1 Welcome and apologies

Welcome to our newest member of the Access and Inclusion Advisory Committee (AIAC), Christine Welsh.

2 Confirmation of minutes

That the minutes of the previous AIAC meeting held on 8 February 2021 be taken as read. Motion moved by Cr Bain and seconded by Mr Dunn. Unanimously adopted.

3 Presentations to the Committee

• Mr Aulbury presented to the Committee a proposal about the Liberty Swing. Good for people who is unable to use ordinary park equipment. Should be included in an inclusive park.

• Prices have come down considerably over the 20 year timeframe.

• Ms Oates suggested that it would be reasonable to have one of these facilities situated in a central play centre in the area.

• This could be a suitable community project in relation to funding.

• Mr Grady added that the Department of Planning’s Everyone Can Play Guidelines give the Council guidance as to how to select inclusive play equipment. The guidelines have evolved to more inclusive design rather than specialised.

• Outcome: A modern equivalent could be a carousel. The design and look of the equipment don’t look special but actually are specialised.

• BVSC does not have a swing for a wheelchair. New Action: Council to explore options to provide an all abilities swing in a future playground upgrade

Ms Oates presented to the Committee. A good example of a town improving the look and accessibility. The Bega Chamber of Commerce are looking at similar issues. There is a 10 point plan:

• Revitalise the CBD to attract events

• Look at transport, accessibility and signage

• Branding and identity

• Retaining youth – employment (particularly hospitality)

• Housing and accommodation

• Collaboration of business – about look of premises

• Activate the Merimbula Lake Foreshore area

• Establish a leadership group in the Chamber of Commerce. Very useful - Ms Oates was able to emphasise the accessibility priorities the AIAC is focused on.

• Ms Oates presented to the Committee on an example she observed to provide access from a road to a footpath in Canowindra.

It was noted that this solution is similar to the treatment on the Princes Highway in Pambula, which was installed by the RMS. Cr Bain indicated that the BVSC Local Traffic Committee is considering 10 locations in Merimbula for a similar treatment.

5 Major works/development project updates Mr Grady updated the Committee on some major projects across the Shire:

Bermagui Inclusive Play-space

• The play-space is now open.

• Mr Aulbury added that, for people in wheelchairs the spinner type carousel doesn’t stabilise a wheelchair as there are no tie downs so is not fully inclusive & could be problematic in terms of security.

• There was comment that people could be injured on the flying fox. It was reiterated that playground users need to be mindful of risks of using equipment & to take some personal responsibility for access & appropriate use.

Bega Sports Master Plan Project

Currently in design phase with final report to Council expected on 16 June 2021.

Pambula Sports Master Plan Project

• Floor plan concept endorsed by Council in April 2021

• Accessibility – simplified with the concept design for the change rooms to mirror gender equality.

Tathra High Needs Amenities

• This project has been driven by the Committee. The project is currently the only high-needs change facility in the Shire.

• It was considered for the Pambula and Bruce Steer Pool upgrades, but there wasn’t the ability to meet the functionality requirements for those amenities.

Shortpoint Accessibility Project

Ms Amelia Souter – Project Manager - spoke to this project:

• Stage 1 completed to include headland access, coastal escarpment revegetation and upgrade the existing viewing platform with storage.

• Stages 2 & 3 are in the planning stage with the following original ideal design elements:

o Promenade connecting amenities and headland walk

o Upgraded carpark with accessible parking

o Viewing deck

o Surfer and wave watching area

o Picnic area

o Maintenance access

o Amenities including toilets, showers and barbecue area

o Bus (Class 3) parking and turning access

• The scope of the project in its entirety was well over budget. Key elements that residents considered important include:

o Walkway access to seating and grass areas.

o Shelter, barbecues, seating and tables.

o Improved showers and toilets.

o Protection of indigenous sites.

o Ensure scenic values maintained.

o Retain off leash area however ensure provision of adequate facilities and waste management.

o Improved access and walkways connecting site features and facilities.

• A project control group is being formed and will meet shortly to discuss the finer details are work out the full project scope.

• The above is replaced with: The project manager will inform all key stakeholders over the coming weeks of the proposed scope reduction to remain in budget.

Questions from the Committee included:

o Cr Bain mentioned that the existing gravel path at Shortpoint is currently not accessible for people in wheelchairs as the rain creates washouts. Mr Grady commented that the new

accessible path that runs along edge of the carpark would be concrete. The cost of maintenance is high for gravel. There is cultural sensitivities in the area, which limit construction options.

o Mrs. Oates asked whether Council could defer the project until Council has full funding…. Ms Souter responded that there is always an option to put the project on hold; however, this project can be staged with further works completed if additional funding becomes available. The scope of the project is mostly met (85%) with the revised design.

6 New and other Business

There were no update requests for this meeting.

Business (Mr. Colin Dunn) No update this meeting. Community (Mr. John Reynolds) Mr Reynolds sent his report to the meeting as he was unable to present in person. The following issues were included:

• The local papers featured an article showing a proposed plan for the Pambula Sporting Complex upgrade. Mr Reynolds was not aware this has been shared with the Committee. The print of the plan in the press was so small and feint that any accessible entries or access to the upper level were not displayed clearly. At the present there is only stair access to the upper level. Will this be reviewed or is in it the plan?

Mr Grady advised that the current building would be replaced with a single storey building.

• Mr Reynolds noticed that since the last meeting, the local press had an article and mentioned comments from members of the committee. That may not have actually been their words. Can it please be communicated to all members what Council policy is on making statements like this in the future. Dr Howe advised that all committees of Council are bound by Council’s Code of Conduct.

Tourism (Ms. Jenny Robb) Ms. Robb was unable to attend in person and provided the following update.

• Ms. Robb and Former Chair, Mr Finneran presented a brief presentation to tourism industry and government agencies at Sapphire Coast Destination Marketing (SCDM) network gathering at Merimbula on the 24th February 2021, indicating the potential return on investment of businesses by refurbishing accommodation to better accessibility standards. o Outcome 1: One Merimbula unit complex is already applying for funding from

Destination NSW Southern, to refurbish at least one ground floor unit. The facility is located in the Fishpen area of Merimbula & so is already in a more accessible location than many others.

o Outcome 2: Ms. Robb also travelled with Mr Finneran to the Currajong Retreat at Burragate. The owners have received funding to develop 2 x new luxury tented accommodation rooms and have plans to also develop a communal kitchen/lounge area. Spent 2-3 hours with the owner, advising on early design processes including considerations re access around bed and other furniture, potential hazards, enabling use of the outdoor bathtub, bbq area, lounge etc. It was a very productive exercise as the owner had carried out thorough research and was able to ‘fine tune’ the plans, with Ron’s participation & advice. Former AIAC member Chris Sparkes is also planning to visit Currajong and an invitation has been sent to Felicity to assist with meeting the needs of vision-impaired clients.

o Outcome 3: Mr Finneran and I were able to discuss potential funding sources with the reps. from DNSW Southern and have since submitted a draft proposal. This would be for the project we have previously presented to AIAC – i.e. seeking to engage a project officer for a 12 month contract to engage one-on-one with tourism businesses to update the accessibility information on their websites and in their marketing material.

• As Chair of Eden Tourism Inc., accessibility is regularly referred to in our discussions. Most recently, Cat Ballou Cruises updated their website and included valuable information about the limitations of access on their cruise vessel, but also recognising that with assistance, a wheelchair bound person is still able to enjoy a tour.

• ATDW – Australian Tourism Data Warehouse is the most comprehensive listing site for all tourism and tourism-related businesses in Australia. It’s the ‘go to’ for any new products that media regularly check. Businesses must annually update their profile including new products etc. This year there was a detailed new section regarding the accessibility of each product.

• SCDM is currently updating the Sapphire Coast Tourism website with a section dedicated to accessibility.

Ms Robb will consider potential funding sources for the proposal as outlined above.

Operational Plan 19/21 Projects of Interest

Mr Grady provided an update on progress with works commenced in the Bega Valley. Updates as attached at the end of these minutes.

7 Other Business

Ms Cleverley addressed the group:

• Council has been working with many people and community groups to get feedback and are eager to get more feedback from the Committee.

• The Easy Read version of the document was circulated for the Committee to view. Mr Dunn mentioned that if there was option to click on the document and the ability to navigate to another for more information, it would be helpful.

• Ms Oates commented that the overall the document is pleasing. Congratulations on delivery of it.

• Ms McDonald added that there are issues with the Tura Beach Woolworths pedestrian crossing as well as overgrown vegetation which blocks vision & could be an issues for both motorists & Pedestrians – particularly those with mobility or sight issues.

New Action: Council to investigate the consent of the carpark at Tura Beach Woolworths for compliance (trees in the way and have to cross the road twice).

Dr Howe informed the Committee that the Draft 2021-22 Operational Plan and Budget are about to go on the public exhibition. Notable aspects include:

• The budget for the 2021-22 financial year does not include any Access Improvement Grants program funds for the year as a cost saving measure.

• The Draft Operational Plan includes the proposed Capital Works Projects for the Shire.

• There is no funding for footpath upgrades identified for the 2022 year.

• Inclusion into the program is a review of Council’s Engineering Guidelines, which provides an opportunity for improved accessibility outcomes.

• Committee members are encouraged to provide feedback on the current draft Operational Plan and Budget.

Ms Oates briefly addressed the group regarding the recent Disability Premises Standards Review. This review have been open for comment and that period has now closed.

Dr Howe addressed the group regarding the Committee Terms of Reference ready for the new Committee due to be enlisted after the September Council elections. Notable proposed changes include:

• Page 3: Roles and Responsibilities: o Remove: Advice and comments may be sought on significant development

applications ▪ Rationale: Development applications are subject to a formal assessment

process which doesn’t align with the timeframe for Committee meetings..

• Page 4: Committee Structure o Add: Committee Selection Criteria 4.3:

▪ Rationale: It would be beneficial to consider the skills and expertise of potential new Committee members, to assist in determining their suitability to the role.

o Criteria proposed to be:

▪ Broadly representative of people with interest and experience in access and inclusion

▪ Direct experience with disability either personally or as a carer ▪ Representation from diverse groups (youth, ageing, indigenous, gender,

ethnicity etc.) ▪ Geographic locations from across the Shire

• Page 4: Committee Structure 4.5: o Change Committee structure membership to include 14 Committee members.

Adjust wording to: The AIAC Committee shall comprise up to a total of fourteen (14) members. It is recommended to include: 12 members representing a range of interests across the Shire a Councillor and the Director CEP.

Discussion included:

- Cr Bain added that we should include people from the aged care sector as well as parents with toddlers &/or babies in prams.

- When we call for nominations that nominees should present with a brief CV to support their interest in the Committee.

- Try a two-tiered approach which would give the Committee the ability to co-opt people with particular expertise from time to time, as required to advise on particular issues.

- Change to the current agenda to include the DIAP Action Plan add to the agenda: o Developing community attitudes and behaviours o Creating liveable communities o Supporting access to meaningful employment o Improving access to mainstream services through better systems and processes

New Action: Dr Howe to update the guidelines and circulate with the minutes for Committee feedback, prior to next meeting with a view for the Committee to adopt the new guidelines at the August 2021 meeting.

Mrs. Oates suggested that it would be a good idea for the Committee to take a group trip at some stage, around to the projects that have been completed, to appreciate the final outcomes. New Action: Council to arrange for some site visits as part of the next term of the Committee.

Ms Welsh submitted a request to join as a casual member. It was unanimously adopted for Ms Welsh to be appointed to a casual vacancy on the Committee.

- New housing for four full time residents. - 6 August 2021 is the official opening of the facility - A great example of appropriate housing for people with a disability in the area, thus

providing the opportunity for increased independence New Action: Ms Russell to arrange a suitable time for the Committee members to walk through the new building to showcase the purpose planned accessibility aspects.

Mr Dunn indicated the available platform for advertising via the community radio. It’s seen as very important that this sub-committee of Council are able to advertise the services / advice available on a voluntary basis to the local community. New Action: Council to consider how community radio advertising can be incorporated into its advertising campaigns.

Sapphire Coast businesses advertise their accessibility issues on websites to inform travellers.


Jenny Robb and Colin Dunn to work with Council’s Grant Officer to write a grant funding submission for the implementation of the Sapphire Coast Accessible Tourism Proposal including the employment of an individual to consult with businesses about accessibility issues. Jenny Robb and Colin Dunn to engage with Council regarding statistics of accessible tourism locations that are Council owned to support the grant application.

it is aimed to see balance in provision across the facilities and updates are

Bruce Steer Pool Ramp – Overview of the project to date including outcomes

of site meeting with AIAC reps in October 2020. Discussion on relationship

between ramp length, ramp grade, tide levels and movement and potential

differing uses of the ramp. (as well as access for swimming) Differing use and

access at tidal change was noted. Positive discussion and feedback from those

present.
