1. APPROVAL OF AGENDA, MINUTES AND ANNOUNCEMENTS

1.1 Approval of Agenda Additional agenda items if any will be announced and the committee members will be asked to approve the agenda.

1.2 Approval of Minutes The committee is asked to approve the minutes of the Spring 2006, Charlotte, NC meeting. The approved minutes will be posted in the document library of ACI ISO/TC 71 Advisory Committee webpage at: http://www.concrete.org

1.3 Announcements The chair will make any necessary announcements.

2. MEMBERSHIP & RESTRUCTURING OF ISO/TC 71 ADVISORY COMMITTEE

2.1 Membership Exhibit 2.1 is the roster of the Advisory Committee. In Spring 2006 Chair Cagley informed the committee that Mr. Nicholas Popoff agreed to serve as a replacement for Jim Pielert. Roster membership changes included, adding Ron Burg, Roberto Stark and Ken Bondy. Sharon Wood and Richard White were rotated off the committee roster.

ACTION: Chair Cagley to update the committee on the membership status.

2.2 Membership of ISO/TC 71

Presently there are 84 member countries of ISO/TC 71 with 33 participating (P) countries and 51 observer (O) countries. The summary membership table of the member countries of ISO/TC 71 is shown in appendix (Exhibit 2.2). In Fall 2005, Shuaib Ahmad informed the committee that Vietnam’s status has changed from a “P” status to “O” status in ISO/TC71. In Spring 2006, Luis Garcia reported that he will continue to work with industry professionals from South American countries to increase their participation in the activities of ISO/TC71. Shuaib Ahmad reported that an effort has been initiated to develop the African Concrete Code (ACC). This effort is led by Libya. Recently a conference (with an attendance of about 500) took place in Tripoli. In summer of 2006, a few African experts are planning to visit two of the U.S. universities and an invitation to visit ACI will also be extended. Delegates from Libya and Algeria have been added to the delegate roster of ISO/TC71. The second Symposium on African Concrete Code (ACC) will take place in November 2006, Capetown, South Africa.

ACTION: Luis Garcia to update the committee on: a). Recruitment efforts for delegates from South American countries. b). The second Symposium on African Concrete Code (ACC).

3. ISO CENTRAL SECRETARIAT ISSUES

3.1 Request of Transfer of Work Items from the Secretariat of ISO/TC 59 Background: In Spring 2005, Gene Corley informed the committee that work is continuing on the fib TG5.6 document and a draft document is expected sometime in June/July 2005. In Fall 2005, the fib TG 5.6 draft document was distributed among the members of the Advisory Committee. (Electronic -copies of draft document of fib TG 5.6 were sent to the members of the Advisory Committee on November 7, 2005).

In Spring 2006, Dr. Corley informed the committee that work of the fib5.6 is complete. A report entitled “fib Model Code for Service Life Design (fib MC-SLD)” has been published. He suggested having the US take the lead and get committee members from Denmark, Germany and a few other countries.

ACTION: Gene Corley to lead the discussion on possible establishment of another subcommittee with US as the secretariat.

4. PLENARY MEETINGS OF ISO/TC 71 In Spring 2005, Shuaib Ahmad informed the Advisory Committee that the appointments of Gene Corley as Chair of ISO/TC71 and James Cagley as Chair of ISO/TC71/SC4 were approved by the ISO/CS. The 13th Plenary Meeting of ISO/TC71 was held in Seoul, Korea, November 28 – 30, 2005, hosted by KATS.

In Spring 2006, Gene Corley reported that over 100 delegates from 33 countries participated in the 13th plenary meeting of ISO/TC71, November 28-30, 2005, Seoul, Korea. All the technical meetings at the 13th plenary meeting of ISO/TC71 were very productive. The non technical events were well planned and appreciated by the delegates. One day after the 13th plenary meeting of ISO/TC71, a Joint KCI/ACI seminar was held. This was organized by KCI and was attended by over 100 attendees. Shuaib Ahmad represented ACI and also contributed a technical presentation on Fiber Reinforced Polymer (FRP).

REPORT: The 14th Plenary meeting of ISO/TC71 is being organized for May 29 – June 1, 2007, Rio de Janeiro, Brazil. The meeting will be hosted by ABNT. ISO/TC71 Secretariat is working with ABNT to develop the program.

ACTION: Gene Corley to update the committee. 5. STATUS OF ISO/TC 71 DOCUMENTS

Background: The International Harmonized stage code for ISO documents is shown in Exhibit 5a. The designation numbers and the titles for the 16 published ISO Standards under the direct responsibility of ISO/TC71 are shown in a Table (Exhibit 5b). 5.1 ISO/TC 71/SC 1 - Test Methods for Concrete - Secretariat Israel (SII) Background: Israel (SII) assumed the Secretariat of ISO/TC 71/SC 1 in May 1994. The documents of ISO/TC 71/SC 1 are shown in Exhibit 5.1. In Fall 2005, Nicholas Popoff (with the help of Terry Holland) agreed to take the lead in developing an umbrella type document for consideration by the ISO/TC71/SC1. In Spring 2006, Terry Holland (through e-mail dated 03/22/06) reported the following:

1. ISO/TC71/SC1 agreed to go forward with the development of the test methods for creep and shrinkage. ASTM’s letter was discussed and did not seem to have any real impact.

2. ISO/TC71/SC1 has posted minutes from Seoul meeting on the ISO web site. Recommendations: 1. Shuaib Ahmad to survey all member countries of ISO/TC71 to see how many intend to

adopt the 7 technical documents recently developed by ISO/TC71/SC1.

2. A small group to begin work on 1 or 2 “white papers” or ISO technical papers that establish an umbrella format for 1 or 2 test methods. For the test method, the umbrella documents could be on “slump” and “air content” measurements. It would be helpful for these umbrella documents to include recommendations for the minimum elements of a test method as well as a survey of the existing documents on the subject. The documents should be completed in time for distribution before the 14th plenary meeting of ISO/TC71.

ACTION: 1. Nicholas Popoff to update the committee on: (a) Test methods for creep and shrinkage. (b) Umbrella document for slump and air content test method.

2. Shuaib Ahmad to report on the Adoption Survey for ISO/TC71/SC1 1920 series.

5.2 ISO/TC 71/SC 3 - Production of Concrete and Execution of Concrete Structures- Secretariat Norway (NSF) Background: ASTM and ACI jointly hold the TAG for ISO/TC71/SC3. The documents of ISO/TC 71/SC 3 are shown in Exhibit 5.2. In Spring 2006, Terry Holland (through e-mail dated 03/22/6) reported the following:

1. SC3 agreed to move ahead with concrete making and execution documents. Nick Popoff will forward the ballot (close date April 17th, 2006) to Terry.

2. The minutes of SC3 meeting in Seoul have not been posted. Recommendations: 1. A small group to begin work on “white paper” or ISO technical paper that establishes

an umbrella format for a document on “water quality”. It would be helpful for this umbrella document to include recommendations for the minimum elements of a materials standard as well as a survey of the existing documents on the subject. The document should be completed in time for distribution before the 14th plenary meeting of ISO/TC71.

ACTION: Terry Holland to update the committee on:

(a) The results of the ballot on concrete making and execution documents. (b) Umbrella document for water quality.

5.3 ISO/TC 71/SC 4 - Performance Requirements for Structural Concrete - Secretariat

USA (ACI) Background: The USA secretariat of ISO/TC 71/SC 4 was established in 1994 and work started on the first document of ISO/TC 71/SC 4 at the Pan American Standards Commissions (COPANT) meeting held in Orlando, Florida in 1994. The documents of ISO/TC 71/SC 4 are shown in Exhibit 5.3 In Spring 2006, James Cagley informed the committee that the adhoc group (led by Dr. Negro Paolo of Italy) on “procedure for evaluating the performance based codes” was presented by Tamon Ueda (Japan) and discussed by ISO/TC71/SC4. The procedures will be finalized before approval by ISO/TC71/SC4. The Asian Concrete Model Code (ACMC) document was also discussed. The ACMC document will be revised to facilitate the evaluation by ISO/TC71/SC4.

Gene Corley informed the committee that allowance for low ductility steel by AS 3600 was discussed by ISO/TC71/SC4 and a clarification has been requested from Standards Australia.

ACTION: 1. James Cagley to report on:

(a) Status of the ACMC document. (b) Status of the procedures for evaluating performance based codes.

2. Gene Corley to report on the clarification that allowance for low ductility steel by

AS 3600 from Standards Australia.

5.4 ISO/TC 71/SC 5 - Simplified Design Standard for Concrete Structures - Secretariat Colombia (ICONTEC) Background: In 1995, at the Sixth Plenary Meeting of ISO/TC 71 held in San Francisco, California, it was resolved to establish ISO/TC 71/SC 5- “Simplified Design Standard for Concrete Structures”, with Colombia (ICONTEC) serving as the secretariat. The documents of ISO/TC 71/SC 5 are shown in Exhibit 5.4 In Fall 2005, Shuaib Ahmad reported no information was available on the status of the two new work items of ISO/TC71/SC 5. In addition, he reported that ISO 15673 “Guidelines for the simplified design of structural reinforced concrete for buildings” was published on July 7, 2005 as an ISO standard. In Spring 2006, James Cagley informed the committee that two new work items are being balloted. These two new work items are: [1]. ISO/TC 71/SC 5 - N 21 Simplified design standard for seismic rehabilitation of

existing reinforced concrete buildings [2]. ISO/TC 71/SC 5 - N 22 Simplified design standard for small reinforced concrete

bridges. The USA has cast affirmative votes on the two new work items of ISO/TC71/SC5.

ACTION: Luis Garcia to update the committee on the ballot results for the new work items ISO/TC

71/SC 5 - N21 and ISO/TC 71/SC 5 - N22.

5.4.1 Status of ACI International Publication Series (IPS)

Background: In Fall 2005, Luis Garcia reported that Committee 314 is revising the IPS-1 document into a non-mandatory language guide in compliance with the provisions of ACI 318-05. In Spring 2006, Jose (Pepe) Izquierdo-Encarnacion informed the committee that a seminar has been scheduled in Venezuela, May 2006.

ACTION: Jose (Pepe) Izquierdo-Encarnacion to update committee on the seminar held in Venezuela, May 2006.

5.5 ISO/TC 71/SC 6 - Non-Traditional Reinforcing Materials for Concrete Structures - Secretariat Japan (JISC) Background: In Spring 2006, Shuaib Ahmad updated the committee of the following: 1. The revision of document “Test Methods for FRP bars and grids” – PART 1 (43 page

document), was discussed at the ISO/TC71/SC 6 in Seoul, Korea and suggestions were made for the additional revisions.

2. The revised document “Test Methods of FRP Sheets” – PART 2 (17 page document) was discussed at the meeting of ISO/TC71/SC 6 in Seoul, Korea and suggestions were made for additional revisions.

3. The draft outline of the document on "Design standard for FRP Reinforced and Strengthened concrete structures" was discussed at the meeting of ISO/TC71/SC 6 in Seoul, Korea and suggestions were made for finalizing the outline.

ACTION: Shuaib Ahmad to report on the status of revisions being made to:

1. Part 1 “Test Methods for FRP bars and grids” and Part 2 “Test Methods of FRP Sheets” of the test methods documents. 2. Final outline for “Design standard for FRP Reinforcement and Strengthened concrete structures.

5.6 ISO/TC 71/SC 7 - Maintenance-Repair of Concrete structures - Secretariat Korea (KATS) Background: In Spring 2006, Shuaib Ahmad updated the committee of the following: 1. Outline for “Code for Repair of Concrete Structures”, developed by ISO/TC71/SC7

Working Group (WG1) was discussed at the Seoul meeting and revisions were suggested.

2. The following draft documents of ISO/TC71/SC7 Working Group (WG2) were discussed at the Seoul meeting and revisions were suggested: • Consolidated Glossary of Maintenance Items • Comparison of Evaluation Documents • Outline for Code for Maintenance of Concrete Structures

ACTION: Gene Corley to report on the status of the two Work Groups of ISO/TC71/SC7.

6. Japanese Proposal for Task Group (TG) on Sustainability

The Japanese Proposal for the establishment of a task Group (TG) on Sustainability is attached (Exhibit 6) In Spring 2006, Gene Corley informed the committee that at the 13th Plenary meeting, ISO/TC71 approved the establishment of a Task Group on Sustainability with Koji Sakai of Japan as chair.

ACTION: Gene Corley to update the committee on the progress of the Task Group established for Sustainability.
