The overriding aim for ACCA in the past year has been toensure that the organisation is fit for the future, while continuing to support members in the tough global economic conditions.

ACCA has worked to ensurethat its views are well knownand influential in the businessworld and among policy makers on behalf of its members. Emphasis has also been placed on developing universal appreciation of the value that professionalaccountants bring to organisations in all sectors.

Considerable resources havebeen invested in enhancingservices which ACCA providesto its customers, with a strategicpriority to develop opportunitiesfor members and students and toprovide a high standard of serviceto them and their employers.At all times, ACCA is seekingto offer good value for moneyto all customers, promotingcost consciousness across theorganisation.

ACCA has made it a strategicgoal to strengthen its recognitionwith employers of accountants,which will bring benefits andopportunities to membersaround the world. Employers inall sectors and economies needaccountants prepared for businessin today’s challenging globaleconomy. ACCA, the global bodyfor professional accountants,continues to bring value throughthe work of its members aroundthe world.

An introduction from the ACCA President

A year of accountants addingvalue to business

The global economic situation,which continues to dominatethe business environment, hasunderlined one issue – that therole of the finance professional hasnever been more vital to businesssurvival and success. It hasbecome clear that accountantswho have the benefit of a soundprofessional education are centralto the successful development andongoing success of all economies,which is why we believe our keytheme Accountants for Businesshas relevance for our professionand all those who rely on expertjudgement and advice.

Over the course of my term aspresident, I have had a uniqueopportunity to see how ACCAmembers have been workingwith businesses to help themnavigate through these challengingeconomic conditions.

Council has looked in detail notonly at the impact of the currentconditions on our membership,but also at the implications forACCA as an organisation, toensure that we have been ableto continue to operate throughour global infrastructure and tomanage the increased risks to ouroperations which have resultedfrom economic conditions. These include currency fluctuations, and the social and political environment in some countries.

I am pleased to report to members that we continue to perform well in terms of member growth and financial performance, both of which are vital to fulfil Council’s desire to see sustainable growth in the membership and an increasein ACCA’s wider reputation andinfluence, consistent with our2015 strategic objective to bethe leading global professionalaccountancy body.

AGM 2010

Following approval from membersat the last AGM, we have movedACCA’s accounting reference date to March. This is helping us tomanage our operations moreeffectively given the large numbersof registrations and subscriptionswe have to process at the endof December. As a result of thischange, we have moved thedate of our AGM from May toSeptember.

To enhance transparency in ourreporting, we are publishing forthe first time a standalone CSRreport. This forms an importantpart of our ongoing commitmentto transparency in this importantarea and provides an opportunityfor ACCA to put on record its ownoperational performance in thearea of sustainability, alongside itslong-standing and world-leadingprogramme promoting the role ofaccountants in this arena.

Over the past year, ACCA hascontinued to develop strong globalpartnerships. ACCA believes inthe importance of partnershipswhich strengthen the professionand bring value to accountantslocally and internationally andwe are proud of the 57 globalaccountancy partnershipswe have now developed. Weare also working closely withleading employers to enhanceopportunities to our members fordevelopment.

As a result of all of these activities,we have strengthened ACCA’sreputation as a global body withemployers around the world –a significant benefit to all ourmembers.

In conclusion, I thank all ofour members for their loyaltyand support – it is through ourmembers that we are able tocontinue to enhance our reputationand influence around the worldand contribute to a stronger globaleconomy.

ACCA’s goal to 2015 is tobe recognised by employersas the leading globalprofessional accountancybody by reputation, influenceand size, relevant to allsectors of employment.

Each year, ACCA sets strategicpriorities, which provide a focusfor investment and allocation ofresources within the organisation.Priorities are selected whichcontribute to the achievement ofthe 2015 strategy.

2009–10 strategic priorities

Managing the impact of global economicconditions

ACCA worked to minimise the impact ofeconomic conditions on the organisation whilesupporting members and students throughdifficult times.

Establishing a transformation programmeto focus on customer service and delivery

ACCA defined a range of projects tostrengthen operational foundations and to putthe customer at the heart of the culture of theorganisation, supported by better structuresand processes.

Putting employers at the heart of ACCA’sstrategy to enhance recognition of the valuemembers bring to business

ACCA has embarked on a priority to deepenstrategic relationships with employers,providing greater ability for ACCA’s officesaround the world to focus on adding value tomembers.

Council monitors ACCA’s performance against a range of measures which highlight the organisation’s progress towards the fulfilment of the 2015 strategy. Targets set by Council assess performance in sustainable growth, ACCA as an effective organisation, and a range of perception measures which track member satisfaction and increased recognition by employers of the benefits members bring to their work. Members continue to obtain high overall value from ACCA,with a 70% satisfaction rating.

Member satisfaction and retention remain very high but at a time of high economic uncertainty ACCA is paying particular attention to ensuring it offers value to members. In 2009, members who had not completed their CPD requirement were removed from the register for the first time –a demonstration of Council’s commitment to ensuring that all ACCA members evidence the skills and knowledge required by employers.

FINANCIAL PERFORMANCEACCA’s financial position remains strong. Budgets were managed closely in 2009–10 against potential risks stemming from economic conditions and other sources of disruption to examinations. Operational savings were achieved in areas such as publishing, long-haul travel and by managing headcount increases. The total asset base increased from £58m to £96m.

Global Economic Conditions

In a year of huge unrest inglobal markets, ACCA focusedon its own performance andworked to provide the best-value services for membersand students. As part of this,ACCA assessed the impact ofthe downturn on membersand their clients througha quarterly global survey– now the world’s widest

regular survey of financeprofessionals, with responsesfrom more than 1,500ACCA members. Members’assessment of the economy,which gained widespreadmedia coverage, suggeststhat ACCA has been rightto adopt a tone of ‘cautiousoptimism’ in its public output.

ACCA has also become a leadingvoice internationally on publicpolicy in relation to the globaleconomy and the value brought byprofessional accountants.

During 2009, ACCA called on the G20 nations to show commitment to the principle of an accountable, transparent and sound system of international regulatory cooperation, to help improve the operating environment for SMEs and to champion investing in a low carbon economy. It continued to lobby the G20 nations to accelerate full worldwide adoption of global accounting standards and called for better enforcement of existing regulation at national level before new rules were introduced. ACCA also contributed to a policy paper on priorities for the G20 produced by the International Federation of Accountants (IFAC).

In the UK, ACCA gave evidenceto the Treasury Select Committeeand the Scottish Economy, Energy and Tourism Committee on the role of audit in the financial crisis and to the Parliamentary Regulatory Reform Select Committee. In a series of papers, ACCA considered ways in which audit could be broadened in its scope to enhance overall assurance and set out a model for financial regulation which put effectiveness at its heart –supported by a strong cultureof corporate governance, riskmanagement and ethics. Roundtables on the value of auditwere held in Brussels, Cardiff,Edinburgh, Kiev, London, Lusaka, Manchester, Singapore and Warsaw.

Global Economic Conditions

With 65,000 of its members working for the small business sector, ACCA paid particular attention to the impact of the economic conditions on small and medium-sized enterprises (SMEs) and the role they can play building the global economy.

In 2009, ACCA, CGA-Canada andCPA Australia sponsored researchby the world-renowned EconomistIntelligence Unit, which exploredthe problems facing SMEs inaccessing finance.

The three bodies called forcontinued support for SMEs.They cautioned against overlyinterventionist or protectionistmeasures, inviting policy makersto encourage investment andinnovation in the sector and urgingbanks to be less formulaic in theirapproach to lending. The reportwas debated at events across AsiaPacific, Europe and the Middle East.

‘Assurance is essential to all businesses to instil and maintain confidence and trust among their many stakeholders. Althoughappropriate forms of reporting must be used for entities of different sizes, the value of the skills of auditors must nonetheless be promoted and defended against perceptions that the audit represents unnecessary “red tape”.’

The economic situation was discussed in the heart ofthe City of London with the ACCA President’s Debatebringing together BBC broadcaster and journalist RobertPeston, CEO of Bramdean Asset Management NicolaHorlick, and the then shadow minister for the TreasuryDavid Gauke, to discuss how to address the challengesfacing the global economy. The event took place atSwiss Re’s iconic building, ‘The Gherkin’, in London.

A series of events took placeto highlight the importanceof accountants for business,including in Australia, the CzechRepublic, Ethiopia, Ghana,Hong Kong SAR, Shanghai, theUnited Arab Emirates, the UK,Ukraine and Vietnam. The chiefexecutive of Singapore’s regulator,ACRA, spoke at a conferenceattended by over 300 professionalaccountants. Accountants forBusiness also featured as a themein several of the events hostedby ACCA Caribbean during its10th anniversary year. ACCA heldits first conference in Latvia onfinancial reporting, and its firstinternational conference for publicsector finance professionals in London, titled, Leadership in Public Finance.

ACCA’s global programme,Accountants for Business,champions the role offinance professionals inall sectors as true valuecreators in organisations.Through people, process andprofessionalism, accountantsare central to greatperformance. They shapebusiness strategy througha deep understanding offinancial drivers and seekopportunities for long-termsuccess. By focusing on thecritical role professionalaccountants play in economiesat all stages of developmentaround the world, andin diverse organisations,ACCA seeks to highlightand enhance the role theaccountancy profession playsin supporting a healthy globaleconomy.

2. ACCA Caribbean 10th anniversary celebrations

As part of its initiative ACCAlaunched a dedicated websitewww.accaglobal.com/accountants_business andundertook high-level research. This included a survey of more than 450 Chief Financial Officers (CFOs), resulting in The CFO’s New Environment report which showed the economic downturn could herald the start of what ACCA called a ‘golden age for the CFO’, with senior finance executives taking a greater role in strategy development and prioritising risk management.

ACCA Hong Kong’s Annual Conference entitled FinanceProfessionals in Challenging Times held in June 2009 attracted over 550 members and guests. The Chief Secretary of Administration of the HKSAR Government, the Hon. Henry Tang Ying-yen officiated atthe opening ceremony.

New offices

ACCA officially opened its sixthand seventh offices in Chinain 2009, in Chengdu in Juneand Macau SAR in November.Elsewhere, the Hon. Commerce Minister Muhammad Faruk Khan MP spoke at the official opening of the ACCA Bangladesh office in January 2010.

Representing the interests ofthe profession

ACCA continues to representmembers and the wider publicinterest on key matters of publicpolicy relating to the professionitself.

A new office was opened inBrussels in June 2009, torepresent more than 100,000ACCA members and studentsliving and working in the EU.ACCA recommended priorities forthe new European Parliament,worked closely with the Federation

Early in 2010, ACCA welcomedthe recommendations fromSingapore’s Committee toDevelop the Accountancy Sector(CDAS), designed to strengthenSingapore’s profile as a leadinginternational centre for excellencein professional accountancy.

In the UK, ACCA’s role assecretariat to the All PartyParliamentary Group continuedinto its second year. Workingwith MPs and interest groups,ACCA ran an inquiry into flexibleworking to provide a range ofrecommendations to governmenton its work with SMEs. The Groupcontinued its successful ‘businessbreakfast’ series with a range ofhigh-profile speakers includingLord Alan Sugar. ACCA also setup a second All Party Groupfocussing specifically on womenand enterprise.

Separately in Canada, ACCA maderepresentations to the OntarioProvincial Government on Bill158, the Accounting ProfessionsAct, 2009, in which it made thecase for the rights of professionalaccountants to be able to usetheir designations when obtainedoutside the province, recognisingthe contribution brought byprofessionals from around theworld towards Canada’s economicperformance. Bill 158 hassubsequently been passed into lawas the Chartered Accountants Act,2010.

In the US, ACCA continued toengage with the SEC on mattersrelating to IFRS adoption and helddialogues with the Center for AuditQuality and the EnvironmentalProtection Agency on ACCA’s overall policy agenda.

In January 2010, ACCA’sOutstanding Innovation andLeadership Award was made to DrWang Jun, China’s Vice Ministerof Finance, before distinguishedguests, including Dr Chen Yugui,Secretary General of the CICPA,at a gala dinner held in Beijing’sDiaoyutai State Guesthouse.ACCA’s chief executive, HelenBrand, paid tribute to Wang Jun’s‘visionary leadership’ in helping theChinese accountancy profession toexcel on the global stage. Guestswere presented with Wang Jun’snew book Accounting with Heart,his first international publication,which ACCA supported.

ACCA was proud to be theplatinum sponsor of the Eastern,Central and Southern AfricanFederation of Accountants’ 20thanniversary in Johannesburg inSeptember 2009. It was alsoa sponsor of the Asian regionalconference of the Institute ofInternal Auditors, organised by IIAMalaysia.

ACCA presented at the Congressof the Caribbean Organizationof Supreme Audit Institutions(CAROSAI) in February 2010,and contributed to the work ofthe United Nations Conferenceon Trade and DevelopmentInternational Standards ofAccounting and Reporting inGeneva, especially on adoption of IFRS and capacity building in the profession.

Supporting professionalism

The past year has seen the firstfull year of operation of ACCA’snew Regulatory Board, which hasstrengthened ACCA’s governanceand oversight arrangementsfor regulation and discipline.In separating its regulatoryand disciplinary arrangementsfrom its other activities, ACCAdemonstrates its commitment totransparency and to working in thepublic interest.

ACCA’s practice monitoring teamhas entered into contracts tomonitor the practising firms of theInstitute of Chartered Accountantsof the Eastern Caribbean and TheBahamas Institute of CharteredAccountants, bringing to 12 thenumber of monitoring agreementsin Africa, Europe and theCaribbean.

Within the global profession, ACCA continues tobe a key and influential supporter of the work ofthe International Federation of Accountants (IFAC).ACCA members sit on the board and a range ofcommittees. Swimmer Liz Johnson, who won gold in Beijing, sees the Paralympic Games in London in 2012 as the pinnacle of her swimming career. “I’m aiming to defend my gold medal, and winning in front of a home audience will be an amazing experience,” said Liz, who has cerebral palsy.

Before the 2008 games, Liz completed a degree in business management at Swansea University, and began her ACCA studies at the University of Wales

in September 2009. “The ACCA Qualification really suits me. I can take as many exams as I want in each session, which allows me to focus on swimming when I need to.”Kayaker Ed McKeever from England, who carries the ACCA logo on his kayak, has also tasted success, having recently won the European Championship. The third of the trio, 800 metre runner Graeme Oudney from Scotland, is aiming to join the others on the podium with a little help from ACCA.

Greater definition is beingprovided to the services providedto members, recognising theoverall need for ACCA to enhancethe value of members’ skills toemployers around the world. In2009, ACCA’s magazines wereoverhauled. Accounting andBusiness is now delivered assix print editions, five of whichare country specific. New onlinemagazines have been added,especially to support access to CPD.

Enhanced organisation

ACCA has refreshed itsorganisational structure to supportthe strategic vision and ensure thatit reflects the needs of membersand other stakeholders in ACCA’sdiverse markets. As part of this,ACCA has re-organised itself intofour regional directorates – Europe

and the Americas; Asia Pacific;Sub Saharan Africa; and MiddleEast, North Africa and SouthAsia. Additional leadership hasbeen provided to support ACCA’swork in emerging markets and astrategic focus on the needs ofemployers.

Online delivery

The programme has developedadvanced plans to realise thebenefits of an online world.Foundations are being put inplace to facilitate completeonline service delivery. Followingextensive pilots, all ACCA’s exammarking process is now ready tobe delivered online, using scanningtechnology which minimises themovement of exam scripts aroundthe world. Over the next few yearsACCA will also be developing itsassessment strategy in line withadvancements in technology todevelop the core qualifications inline with the needs of employersfor enhanced flexibility in the wayqualifications are delivered.

ACCA continues to engagewith employers on topics ofimportance to them individuallyand in their sector, such as theimpact of economic conditions,talent management, and issuesrelating to accounting services andsupport provided by professionalaccounting firms.

Employers around the worldbenefit from the internationalskills and local knowledgemembers bring to theirroles. The importance ofemployers to the success ofACCA, especially the rolethey play in developingprofessional accountantsand providing rewardingcareers to ACCA members,has been recognised in theorganisation’s strategy. In2010, a director has beenappointed who is dedicatedto building relationshipswith employers, workingthrough ACCA’s network ofrelationship managers anddelivery partners to ensurethe value of the ACCAqualification is enhancedaround the world. ACCA’sunique values, such asopportunity, diversity andintegrity, are naturally alignedto organisations’ own humanresource strategies.

A particularly welcomedevelopment has been theopportunity for ACCA tocollaborate more closely withmultinational organisations tosupport its research and insightsprogramme – for example, byworking with Deloitte on narrativereporting, Barclays on access tofinance in the UK and KPMG oncarbon accounting. A range oflarge accounting firms input intoACCA’s paper on the value of theaudit – Restating the value ofaudit.

ACCA’s UK graduate partnersscheme has continued, workingwith leading organisations such asEnterprise Rent a Car, Santanderand DHL recruit a broad range ofgraduates.

ACCA’s offices in China haveaccredited the Finance GraduateRecruitment Campaign of Alibaba,one of China’s largest businesses,and General Electrics’ FinancialManagement Programme; workedclosely with KPMG to co-organisea series of 12 tax seminars and

Sustainability – Introducinga new dedicated CSR report

ACCA has made sustainabilitya core issue for 20 years.It has contributed stronglyto the global movement,setting out the case foran enhanced role foraccountancy in promotingtransparency in CSR. Theorganisation continuesto promote sustainabilityreporting awards around theworld. In 2009, a report oncarbon reporting produced

in association with the GlobalReporting Initiative waslaunched during the COP15conference in Copenhagen.

The issues were also furtherdebated at an exclusive event with KPMG in London. ACCAalso held a roundtable oncarbon accounting with theGlobal Climate Network,the only global think tankdedicated to climate change.

ACCA made a substantial contribution to a range of organisations including the Accounting for Sustainability programme initiated by HRH The Prince of Wales, and the Carbon Disclosure Standards Board. ACCA was also a sponsor of GRI’s Readers’ Choice Awards for the second time.

For the first time, the organisationhas produced its own CSR report,produced in line with GlobalReporting Initiative guidelines,approved at Level C. ACCA hasreduced its use of paper in thepast year by moving the majorityof Student Accountant magazine online (a reduction of 300 tonnes of paper per annum) and through enhanced use of script scanning processes in its examinations process – a reduction in paper and use of couriers to move exam scripts around the world. ACCA also seeks to manage air travel through better use of local expertise and online communications platforms.

Through ACCA members, adiverse range of communitysupport programmes continuearound the world. For example, ACCA members in Kenya organised a large number of fundraising events to support the building of a classroom at the Githurai Primary School in Nairobi, opened in July 2009.
