    The International Congress on Islam and PopulationPolicy heretofore referred to as the "Congress", havingconvened at Jakarta and Lhokseumawe, Aceh, Indonesiafrom 19th to 24th of Febru ary in the year 19 90 ,corresponding to 23th to 28th of Rajab 1410 H has cometo a concensus to issue thisDECLARATION

    for all Muslim Communities the world over to initiateand/or promote a concerted and coordinated effort inthe fields of popu lati on poli cie s and popu latio nprogrammes. The Congress therefore

    Starts with the conviction that Islam which hasits sources in the Al Quran and Sunnah providesguidance for all aspects of life, including issuesof population and family welfare

    and affirms that it is within this context thatthis Declaration is made;

    * Emphasizes the responsibilities towards futureg e n e r a t i o n s , in pa rt ic ul ar in the field ofpopulation, where the decisions and actions of onegeneration influences to a significant degree thequality of life of future generations;

    * Acknowledges thatpopulation, resources and theenvironment are inextricably linked and stressesour commitment to bringing about a balanced andsustainable relationship among them;

    * Expresses concern that while some Muslim countriesmay afford to increase their population, for mostcountries, rapid population growth, unplannedmigration and urbanization, increasing degradationof the environment threaten the process of theirdevelopment and the welfare of their people;

    * Recognizes that Muslim women are crucial to theprocess of the development in Islamic societiesand that the improvement of their status and theextent to which they are informed and participatein making; family decisions will be essential ihdetermining the future quality of life and growthrates of the Islamic population.

    * Reco gniz es further the need to cons olid ate theexpertise, knowledge and experience in Muslimcountries in,forms 1 that are more amenable topractical application at all levels, and throughappropriate mechanisms that will bring aboutsustained self-generating efforts in Islamiccommunities;

    * Underscores the fact that the improvement of thequality of life can best be achiev ed throughintegrated and balanced efforts which encompassthe social, economic and spiritual dimensions ofdevelopment within the context of Islam;

    * Acknowledges that for the successful realizationof these development m eas ure s, the initiativeshould come from the Muslim community itself, and,in this regard, Islamic leaders and scholars areentrust ed with the profound respon sibili ty ofpro vid ing the lea der shi p which must now berendered with the deepest sense of humility andselfless dedication.

    * Recognizes the souvereign right of each countryto establish in the context of Islam its ownpopulation policies and programmes responding tocountry-specific needs while mindful that nationalaction or inaction in population may have effectsthat extend beyond national boundaries;

    * Notes that the prog ress made by pop ulat ionpro gra mme s in the past de cad es, notably theincreased awaren ess of popu lati on issuesthrou ghout the worl d, and throug hout Muslimcommunities, yet access to proper information andquality services for maternal and child care andfamily pla nni ng, including mana geme nt ofinfe rti lity , is still laggi ng and needs to bestrengthened.

    With these considerations in mind, and recognizingthat the conclusions and recommendations emanating fromthe Congress offer an excellent opportunity to reflecton past activities and to chart an optimal course ofaction for the immediate future and the beginning ofthe remain der of the /jfnd century of Hijr ia h, theCongress hereby issue this Declaration.

    ISLAMIC VALUES ON POPULATION ISSUESEmphasizing the firm conviction that Islam is areligion of the present and the future, and cognizantthat Population Issues are both related to the presentas well as the fut ure , the Con gres s str ess es therelevance of Islamic guidance to population issues tothe extent that these are aimed towards the bettermentof human life , and the elim ina tio n of har dsh ips toMuslim countries and communities.Specific immediate action to be taken therefore isthe propagation of Islamic values on population issuesamong and within countries and communities throughinfor mati on, educatio n and commun icatio n includingthe eradication of misconception of Islamic attitudestowards population issues.

    ISLAM AND THE QUALITY OF LIFEReaffirming that Islam teaches optimism in viewinglife in general, and that Islam also emphasizes humanresponsibility towards current world problems as thesedetermine one's destiny in life and hereafter. Specificrecommended actions to be taken are as follow.The Cong ress appea ls to all Muslim comm unit iesthroughout the world to assume their responsibilities

    to seek appropriate ways and means within the realm ofthe Rel igi on of Islam to enh anc e and improv e thequali ty of life both for the pres ent and futur egenerations.

    THE DEMOGRAPHIC CONDITIONS OF ISLAMIC WORLDThe Congress notes with concern the unfavourabledemogr aphic cond iti ons of Muslim coun tries andcommunities.

    The Congress urges all Muslim countries toimmediately initiate and/or intensify firm policies andprogrammes to rectify these adverse conditions.

    The Congress further urges all Muslim countries toformulate population policies according to country-specific needs, and integrate these policies intodevelopment plans and giving them high priority.

    THE STATUS AND ROLE OF WOMEN IN ISLAMIC SOCIETIESThe Congress reaffirms that an improvement in the

    role and status of women is central to the developmentof their own potentials in society, as well as that oftheir families.

    In this interest that the Congressendorses the following actions to be taken:

To p r o v i d e a c c e s s i b l e M o t h e r a n d C h i l d C a r et h r o u g h o u t w i t h e m p h a s i s o n r u r a l a n dd i s a d v a n t a g e d a r e a s , e s p e c i a l l y f o r t h e h i g hr i s k g r o u p s , w i t h a v i e w t o e n s u r e s a f em o t h e r h o o d and c h i l d s u r v i v a l .3 .     Acknowledges that population, resources and the environment are inextricably linkedand stresses our commitment to bringing about a balanced and sustainable relationshipamong them;Expresses concern that while some Muslim countries may afford to increase theirpopulation, for most countries, rapid population growth, unplanned migration andurbanization, increasing degradation of the environment threaten the process of theirdevelopment and the welfare of their people;Recognizes that Muslim women are crucial to the process of the development in Islamicsocieties and that the improvement of their status and the extent to which they areinformed and participate in making family decisions will be essential in determiningthe future quality of life and growth rates of the Islamic population.Recognizes further the need to consolidate the expertise, knowledge and experience inMuslim countries in forms that are more amenable to practical application at all levels,and through appropriate mechanisms that will bring about sustained self-generatingefforts in Islamic communities;Underscores the fact that the improvement of the quality of life can best be achievedthrough integrated and balanced efforts which encompass the social, economic andspiritual dimensions of development within the context of Islam;

    * Acknowledges that for the successful realization of these development measures, theinitiative should come from the Muslim community itself, and, in this regard, Islamicleaders and scholars are entrusted with the profound responsibility of providing theleadership which must now be rendered with the deepest sense of humility and selflessdedicat ion.* Recognizes the souvereign right of each country to establish in the context of Islamits own population policies and programmes responding to country-specific needs whilemindful that national action or inaction in population may have effects that extendbeyond nat ional boundaries;* Notes that the progress made by population programmes in the past decades, notablythe increased awareness of population issues throughout the world, and throughoutMuslim com mun ities, yet access to proper informa tion and quality services for ma ternaland child care and family planning, including management of infertility, is still lagging

    and needs to be strengthened.With these considerations in mind, and recognizing that the conclusions and recommendations emanating from the Congress offer and excellent opportunity to reflect on past activitiesand to chart an optimal course of action for the immediate future and the beginning of theremainder of the 15th century of Hijriah, the Congress hereby issue this Declaration.

    and cognizant that Population Issues are both related to the present as well as the future,the Congress stresses the relevance of Islamic guidance to population issues to the extent thatthese are aimed towards the betterment of human life, and the elimination of hardships toMuslim countries and communities.Specific immediate action to be taken therefore is the propagation of Islamic yalues onpopulation issues among and within countries and communities through information, educationand communication including the eradication of misconception of Islamic atti tudes towardspopulation issues.

    In this interest that the Congress therefore endorses the following actions to be taken:1. To provide adequate i l l i teracy eradication and education programmes for women.2. To provide accessible Mother and Child Care throughout with emphasis on rural anddisadvantaged areas, especially for the high risk groups, with a view to ensure safe

    motherhood and child survival .3. To provide accessible family planning and counselling services available and accessible

    without coercion, and endorse effective and safe contraceptive methods which are notantagonist ic to Islamic Shariah.4. To motivate and educate rural and disadvantaged women in income generatingactivities, and to provide training opportunities to uplift their economic conditionsand to provide them with supportive infrastructure for child care, including breastfeeding.

    5. To strengthen women organizations and networks, and to organize special seminarsand conferences to consider issues of concern to Muslim women.T HE ROL E OF ' UL AMA' AND ISL AMIC INST IT UT IONS IN POPUL AT IONP R O G R A M M E S

    The Congress firmly believes that the 'Ulama of Islam' are instrumental to the formationof norms and the shaping of at t i tudes in Muslim communities.The Congress therefore calls for increased efforts of the 'Ulamas' to help the developmentprocess and to achieve a happy family.

    M U S L I M C O M M U N I T I E S I N N O N - M U S L I M C O U N T R I E SThe Congress notes the sizeable number of Muslims living in non-Muslim countries, and

    recommends that the population-related issues of these communities should be examined todetermine practical solutions and addressed immediately to the extent possible.

    COOPERATION AND COLLABORATION AMONG MUSLIM NATIONS AND COMMUNITIES IN POPULATION POLICIES AND PROGRAMMESThe Congress reaffirms that although national and community characteristics dictate adiversity in the actions taken to deal with population issues, in the interest of 'UkhuwahIslamiah', strong international and national commitment towards cooperation and collaboration must be intensified and institutionalized.

    The Congress finally urges the formation of follow-up committee to promote propagationand implementation of this Aceh Declaration.
