The accreditation process is designed to ensure that the Expo 2020 Dubai site operates safely and securely for all participants and their personnel.
This Accreditation Guide has been prepared by the Organiser to assist participants in preparing for and completing the accreditation process for their
delegations; from dignitaries, guests, and their support teams, to pavilion operational roles and contracted services.
The purpose of accreditation is to identify individuals, their role(s) at Expo 2020 Dubai, and provide them with the necessary Accreditation Pass to perform their role(s). The accompanying table summarises the content of this guide.

Understanding Controls and Guides
Throughout this document, two criteria for compliance—controls and guides—have been established to assist the participants in obtaining the relevant accreditation for their personnel.
Controls are ‘must’ statements that establish the compulsory requirements for all participants taking part in Expo 2020 Dubai to ensure that the standards and aspirations are achieved for the benefit of all parties as a whole.
Guides are ‘can’ or ‘should’ statements that describe methods or suggested ways of operating that meet the specified goals and objectives of Expo 2020 Dubai.
Each control and guide are assigned a unique alphanumeric code. The first character of the code identifies
if the statement is a control (C) or a guide (G). The numeric character identifies the sequential order of the control or guide. For example, in the accompanying figure, C-04 is a control while G-04 is a guide.
The controls and guides will facilitate the Organiser in assessing the participants’ compliance with Expo 2020 Dubai’s accreditation standards and requirements. These will also assist the participants in:
› Aligning their plans and operations with those of the Organiser.
› Identifying individuals and their role(s) at Expo 2020 Dubai for accreditation purposes.
› Obtaining and submitting the correct documentation for accreditation.

Accreditation Liaison Officers must collect the necessary data (including suitable electronic photos and scanned passport copies as required) and submit on behalf of each applicant.
Participants with the ability to provide Arabic data as part of their application for accreditation are encouraged to do so. The Organiser will provide assistance to participants where necessary.

Access Control DeviceA personalised pass issued to personnel to access the Expo 2020 Dubai secure site. The Access Control Device will vary according to the phases of access.
Accreditation Help Office Office located at each thematic Arrival Plaza offering accreditation assistance and issue resolution.
Accreditation Liaison OfficerSingle point of contact for the Organiser who deals with accreditation requests on behalf of the organisation.
Accreditation Privilege MatrixMatrix outlining accreditation privileges applicable to accredited personnel based upon their role/designation.
Arrival Plaza Open area after the Arrivals Bridge and before the PSA. The area including all venues and spaces at every visitor gate that is limited by the portal on one side and the PSA on the other.
Background Security CheckCheck carried out by Dubai Police and UAE agencies to determine suitability for Expo 2020 accreditation.

Expo PortalA web-based portal that facilitates communication and provides services such as event management to participants.
Expo SiteLocated in Dubai South and circulated by the outer perimeter fence, it is made up of internal and external operational zones, managed by Expo 2020. Also referred to as ‘Site.’
Guest Group Segment of the population of guests with shared needs, based on their role in Expo.
Main Accreditation CentreMain hub of the accreditation activity and central location for production and distribution/collection of Accreditation Passes.
Media Liaison Officer Key point of contact for the pavilion for any media related matters.
Non-Official ParticipantsParties that have been authorised by the BIE to participate outside Official Participant sections. Non-Official Participants include corporates (such as sponsors), NGOs, and academic institutions.
Official ParticipantsForeign governments and international organisations who have received and accepted the official invitation from the Government of the United Arab Emirates (UAE) to participate in Expo 2020 Dubai.
One-Stop Shop
A virtual and physical service provided by the Organiser to participants which offers end-to-end support for aspects such as permitting, approvals, submissions, certifications, and inspections. The One-Stop Shop will also respond to any queries or requests raised by participants. Participants can access this facility through the Expo Portal.
OrganiserBureau Expo Dubai 2020; established by virtue of Decree No. 30 of 2014 issued on 25 June 2014 to administer the organisation and delivery of Expo 2020 Dubai.
Pedestrian Screening AreaThe area where people and personal effects are screened to ensure they do not carry prohibited items into Expo 2020 site and restricted items are identified.
PrivilegesDenote entitlement to access Venues, Zones, Spaces and other services according to the Accreditation Privilege Matrix.
Responsible OrganisationRecognised organisation within a Guest Group which is responsible for the fulfilment of the accreditation process for eligible guests, workforce, and third parties under their direction. Participants will be considered Responsible Organisations for the purpose of accreditation.
Secure SiteThe area containing the internal operational zones, found within the inner perimeter fence, accessed by either VSA or PSA.
Site Access Pass Pass used during the Construction and Decommissioning Phase allowing access to the site.
Supplementary Access DevicesSupplementary Access Devices (SADs) are additional devices granted to enhance or supplement accreditation privileges and may be attached to the Accreditation Pass or worn/carried in conjunction with an Accreditation Pass.
Vehicle Screening AreaThe area where people and vehicles are screened to ensure they do not carry prohibited items into Expo 2020 site and restricted items are identified.
VenueA venue is an operational physical location found within a particular zone, which could be an open/closed area or a floor of a building, containing spaces within.
Venue OwnerResponsible for the management of specific spaces within the Expo site. Approves operational access requirements per the Workforce Accreditation Privilege Matrix.
ZoneAn operational area that breaks the Expo 2020 Site into a set of smaller, more manageable operations, containing a number of venues.

Accreditation ensures that the Expo site operates efficiently, securely, and seamlessly by identifying and registering all required personnel. In doing so, only qualified and eligible personnel will have the access rights needed to perform their recognised roles.
All applications will be subject to a background check to ensure the safety and security of the site. Once an individual is successfully accredited, they will receive an Accreditation Pass which will identify and grant them specific access privileges that are vital to their role (further details can be found in Chapter 4). Figure 1.1 provides a general overview of the accreditation process discussed throughout this guide.
The Organiser’s robust approach to accreditation will ensure an easy and smooth application process, intended to promote a safe and secure event whilst ensuring efficient operations across the Expo 2020 Dubai site.

1.1 The Phases of AccessThere are three phases of access to the Expo 2020 Dubai site:
› Construction Phase.
› Event Phase.
› Decommissioning Phase.
These defined phases ensure that the Organiser and participants can achieve seamless operations by granting access only to personnel who are required on-site.
Depending on the phase, access to the Expo 2020 Dubai site will be permitted using either the Site Access Pass or the Event Accreditation Pass. (See Table 1.1)
Security screening and access control regimes will vary depending on the phase and the operational security requirements of the Organiser. Test events in the Construction Phase may require changes to access control processes to support testing objectives.
C-01 Participants must always adhere to the Organiser’s accreditation policies and operational procedures.
1.1.1 Construction PhaseThe Construction Phase is defined as the period prior to 0600, 09 October 2020. In this phase, the Site Access Pass is the access control device required to access the Expo 2020 Dubai site. Participants whose personnel require access only during this phase should apply for the Site Access Pass through the Expo Portal and follow the steps as described in Chapter 3.
Participant personnel that also require access during the Decommissioning Phase should set the end date of the Site Access Pass to a date during the Decommissioning Phase to avoid applying for a new Site Access Pass after the Event. However, where documents are expired, participants personnel will be asked to resubmit the documents.

1.1.2 Transition PeriodThe Transition Period is defined as the period from 0600, 01 July 2020 until 0600, 09 October 2020. In the Transition Phase, both the Site Access Pass and valid Event Accreditation Pass will be recognised. There will be a requirement to have only one of these passes during the Transition Period. Participants should consider the period of operation for their personnel and make the appropriate application for the required pass type.
› Personnel requiring access to the Expo 2020 site only during the Transition Period should apply for the Site Access Pass.
› Personnel requiring access to the Expo site after the 1st of July and during Event Phase should apply for the Event Accreditation Pass.
1.1.3 Event PeriodThe Event Phase is defined as the period 0600, 01 July 2020 until 0600, 09 May 2021. Within the Event Phase, access to the Secure Site and controlled spaces will require a valid Event Accreditation Pass. All personnel requiring
access during the Event Phase must be registered in the Expo Portal, and each must be assigned to a pre-defined role.
From 0600, 11 April 2021, the Site Access Pass will also be recognised for access to the site to enable personnel with a decommissioning role to commence work on-site.
1.1.4 Decommissioning PhaseThe Decommissioning Phase is defined as the period from 11 April 2021. Access to the site will revert to the Site Access Pass in this phase, although a valid Event Accreditation Pass will continue to be recognised through until 09 May 2021.
Personnel requiring access to the Expo 2020 site only in the Decommissioning Phase should apply for the Site Access Pass for the required dates. Further advice and guidance for participants on post event and decommissioning operations will be available on the Expo Portal. Figure 1.2 define the key dates for each phase.

1.2 Accreditation Access Control Device and Lanyard
An Accreditation Pass is the access control device recognised for access into the Secure Site. As mentioned in the above sections, there are two types of Accreditation Pass:
› Site Access Pass
› Event Accreditation Pass
The Accreditation Pass identifies the holder of the pass and grants access privileges according to the role being undertaken for Expo 2020 Dubai. Each Accreditation Pass is issued with a branded Expo 2020 Dubai lanyard.
G-01 An Event Accreditation Pass should always be worn with the accompanying branded Expo 2020 Dubai lanyard.
In line with the Organiser’s policy, accredited personnel may only be granted one Accreditation Pass at a time. The Accreditation Pass is non-transferrable and is issued according to the terms and conditions of the event.
1.2.1 Personnel Performing Multiple RolesMultiple applications for accreditation on behalf of the same individual will be identified through the duplicate management process and resolved in consultation with the participant. After assessment and resolution, a single Accreditation Pass with privileges enough to carry out all assigned roles, where permitted, will be issued.
1.3 Validity Period of an Event Accreditation Pass
The default validity period of an Event Accreditation Pass is from 0600, 01 July 2020 to 0600, 09 May 2021 unless a shorter duration is specified by the ALO during the application process. The Organiser will liaise with participants regarding access control measures during the overlap between the Event and Decommissioning Phase.
Participants will have the opportunity to specify a shorter validity period for their personnel should this be required.
1.4 Supplementary Access DevicesSupplementary Access Devices (SADs) are additional devices granted to enhance or supplement accreditation privileges and may be attached to the Event Accreditation Pass or worn/carried in conjunction with an Event Accreditation Pass.
The SADs may include items such as stickers, wristbands, photographer’s bibs, armbands, or tickets for specific events. The SADs are intended to place additional controls on access to certain events, spaces, and or services within the Expo 2020 site.
Further information about the use of SADs within the Expo 2020 Dubai site will be communicated as required.
1.5 Exclusions from AccreditationThe following is a non-exhaustive list of exclusions from accreditation:
› Organisations performing event time roles in solely non-accredited venues/sites (e.g., Logistics warehouses, Expo Village) will not receive an Accreditation Pass. Access control in these areas will be implemented and monitored by the Managing Department or Venue Owner.
› The SADs or other passes may be used to enable or restrict access according to operational requirements.
› In an emergency, non-accredited personnel, including the police, civil defence, ambulance crews, and utility/service providers, may be admitted at the discretion of the Organiser.
› Access to hospitality spaces within the Expo 2020 Secure Site is managed by the Organiser’s Official Hospitality Partner.
› Participants are responsible for controlling access to their pavilions and ensuring that accredited personnel are allowed access to discharge their duties as authorised by the Organiser.

2.1 The Role of the Responsible OrganisationFor accreditation purposes, participants shall be known as a Responsible Organisation (RO). The ROs are any organisation or contracting entity that has a direct relationship with Expo 2020 Dubai and has a role in staging the event. They are subsequently empowered to make applications for accreditation on behalf of their organisation and all personnel required to support their event operation including third-party and subcontractor personnel.
C-02 Participants must complete the Organisation Consent Form, which can be found on the Expo Portal, to be qualified as a RO prior to 01 March 2020.
The Organisation Consent form, signed by the Commissioner General, gives the Organiser permission to hold and process accreditation data received from each participant and to share information with the authorities responsible for background checks. Applications for accreditation may not be submitted or processed until the completed Organisation Consent Form is received by the Organiser. The Organisation Consent Form also specifies the obligations of a RO to only submit applications for accreditation for authorised operational purposes or on behalf of persons duly authorised and invited by Expo 2020 Dubai to participate in the event. The Organisation Consent Form specifies that misuse of accreditation by persons accredited by a RO, including applications made on behalf of persons with no authorised role at Expo 2020 Dubai, will be rejected at the sole discretion of Expo 2020 Dubai and may be subject to further investigation.
C-03 Each participant must nominate an Accreditation Liaison Officer who will have the authority and knowledge to represent the RO in all accreditation related matters. The RO is responsible for all applications for accreditation made by the ALO. All applications for accreditation are deemed to have been submitted with the consent of the Commissioner General.
2.2 The Role of the Accreditation Liaison OfficerEvery participant will have an Accreditation Liaison Officer (ALO) who will act as a point of contact with the Organiser. The ALO acts on behalf of participants in all capacities related to accreditation and will be responsible for submitting applications for every member of the delegation – from dignitaries, guests, and their support teams to pavilion operational roles and contracted services.
G-02 The ALOs should work closely with their Country Manager to ensure applications for accreditation are submitted as soon as possible, and to highlight any urgent requests so that background checks can be prioritised.
C-04 Accreditation Liaison Officers must collect the necessary data (including suitable electronic photos and scanned passport copies as required) and submit on behalf of each applicant.
With thousands of personnel working on-site to create a meaningful legacy, Expo 2020 Dubai is committed to providing clear guidance and facilities needed to support applicants on the ground.

C-05 Each ALO must:
› Ensure applications for accreditation made on behalf of the Responsible Organisation are for authorised operational purposes or on behalf of persons duly authorised or invited by Expo 2020 Dubai to participate in the event.
› Identify each individual requiring accreditation and submit required personal data, passport photos, and where applicable, passport biometric page scans online via the Expo Portal.
› Identify in a timely manner any constraints or issues that will prevent the participant from submitting on time or otherwise affect data quality and communicate issues to their accreditation team member.
› Review and provide confirmation on each data review for personnel requiring accreditation.
› Ensure that all Accreditation Passes are collected from the Main Accreditation Centre (as discussed in Chapter 7) and in the possession of all accredited personnel prior to their need to access the Secure Site.
› Conform to any relevant data protection legislation in jurisdictions in which they operate.
› Comply with the undertakings specified within the Organisation Consent Form.
G-03 Submission of applications for event time accreditation will begin from 01 April 2020. Applications for accreditation may continue to be submitted throughout the event period; however, processing times may vary depending on the volume of the application received. Participants are advised that 90% of completed applications for accreditation should be submitted by 25 June 2020 to ensure the timely return of completed data.

Participants will have individual AMS accounts on the Expo Portal. Participants will be able to add, remove, and manage users and will have full visibility of passes statistics under their account.
The steps required to obtain a Construction Security Access Pass are illustrated in Figure 3.1.
C-06 Participants must complete the following steps to obtain an access pass to the Expo 2020 site.
› Participants must appoint an Accreditation Liaison Officer (ALO) as a primary point of contact with the Organiser regarding access to the site. This can be the same person as mentioned in C-03.
› The ALO also has the power to nominate individuals from their supply chain to use the AMS to apply for accreditation regarding their workforce, vehicles, and delivery vehicles.
› Participants must register their appointed contractors on the AMS and provide them with the appropriate access rights so that they can apply for passes. Contractors are responsible for registering their subcontractor(s) to enable them to apply for passes under the participant’s account. Upon adding a user, contractors will receive a notification with a direct access link to the AMS system.
› Contractors must nominate a Pass Officer to manage their access passes on the system. Contractors must fill out the relevant Pass Officer Application Form which will be provided by the Organiser as part of the onboarding meeting. Contractors can nominate multiple names for Pass Officers. Contractors must notify the Organiser of any changes to the Pass Officer(s).
› Pass Officers must attend the AMS training session that will be delivered by the Organiser’s team. The training will be a one-hour session that will take place five working days in advance of the planned pavilion/plot handover date.
› Pass Officers must provide all required documents when applying for passes in accordance with the Organiser’s requirements. Access Pass requirements are stated on the system and will be provided as part of the training session pack.
The Organiser has implemented access controls and processes to manage the Expo 2020 site access for workforce, visitors, and vehicles through an Access Management System (AMS).

3.1 Type of PassesThere are three types of passes available during the Construction Phase.
› Temporary Pass (for workforce) is valid for a maximum period of three months (renewable based on an individual’s visa). This pass is applicable for new joiners and specialist workforce.
› Permanent Pass (for workforce) is valid until the end of contract or the Emirates ID expiry date (whichever comes first).
› Visitor Passes are valid for one to seven days only, after which a new pass will be provided if required.
The layouts of the Site Access Pass is shown in Figure 3.2.
3.2 Collection of PassesPass Officers are responsible to collect the workforce passes from the designated Pass Office located at each of the entry gates. Visitor Passes must be collected in person. Workforce passes can be collected after three days from making the request. Visitor Passes will be available two hours after the request has been made.

Accreditation privileges are determined according to the populations within the Accreditation Roles based on their routine operational role and requirement to operate within the Expo 2020 secure site. From time to time, exceptional access to secure areas of the site may be facilitated based on operational requirements.
Participant ALOs will be the conduit of all applications for accreditation for their staff members and guests. Throughout the accreditation process, the Country Manager and Accreditation team representative will work with the ALO to identify certain roles that are expected to attend and ensure correct provision(s) are made for the accreditation of support staff.
The following Tables 4.1, 4.2 and 4.3 define populations and roles entitled to accreditation in the Official and Non-Official Participant Guest Groups. Accreditation entitlements shall be determined in accordance with each participant’s operational requirementsl.
The Accreditation Role define the Official and Non-Official Participant categories and populations entitled to accreditation for Expo 2020. The categories recognise all roles within a delegation from dignitaries, guests, and their support staff through to pavilion operational roles and contracted services.

To obtain accreditation for Media, participants must ensure their media organisations follow the media accreditation process outlined in Section 4.1. to express interest in Media accreditation and subsequently apply for media accreditation through their respective Media Organisations.
Media accreditation is required for any role that will generate content including journalists, photographers, film crews, broadcasters, social media influencers and bloggers – including those from within participant government departments and organisations.

4.1 Media AccreditationAccreditation for media personnel will be provided within the media category of accreditation. This will ensure all press and broadcast organisations, and their personnel, are granted the necessary accreditation and made aware of regulatory requirements (relating to filming, photography, and equipment) to perform their media role within the Expo 2020 site.
Dedicated media services and facilities will be made available only to accredited media within the Expo 2020 site. Accreditation does not guarantee media access to special events and activities, access will be managed based on availability at the discretion of the Organiser.
C-07 Media accompanying Official Delegations must be accredited within the media category to engage in media activity on the Expo 2020 site.
4.1.1 Media Accreditation ApplicationApplications for media accreditation is a two-stage process.
All Media Accreditation Expression of Interests will go through an approval process, including review and consultation with the National Media Council (NMC). Following this, approved media organisations will be provided login details and instructions for the accreditation system where applications for individual applicants will be required to be submitted.
C-08 Participants must ensure media organisations, their points of contact, and the number of accreditations requested are identified to Expo 2020 Dubai through the Media Accreditation Expression of Interest (EOI) process immediately.
The media accreditation EOI process can be accessed through the Media Information System, Tawassul (https://media.expo2020dubai.com). Expo 2020 Dubai at its sole discretion, reserves the right to withhold and/or decline media accreditation at any time without prior notice.
The following roles in Table 4.4 are identified within the media category of accreditation: Media accreditation is also required in instances where a delegation would like to film, photograph, or document their pavilion operations within the Expo 2020 site. In these instances, participants should contact their Country Manager to ensure media accreditation requirements are identified to the media services and accreditation teams.

The Organiser has sought to streamline the accreditation process as much as possible by minimising data requirements and implementing a system that is both intuitive and user-friendly.
The Expo Portal will support participants with a range of online services available to their personnel. The Organiser will facilitate the accreditation process for participants, by linking all records previously uploaded upon registration for access to the Expo construction site to the accreditation database. The records will be made available to participants to confirm the individuals that also require accreditation for the Event. Additional data may be required for security checks during different access phases.
This chapter discusses the importance of data requirements and due diligence needed to ensure that data quality standards are maintained. The accreditation data requirements have been set out by the Organiser, Dubai Police, and UAE government authorities.
The data fields specified in this chapter are specific to event time accreditation purposes. Other data may be required to support other processes such as visa processing or the Site Access Pass application. Participants will submit all applicable data via the Expo Portal and select the required service for each of their personnel.
The One-Stop Shop and Country Managers will support the participant’s use and administration of their Expo Portal accounts and help resolve any data issues related to the services provided through the Expo Portal.
5.1 Data ProtectionParticipants are required to complete and return an Organisation Consent Form (discussed earlier in Chapter 2) prior to submission of any applications for accreditation. The Organisation Consent Form explains how accreditation data will be used and sets out several undertakings that the participant must comply with such as:
› Participants understand how the Organiser and relevant authorities will use the applicant’s information as part of the accreditation process.
› Participants will explain this to their applicants on whose behalf they are applying for accreditation.
› Participants will make every endeavour to ensure that all information submitted is accurate, up-to-date, and complete.
C-09 Where information is submitted with respect to minors, participants must do the following:
› Explain to the minor’s parent/legal guardian what information is required.
› How this information will be used.
› Obtain and retain explicit consent from the parent/legal guardian to provide such information to the Organiser for the purposes of accreditation.

The Organiser confirms that it will not transfer any information collected to any third-parties other than for accreditation and event administration purposes such as services provided through the Expo Portal. Once the event has been concluded, the information held by the Organiser will be rendered anonymous and passed to the Bureau International des Expositions (BIE) for statistical analysis and historical record.
5.2 Accreditation Applications for UAE Citizens and Residents
The Emirates ID (National Identification Card) is an identification card issued by the Federal Authority for Identity and Citizenship and is a mandatory legal requirement for all UAE citizens and residents as seen in Figure 5.1. The integration of systems within the UAE has reduced the data requirements for Emirates ID card holders.
All individuals residing in the UAE, including UAE nationals, GCC nationals, and expatriate residents, are required to have an Emirates ID card.
C-10 UAE citizens and residents must use their Emirates ID card as the identity document used in support of their application for accreditation.
A document scan of the Emirates ID is not required to be submitted, although participants should ensure they have correctly verified the Emirates ID number and expiry date for each applicant to expedite processing.
Participants whose personnel undergo the residency and Emirates ID process as part of their Expo role will have their Emirates ID details recorded in their Expo Portal record so that this data can be subsequently used for other services such as accreditation. Please refer to the Matters of Stay Guide for further information on visas and residency.
In scenarios where the Emirates ID card is in process (e.g. last-minute accreditations), the passport can be used.
Appendix A gives an example of the required data fields for Event Accreditation, including mandatory or optional fields, as well as the data format to be used.

5.3 Accreditation Applications for Non-UAE Residents
A valid passport is the acceptable identity document for non-UAE residents.
The ALO(s) should ensure that any applications for personnel who hold more than one nationality are made with reference to only a single nationality. This should be based on the nationality they intend to use when travelling to the UAE and/or undertaking their role.
C-11 Where a passport is used as the identity document, the participant must submit a scanned copy of the passport biography page for each applicant (see Figure 5.2).
The accreditation team will use the passport scan to verify submitted data prior to submission for a Background Check (BGC). Failure to submit a scanned passport copy will delay the commencement of the BGC process as it is a mandatory requirement of the application.
Appendix B gives an example of the required data fields for accreditation, including mandatory or optional fields, as well as the data format to be used.
5.3.1 Accreditation Applications for Arabic Passport Holders
Passports from certain countries contain Arabic translations of certain data fields. For accreditation and background checks, these translations are required as part of the application for accreditation.
Arabic passports are defined as those passports issued by the following countries:
United Arab Emirates, Algeria, Bahrain, Egypt, Iran, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Palestine, Qatar, Republic of Somaliland, Saudi Arabia, Somalia, Sudan, Sultanate of Oman, Syria, Tunisia, Yemen.
G-04 Participants with the ability to provide Arabic data as part of their application for accreditation are encouraged to do so. The Organiser will provide assistance to participants where necessary.
The ALO should discuss any support requirements they may need with their Country Manager. Appendix C illustrates the required details needed for Arabic passport holders.
5.4 Submission MethodsAll applications for accreditation must be submitted via the Expo Portal. This is an online tool which allows participants to upload data and the necessary documentation to support a range of services offered by the One-Stop Shop.

There are three options to submit applications for accreditation:
› Single Application
Single applications may be entered directly into the Expo Portal by the ALO where data is already held for the applicant. A passport photo, and where required, a passport scan can be attached to each application.
› Bulk Upload Template
A bulk upload can be used to submit multiple applications for accreditation via the use of an Excel template which can be downloaded from the Expo Portal. This method is useful where the ALO has an existing database of applicants’ data. As part of the bulk upload process passport photos and passport scans (where required) can also be uploaded in bulk.
› Invitation Link
The ALO can enter or import a basic data set by using the invitation link capability to invite applicants to complete their own application form and attach a passport photo and/or a passport scan (where required). Applications submitted can be viewed by the ALO to assure its quality and submit for accreditation. This functionality also captures the individual consent from the applicant at the point of submission.
5.5 Image RequirementsImages submitted for Accreditation applications must meet the following requirements:
› White, light grey, or cream background without shadow.
› Face forward and directed straight to the camera.
› Eyes open.
› Neutral facial expression – no smiling, grinning, or frowning.
› No face covering (Full face visible).
› Please do not wear a hat or cover your head unless for medical or religious reasons.
› Nothing covering the eyes – e.g. hair over eyes or glasses frames (recommend removing glasses).
› Please do not wear sunglasses or tinted lenses.
› Recent colour photo, true likeness.

5.6 Background CheckC-12 Once an application for accreditation has
been submitted, all personnel must undergo a background check as per UAE requirement(s) before they are accredited.
The background check can include an assessment of information relating to an individual’s identity, criminal history, a national security assessment, and where applicable an immigration check.
5.6.1 Common Data Quality IssuesThere are several common data quality issues that ALOs should be aware of and avoid. These include the following:
› Inversion of dates – European date format to be followed (DD/MM/YYYY). For example, for the date of 01 May 1978 the format to be used should be 01/05/1978.
› Abbreviated form of names – e.g., Chris instead of Christopher, Kate instead of Katherine. Full names should match exactly as shown on the identity document used to support the application for accreditation.
› Inverted given name and family name – e.g., George Michael, Michael George.
› Grouping of multiple names within the First Name and Family Name fields. Additional names should only be grouped within the Middle Name fields if relevant to the applicant.
Errors of this nature will necessitate a new background check when amended and will delay the production of the Accreditation Pass. It is imperative that the information submitted in the application for accreditation is accurate.
An individual will not be accredited until such time as an approved background check is received from the relevant authorities.
G-05 ALOs should ensure data quality checks are in place and always refer to the identity document to minimise data errors.
5.7 Data Review ProcessFollowing the receipt of applications for accreditation and subsequent completion of a background check, the Organiser will begin the data review process. This is the process of confirming that personal data submitted is accurate and that personnel are assigned the correct roles and privileges.
The Organiser will advise the nominated ALO of any negative background check results in writing, and the participant must inform the applicant of the outcome. Issuance of accreditation is subject to the direction and approval of the Organiser, who reserves the right to refuse accreditation at its sole discretion. Any decision to refuse accreditation is final.
5.7.1 Generating ReportsThe system includes reporting capability to support participants throughout the accreditation process and to provide an overview of progress. The ALOs will receive advice and guidance on the types of reporting available when using the Expo Portal.

The Organiser will work with participants to ensure pass collection and distribution is both flexible and efficient to best support them in their preparations for event operations.
The Organiser has introduced two methods for Accreditation Pass collection and distribution. Working together, the ALO and the Organiser can ensure passes are produced in advance of their required distribution time and are suitably packaged, thus enabling ease of distribution.
6.1 The Accreditation PassThe Accreditation Pass displays the following key pieces of information:
› A recent, passport standard color photograph of the bearer.
› Personal information about the bearer (full name, role, and organisation).
› Privileges which the bearer is entitled to access.
6.2 Bulk CollectionBulk collection is the primary method of pass distribution for participants. Passes will be distributed in bulk to either a participant’s ALO or pre-nominated and approved responsible person within the delegation. Passes distributed in bulk are tracked within the Expo Portal. The responsible person’s name and contact details are recorded against each Accreditation Pass batch to be distributed.
C-13 The ALO or nominated responsible person must ensure the timely onward distribution of passes to individual applicants.
G-06 Reprints of passes at an accreditation facility will not be undertaken where a pass has been signed over to the ALO but not distributed. Once passes have been collected by the ALO, they cannot be returned to an accreditation facility for individual collection. ALOs should ensure they confirm the identity of personnel before handing over the relevant Accreditation Pass at the time of pass distribution, particularly for any personnel sourced through affiliated organisations or otherwise unknown to them.
Passes will only be reprinted in line with the accreditation policy for lost and stolen passes, or if a pass becomes inoperative, expires, and requires re-activation at the request of the ALO (see Chapter 5.3).

6.3 Individual CollectionC-14 Personnel who wish to individually collect their
Accreditation Pass must provide proof of identity at the point of collection. Acceptable forms of identification include either the original Emirates ID or Passport as referenced in the application for accreditation.
In some instances, it may be more expedient for individual collection to occur at the Main Accreditation Centre (MAC) or at one of the Accreditation Help Offices (AHO) on-site. These facilities are discussed in Chapter 7.
Any larger groups requiring individual collection should be directed in the first instance to the MAC. The ALOs should regularly liaise with their Country Manager to identify the preferred method of collection closer to event time.
6.4 Lost, Stolen, or Inactive PassesIf an Accreditation Pass is lost or damaged after activation, a replacement card may be issued. A lost or damaged Accreditation Pass will be cancelled, and a lost pass cannot be reactivated even if found later.
C-15 Where a replacement card is to be re-issued, the individual or ALO must make a written, signed declaration at an accreditation facility. A lost Accreditation Pass will be replaced as soon as possible after a declaration has been submitted. Personnel will be required to present one of the acceptable forms of identification as listed in Chapter 5.
Depending upon the circumstances, further investigation may be carried out prior to the replacement of a lost or stolen Accreditation Pass. The Organiser reserves the right to refuse replacement of lost, stolen, or damaged Accreditation Passes.
Passes that become inactive due to expiry and need to be extended and reissued can be updated within the Expo Portal. The original pass will need to be returned and replaced at an accreditation facility. The ALOs should be cautious when defining validity periods within the system to avoid any inconvenience for their personnel.

A safe, sustainable and inclusive environment embodies the principles of Expo 2020 Dubai.
Conveniently located around the Secure Site perimeter, the Main Accreditation Centre (MAC) and Accreditation Help Offices (AHO) will be operational to best support participant accreditation needs.
This chapter will discuss the accreditation facilities (shown in Figure 7.1) available for participants, the services in each of these centres, and the hours of operation.

7.2 Accreditation Help OfficesThe Accreditation Help Offices (AHO) will be located at the entry to each thematic district and outside of the Secure Site. The capacity of the AHO is limited when compared to the MAC; however, they offer the following services:

› Re-issue of lost/stolen/inactive Accreditation Passes.
