CHAPTER 1
INTRODUCTION
Spinal Injury Rehabilitaton Centre (SIRC, a project of Spinal Injury Sangh Nepal) is a non-proftand a charitable organizaton established in 2002, with an aim of comprehensive rehabilitatonof spinal injured people of Nepal. SIRC is a founding member of the Asian Spinal Cord Network(ASCoN). Member countries take turns to host the annual conference of ASCoN. SIRC hadhosted this conference two tmes in the past and this year yet again SIRC hosted the 14th AsianSpinal Cord Network (ASCoN) Conference from 3-5 December, 2015. The theme of this year’sconference was "Quality of Life and Inclusion afer Spinal Cord Injury.” The conference venuewas Hyat Regency on Day 1 and 3 whereas SIRC facility on Day 2.
The ASCoN Conference is an event that brings people together for engaging diferentstakeholders including government policy making bodies, healthcare professionals, managersand persons with disabilites (Spinal Cord Injury - SCI). During this year’s ASCoN conference, wereviewed existng policies related to rehabilitaton in various countries, engaged persons withdisabilites and SCI in decision making processes to ensure accessibility and strengthened spinalinjury services and human resource development for organizatons and people working in spinalinjury management in the Asia region. We also shared informaton, ideas and knowledge ofbest practces in SCI managementamong members. Dur ing theconference, we conducted mult-disciplinary workshops, scientfcsess io ns , p os ter exh ib ito ns ,preventon poster competton, asports event and a cultural evening.Also, an ASCoN Observership Awardwas awarded for the best paperpresented. The Award with amonetary value of Euros 1000enables the winner to undertake a 2– 4 week observership at an ASCoNTraining Centre in Bangladesh, India,Thailand or Malaysia.
The conference was atended by 220delegates from 19 diferent countries. We are pleased that ASCoN executve commiteemembers from diferent countries, namely, Bangladesh, Malaysia, India, Indonesia, Nepal, SriLanka, Ireland, Thailand, Lao PDR, Korea & Myanmar and diferent renowned internatonal &natonal resource persons enriched the conference through their presence. We are confdentthat through the conference, we encouraged more professionals in Nepal to become interestedin SCI management and rehabilitaton. This was an enriching experience for the healthprofessionals working in this feld.

On 5th December, we organized a Post-conference “Internatonal Seminar on Injury and
Rehabilitaton management in Disasters”. The main objectve of this Seminar was to have
discussions on disaster coping eforts by diferent bodies in the afermath of the deadly
earthquakes of April 25 and May 12 along with uncountable number of afershocks that have
led to many causalites, disabilites and emotonal disturbances.
Hence, the major highlights of the 14th ASCoN Conference 2015 are as follows:

report on the conference based on the actvites that took place each day from 3-5 December
2015 is as follows.

CHAPTER 2
CHALLENGES
The Earthquakes in Nepal in April/May which resulted in approx. 9,000 deaths and thousands injured
(approx. 400 sustaining Spinal Injury) were also a cause for concern for the ASCoN organisers. With
SIRC, the ASCoN Host inundated with casualites and demand to increase beds to cater for the newly
injured, we were unsure whether the possibility of hostng the 14th ASCoN Conference was stll a reality.
However we were reassured in the early days, following the earthquake, that plans to host the
conference would stll go ahead.
The local organisers need to be congratulated for taking on this mammoth task, partcularly at a tme
when their staf and limited resources were already stretched.
To compound this difculty, an additonal challenge of limited fuel supply (due to the blockade with
India) had adverse afects for the organisers.

DAY 1: 3RD DECEMBER 2015
The frst day of the 14th ASCoN
Conference 2015 was held at
Hyat Regency, Boudhha,
Kathmandu. The registraton
started from 8 am untl 9 am.
The conference began with the
session chaired by Dr. Claire
Weeks from Canada and Dr.
Raju Dhakal from Nepal with
the objectve of setng the
scene. The respected speakers of this session included Prof. J.J. Wyndaele from Belgium, Dr.
H.S. Chhabra from India, Dr. Apichana Kovindha from Thailand, Dr. Ruth Marshall from Australia
and Dr. Komal Kamra from India. They spoke on various aspects of SCI, rehabilitaton and
community inclusion of people with SCI.
The second session on ASCoN/ISCoS - Challenges, innovaton and advances was chaired by Prof.
J.J. Wyndaele and Dr. Apichana Kovindha. In this session, Executve Director of SIRC, Mrs. Esha
Thapa Dhungana spoke on disaster management, SCI and SIRC response. Dr. Chhabra, Dr.
Stanley Ducharme and Mr. Stephen Muldoon threw light on ISCoS Database ASCoN Pilot Project
(IDAPP), ASCoN Psycho-social Guidelines and www.elearnsci.org respectvely.

INAUGURAL CEREMONY
One of the major highlights of the 14th ASCoN Conference 2015 was the inaugural ceremony of
the conference. Chaired by Mr. Prachanda Bahadur Shrestha, Chairperson of SIRC, the inaugural
session was inaugurated by the newly elected President of Nepal, H.E Bidhya Devi Bhandari by

During the inaugural session, the ASCoN Psycho-social Guidelines, ISCoS Textbook and SIRC
patents’ story booklet ttled MEMOIRS- fractured spines, dreams unbroken were launched in
the presence of H.E Bidhya Devi Bhandari, President of Nepal.
ASCoN STAR AWARD
For the frst tme in the history of ASCoN Conference, this year ASCoN Organizing Commitee
decided to announce the ASCoN Star Award to the person who has displayed outstanding
contributon to SCI management. Valerie Taylor, Founder of Centre for the Rehabilitaton of the
Paralysed (CRP) was awarded with ASCoN Star Award 2015. Valerie Taylor is a Britsh born
physiotherapist and philanthropist, living in Dhaka, Bangladesh. She is the founder and driving
personality of the Centre for the Rehabilitaton of the Paralysed (CRP). Though Britsh by
citzenship, she has spent most of her working life in Bangladesh, treatng and rehabilitatng
poor Bangladeshis sufering from neurological disorders. The Award was a complete surprise to

all the conference atendees and the award winner herself. ASCoN aspires to contnue
presentng the ASCoN Star Award to deserving persons in coming years.
POLICY SYMPOSIUM
The Policy Symposium was organized by Spinal Injury Rehabilitaton Centre (SIRC) in
collaboraton with Disability and Rehabilitaton Focal Unit - Leprosy Control Division, Ministry of
Health and Populaton (MoHP). The main objectve of the Policy Symposium was to support the
development of a Natonal Policy and Guideline in relaton to the design, establishment and
standardized operaton of injury and rehabilitaton service facilites in Nepal.
MoHP and SIRC have been in discussions since 2014 on how to increase the quality and natonal
coverage of essental injury and rehabilitaton services in a structured and sustainable way. The
conclusion was that as a startng point the goal should be the development of a specifc policy

and guideline relatng to the design, establishment and standardized operaton of rehabilitaton
service facilites at a natonal, provincial and district level. This workshop intended to
contribute to this goal and to provide a platorm for stakeholders from Ministry, NGO’s, INGO’s
and regional/internatonal experts to discuss further this important piece of work.
The policy symposium was enriched with the partcipaton of representatves from MoHP-
Nepal, Ireland, India, Thailand, Malaysia, Bangladesh, Myanmar, Indonesia, Laos and Sri Lanka.
PAPER PRESENTATIONS
The ASCoN Organizing Commitee received 49 abstracts (6 for the poster and 43 for oral
presentatons) from professionals around the globe. Among the 43 paper presentatons, 24
abstracts were accepted for the ASCoN Observership Award session. Unfortunately some of the
presenters could not atend the conference. Hence 18 paper presentatons for the award were
scheduled on Day 1 while the other 15 paper presentatons were scheduled on Day 3. Due to
the technical issues at the venue, 4 paper presentatons of award session scheduled for Day 1
were presented on Day 3 too.

DAY 2: 4TH DECEMBER 2015
SIRC TOUR
The second day of the conference was organized at Spinal Injury Rehabilitaton Centre (SIRC),
Sanga, Kavre. The day started with an hour long tour of the Centre. The total delegates were
divided into three groups; each group led by one SIRC staf who briefed the delegates about the
Centre’s history, its works, development and future plans.

WHEELCHAIR SPORTS COMPETITION
Two games were organized on Day 2 before the lunch break; Wheelchair Relay Race and Botle
Hitng Competton. Total 30 patents of SIRC competed for the sports competton. The
competton was held on the SIRC premises. The crowded audience was excited and cheering
for the partcipants of the sports competton. The winners were awarded with certfcates, gif
hampers and medals.
GALA DINNER AND CULTURAL EXCHANGE PROGRAM
Afer a formal and technical

2015, the plan for the evening
was completely contradictory.
It was a party night - Gala
Dinner and cultural exchange
program for all the natonal
and internatonal delegates at
G o k a r n a F o r e s t R e s o r t ,
Gokarna, Kathmandu. It was
indeed a cultural exchange night - from the dresses worn to the performances made.
The evening began with the traditonal religious dance of Shree Manjushree, God of Wisdom by
a Nepali volunteer. This religious performance was followed by two more Nepalese folk dance
performances, a musical drama and a dance both by a group of wheelchair-users (including
SIRC staf and patents).
The second phase of the party was the turn of each country’s representatves to perform on
stage. Remarkably this year, all 19 countries were represented on stage by their respectve
natonalites. There were songs, poems, dances, magic show and what not! With delicious
snacks and dinner, the party was awesome with the DJ session in the end. We worked hard, we
parted harder!

PREVENTION POSTER COMPETITION

With ISCoS Preventon Commitee’s & ASCoN’s joint Initatve, this year a poster competton on
“Community Awareness for Preventon of SCI” was held. The objectve was to disseminate a
clear message to the community about preventon of SCI in context amongst ASCoN countries.
Message needed to be in a positve frame,
depictng the advantages of preventon of
SCI. A panel of judges from Australia
reviewed the posters. Entries were judged
based on two key factors: The impact the
judges believed the poster will have for
spreading awareness of preventon as
diversity; and the skill and quality
refected in the executon. All posters
were displayed during the symposium on “Preventon of SCI due to falls/carrying heavy loads
on the head” in the 14th ASCoN Conference.
Four posters were given ‘Certfcate of Recogniton’. The best preventon poster overall was
awarded to Ms. Roksana Hoque from Bangladesh.

POSTER PRESENTATION
Out of 6 abstracts accepted for the poster presentaton, only 4 were displayed and presented
on Day 3 of the conference. Each presenter spoke for 2.5 minutes. The poster presentaton was
chaired by Dr. Nazirah Hasnan from Malaysia and Chanda Rana from Nepal. Ms. Raveenan
Jindamaneesirikul from Thailand won the award for best poster (ttled “A prospectve study on
efectveness of patent educaton in patents with SCI”). The winner was awarded with USD 100
and a certfcate.
WORKSHOP ON ABSTRACT WRITING: SPEND AN HOUR RETHINKING ABSTRACT-WRITING
This workshop on abstract writng was conducted by Dr. Peter Wing and Dr. Claire Weeks from
Canada. As members of the Scientfc Commitee responsible for screening and grading
abstracts they found “As we reviewed abstracts submited for this year’s meetng we observed
that few people adhere to the guidelines or fully use the suggested structure, and others
experience some difculty. Some papers are research-based and others are more descriptve,

requiring diferent approaches to abstract design.” The objectve of this workshop was that
afer this workshop, atendees would be able to:
explain the importance and roles of a good conference abstract
know the components of a relevant background and brief literature review
write clear and meaningful goals, aims and objectves
state the important parts of their methodology
describe the diferences between results and conclusions
understand the importance of adhering to the word-count and other rules.
VALEDICTORY CEREMONY
Mr. Stephen Muldoon, representatve of Livability Internatonal summarized the 3 days
proceedings. The best poster and best preventon poster were announced during this session as
well. The SIRC Board Member respected Mr. Arvind Das Joshi gave his closing remarks by
thanking everyone who made the conference possible.
HANDING OVER THE “ASCON” BATON FOR 15th ASCON CONFERENCE 2016
Following ASCoN traditon, Esha Thapa Dhungana, Executve Director, SIRC, handed over the
ASCoN Baton to Dr. Luh Karunia Wahyuni, representatve of Indonesia for the 15 th ASCoN
Conference 2016. So next year, Indonesia will host the 15th ASCoN Conference 2016 in Jakarta.

INTERNATIONAL SEMINAR ON INJURY AND REHABILITATIONMANAGEMENT IN DISASTERS
Emergency management (EM) refers to the management of emergencies concerning all
hazards, including all actvites and risk management measures related to preventon and
mitgaton, preparedness, response and recovery. Following this management contnuum
perspectve as a cycle of preventon, preparaton, emergency response and recovery, the
seminar aimed to provide a platorm to share experiences, capture lessons and ofer
recommendatons that will help ensure that in future disaster scenarios:
Natonal government and non government organisatons and internatonal agencies and
organisatons are prepared to respond to the challenges of providing large numbers of
injured people with appropriate health and rehabilitatve care;
There are systems in place to efectvely and efciently manage and coordinate an
injury/rehabilitaton post disaster response
The seminar was chaired by Dr. Peter Wing and Fiona Stephenson.
