DAYS ROAD AND KEDRON BROOK ROAD INTERSECTION UPGRADEPROJECT NEWSLETTER UPDATE

DECEMBER 2017

The Days Road and Kedron Brook Road intersection upgrade is part of Brisbane City Council’s $1.3 billion commitment to take real action on congestion, by focusing on a range of solutions to improve the existing road network, getting residents home more quickly and safely.

Council is planning to upgrade the Days Road and Kedron Brook Road intersection at Grange and Wilston to improve traffic efficiency and safety for all road users.

Council has been working with the local community to get feedback about the proposed design for the intersection upgrade.

The intersection has been identified as part of the Wilston Grange Precinct Transport Study to improve safety and reduce congestion in the local area.

The project proposes to replace the roundabout with a signalised intersection with controlled pedestrian crossings. New on-road cycle lanes and off-road shared pathways are planned to improve safety andconnectivity for cyclists. These works will improve safety for road users and will help cater for existing and future traffic demands along this road corridor.

Council has considered the community’s feedback and completed a review of the project to ensure the suitability of the design and identify furtheropportunities for improvement. As a result, Council has refined the design and will deliver further safety improvements for all road users.

Council will provide advance notification of construction timings and potential impacts closer to the start of construction. Information about project timing and the project team’s contact details are outlined on the back page.

Project features• Replacing the existing roundabout with a signalised intersection with controlled pedestrian/cycle

crossings• Installing a left-turn slip lane from Kedron Brook Road into Days Road with controlled

pedestrian/cycle crossing• Installing a concrete median on Days Road on the eastern side of the intersection• Installing yellow lines to formalise parking restrictions and peak-hour parking bans• Installing new shared pathways on the western side of Kedron Brook Road, northern side of Days

Road and western side of Uxbridge Street• Changing access at Uxbridge Street to left-in and left-out only• Line marking and signage• New plantings to offset the removal of 10 street streets

Project benefits• Reduce traffic congestion and improve traffic flow• Improve safety for motorists, pedestrians and cyclists• Increase intersection capacity to accommodate existing and future traffic demands• Provide improved facilities for cyclists and pedestrians

Updated features incorporated from community feedback• New southbound on-road cycle lane on Uxbridge

Street to connect with the off-road shared pathway and pedestrian crossing at Days Road• Reduction to the length of yellow ‘no standing’ lines on Days Road, west of the intersection• Implementation of AM and PM peak parking restrictions, for inbound and outbound lanes

respectively, to allow off-peak parking on Days Road• Investigating removal of bus stop #25, opposite the Uxbridge Street intersection, which may be

consolidated with existing bus stop #25A, near Carroll Crescent, to improve traffic flow and safety• Extending the yellow ‘no standing’ lines on Days

Road (approaching Jean Street) to improve sight lines between motorists on Days Road and motorists exiting Jean Street

• Implementation of peak-hour parking restrictions on the eastern side of Lanham Avenue to reduce current congestions.

Community feedbackCouncil has received feedback from the community with Council’s response detailed below.

Community Feedback Council’s response

Questions about the purpose of the project

The intersection has been identified as a priority location to be upgraded as part of the Wilston Grange Precinct Transport Study. The intersection requires an upgrade to reduce congestion and improve safety for all road users. The signalisation of the intersection balances the needs of pedestrians, cyclists and motorists while enabling the efficient operation of the traffic network, now and into the future.

Questions about facilities for both cyclists and pedestrians

The upgrade provides both on-road and off-road cycle facilities and controlled signalised pedestrian/cycle crossings with new pedestrian and cycle kerb ramps for improved accessibility.

Following community feedback, Council has refined the design for southbound cycle access along Uxbridge Street. A new central on-road cycle lane has been included to provide improved connection to the shared path and controlled cycle/pedestrian crossing at the Days Road and Kedron Brook Road intersection.

Concern about reduced on-street parking and the installation of ‘no standing’ lines

Council has reviewed the proposed length of ‘no standing’ lines on Days Road as part of the project. The ‘no standing’ lines are required to provide a right-turn pocket while maintaining through traffic flow along Days Road. Following community feedback, Council has reviewed the length of the right-turn pocket to provide some on-street parking while maintaining traffic flow efficiency. Parking restrictions during the AM and PM peak times will be implemented, for inbound and outbound lanes respectively, to allow off-peak parking on Days Road.

Two informal on-street parking spaces on Uxbridge Street will be removed ensure clear sight lines and to allow sufficient space for the new on-road cycle lane. The two existing P15 parking bays, on the southern side of Days Road approaching the intersection, will be relocated approximately 60 metres east of the existing location. This will increase capacity for westbound vehicles as it will extend the length of the dedicated left-turn lane while maintaining through traffic on Days Road.

Concern about tree removal

Ten small-to-medium street trees, including a Jacaranda tree are required to be removed to facilitate the intersection upgrade. Council will undertake offset planting in accordance with Council’s guidelines. The replanting program will be within the surrounding area.

Concerns for accessing properties and shopping complex on Kedron Brook Road and Days Road

Access will be maintained to the shopping complex on Days Road. Motorists are legally permitted to turn across a solid white line to enter or leave a property however, to minimise confusion the design has been amended to provide a break in the continuous centre line at the shopping centre driveway on

Days Road.

Access to all businesses and most residential properties will be maintained at all times during construction. Six residential property driveways will need reconstruction as part of the intersection upgrade and will require access restriction for a short period during this time. Council will liaise directly with the property owners and tenants to provide advance notice prior to the driveway works.

Concerns about increases in traffic volumes in adjacent streets

Traffic analysis indicates there will be no significant change to current traffic conditions at adjacent streets. Council will continue to monitor traffic in the local area following completion of the works and will provide further improvements in future, if required.

Concerns about access changes to the local area as a result of Uxbridge Street changes

The project proposes to change access at Uxbridge Street to left-in/left-out onto Days Road due to proximity to the new signalised intersection.

Following requests from local residents, Council has incorporated the following into the design;

extend the yellow ‘no standing’ lines on Days Road (approaching Jean Street) to improve sight lines between motorists on Days Road and motorists exiting Jean Street

implement peak hour parking restrictions on the eastern side of Lanham Avenue to reduce current congestion.

Concerns about the sequencing of traffic signals along Days Road

The operation of the new signals will be co-ordinated with the operation of existing signals located at adjoining intersections to ensure traffic flows efficiently along the road corridor. This will encourage vehicles to remain on Days Road and not divert through the local area. Council will continue to monitor traffic in the local area following the completion of the project and will provide further improvements, as required.
