Meeting on Innovation & Development
ACFI Sub-committee “Innovation & Development” held its 12th meeting on 17th January 2017 at Conference Room, New Udaan Bhawan, Opposite Terminal-3, IGI Airport, New Delhi. This meeting was chaired by Mr. Arun Kumar, Chairman of the sub-committee and Managing Director, Insynergy Supply Chain Solutions Pvt. Ltd and attended the sub-committee meeting by other members namely; Mr. Cyrus Katgara, M/s. Jeena & Co., Mr. Manoj Kumar, M/s. TNT India, Mr. Sanjiv Edward, M/s. Delhi International Airport, Mr. Mukesh Kumar Gupta, M/s. Delhi International Airport, Mr. Yashpal Taneja, M/s. FedEx, Mr. D. R. Juyal and Mr. Brijesh K Sharma from ACFI Secretariat.
In the above meeting, Mr. Arun Kumar explained the members about a very important proposal made by him on introducing, processing and assessment of export & import cargo centrally by Customs on the lines of IT has done at Bengaluru. The revised draft once again will be prepared by Mr. Arun Kumar and Mr. K. S. Kunwar in the last week of January, 2017 which would be finalized in the next meeting on 14th February, 2017 at 12 PM at M/s Skyways Services Pvt Ltd, NH-8, Mahipalpur, New Delhi.
ACFI Ofce Bearers Meetings
ACFI Board Office Bearers 6th meeting held on 24th January 2017 at Conference Room, M/s. Delhi Cargo Service Center, Cargo Terminal-2, IGI Airport, New Delhi. This meeting was chaired by Mr. Tushar Jani, President - ACFI and attended by other members namely; Mr. Cyrus Katgara, Vice President - ACFI, Mr. Yashpal Sharma, Hon. Secretary - ACFI, Mr. Ramesh Mamidala, Hon. Treasurer – ACFI, Mr. KS Kunwar, Director General - ACFI, Mr. DR Juyal, Director - ACFI and Mr. Brijesh Kumar Sharma, Office Assistant - ACFI. The following issues were discussed and the same will be taken up in the next board meeting
It was also decided that ACFI comments already sent to MoCA on Non-Legal Service Delivery Model for Customs Services at Airports may be sent once again as asked by MoCA.
· Review of restructuring of ACFI Sub-committees wherever required· Enhancement of ACFI Membership. · Structuring of ACFI Chapters

Steps taken on Simplication of Processes related to Regulatory Authorities
ACFI made 44 comprehensive recommendations related to Air Cargo Logistic trade to Chairperson CBEC for bringing Improvements in the Customs Act 1962 for trade facilitation vide letter dated 15th Dec'2012. Subsequently 23 issues were sent on 28.12.2016 for bringing improvements in the Customs Act 1962.
In order to improve the ease of doing business index of the country in the areas of airfreight business, ACFI took up 50 main important challenges currently being faced by air cargo logistics trade and industry with the Air Cargo Logistics Promotion Board (ACLPB) of Ministry of Civil Aviation in its regular meetings chaired by Secy. Civil Aviation, for improvement. These issues pertain to various regulatory authorities majority of them are of Ministry of Finance(CBEC, DG Systems), Ministry of Commerce(DGFT), Ministry of environment & Forest(WCCB), Ministry of Textiles, Ministry of Health & Family welfare(DGHS,DGCI) etc. By ACFI's constant engagement and efforts following were achieved over last few years :
· 24 x 7 clearance by Customs for all export goods and import RMS consignments w.e.f. 1st
July'2013
· Implementation of a uniform procedures for clearance of Pharma Export shipments at all
airports April' 2013.
· Implementation of Digital Signature 1st Phase by Customs vide CBEC Circular dated 1st
Apr'2015 and followed by Mandatory filing of Customs documents digitally signed w.e.f.
1st Jan'2016 in case the documents are filed through a Customs Broker and for airlines for
IGM & EGM.
· Introduction of RMS supported by Accredited Clients Program (ACP) by WCCB - for the
faster clearance of flora & fauna air shipments w.e.f. 1st Apr' 2015.
· Dispensation of hard copies of Delivery Order by CBEC vide CBEC circular No.
24/2015- Customs, dated 14th Oct' 2015.
· To reduce unnecessary time taken in testing of 100% Textiles and Textile Articles for
presence of Azo Dyes Ministry of Commerce & Industry vide Notification No. 19/2015-
2020 dated 4th Sept' 2015 has decided exemption of testing of samples of Textile &
Textile Articles for the presence of AZO Dyes, originating from countries i.e. China, EU,
Denmark, Poland, Serbia.

· Export Shipments (Shipping Bills) to countries i.e. US, Canada, Japan, Australia and
European Union. No NOC from Port Offices of Central Drugs Standard Control
Organization has been exempted by DGHS/ DGCI w.e.f. 1st Jan' 2016 vide Notice dated
11th Dec'2015.
· Ministry of Health and Family Welfare has decided to introduce Risk based Testing of
Samples only in place of testing 100% (each & every ) consignment covered under the
Food Safety and Standards Act, 2006 and Regulations thereunder and the Drugs &
Cosmetics Act, 1940 & Rules thereunder w.e.f. 1st Mar'2016 vide its “Order” Dated 29th
Dec'2015
· CBEC is considering reducing /eliminating printouts of following documents in Customs
Clearance vide Joint Secretary, Customs communication dated 1st Oct' 2015 to all Chief
Commissioners
> GAR 13 Forms/ TR6 Challan> TP Copy> Shipping Bill (Detailed Copies & Export Promotion Copy (EP Copy))> LEO Gate Pass copy
· President ACFI was invited in the MoCAPress Conference on the Revised Draft Civil
Aviation Policy. A Press Conference on the Revised Draft Civil Aviation Policy was
organized by Ministry of Civil Aviation (MoCA) on 30th Oct 2015 at the National Media
Centre, 7E, Raisina Road. New Delhi. Mr. Pradeep Panicker, President, ACFI was the
only representative from the air cargo logistics trade & industry, invited by MoCA to
attend this Press Conference to address the media on the Revised Draft National Civil
Aviation Policy organized by Ministry of Civil Aviation (MoCA).

Improvements brought by ACFI Member (DIAL) with the initiative taken by ACFI
ACFI through its member DIAL has introduced Online Acceptance of Export Cargo
(paperless mode) by sending online acceptance messages to Airlines & Freight Forwarders
at Delhi IGIA Cargo Terminal and Segregation of Import Cargo through online paperless
system by integrating FFM & FHL messages from airlines.

· Developing Indian International Airports as major Air Cargo Hub Airports 2014
· Standardization of Domestic Cargo Booking, Handling and Transportation by Air at all
the International Airports discussed in 9th Air Cargo Logistics Promotion Board
(ACLPB) Meeting held on 27th December 2016.
· Important Customs Related Issues were discussed with Revenue Secretary, MoF in
presence of Secretary Civil Aviation and other Associations held on 28th December 2016.
· Service Level Agreement with Customs Departments on Import, Export & Transhipment
cargo processing 20th December 2016.
· Final Report of the Committee on National Air Cargo Community Systems (ACS)
approved by MoCA and Issued on 22nd December 2016.
· Draft Paper on Advance Cargo Information(ACI) 2016
In consultation with other trade associations i.e. ACAAI, BAR India Cargo, FFFAI & EICI,
following 10 major shortlisted issues related to air cargo logistics trade on priority wise were
sent by ACFI to Air Cargo Logistics Promotion Board (ACLPB) under MoCA, then
discussed in the meeting with Revenue Secretary MoF on 28th Dec;2016 duly presented by
the representatives of all the representatives of above air cargo trade associations in the
presence of Secretary MoCA & Sr Adviser MoCA. All the following issues were discussed
in the meeting very positive note & commitment of the govt. with fixed time frame.;-

· Implementation of Customs Single Window System only after the readiness of all the
other regulatory authoritiesin and full upgradation of Customs system.
· Processing of AD Code Registration should be through Centralized EDI processing
· Implementation of Customs EDI for total paper less processing by all the stakeholders
including Customs.
· Airline EGM & IGM Issue & online Inward Entry of Import Flights
· Part-shipment Amendment to be online
· Single Nationalized Bond for all types of TP Cargo without BG
· Customs coast recovery policy becoming disadvantageous to Custodians
· Power limit of Customs assessing officers should be increased substantially to meet the
requirement of present situation.
· Shortage of Customs Officers at Courier Terminals at Bangalore & Chennai apt.
