Start with user needs
Think big, start small – pilots are good, but must be able to scale
Solutions must be sustainable, without long-term funding from Government or development partners
Involve private sector early for sustainability, quality and replication
Selectively employ frugal innovation – design for 80% functionality at 50% cost
Measure results early and often
