The 2010 Annual Accomplishment Report entitled “Summing Up 2010” is a document which contains the activities and accomplishments of DILG Region XIII for CY 2010. FOREWORD Calendar Year 2010 is a milestone year for the country. Foremost, the country has a new seat of administration for both the national and local level having conducted the National and Local Election in May and the Barangay and SK Elections in October. Second, the new administration is full of enthusiasm and vigor in pushing for “ Matuwid na Landas” in attaining good governance. The new president is resolute in his call for all to exercise transparency, responsiveness, accountability and participation in achieving “Matuwid na Landas”. This call necessitates unyielding actions from all government fronts. Third, in support to the aspirations of the president, the department has necessarily changed its priorities and adopted strategies and measures that ensure attaining the “Matuwid na Landas”.

With all these dynamics, the men and women of DILG Region XIII have performed their share towards achievement of these aspirations.

This CY 2010 Annual Accomplishment Report sums up the

accomplishments and achievements of the DILG Region XIII in attaining and realizing the department’s mandate and in supporting the goal of good governance.

EXECUTIVE SUMMARY: The implementation of the Department’s Programs and Project is guided by the DILG – LG Sector Programs and Projects Framework. The PPAs implemented support the achievement of three (3) organizational goals: Empowered and Accountable LGUs, Volunteerism and Deep Stakeholdership. Being the core business of the department, Capacity Development is emphasized in Goal 1. Among the capacity development programs implemented included the NEO Orientation program which has four (4) components. The project intended to capacitate local officials, particularly the newly elected or first termer, so that they could deliver the services expected of them. The Utilization Conference – reporting/presentation of the LGU State of Development and Performance as well as, Organizational Competency Profile, was one of the highlights of the NEO Orientation Program. This led to the formulation of the ELA document, the three-year agenda of the newly elected officials. All 78 local government units (Provinces, cities and municipalities) were able to conduct the utilization conference. Thirty-three LGUs were able to complee and submit their ELA documents.

One of the significant activities conducted for this year is the Capacity Development Exposition wherein performance and organizational competency gaps were presented to the service providers and where capacity development programs of national government agencies, LRIs and funding institutions were introduced to the local chief executives. The identified performance and organization competency gaps served as the primary basis in the provision of technical assistance to the local government units, particularly the demand-driven activities under the Sharpening the Saw of component 4 of the NEO Program.

Another major program implemented by DILG in coordination with DTI 13 is the

Streamlining Business Permits and Licensing System with ten (10) pilot LGUs availing technical and funding support. The streamlined BPLS is expected to improve LGU revenue generation.

Region XIII is likewise privileged to avail ODA assistance through the Strengthening Local Governments in the Philippines (SLGP) Project of the Agencia Española Cooperacion Internacional Para el Desarollo (AECID) and the MDGF 1919: Enhancing Access to and Provision of Water with the Active Participation of the Poor of the UNDP. The projects aim to enhance the capacities of the local government units in local governance and water governance, respectively. On the administrative services, important accomplishment of DILG Region XIII was on the provision of technical assistance on the different leagues: LMP, VMLP, PCL, PBMLP, SK Federation and Liga ng mga Barangay on the conduct of Municipal, Provincial and Regional Elections.

Lastly, four (4) municipalities namely, San Agustin, Carrascal and Cagwait in the Province of Surigao del Sur and San Jose, Dinagat Islands availed of the Php1M grant under the Performance Challenge Fund after qualifying in the Seal of Good House Keeping. Reorganization of the Local Special Bodies highlighted the accomplishments for Goal 2 - Volunteerism. Other local government units undertook activities that aimed to strengthen the members of the LSBs. On the other hand, Goal 3 is highlighted with the activities undertaken by the LGRRC and the conduct of Human Resource Management and Development Planning Workshop for DILG Region XIII which is funded through the SLGP Project. The HRMD Plan hopes to strengthen the capacities of the men and women of DILG Region XIII, especially so with the approval and implementation of the Rationalization Plan.

ANNUAL ACCOMPLISHMENT REPORT CY 2010

GOAL 1: EMPOWERING ACCOUNTABLE LGUS PROGRAM 1: CAPACITY DEVELOPMENT Project 1: Anti-Corruption The DILG-XIII in support to the aspiration of the new administration to promote and ensure transparency and accountability in public service has continually implemented programs and projects that empower local government units. For 2010, the following have been accomplished:

PROJECT CURE: RA 9485 or the Anti-Red Tape Act of 2007, “An act to improve the efficiency in the delivery of government service to the public by reducing bureaucratic red tape preventing graft and corruption, and providing penalties”, mandated local government units to determine frontline services and undertake reengineering of transaction systems and procedures. It also mandated LGUs to set-up service standards known as Citizen’s Charter. In Caraga Region, all five provinces, one HUC, three (3) Component Cities and seventy (70) municipalities have fully complied with the provision of ARTA, highlighting the formulation of the Citizens Charter.

STREAMLINING THE BUSINESS PERMIT AND LICENSING SYSTEM (BPLS) With the desire to improve business permits and licensing systems and procedures and to contribute to the goal of creating an investment-friendly LGUs, DILG –XIII in partnership with the DTI-XIII assisted six (6) cities: Butuan, Surigao, Bislig, Cabadbaran, Tandag, Butuan and seven (7) Municipalities: Claver, Mainit and Tubod of the Province of Surigao del Norte and San Francisco to the project on streamlining Business Permits and Licensing System (BPLS).

With the support of the Spanish Agency for International Cooperation, a training-workshop on BPLS was conducted on September 23-24, 2010 at Mainit Lake Resort Hotel, Mainit Surigao del Norte

participated by the ten pilot local government units. The BPLS Training Workshop

training was intended for the participants to gain knowledge, appreciation and understanding on the streamlined processes of business permits and licensing. Action plans on the establishment/setting-up of the streamlined system were submitted to the DILG and is strictly monitored.

Butuan City Government for its part launched the “Business Fast Lane” on October 20, 2010. The fastlane instituted reforms in the Business Permit and Licensing processes following the use of single unified form and the five standard steps and processing time and prescribed number of signatories. The activity was highlighted with a simulation of business permits and licensing process that will be permanently set-up comes January 2011. The simulation yielded a 20-minute processing time of business permits.

On December 8, 2010, a Regional BPLS launching was again conducted at the City Hall, Doongan, Butuan City. The activity was attended by the other (9) pilot local government units representatives, business sectors, the AECID and LINC-EG-USAID representatives. Twenty (20) clients of the city government tried the streamlined BPLS steps during the said event and made a record time of nine (9) minutes processing during the actual simulation for the application of business permits. Project 2: Poverty Reduction Sub-Project 2.1: Local Economic Development

Provincial Road Maintenance Facility (PRMF)

PRMF is a governance reform program for improved service delivery under the auspices of the Australian Agency for International Development (AusAID). It is focused on improved transparency and accountability in government and improved capacity to deliver through improved staff capabilities (training) and improved access to resources (revenue generation and expenditure management). It uses the road maintenance funding to change.

For Region XIII, the provinces of Surigao del Norte and Agusan del Sur are recipients of the project. The DILG Provincial and Regional Offices provided technical support to the Provincial Governments in terms of the following:

1. Conduct of Organizational Competency Assessment through the

utilization of the Systems on Competency Assessment for Local Governments (SCALOG). Surigao del Norte and Agusan del Sur conducted Orientation on SCALOG on January 29, 2010 and March 29, 2010, respectively. Focused Group discussion using the SCALOG Tool then followed.

2. Preparation of the Updated Human Resource Management and Development Plan of Agusan del Sur. The Regional Office provided input on the utilization of LGPMS and SCALOG in the preparation of the HRMD Plan on December 6, 2010.

Sub-Project 2.2: Millennium Development Goals

Enhancing Access To and Provision of Water Services with Active Participation of the Poor (MDGF1919)

MDGF 1919 is a joint programme of the

Government of the Philippines represented by the DILG, NEDA and NWRB and the United Nations Development Programme (UNDP). It is designed to provide capacity development interventions to the existing water system projects, particularly under the P3W. The program piloted thirty-six (36) waterless municipalities from five (5) regions. For Region XIII, the municipalities of Sibagat and La Paz of the Province of Agusan del Sur are among the pilots.

The pilot municipalities were provided with 1 set desktop computer and portable GPS

intended for the implementation of the MDGF 1919. Among the important milestone of the project are the following:

a. Establishment of the Baseline Data – important activities undertaken to complete this component were the conduct of technical survey to determine location of water source and water facilities in all barangays of the covered municipalities and conduct of actual baseline survey. The baseline survey was undertaken by the pilot municipalities.

b. Localized Customer Service Code – San Vicente-Ilihan Water Association (SIWASA) availed technical assistance from NWRB as pilot water service provider(WSP) in the preparation of Localized Customer Service Code.

c. Postcard Making Contest – part of the IEC Component. The contest was participated by high school and elementary students in five (5) municipalities of Agusan del Sur. This was conducted in the months of October and November 2010. After determining the municipal winners, the Regional Screening was set on November 12, 2010 to determine the top 5 winners from each high school and elementary level categories.

d. Local Water Governance Forum – the activity was organized by the Father Saturnino Urios University (FSUU) as academe partner. This was conducted on November 23-24, 2010 at Almont Inland Hotel, Butuan City. The activity aimed to thresh out water issues in the region and come out with a declaration. Such that the output of the activity was the preparation of the covenant and declaration. The highlight of the activity was the signing of the Caraga Water Governance Declaration bearing the commitments and recommendations which were agreed upon by the attendees of the forum.

e. Communication Plan – the Provincial Government of Agusan del Sur, the

Municipalities of La Paz and Sibagat prepared the Communication Plan relative to project implementation of the MDGF 1919.

f. Mentoring Session – Mentoring session using the “Godfather” concept was

provided to the Sibagat Water District, San Vicente-Ilihan Water System Association (SIWASA) and Tag-oyango Multi-Purpose Cooperative (TMPC) water operation. The Bayugan Water District was tapped by the project to mentor the three water service providers. The activity was conducted on December 6-10, 2010. This mentoring session focused on the technical aspect of water operation.

g. Capacity Assessment – four municipalities: Sibagat, Agusan del Sur; Hinatuan,

Surigao del Sur; Jabonga, Agusan del Norte and Alegria, Surigao del Norte were assessed on the capacity of the water service providers in the operation and management of the water supply system.

Community-Based Monitoring System

CBMS implementation in the region is unprecedented. All the municipalities and cities except Surigao City have been implementing it. In fact, Agusan del Sur was already through with the second round. What makes it more reckoning is the fact that it is all LGU initiated.

Surigao del Norte implementation is hasten

with the marching order of the newly elected Provincial Governor that before the year ends, all municipalities and city must have already been through with CBMS. This paved the way for Surigao City to fast track its implementation even

just up to the Module 1 stage. Municipalities in the province received technical assistance in finalizing the CBMS Poverty Maps.

For the Province of Dinagat Islands, processed data were already utilized in the on-going preparation of Barangay Development Plan.

Surigao del Sur was able to conduct a province-wide fast tracking on Data

Processing and Map Digitizing last October 5-7, 2010. This was due to Governor Johnny T. Pimentel’s strong pushing to complete the project within the year.

Agusan del Norte is contemplating for second round next year. Initiatives are already underway between the DILG Regional Office to realize this goal.

Of the total 70 municipalities, 38 municipalities already have poverty data maps

distributed as follows: Agusan del Norte – 11; Agusan del Sur – 14; Surigao del Norte – 5; Surigao del Sur – 1; Dinagat Islands – 7. Sub-Project 2.3 LGU Accessing to Financing

Mindano Basic Urban Services Sector Project (MBUSSP)

Two (2) municipalities: Lianga, Surigao del Sur and Alegria, Surigao del Norte availed the MBUSSP project since last year. With MBUSSP- MDFO loan assistance Lianga Public Market was completed and inaugurated last Oct. 27, 2010. On the other hand, MBUSSP-PDO with representatives from MDFO conducted final inspection of the Alegria Public Transport Terminal on December 1-3, 2010.

Millennium Development Goals Fund

Malimono and Alegria all of the Province of Surigao del Norte availed the water system project under the Millennium Development Goals Fund. Both projects were completed and were inspected by MBUSSP and MDFO representatives.

Special Local Road Fund

The DILG provided technical support through review of Annual Work Programs of the provinces and cities. It also conducted monitoring activities on the implementation of the SLRF Projects.

Project 3: HANDA LGUs (Harmonizing Actions to Negate Disaster’s Adverse Effects Towards Disaster/Climate Change)

Mainstreaming Disaster Risk Reduction and Management (DRRM) and Climate Change in Local Governance

The country is identified as one of the most vulnerable places to be

affected by climate change. Manifestations of this have been evident with the recent natural calamities that occurred in the country. This pressing concern brought the attention of all sectors and call for disaster risk reduction as well as climate change adaptation become stronger.

Region XIII is one of the recipient regions of the project under World

Bank on Disaster Risk Reduction and Management (DRRM). Seven (7) municipalities from the Provinces of Surigao del Norte: Alegria, Bacuag, Burgos, and Mainit; and Surigao del Sur: Hinatuan, San Miguel and Tandag will benefit from the project.

A group of consultants and personnel from DILG Central Office, Regional

Office and Provincial Office visited the pilot municipalities of Surigao del Sur on November 15-19, 2010 and Surigao del Norte on December 13-15, 2010 to gather

baseline information to be used as reference for the enhancement of the Comprehensive Development Plan which will be DRRM and CCA compliant.

Project 4: Newly Elected Officials (NEO) Orientation Program

The Newly Elected Officials (NEO) 2010 Program aimed at strengthening the

capacities of the newly elected and reelected local officials. It is composed of four components namely: Component 1) Ensuring smooth transition Component 2) Laying the foundation, Component 3) The Provincial Alliance Building and Component 4 ) Special Topics. The two components were completed and conducted on-site. Component 1: Ensuring Smooth Transition The conduct of 2010 National and Local Elections on May 12, 2010 called for the the transition of new government administration. With the seat of a new sets of elected officials, the Department of the Interior and Local Government through its mandated delegated function of supervision over local government units issued Memorandum circular 2010- 26 re Local Governance Transition. This circular directs outgoing local government officials to turn-over documents, properties and equipments to the incoming local officials.

As provided for in the circular, Transition Teams were created in the five (5) provinces, 3 cities, 70 municipalities of Region XIII to ensure smooth turn-over of documents and properties to the incoming local officials.

Component 2: Laying the Foundation

Track 1: First 100 days This sub-component is intended for the newly elected local chief executives (first termer). Total 23 5 28 First 100 Days Orientation Training of the newly-minted municipal mayors was provided by the Local Government Academy (LGA) while the newly-minted city mayors and provincial governors were provided by the League of Cities and ULAP, respectively. Track 2 : Knowing My LGU “Knowing My LGU” sub-component is intended to provide incoming officials information/overview of the development condition and performance status of the local government units. This was based primarily on the result of the Local Governance Performance Management System (LGPMS). Two (2) major activities are undertaken in this sub-component: conduct of Utilization Conference (SLGR/Competency Report) and Preparation of the ELA document. Component 3: Provincial Alliance Building Workshops

Provincial Alliance Building component serves as a venue for the provincial governments to exercise its leadership role in determining the provincial vision, mission and goals with its component municipalities. With common development directions the NEOs will help local leaders and elected colleagues build a partnership among cities and municipalities as well as the National Government Agencies through a collaborative and sustainable development.

The Provincial alliance building workshops were completed in the Caraga region

on the following schedules: Surigao del Norte - October 4-6, 2010 Agusan del Norte - October 12, 2010 Surigao del Sur - November 11-12, 2010 Agusan del Sur - November 12, 2010 Dinagat Islands - November 17, 2010 The said workshops enabled the provincial governments strengthen the existing

alliances and provide a venue in crafting the provincial roadmap. Component 4: Special Topics Component 4 is a demand-driven capacity development intervention for the local government units. Activities undertaken are seen to be priority capacity needs of the local government units primarily based on their capacity development agenda. With the intervention on CDP Preparation, 31 municipalities were able to complete and submit its Ecological profile. Twenty-seven (27) municipalities and 1 city were also able to complete and submit its Comprehensive Development Plan (CDP). While 45 municipalities and 2 cities are still on the process of finalizing the CDP document. Capacity Development Exposition

A Capacity Development Exposition (CDex) 2010 was successfully conducted on July 14, 2010 at Dottie’s Place Hotel, Butuan City. The said activity was conducted to showcase the capacity development programs, interventions and innovative strategies on good local governance in Region XIII. The CDex was

participated in by the different National Government Agencies and the Academe/local research institutes as service providers, as well as, the Local Chief Executives and other local officials of the region, foreign donors and other. Highlights of the activity included presentation of the Regional State of Local

Performance and Development and the LGU Organizational Competency Reports, film showing on Local Governance Best Practices, presentation of different capacity development interventions of the National Government Agencies, Covenant Signing and Press Conference. Participating agencies set up their booths showcasing their agency’s programs and projects. Another important component undertaken during the activity was the one-on-one dialogue with local chief executives/LGU personnel and national government agency representatives. Technical assistance on environmental concerns such as waste management, forest management was raised by most of the LGUs present. In response to this, the Environmental Management Bureau, in coordination with the DILG through LGRRC conducted the Ecological Waste Management Summit.

PROGRAM 2: CHANGE BARANGAY Project 1: Promotion of Child-Friendly Local Governance With the advocacy on promoting child-friendly local governance, the Inter-Agency Task Force (IATF) at different levels conducted assessment on the functionality of the C/M/BCPC. The assessment result showed the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Butuan City with mature rating while the provinces of Surigao del Sur and Dinagat Islands with progressive rating. Project 2: Strengthening of Priority BBIs The barangay is the basic political unit. As such, it is the primary planning and implementing unit of the government’s program, projects and activities. Particiption, being identified as one tenets of good governance, is being pushed even at the lowest level of governance and that is through NGOs/CSOs/POs participation in the barangay-based institutions (BBIs).

Project 3: Barangay Policy Audit and Compliance Tracking System

Conduct of Barangay Assembly Conduct of Barangay Assembly is mandated through the Local Government Code of 1991. For this semester, such is further provided for with the issuance of Proclamation No. 74 of President Benigno Aquino III. Massive information campaign was undertaken by all DILG operating units, municipal up to regional level aimed at creating public awareness on the importance of the activity.

Project 4: Barangay Officials Database System DILG Region XIII has continuously updating the Barangay Officials Database System (BODS). The BODS contains personal information of the elected Barangay Officials regionwide. It is the primary reference of the office particularly in processing documents such as eligibility, incumbency and processing death benefit claims. Project 5: Administration of Death Benefit Claims DILG takes the task of processing death benefit claims of the family of the deceased barangay officials. For this year, a total of Php1,610,000 was released to 120 family beneficiaries.

The reports were used during the Utilization Conference. For 2010, all local government units were also able to encode the 2010 data on the web-based LGPMS. Constitution of Local Special Bodies

The seat of the new administration calls for the reconstitution of the local special bodies. This commenced through accreditation of Non-Government Organizations (NGOs) at the municipal level. This was guided through MC No. 2010-73. Accredited NGOs can participate and be considered as member of a particular special body. These include membership of the representatives from non-government organizations/people’s organization/civil society.

DILG MC 2010-83: Full Disclosure of Local Budget and Finances, and Bids and Public Offerings

The law mandates government agencies both local and national to post in conspicuous places financial reports/statements, important documents such as invitation to bids, notice of award and notice to proceed, including programs/projects and plans.

The mandate is strongly supported by the present administration of Pres.

Benigno S. Aquino III when he called on every government offices to exercise and practice in full the principle of transparency, accountability, participation and performance.

In support to the call of good governance, the Department of the Interior and

Local Government issued MC 2010-83 urging full compliance to the mandates of the law. The DILG in the exercise of its supervisory function monitored the compliance of local government units to laws and policies pertaining to full disclosure of local budget and finances, bids and public offerings.

The Seal of Good Housekeeping was launched by the DILG-Central Office providing Php1M grant to qualified local government units. The Seal of Good Housekeeping was first introduced to 4th-6th class municipalities. DILG Region XIII was able to assess twenty-seven (27) 4th-6th class municipalities. Of the 40 municipalities assessed by Central Office, the Municipality of San Agustin was awarded Php1M grant having qualified to the criteria set for the performance challenge fund. The grant amount was taken from the savings of the department. The Municipality of San Agustin submitted project project on water system to be funded out of the Php 1M grant amount. On the other hand, three (3) municipalities: San Jose, Dinagat Islands; Cagwait, Surigao del Sur and Carrascal, Surigao, after an on-site assessment conducted late November 2010, qualified for the Php1 M grant. Project 4: Strengthening of the Regional Peace and Order Council The National and Local Elections held last May signaled the change of administration. With the new administration there was a need to reorganize regional councils, one of which is the Regional Peace and Order Council (RPOC). The RPOC held its reorganization meeting on September 7, 2010 at the PNP Regional Office Conference Room, Camp Rafael Rodriguez, Libertad, Butuan City. Hon. Johnny T. Pimentel was indorsed by the Council to be its Chairperson. RPOC Accomplishments for 2010 are as follow:

1. Conducted Convergence Undertaking dubbed as “Hiniusang Paghatod Serbisyo para sa Kalinaw ug Kalambuan” in partnership with the national agencies and civic organizations. The primary essence of the activities was bringing government closer to the people through services brought to the following areas: o Barangay Manila de Bugabos, Butuan City – March 16, 2010 o Poblacion, Jabonga, Agusan del Norte – March 23, 2010 o Brgy. GOAL 3: DEEPENING STAKEHOLDERSHIP Public Assistance System DILG Region XIII has established the Regional Public Assistance System Management Committee per Regional Order No. 2010-025. The Committee is tasked among others to formulate system that will operationalize the Public Assistance and Complaint Center, as well as, develop management tools that will measure effectiveness of the system. The Committee is also tasked to supervise the operation of the Provincial Public Assistance and Complaint System and ensure that operating units have its own Citizens Charter and is fully implemented.

The Local Governance Resource Center

After its launching in 2007, DILG-Region XIII Local Governance Resource Center has journeyed on to become

operational. The implementation of the Strengthening Local Governments in the Philippines (SLGP) is lodged on the

LGRC. Among its major accomplishment for July – December are:

1. Conduct of the Capacity Development Exposition (CDex)

2. Development of AVP on Regional Report re LGU Performance and Organizational Competency Profile

3. Development of AVP (Best Practice Document) re Preserving Hinatuan’s Wealth in partnership with the Municipality of Hinatuan

4. Reorganization and functionality of the Multi-Stakeholder Committee (MSAC). MSAC conducted four (4) meetings which include activity on KM Audit for members.

5. Operationalization, maintenance and updating of the DILG Region XIII official website.

6. Eight (8) local government units availed technical services on HRMD, CDP, SIS, BPLS and full disclosure.

7. Eleven (11) funding institution/NGOs/CSOs/NGAs availed assistance through access to information found in the LGRC.

8. Partnership with EMB on the conduct of Environmental Summit.

PATROL 117 Accomplishments Patrol 117 has been operational since 2008. Personnel from Bureau of Jail Management and Penology, Bureau of Fire and Philippine National Police manned the Center. DILG Personnel through the RPOC performed supervisory function over the 117 assigned personnel. Among the important calls received and acted upon accordingly were the following:
