops lost; for infrastructure, the number of houses and works lost or damaged; and similar for other LDI components.

Since LDI components have different units, to calculate them into a compound index, it is necessary to standardize them following a given scale (no units), as above stated, 0-1 or 0-10, where 0 means no deaths and economic losses and 1 or 10 means complete damage regarding deaths and economic losses.

Multi-sector disasters - Sometimes disaster affects different aspects of the vulnerable factors and thus it is necessary to calculate the aggregate impacts including rural and urban areas. In rural areas, the impact of natural disasters on agricultural activities is very important, followed by the impact on rural population, transport systems, tourism, mining, and natural environment (conservation areas, forests, wetlands, etc.). commitment for self protection. In both areas, the risk in the current land use will be estimated.

Beneficiaries - appropriate risk assessment from district to national level. Therefore, the use of LDI is also appropriate for these levels, especially at district and provincial level. Stakeholders and government can use LDI as a criterion to evaluate the effectiveness of integrated disaster risk management plan in any area, to change or update the plan if necessary. Thus, for consultancy, it is necessary for the consultants to provide technical transfer to district and provincial staff and other stakeholders so that they can use this index in their disaster management.

1.5.2 Field survey

To meet the objectives of the terms of reference, the survey will be conducted to:

Collect data on damage caused by natural disasters regarding infrastructure, agriculture, business and deaths

Investigate and assess methods of data collection on damage caused by natural disasters

Interview local people and relevant agencies about using technology to track damage caused by natural disasters from different aspects.

Field methods shall be proposed by the consultants. The consultant must perform the following specific activities:

Geographical characteristics of the basin, including all information on geography, administration, transportation network, natural aquatic systems; natural features (topography, vegetation, tides, etc.); socio-economic conditions, climatic and hydrological conditions



Information on natural disasters, including hurricanes, historical floods (e.g., 1999, 2005/2007, depending on the historical records of flooding in each province), as well as data from the other extreme incidents.

Data on the risks and losses caused by natural disasters, including number of deaths and people affected, number of houses affected and damaged, damage to assets and agricultural productivity, losses and damage to infrastructure, and damage to the economy

The consultants shall review and check the collected data, then prepare a summary report, including description of data collection, data quality, data evaluation, blank information or inappropriate data which can affect the quality of the indicators.

Field survey

Field survey should be done twice.

The first field survey will be conducted after data collection and assessment. This survey is to resolve all ambiguity, the deficiencies and gaps in data collected by interviewing MARD staff, selected local authorities and communities, and relevant agencies responsible for disaster management and river basin management. The data sources, updates and data rate shall be adjusted to fit the reality in this field survey.

The second field survey will be conducted after development of the indicators. The purpose of this survey is to work with staff of DDMFSC and DARD to discuss the necessary changes and modifications to the indicators and to check the calculated results from the indicators in comparison with status of the river basin.

Survey form - To develop a spatial LDI to monitor the changes of losses, it is necessary to have standardized forms, which can be easily used for the database. The survey forms should be tables, with questions in columns. The survey forms shall include information on types and frequencies of natural disasters, damage caused by natural disasters in agriculture, infrastructure, businesses, and human life. Since all the information is distributed in the different sectors, the sample should be designed to be used at provincial as well as commune level.



Interview - this task is very important in the field survey. Since losses and damage are reported and aggregated at different level of detailedness in different sectors, during the interview, consultants should select group of local people and group of sectors. Interviews are conducted with a vulnerable group of local people to check and investigate on losses regarding deaths and economic damage due to natural disasters. Since the execution time for the consultancy is limited, it is impossible to interview all groups of local people vulnerable to natural disasters. Therefore, base on the occurrence and spatial distribution of local disasters in the past, the consultant shall select and interview a couple of vulnerable groups at communal and district level. The results of the interviews will be used to evaluate the data collected and managed at district and provincial level, as well as revision and adjustment of data collected from communities and partners.

1.5.3 Design and development of risk assessment indicators

Method

Consultants shall develop a method to calculate LDI. This index should simulate the sphere of influence and uniformity of distribution of local impacts, i.e., it takes into account the level of importance and long-term occurrence of the phenomenons which increase the scale of natural disasters. Therefore, the consultants should standardize LDI with a certain scale, e.g., 0-1. Low LDI values represent low levels of damage in one municipality. High LDI represents the distribution and effects of natural disasters at a high level.

From the above formula, to ensure that this index is easy to use, it is necessary to develop secondary indicators to show the risk level regarding the number of deaths K, the number of people affected A, and losses L at district / commune level, caused by several main local disasters (Figure 1.1). These disasters are determined by the local Flood and Storm Control.

Based on Figure 1.1, the consultants have to:

Identify the local consequences (LC) of a specific natural disaster occurring in each district

Calculate LC total of natural disasters in each district

Calculate LC total of natural disasters for the entire project area

Establish the relationship between types of natural disasters and the districts / communes in the project area. The multi-indicator assessment can be used to calculate and evaluate this relationship

To calculate LDI it is also necessary to show the spatial and time distribution of each local disaster.

With the idea to aggregate losses of houses and other infrastructure, as well as agriculture (cultivation area) for a unique value, losses shall be represented using Vietnamese currency. To accomplish this calculation, it is needed to recalculate the value of each house according to regulations of the province. On the other hand, the value of a hectare of crops shall be calculated based on the average price of the crop area affected, taking into account the opinion of management levels in the project area at the time of calculation. Similarly, calculation in other sectors such as infrastructure and businesses (service) shall be implemented the same with agricultural damage calculation.

The number of deaths and injuried may also be represented with a certain amount of money to make it easier to calculate this indicator for LDI. However, since



this is a sensitive issue, it is necessary to consult with local authorities on the performance of this calculation.

Development of software

LDI shall support integrated disaster risk management plans at the provincial/ basin level. Therefore the consultants should develop suitable software with Vietnamese interface so that partners at provincial and district level can use this index in the future.

The software includes 03 parts:

Data input and storage

LDI analysis: annual LDI (individual and cumulative), LDI over time

Display, management and printing

This tool is useful for any disaster management plan since it supports the comparison of LDI in a defined time frame, and can be controlled by users. By comparison, users can take decision of which sector to give priority to minimize losses caused by natural disasters and propose an effective action plan.

Workshops and trainings

Sustainability is one of the important issues of this consultancy. A final workshop shall be organized in Quang Nam DARD to ensure the results of the project shall be continued in the future. The workshop shall focus on the use of LDI to assess before implementing any development program in any area subject to natural disasters within a river basin. A training shall be conducted to improve usability and management of LDI software after the project ends.

2 RESULTS OF THE CONSULTANCY

2.1 SUMMARY

The implementation of the package on “Development of pilot indicators for natural disaster risk assessment in a river basin” is divided into two phases. Phase 1: Develop interview forms, organize inception workshop, review data, survey and collect data on damage caused by natural disasters in selected areas as mentioned in



the technical proposal document, establish procedures to calculate LDI. Stage 2: complete calculation software and organize workshop to transfer technology. In this report, the implemented activities are described in the next items. Items 2.2 describes the development of interview forms, inception workshop and the results of data collection in 18 districts and cities of Quang Nam province as well as results of the field survey in Dai Loc and Dien Ban district. Section 2.3 describes the method to calculate LDI by calculating economic damages. Section 2.5 describes the process and results of the development of LDI calculation software. The appendices show tables designed and used in this consultancy.

2.2 OVERVIEW OF IMPLEMENTED ACTIVITIES

2.2.1 Assess the need of indicators for disaster monitoring and assessment

One of the main activities of the consultancy is to assess the need of indicators for disaster monitoring and assessment. To implement this activity, on 23/04/2012, the consultants organized a workshop in Tam Ky, Quang Nam, with the participation of the Executive Committees for Flood and Storm Control of Quang Nam and 18 districts and cities under the province.

In the workshop, Mr. Nguyen Minh Tuan, Chief of the Office for Flood and Storm Control of Quang Nam highlighted the need to have indicators for disaster management monitoring and assessment, especially in planning for disaster risk management at provincial level. At that time, Quang Nam province already had their disaster risk management plan but there were no criteria to evaluate and monitor the implementation of this plan.

Participants in the workshop also agreed with the idea that software of indicators for monitoring and evaluation of the disaster management process would support the Flood and Storm Control more effectively. However, human resources for responsible staff for the software was also an issue to be addressed.

2.2.2 Establish of the pilot area in Vu Gia – Thu Bon river basin

Along with the assessment of the need for disaster risk indicators at provincial level, the consultants established the pilot area in Vu Gia - Thu Bon river basin. From the results of the NDRMP in the first stages, based on requirements in the Terms of Reference of the consultancy, Quang Nam Province, which accounts for more than 90% of Vu Gia - Thu Bon basin area, was selected as the pilot area.

The consultants collected data related to the consultancy, including map data, socio-economic information, and other relevant data.

Quang Nam is a province in the Central Vietnam. It is bordered by Thua Thien-Huế province and Da Nang city to the north, Kon Tum province and the nation of Laos to the west, and the South China Sea to the east. Quang Nam has 18 district-level administrative units, including 2 cities and 16 districts with 244 communes / wards / towns. (In 2010, Tay Giang district established additional 03 new communes). As of 2010, the population of Quang Nam is 1,435,629 people, with an average population density 139 people/km2. There are four ethnic minorities who are permanent inhabitants, namely Co Tu, Co, Gie Trieng, Xe Dang and ethnic minorities newly immigrated with the total number of over 10,000, accounting for 7.2% of the population of the province. With 81.4% of the population living in rural areas, Quang Nam has higher percentage of rural population than the national average. Based on 2008 statistics, in the province of Quang Nam there are 05 major occupational groups: 1) Agriculture, forestry and fisheries; 2) Mining; 3) Manufacturing and fabrication; 4) Services and trade; 5) Health, culture, education, and arts. Of these sectors, agriculture, forestry and fisheries accounted for 65% of the population of the province, industry 16.5%, services and trade 22%.

The total natural area of the province is 1,043,836.96 hectares, of which unused land area is 2,932.98 ha. Quang Nam has diverse terrain, lower from west to east, dividing into three distinct regions: mountains - midland, lowland and coastal areas.

Quang Nam is located in tropical regions with only two seasons: rainy season and dry season, under the influence of cold northern winters. The average annual temperature is 25.4°C, with winter temperatures in lowland can drop down below 20°C. The average humidity is 84%. Average rainfall is 2000-2500mm, but unevenly distributed over time and space, with more rain in mountainous areas than lowland, mostly from September to December, accounting for 80% of annual rainfall. The rainy season coincides with hurricane season, therefore hurricanes arrive in Quang Nam often cause flooding, landslides, flash floods in mountainous midland districts and flooding in areas along river banks.

Located in high rainfall areas, the river system of province is quite developed. Vu Gia-Thu Bon is one of the largest river systems in Vietnam with a total catchment area of about 9,000 km2. Tam Ky river with a basin area of 800 km2 is the second largest river. Besides, there are rivers with smaller basin area such as Cu De river 400km2, Tuy Loan 300 km2, Li Li 280 km2, etc. Rivers have high flow rate, always full of water. The flow rate of Vu Gia river is 400m3/s and Thu Bon 200 m3/s which is of great value for hydropowe, transportation and irrigation. At present on Thu Bon river system, many hydropower plants of high capacity such as Tranh river 1 and 2, A Vuong river and Bung river. In addition, in the province there are many large lakes such as Phu Ninh, Khe Tan, Viet An, Thach Ban, Phu Loc, Vinh Trinh, Phuoc Ha, Cao Ngan, etc. Quang Nam also has 125 km coastline.

Quang Nam province is considered to be located in a geographic area prone to natural disasters and damage, and forecast to be affected by climate change with increasing occurrence frequency of of natural disasters. The impacts of natural



disasters in recent years have increased in both frequency and damage level, particularly the damage caused by storms, floods, sedimentation, and erosion have greatly increased. It is impossible financially to construct new disaster prevention works such as dykes and docks following requirements of erosion and saltwater intrusion prevention while the existing works are incapable to resist natural disasters. In the four years from 2006 to 2010, almost every year, droughts and floods occurred. 2007 and 2009 were the years that witnessed serious damage in production, infrastructure and economy and livelihood. Disaster is an agent reducing the efficiency of investments in infrastructure construction (due to serious damage that need major maintenance), causing poverty again to the average and near poverty household (Evaluation Report on the implementation of the 5 year plan from 2006 to 2010 and orientation for 5-year plan 2011-2015, Department of Agriculture and Rural Development of Quang Nam, 3/2010). The districts located downstream of Vu Gia - Thu Bon river system regularly suffer from natural disasters such as floods, river erosion, cyclones, drought, and saltwater intrusion (Figure 2.1).

Based on geographic characteristics, economic structure, population density, as well as disaster situation in the province, the consultants summarized and developed the framework for LDI calculation for Quang Nam province and its districts. The consultants also designed framework for LDI calculation for communes of 03 districts downstream of Vu Gia - Thu Bon river basin, which are Dai Loc and Dien Ban district and Hoi An city.

2.3 DATA COLLECTION AND FIELD SURVEY

2.3.1 Survey results in 18 districts and cities

The consultants worked with Flood and Storm Control Steering Committees of 18 districts and cities of Quang Nam province. The data collected are described in the next items.

Questionnaires

Questionnaires were designed for province, district and commune level. At each level different question types were used. Detailed questionnaires are in Annex 1.

The consultants sent 01 provincial-level questionnaires to Flood and Storm Control Steering Committee of Quang Nam province, 18 district-level questionnaires to Flood Control District Steering Committees of districts and cities in Quang Nam, 14 commune-level questionnaires to 14 Flood and Storm Control Steering Committees of 14 communes in Dai Loc district, and 19 commune-level questionnaires to Flood and Storm Control Steering Committees of 19 communes in Dien Ban District. In each commune for deep interview, the consultants conducted deep interviews with vulnerable groups of local people. The two main occupations in Dai Loc and Dien Ban are agriculture - forestry and small businesses, thus the questionnaires mainly focused on these two occupation groups.

Documents and maps

The consultants collected the reports on flood and storm control for each year from 2007 to 2011. The reports were written in the same form, including: 1) Flood and storm control status of the current year; and 2) Flood and storm control tasks and plan for the next year.

The said reports mainly described and summarized the damage caused by floods and storms. From 2009, they included also damages caused by other natural disasters like cyclones and droughts.

The summary of the damage was in words in written text, therefore damage was not described in details. However, from 2011, in the reports on damage, all damage were summarized using form from Annex 4 - attached to Decision No. 31 QD / PCLBTW dated 24 February 2012 of the Chairman of the NFSC (see Annex 2 of this report)



The consultants collected relevant maps for this consultancy. The list of maps is in Table 2.1. Most of the maps are in digital form, with formats of the mapping software such as MAP / INFO and ARCVIEW.

After collecting the maps, the consultants revised and normalized entire map data. All maps are formatted as .SHP. which is easy to read with map softwares. The reference system is WGS-84. To link with the data on damage caused by natural disasters, the administrative maps were assigned national administrative code 2011.

2.3.2 Survey and assess damage caused by natural disasters in Dai Loc district

Dai Loc was selected for depth survey because the provincial statistical data showed that every year, Dai Loc suffered from various types of natural disasters such as floods, storms, hurricanes, and landslides. Survey results in Dai Loc District showed that 14/17



communes and towns of the district located in the areas affected by disasters every year, namely Dai Dong, Dai Hiep, Dai Nghia, Dai An, Dai Quang, Dai Lanh, Dai Hung, Dai Minh, Dai Cuong, Dai Thang, Dai Phong, Dai Hong, Dai Hoa, Dai Chanh, Dai Son commune and Ai Nghia town. In these communes, the consultants work with Flood and Storm Control Steering Committees to interview and collect reports on the annual flood and storm control of each commune. Some communes had digtitized their reports to make it easier for the lookup. However, data 2011 were not normalized. Only from 2011, they complied with data normalization requirements stipulated in according Decision 31 QD / PCLBTW dated 24 May 2012.

From 2007 to 2011, data on losses caused by natural disasters in the communes were not adequate. Some communes only had data on economic damages for 2 years, some other communes 5 years. Table 2.2 shows the years for which data on damage of communes in Dai Loc district are available.

2.3.3 Survey and assess damage caused by natural disasters in Dien Ban district

Dien Ban district is located to the east next to Dai Loc district, frequently affected by natural disasters such as floods, droughts and salinization. The district has 19 communes and 01 town. The consultants worked with People's Committee of Dien Ban District and collected the reports on annual flood and storm control of the district as well as communes in the district. Below is the table of communes and years with data on losses caused by natural disasters (Table 2.3)

2.3.4 Data analysis

Natural disasters and the damage caused by natural disasters in Quang Nam province in the period 2007 – 2011

Damage caused by storms and floods

In 2008 there were 10 hurricanes and 04 tropical depressions in South China Sea, which did not land directly in Quang Nam province, but affected the local weather in the province, causing heavy to very heavy rain, with 16 blasts of hurricane wind and lightnings, and 5 large flood rain, 2 of which caused deaths and serious asset damage, details as follows:

The flood rain from 15 to 18 October 2008 with great rainfall rate measured 500 ÷ 700 mm, from 19.00 on the 15 October to 7.00 on the 18 October 2008 in the province; especially in Tra My 980mm. Water levels in the rivers rose quickly, exceeding alarm III by 40cm ÷ 50cm. Many areas in the province were flooded.

The irregular flood rain at the end of December, from 26 December 2008 to 02 January 2009, focused mainly in the coastal plain and some mountainous districts in south of the province, from 100 ÷ 120 mm; some areas suffered from very heavy rain such as Tam Ky city 469mm; upstream of Phu Ninh lake (Xuan Binh) 662mm.

Disasters in Quang Nam province in 2008 caused 23 deaths, 04 injured, and huge damage to private and state assets with a total value of about 150 billion VND.



The flood rain from 15 ÷ 18 October 2008 caused 14 deaths and assets damage 47 billion VND. The irregular flood rain from 26 December 2008 to 02 January 2009 which was the sowing time for the Winter-Spring crop 2008 ÷ 2009 causing flood in most of the plain in the province, killed 04 people and flooded 30,000 ha of winter-spring rice, 8,000 hectares of which was newly sown swept away and completely lost. The total damage was around 65 billion VND.

Also, in 2008, there were 16 lightning storms and cyclone winds, causing 10 deaths, 3 injured, 37 houses destroyed, 437 houses unroofed, hundreds of hectares of crops damaged and thousands of trees broken. Total material damage was around 5 billion VND

In 2010, just the storm number 9 on the 29 September caused damage estimated at more than 3,000 billion, five deaths, more than 5,200 houses destroyed, more than 150,000 houses unroofed, more than 50,000 houses deeply flooded. In 2010 weather behaviours were. There were 07 in South China Sea which did not directly affected but caused rough sea, having big influence on the fishing of fishermen.

From 15 October 2010 to 16 October 2010, affected by the storm circulation number 6 (international name Megi), in Quang Nam province occurred rain from moderate to heavy and very heavy, concentrated mainly on the coastal plains and some mountainous districts in the south. The general rainfall was from 100-180mm; some areas even higher, such as Tien Phuoc 330mm, Dai Loc 320mm, Tam Ky 305mm, etc. Water levels on rivers exceeded alarm II.

From 15.11.2010 to 17.11.2010, due to aggregated effects of eastern wind and tropical depression circulation completely save tropical depression, in the province province occurred rain from moderate to heavy and very heavy, concentrated mainly in the mountainous districts in the west, causing flood. This flood caused serious damage to the roads, irrigation and other infrastructure system in many areas.

The tropical depressions in the sea in October, November and December 2011 occurred with heavy and long rains and floods in some areas in the province, causing great losses of lives and assets of the local people. In the border and coastline areas, there were 38 cases caught in natural disasters and accidents (increasing by 13 cases compared with 2010), 30 cases of which were accidents in the rivers and sea; 02 landslide, 01 forest fire; 03 houses on fire; 01 ship on fire, 01 boat sunken. As a consequence, 16 people were killed; 11 people lost,



05 facilities sank (01 fishing vessel, 02 transport ships, 01 barge tractor, 01 chassis); 07 fishing vessels damaged, more than 04 ha of rice, 03 ha of crops, 4000 m water canals, 5000 m water pipes, and 830 m2 fish ponds flooded; 06 houses on fire and burried; 10 generator turbines washed away.

Damage caused by storms, tornados and lightnings:

From February to September 2010 occurred more storms, tornados and lightnings, 10 of which were intense, mostly concentrated in the districts of Dong Giang, Nong Son, Dai Loc, Phuoc Son, Bac Tra My, Duy Xuyen, Dien Ban, etc., caused 05 deaths, 08 injured, many houses, offices and schools unroofed; hundreds of hectares of crops damaged.

The tropical wave in the sea in October, November, and December 2011 occurred with torrential rains, and floods in some areas in the province causing great losses of lives and assets of the local people.

In the border area, there were 38 cases caught in natural disasters and accidents (increasing by 13 cases compared with 2010), 30 cases of which were accidents in the rivers and sea; 02 landslide, 01 forest fire; 03 houses on fire; 01 ship on fire, 01 boat sunken. As a consequence, 16 people were killed; 11 people lost, 05 facilities sank (01 fishing vessel, 02 transport ships, 01 barge tractor, 01 chassis); 07 fishing vessels damaged, more than 04 ha of rice, 03 ha of crops, 4000 m water canals, 5000 m water pipes, and 830 m2 fish ponds flooded; 06 houses on fire and burried; 10 generator turbines washed away.

From 2007 to 2011, the total damage caused by natural disasters in Quang Nam province was 10,123.466 billion, having great impacts on economic development of the province. Details of damage for each year in the province are listed in Table 2.4

Statistics figures show that the level of loss is proportional to the intensity of natural disasters. 2007 and 2009 are the 2 years with biggest damage caused by natural disasters. These are also the years when historical floods occurred. From Table 2.4 and Figure 2.2, the biggest welfare loss is in 2009. This is the year with bigger historical flood than in 2007. Annual agricultural loss is always the biggest, causing difficulties for the recovery of agricultural production (Figure 2.4).

It is easy to notice that there is no statistics for loss due to droughts, salinization, landslides, or other type of disasters.

The situation of damage caused by natural disasters in Dai Loc district

The data collected for the period 2007-2011 show that every year Dai Loc district suffered many different disasters with typical damage caused by tornados and flooding from the rain storms in 2007 and 2009.

Damage caused by tornados:

On the 14.04.2007 at 16h in Dai Hong and Dai Lanh communes, a tornado occurred accompanied with hail. As a result, 29 people were injured, three of whom seriously injured; 29 houses destroyed; 824 houses and 3 co-operative warehouses, 24 classrooms unroofed, of which 152 houses and 4 classrooms completely unroofed; 90 ha of riping rice, 125 ha of corns, 12 ha of bananas, and some other crops damaged. The total loss is about 10 billion VND.

In the afternoon of the 07 June 2007, a thundershower occurred accompanied with a massive tornado in Dai Hung and Dai Lanh, unroofing 69 houses, 5 classrooms, 2 pump stations, and damaged 5 ha of bananas, 12 ha of crops and other plants. The total loss is over 520 million VND.

02 tornadoes on the 14/3 and 23/3/2009 unroofed 8 houses and damaged some crops. The total loss is estimated at 500 million VND.

Damage caused by floods:

From 15/10 to 6/11/2007 Dai Loc district suffered from 3 floods. Damage was calculated as follows:

People: 5 deaths, 7 injured Assets: total value of the damage is 21.75 billion VND, of which: Welfare: 20,234 houses flooded (only the flood on the 2-3/11 causing the most houses

deeply flooded - 10,058 houses); 3 tons of food damaged; total value of damage was 6 billion VND.

Agricultural production: 249 ha rice cultivated along two banks of Thu Bon and Vu Gia rivers flooded and damaged, sweet potatoes 15 ha, bananas 45 ha, vegetables 86 ha,



paddy field burried and eroded 440 ha, drifted 45 pigs, 1 buffalo, 1,050 poultry, 25 tons of fish of all kinds. Damage value was 6.4 billion VND.

Irrigation works: 52.200 m3 of canals and ditches eroded; 3750 m3 of canals and ditches burried; 6.030 m3 of soil at of pumping stations eroded and burried. Damage value was 1.9 billion VND.

Transportation: 100m of provincial road no. 609 eroded; inter-district roads eroded and 18,500m3 of soil drifted and burried by 5,500m3; the communal roads 3.050m3 eroded, 190m3 burried; 5 bridges and sluices broken. Damage was estimated at over 4.2 billion VND.

The state infrastructure: preschool and elementary school Trinh Thi Lien - Dai Quang commune, three health clinics of Dai Minh, Dai Thanh, and Dai Son were heavily damaged. The damage was estimated at 3.1 billion VND.

The rain from 2-9 September 2009 caused flooded in large scale, huge rice areas in harvest period deeply flooded; many roads eroded. The total loss was 23.42 billion VND, of which 875 ha of rice were flooded and damaged, causing 16.9 billion VND loss; roads eroded and 18,490 m3 of soil and rock drifted away, causing 6.52 billion VND loss. Typically, damage caused by flood from 27/9 - 29/9 as consequence of the storm No. 9 (Ketsana). This is the biggest flood for the past 100 years, with water level during flood peak 10.77 m. This flood caused serious damage to assets and lives of the local people and government as follows:

People: 8 deaths and 380 injured Welfare: 35,000 houses were deeply flooded, accounted for 95% of the number of houses

in the district, more than 14,000 of which were flooded from 3 to 4.5 m; 86 houses collapsed; 22 houses drifted; 97 houses badly damaged; 543 houses unroofed more than 50%; 1437 houses unroofed less than 50%; 469 houses eroded and burried in sediments. The total loss was 173.64 billion VND, of which house damage: 106.32 billion VND. 13,465 tons of rice was flooded, damaged and swept away, causing the loss of 67.32 billion VND. Besides, many assets of local people were heavily damaged which could not be reckoned up sufficiently.

Agricultural production: the total value of damage was 217.974 billion VND, of which cutivation 133.86 billion VND; livestock 38.86 billion VND; 63.3 ha of soil eroded and drifted; 270.83 ha burried, causing the loss of 45.25 billion VND.



Irrigation: the damage value was 22.45 billion VND Transportation: 103.24 billion VND Health: 0.55 billion VND Education: 9 billion VND

The total value of damage caused by the storm number 9 and the flood after the storm was 653.45 billion VND.

The situation of damage caused by natural disasters in Dien Ban district

Located adjacent to Dai Loc district downstream of Vu Gia river, according to the data collected in the period of 2007-2011, every year Dien Ban district was subjected to different disasters, typically tornados and floods caused by rain storms in 2007 and 2009.

Affected by tropical depression and cold air from the 10 - 13.11.2007, in the province very heavy rain occurred, causing floods in the rivers with water levels rose very fast at night and higher than the flood peak in 1999. As a consequence, more than 85% of households in the area were flooded; roads systems and communications were separated completely. At time of calculation on the 15 November 2007, in the district, there were 10 deaths, 64 injured, 01 house collapsed, 02 houses drifted and 261 houses damaged; many works, roads, schools, etc. in Dien Ban district were heavily damaged; more than 1,000 tons of food and rice seeds were wet and drifted, 210 tons of manure were wet; more than 67,000 cattle and poultry dead and drifted. The loss in Dien Ban district was estimated at more than 100 billion VND.

Affected by tropical depressions, in Dien Ban district, heavy rain occurred and lasted for several days from 01-08/9/2009 causing some flooded areas. Following preliminary statistics for damage on agricultural production, the rice area flooded was 1,600 ha, 350 ha of which lost 70-80% of total yield, 399 ha from 40-50%, 851 ha of ripe rice not harvested in time lost from 2-5%; 50.5 ha of corns, 450 ha of vegetables, 110 ha tuberous plants flooded. Also in the recent rain, 13.9 ha of fish ponds was flooded, 20 tons of fish lost, 01 weir eroded in Dien Phuoc commune and 150m3 of soil in Tra Duc pump station in Dien Thang Nam commune eroded. Total value of damage estimated was 12 billion VND. Details of damage for each commune of Dien Ban District are in Annex III.



2.4 MODEL FOR LOCAL DISASTER INDEX (LDI) CALCULATION

2.4.1 Methodology

Method of assessment

To determine and monitor the increasing economic damage caused by natural disasters every year, comparison which is the method to compare economic damages due to annual natural disasters between 2 monitored periods (usually called the basis period and studied period), shall be used in this consultancy.

Assessment indicators

To determine the impacts of natural disasters (the added cost, and added economic loss) for each work item, two economic indicators are used: (1) absolute loss - The value of loss (VND) increasing annually - TH, (2) the relative loss - level of loss increasing annually (%) - TH%.

The value of loss increasing annually (TH) between 2 monitored periods caused by natural disasters (natural disasters impacts), is determined by the difference of average economic loss of each period.

The level of loss increasing annually (TH %) between studied period and basis period.

The assessment of added impacts of natural disasters using absolute loss (an amount of money) sometimes does not reflect explicitly about the level of change. Therefore, the relative loss (in percentage) – the level of damage increased each year (%) between the studied period and the basis period. The level of damage increased each year between the two periods is the ratio between the value of loss increasing between the 2 periods and the



average value of loss of the basis period. The level of damage increased each year is determined using the following formula:

Calculate economic losses in the same calculated period

Subjecting to many factors, the prices of commodities and products on the market change frequently over time. In other words, the prices of a certain farm product, goods or product in different years are not the same. Therefore, to uniform measure of value of economic losses for different years to make comparison possible, the prices of goods and products are calculated in a basis period. The basis period for calculation is 2008. Conversion coefficients were calculated from inflation rate between years.

2.4.2 Model to calculate LDI in Vu Gia-Thu Bon river basin

Identify groups affected by natural disasters

One of the tasks of the consultants is to identify the vulnerable groups to natural disasters in Vu Gia - Thu Bon river basin. According to the survey at provincial and district level, in Quang Nam province there are 7 groups affected by natural disasters, namely: people, assets, education, health, agriculture – forestry – fisheries, irrigation, transportation, communications, industries, construction, and water – sanitation.

However, at commune level, there are no statistics on natural disasters for industries and construction. At this level mainly statistics for deaths and loss of assets, education, health, agriculture – forestry – fisheries, irrigation and transportation are available.

In districts for in-depth survey, aquatic product group was not considered since these districts are all inland.



Identify, inventory and define damage caused by natural disasters to vulnerable groups

Damage caused by natural disasters to a group of people is calculated based on the number of deaths, missing, and injured. At present, there is no equivalent method to convert welfare damage into economic damage. Although local authorities provide economic supports when there are deaths, missing, or injured but there is no specific legal regulation since the economic situation of each province is different from the other and there is no general legal provision for the whole country.

Damages caused by natural disasters to diferrent vulnerable groups are different every year since it depends on the types and levels of natural disasters, the destructiveness of the disasters; on the other hand depends on the types, sizes and grades of the works, natural conditions of the locations, operation time of the works, etc. Taken as a whole, damages and costs for a work often include:

Damage caused by natural disasters for the works system annually (D).

Construction costs (K).

Costs of management and operation of infrastructure annually (O).

Costs of processing, rescue, and disaster recovery (P) which are irregular expenditures during and immediately after a disaster to overcome the problem, to ensure the normal operation of the works.

Statistics of losses and calculated loss value of each year in the basis period

Statistics of damage to the works over the years

The statistics for damage caused by natural disasters annually shall be conducted for each work, works system, and works group following each natural disaster, then the summed up for the entire studied area. Forms of damage statistics for infrastructure are in Appendix 4 (attached to Decision No. 31 QD / PCLBTW dated 24 February 2012 of the Chairmain of NFSC.)

Calculate economic value of losses of each year in a calculated year:

The values of same damage caused by natural disasters in different years are not the same and the price indices in different years are also not the same (due to inflation). Therefore, to have a basis for comparison of economic values in different years, it is necessary to calculate values of the different years in a selected year. In this project, the consultants only collected the price indices in 2008 (Table 2.1) of the major works in Quang Nam province, therefore we suggest 2008 as the basis for calculation.

The conversion coefficient for money in year i to the basis year is determined by the multiply the inflation rates of each year from year i to the basis year. The inflation rate is taken according to the General Statistics Office.

In this consultancy, losses shall be converted into LDI. Human LDI shall be number of deaths, injured and missing due to natural disasters. Economic LDI is the economic value in Viet Nam Dongs of losses and damages caused by natural disasters which consists of LDI for assets of people, education, health, agriculture and forestry, irrigation, aquaculture, communication, industry, construction and safe water.

2.4.4 Some LDI calculations for 18 districts and cities in Quang Nam province in the period 2007 -2011

LDI of each district and city in Quang Nam province shall be calculated for the period 2007 – 2011. During this period, Quang Nam suffered from 02 historical floods in the rainy season of 2007 and 2009. 2008 is the year with lowest economic and human LDI.

During this period of 5 years, Dai Loc is the district with highest economic LDI, followed by Thang Binh, Dien Ban and Nui Thanh district. Economic LDI of mountainous districts in the south of Quang Nam province is low in general, possibly since the economy of these areas are still lowly developed.

Human LDI mainly focus in Dai Loc, Dien Ban, Hiep Duc, Que Son, and Thang Binh district.

It can be seen that Dai Loc is a district suffering negative impacts from many types of natural disasters, especially floods. Almost every year, life of people and socio-economic development of Dai Loc was affected seriously.

2.4.5 Some LDI calculations for Dai Loc district – Quang Nam province

The result of LDI calculations for Dai Loc district shows that in the period 2007 – 2011, the communes in the north and east of the district have high economic and human LDI.

Dai Lanh, Dai Hung, Dai Hong, Dai Quang, Dai Nghia are the communes with high LDI in the period 2007 – 2011. Only Dai Chanh commune did not suffer from any disaster (following the report of Dai Loc district), thus LDI is not calculated for this commune in this project.

2.4.6 Some LDI calculations for Dien Ban district - Quang Nam province

The result of LDI calculations for Dien Ban district shows that in the period 2007 – 2011, the communes in the south and west of the district have high economic and human LDI.

Dien Thang Nam, Dien Trung, Dien Ngoc, Dien Tho, Dien Phong are the communes with high LDI in the period 2007 – 2011. Dien Thang Nam, Dien Nam Trung, Dien Hong are the communes with medium LDI. Below are the economic and welfare LDI calculations for communes in Dien Ban district in the period 2007 – 2011:

2.5 DEVELOPMENT OF SOFTWARE FOR LDI

2.5.1 Purposes of the software development

2.5.1.1 Purposes LDI will support the integrated disaster risk management plans at provincial/basin

level. Therefore, appropriate software with Vietnamese interface is developed by the consultants to support partners at provincial and district level to use this index in the future.

The software consists of 3 parts: Data input and storage LDI analysis: annual LDI (individual and cumulative), LDI over time Display, management and printing This tool is useful for any disaster management plan since it supports the comparison

of LDI in a defined time frame, and can be controlled by users. By comparison, users can take decision of which sector to give priority to minimize losses caused by natural disasters and propose an effective action plan.



LDI should simulate the sphere of influence and uniformity of distribution of local impacts, i.e., it takes into account the level of importance and long-term occurrence of the phenomenons which increase the scale of natural disasters. Low LDI values represent low levels of damage in one municipality. High LDI represents the distribution and effects of natural disasters at a high level.

Within the scope of the consultancy, LDI is developed and displayed to district and commune level (selective). Therefore the software is designed to be the same level. The product includes an spatial LDI software and a user manual for the software.

2.5.1.2 Criteria and process of the software development The software is designed based on the method of LDI calculation with Vietnamese

interface. This is independent software, handy and easy to use. The software meets the following technical requirements:

+ Update, store and manage background data and data for damage caused by natural disasters

+ Display the layer for administration / nature: provincial, district and communal People’s Committees, road network, rivers and public works

+ Display the layer for land use + Show LDI calculations + Display the LDI analysis and comparison periodically or annually + Display LDIs with different tones of grey color from light to dark together with a

chart for changes of LDI + Simple and clear interface + User manual includedTechnical process of the development of this software is in Figure 2.5.

2.5.2 Implementation

2.5.2.1 Design of the database structure (DB):

The consultants designed database structure for the calculation software. Based on the data tables in Annex 4-31 QD / PCLBTW, a database structure was developed to store data on the damage of the districts and communes (Figure 2.6), including the following tables:

2.5.3 Software design

2.5.3.1 Used technology - Relational DB with DBMS SQL Server 2008.- Programme language: Visual Studio 2010 - C#.- Maps in ArcGIS with shape files *.shp.

2.5.3.2 Design database for 18 districts and cities in Quang Nam province and 35 communes in Dai Loc and Dien Ban district

The software will use data of Dai Loc and Dien Ban district for test run and receiving feedbacks of the Quang Nam Flood and Storm Control then shall be adjusted to suit actual situation.

Human damage is calculated in number (e.g. number of deaths, missing, or injured). Other damages are converted to amounts of money based on quantity, unit price, and percentage of damage.

For the situation in the districts and communes, the calculation of damage at the commune and district level is relatively independent. This allows flexibility for each level in



collecting and reporting information on damage. Based on this reality, there are 2 data tables to fill up, with format as in Table 3.1. The input data are collected from district and commune level and store in the relational DB.

The human losses are calculated in number. Other types of damage are converted to amounts of money. These damages are calculated for each district / commune and stored for each year to make it possible to compare damages between communes or districts or years. 2.5.3.3 Display

The software was designed with Vietnamese interface which is convenient to implement at local levels. The interface is simple and clear even to those who do not have information technology background.

Administration maps of the districts and communes are used to show the levels of losses of the districts and communes. The different levels of losses are expressed with different tones of colors which is convenient for comparing damages of the districts and communes by year. The chart for comparison is also displayed.

At the moment, the consultants are finalizing the interface and views of the software.

2.6 SOFTWARE TRAINING AND HANDOVER

From 22/5 to 25/5, the consultants organized training workshop on the use and installation of the software in Tam Ky town, Quang Nam Province to the Flood and Storm Control Steering Committee of Quang Nam province and 18 Flood and Storm Control Steering Committees of districts and cities in Quang Nam province. The workshop was in form of an on-job training; therefore after the workshop, all participants could use proficiently the software (installation, use and data update) as well as train the commune staff (user manual is in Annex 5).

Participants in the workshop also agreed with comments very useful software for local and need to transfer funds to each commune, but the deployment to each commune in the province of Quang Nam is too large, in the framework of the project does not allow, so arrange local resources to deploy to the commune level.

All participants in the workshop also shared the comments that the software was very useful for their municipalities and there should be budget to transfer it to each commune. However, since it was too ambitious and exceeded the framework of the project, the province should arrange budget to implement this software to commune level.

3 CONCLUSIONS AND RECOMMENDATIONS

3.1 Conclusions:

The project on the “Development of pilot indicators for natural disaster risk assessment in a river basin” implemented by the Consultancy for Agriculture and Rural Development Corporation accomplished the following activities:

First field survey: from 17/4/2012 to 27/4/2012, the consultants organized the field survey in the province of Quang Nam, to collect damage data 2007 - 2011 for all districts and cities under the province. For Dai Loc and Dien Ban District, the consultants also conducted the survey at commune level.

Organized a workshop in Quang Nam on 04.21.2012 to consult with stakeholders in disaster risk assessment.

Assess quality of damage data collected and evaluated the management system for disaster information from commune to provincial level.

Results of field results include: the revised survey forms which will be used for further work in disaster risk management, the analysis of LDI, interview questions. + List and descriptions of data collected + Expectations and ideas of stakeholders in disaster risk assessment + Maps of the studied area

Developed the software for “indicators for natural disaster risk assessment in a river basin” using data collected from the field survey as input data. The software can aggregate data, develop maps for warnings, and calculate value of damages in amounts of money for each affected group. The objective of this product is to provide an overall picture of disaster risk each year, in the pilot area of Quang Nam province using the developed assessment indicators. Also the software is easy to use and apply in each municipality.

Second field survey: From 10.5.2012 to 14.05.2012, the consultants organized the second field survey to work with the Flood and Storm Control Steering Committees of Quang Nam province and Dien Ban and Dai Loc district to discuss the adjustment of the indicators for disaster risk assessment and verify the calculation results from the indicators.

Organized a second workshop: Provided guidance on the use and installation of the software in Quang Nam province from 22/5 to 25/5. The workshop provided user manual of the software to district staff, handed over the software to the Flood and Storm Control

In general, the procedures, progress, and quality the project complies with the ToR. The project succeeds in the development of indicators for disaster risk assessment for the province, design of the software and transferred it to the province (the Flood and Storm Control Steering Committees of Quang Nam province and its districts and cities) for their management, exploitation and use.

3.2 Recommendations

LDI in the proposal document is represented by a value from 0 – 10, where low value means low damage level. During the implementation of the project, we find that the damages can be converted to an amount of money, except deaths. Therefore we recommend to have 2 types of indicators, of which deaths shall be represented with a number and assets billion VND.

Due to limited time of execution and large work volume, the implementation may not avoid some shortcomings for which we would like to receive feedbacks from stakeholders to improve our work.
