Defining Strategic Planning

Strategic Planning requires Institutional Assessment

Institutional Assessment is an instrument formonitoring the effectiveness of the institution in

serving its mission and purpose by collecting andmeasuring data to answer the question, ―are wemeeting our goals?‖ 

Institutional Assessment identifies both theefficient and successful operations and the areas

of improvement across the entire institution.  Assessment is an ongoing, dynamic process of self 

evaluation that is of equal import as the ever-growing need for information and performanceimprovement within the institution.

Defining Strategic Planning

 Assessing the viability of an educationalinstitution requires an thorough understanding of the enrolling demographics and employmentneeds of the market served.

The integral concerns of an initial educationalstrategy must include these considerations:

Will your institution produce a skilled workforcethat meets the needs of the community?

Will the rate of student retention within theprogram meet or exceed that of similar institutionsin the country/region?

Is the institution conducting the most efficient andeffective activities to support the educationalprocess?

How can you substantiate these responses?

Step 2…

 Appoint a key leader to coordinate the Plan.

Having a single point of coordination for yourefforts will allow for focused responsibilities in

encouraging critical personnel to complete theirtasks.

This individual may also monitor the quality of theprocess. The coordinator does not have to hold aparticular title or position; however, the person

selected must have enough time to focus on theassessment and planning efforts and have enoughinfluence with others to get the job done.

Establish a Team or Task Force to work with theappointed Coordinator.

The role of the Task Force is to support the

assessment and improvement efforts that havereal implications across the institution.

These team members can help educate and assistthe entire institution throughout the process.

For efforts more limited in scope — for example,the assessment and improvement of a singlecourse or departmental process — form a smallerteam to assess that particular issue under theguidance and encouragement of the coordinatorand task force.

Develop incentives designed to reduce theresistance to change and to encourageparticipation in the process, which may be

created for Faculty and Staff. The incentives may be faculty course releases,

individual and departmental rewards, orpreferential treatment, such as placing aparticipating department first in line for newequipment.

 Another incentive might be to publicize the effortsof participating programs, departments, andindividuals. Recognition and reward typicallygarner continued effort and support.

Plan to Educate Stakeholders.

Participants and stakeholders must be involved inthe process and understand what it means, why it

is important, and how they should prioritize thetasks involved.

Disseminate Results to all Stakeholders.

Disseminating the assessment results andimprovement efforts enables interested parties to

participate in the discussion on how to improve. Transparency fosters an environment of trust and

belief in the improvement efforts.

Identifies all areas of improvement

 Acknowledge institutional and operationalefficiencies and strengths

Communicate what each stakeholder can do to assistin the overall improvement of the institution.

 Announce to all stakeholders that assessment is anongoing and continuous process, not a one-timeoccurrence.

Data collection must be integral and continuous. Include Institutional Assessment and Improvement

in all long-term strategic planning sessions.

 Achieving buy-in from your stakeholders is acritical element of this process.

The Primary Elements of Plan Implementation:

Performing to meet plan goals.

Staff members of the institution perform theirregular responsibilities and conduct action plan

activities, and designated staff participate inassessment and data collection activities.

While ―performance‖ is occurring, the team workswith the departments and programs to ensure thatthey are conducting the necessary activities thatallow the plan to be effective.

The team must communicate with each departmentabout the process and expectations, educate themin needed areas, obtain their active involvement,and provide assistance when required.

The Primary Elements of Plan Implementation:

The team should schedule and conduct regularreviews of the progress to the plan. The specifictimeframe depends on the organization but a good

guideline is to utilize a quarterly review. If the team finds that parts of the organization are

not implementing the plan appropriately, the teamshould intervene.

 Areas that are found to be doing well could benefitfrom additional encouragement, recognition, orreward from the leadership team at the college.

Start where you can be more successful. Some groups will be more amenable to your

efforts.

Review Assessment Methods

When analyzing assessment data, the assessmentteam must keep in mind that not all variables in theenvironment can be controlled.

External variables affect the assessment results andmust be explained in the analysis

Unexplainable results may require further study

If inexplicable data are part of a cycle of ongoingdata collection, the assessment plan should be

altered to yield more meaningful results in thefuture.

The assessment team/ focuses mainly on theorganization level goals and high level departmentor program goals may also be their responsibility.

appropriate departments in much the same manneras the team review.

Feedback should be available in a concise,

summary format as well as detailed availableresults to those groups who need them.

The leadership should prepare reports for, orcommunicate in whatever way appropriate with,students, alumni, employers, the community, theboard of directors, and any government agencies,and accrediting commissions.

Moving forward

 Assessment and planning may have been doneperfectly, but the actual changes needed forimprovement must be implemented for the whole

cycle of activity to be worthwhile. The assessment team should work with all groups

to implement the improvement plan.

Key elements of good implementation managementinclude:

Establish a timeline for implementing the activities.

Communicate the benefits of change.

Follow-up on progress to the plan.

Report on your progress.

Complete and repeat.
