Dear Dr. Murley:
By letter dated 25 August, 1987, Iowa Electric Light and Power (IELP) Company submitted the Semi-Annual Effluent Release Report
for the Duane Arnold Energy Center (Reference 1). As part of
that report, we also submitted Revision 3 to the Offsite Dose Assessment Manual (ODAM).
In Reference 2, the NRC concluded that the ODAM is an acceptable reference document but identified certain discrepancies and comments which required resolution.
In Reference 3, we informed the Staff of our schedule for assessment of the discrepancies identified in the NRC's review of
the ODAM. The Attachment to this letter provides a description of each concern identified by the Staff, followed by our response.

Based on our review of the NRC's concerns regarding certain dose transfer factors, we have reviewed the dose transfer factors both in the ODAM and MIDAS. IELP uses the MIDAS program set to implement ODAM dose assessment calculations. Dose transfer factors in MIDAS were compared with ones computed by PARTS, a module in GASPAR II, for radionuclides that are responsible for most of the potential dose to the public. Almost all of the ratios agree well, within about 0.1 of unity. These ratios are tabulated in Appendix 3 to Attachment 1. Computation of the same factors by another independent implementation of Regulatory Guide (RG) 1.109, revision 1, suggests that GASPAR II - PARTS may deviate from the RG in a few instances. Altogether, the comparisons indicate that dose transfer factors in MIDAS would not underestimate the combined dose substantially. IELP plans to revise the ODAM Appendix tables of dose transfer factors and, as necessary, ones in MIDAS to improve agreement with RG 1.109, revision 1.
The proposed changes to the ODAM as described in the Attachment will be implemented and forwarded to the Staff within 90 days of issuance of Revision 4 to the ODAM. Proposed Revision 4 of the ODAM was forwarded to the Staff for review as part of RTS-231 (Reference 4).

IELP RESPONSE TO NRC COMMENTS IDENTIFIED IN THE REVIEW OF THE OFFSITE DOSE ASSESSMENT MANUAL, REVISION 3
1. In Section 2.4 of the ODAM there is an option for determining an "average concentration" of nuclides other than Fe-55, Sr-89, and Sr-90, over a 31 day period instead of assuring that these nuclides satisfy the instantaneous concentration requirement. Therefore, the ODAM is not in agreement with the requirements of Technical Specification 3.14.2.
IELP RESPONSE:
The NRC staff agreed during the development of the DAEC Radiological Effluent Technical Specifications (TS) that it is neither necessary nor practical to have a shorter sampling time for liquid effluent than specified in TS Table 4.14-2. Having accepted that sampling schedule, it would be incorrect scientifically to attempt to resolve the fraction of MPC to a narrower time increment than the data permit. That is, a fraction of MPC at any time, or instantaneously, cannot be derived if the samp.le integration time is longer.
If a sample is collected over time, composited to represent a time increment, or is a grab sample assumed to represent a release during a time increment, it is not possible to resolve the concentration represented to any less time increment than represented by the sample integration time. That is, an average cannot be resolved to a lesser time than the integration time.
A grab sample represents a concentration over a time increment, specified in TS Table 4.14-2 to be a week or a month for continuous service water releases of radionuclides other than Fe-55, Sr-89, and Sr-90. For batch waste release tanks, H-3 and gross alpha are composited and thus integrated over a month.
Therefore, it is not possible to resolve a concentration narrower in time than its integration time or time increment attributed to a sample. A 31 day averaging time is not in conflict with Technical Specification 3.14.B and is in keeping with conversations with NRC staff at the time this was agreed upon. Therefore, no change to the ODAM is warranted.

2. If the above averaging is permitted, then the equation in Section 2.4 of the ODAM must be modified since the equation for determining the average FMPC does not mathematically represent an average concentration for a time period expressed as a fraction of the allowed limit.
IELP RESPONSE:
An averaging equation must, in practice, accommodate both batch and continuous releases with varying (week, month, or quarter) integration times. Releases and thus samples representing them cannot be arranged in neat, discrete time increments without overlap or gap. The equation presented does provide an average which is expressed as a fraction of the allowed limit, (Ci+MPCi), and as an average concentration for a time period weighted by [i(Atk)]+(TETB). Thus, no change is warranted.
3. In Section 2.4 of the ODAM, the time interval "TE-TB" should be defined as the time interval for the kth release instead of the time interval for the reporting period of interest.
IELP RESPONSE:
Computation of the fraction of MPC must accommodate each and every sample type in TS Table 4.14-2. Because there may be overlapping releases represented by different samples, it is necessary to derive a formula to accommodate all samples with a time period of interest. The equation in ODAM section 2.4 does that. Forcing more than one sample into the time increment represented by a single sample k would be scientifically incorrect. Within a time increment, which cannot be less than the resolving time of the set of samples representing releases, the referenced equation is as nearly representative as may be derived. No change to the ODAM is warranted.
4. In Section 2.5 of the ODAM, the parameter F2 k must be defined as the average dilution flow of the discharge canal during the reporting period instead of the river flow during the period of release.
IELP RESPONSE:
In Section 2.4, the parameter F2 is defined for the purpose of determining concentration in water at the unrestricted boundary and is equal to the discharge canal flow. In Section 2.5, F2 is defined for the purpose of determining

dose to the public. In the case of determining dose to the public, a dilution factor of 5 is used for the fish and irrigation pathways and 10 for the drinking water. For a discussion of the justification for the dilution factors, see the reply to question 6.
5. In Section 2.5 of the ODAM, the units for the pathway transfer factors, Aeani used in the equation for Dank should be defined as mrem/hr in order to be consistent with the
gCi/ml units for the values specified in Appendix C of the ODAM. Consequently, the conversion constant defined to be 3.785 x 10-3 ml/gal per gCi/Ci must be changed to 1/60 hr/min in order to make the units in the equation consistent.
IELP RESPONSE:
To make the units consistent between the equation for ADank and the transfer factors, the factors in ODAM Appendix C will be replaced by a set computed by the program LADTAP 2. The new set of factors will have the same units as the ODAM, revision 3, section 2.5, i.e., (mrem-gal)/(Ci-min).
IELP employs a computer program (MIDAS) to calculate dose to a member of the public from aqueous effluent that relies on the model and standard values in Regulatory Guide 1.109, revision 1. Text in ODAM section 2.5 will be amended to clarify that calculation of dose beginning with equations in the Regulatory Guide 1.109, revision 1, section C.1 and standard values of variables is the normal calculational method used and that the values in Appendix C are condensed values that include the standard variables. The values in Appendix C are therefore to be used if hand calculations become necessary.
6. In Section 2.5 of the ODAM, the Licensee should justify the dilution factor of five in the dose calculation for the fish consumption pathway.
IELP RESPONSE:
Downstream dilution of aqueous discharge from the DAEC has been estimated based on thermal plume studies conducted in 1974 at the DAEC. Measurements of the discharge temperature and river temperature indicated that the 1oF excess temperature isotherm was about 350 feet downstream of the discharge. This 1oF isotherm represented a dilution of the discharge by the Cedar River of about a factor of 12.

In determining additional dilution within the receiving water for evaluating doses, the NRC guideline as presented in NUREG-0133 is that the factor should be limited to a number such that the product of the number and the average blowdown flow to the receiving water body is 1000 cfs or less. At the DAEC, the discharge rate is approximated by the cooling tower blowdown rate, which now averages about 1500 gpm, or about 4 cfs. The average flow in the Cedar River is about 3065 cfs. Using the NRC guidelines, an additional dilution of more than 100 in the Cedar River could be assumed for evaluating doses due to liquid effluent.
Considering the results of the thermal plume studies conducted in 1974, which indicated a dilution factor of 12 at a downstream distance of 350 feet, it is conservative to assume the dilution factors in the ODAM for the evaluation of doses during DAEC operation. A justification for the dilution factors will be added to the ODAM.
7. In Section 3.4 of the ODAM, simultaneous gaseous effluent releases from the release points are not considered when determining each monitor's setpoint.
IELP RESPONSE:
IELP records show that the NRC staff agreed that setting the DAEC effluent noble gas monitor setpoints as described in the ODAM is acceptable. That is because excessive radioactive effluent -release via the turbine building vent is unlikely. Other releases are likely to be initiated independently and released from different levels, i.e., vent and stack releases with points of maximum concentration offsite probably not coincident. Therefore, setpoints for gaseous effluent monitors may be set independently. This explanation will be added to the ODAM.
8. In Section 2.5 of the ODAM, a summation over the environmental pathways is missing in the equation for Dank.
IELP RESPONSE:
The equation for ADank represents a single exposure pathway as written. It is being modified to clarify that summation over applicable pathways is intended. The equation will read:

9. In Section 3.3 of the ODAM, the constant 2120 in the equation for the alarm setpoint for the main condenser offgas pretreatment monitor should be defined as:

IELP RESPONSE:
The definition of 2120 in the alarm setpoint equation in section 3.3 of the ODAM is being revised to correct it as recommended.
10. In Section 3.4 of the ODAM, methodology is described for calculating the setpoints for the noble gas monitors based on dose rates and also based on maximum permissible concentrations. It is not clear why the concentration method is included since Technical Specification 3.15.2.1 identifies the limits in dose rates.
IELP RESPONSE:
The basis regulation, 10 CFR part 20.106, is expressed in terms of a concentration limit. The unrestricted area concentration limit for radioactive gases and airborne particulate is derived from an annual dose rate of 500 mrem/yr to the total body or 3000 mrem/yr to the skin, the same as technical specification 3.15.B.1. The concentration limit is included in the ODAM to enable IELP to establish a limit and to assess compliance more easily in the event the computer implementing the dose rate calculations is inoperable. ODAM section 3.4 will be revised to include a statement of this basis.

11. In Section 3.5.1.1 of the ODAM, it is not clear how the total body dose conversion factors for the stack release in Table 3-4 are determined.
IELP RESPONSE:
Total body dose factors for exposure from a plume from an elevated, stack release were computed with the aid of an NRC code, RABFIN. Reference meteorology was assumed as the basis of atmospheric dispersion. The factors were computed for a postulated receptor at 1260 meters NNW of the plant, where the maximum exposure offsite is estimated to occur. This explanation will be added to the ODAM.
12. In Section 3.5.1.1 of the ODAM, the factor 1/3600 hour/second must replace the factor 1/3.156x10' year/second to be consistent with the technical specifications.
IELP RESPONSE:
The equation will be revised to produce an answer in units of mrem/yr.
13. In Section 3.5.2.1 of the ODAM, the factor 1/3600 hour/second must be included in the dose rate equations in order for the units to be consistent.
IELP RESPONSE:
A multiplicative term, 8.766 x 10' (Ci hr)/(ICi yr) will be added to the first two equations in section 3.5.2.1 in order to accommodate revisions to those equations. (See replies 14 and 34 also.)
14. In Section 3.5.2.1 of the ODAM, the units of the inhalation dose factors, TAni, should be defined as

in order to be consistent with the units specified in Appendix A of the ODAM. Also, it is not clear how the TAni values in Appendix A of the ODAM were determined.

15. In Section 3.6.1 of the ODAM, the alternate method of evaluating compliance with gamma air dose limits is not clear since there is one equation and two unknowns. Also when inserting the recommended values into the equation corresponding to the controlling location, the total release quantities exceed the 5.0 mrad/quarter technical specification limit. Therefore, all the following equations and values on Page 31 of the ODAM are incorrect.
IELP RESPONSE:
The terms of the equation in question are evaluated separately to derive the limit for a release from the stack or a vent. As a boundary condition, or limit, first set AQj8 = 0 and solve for AQ,. Next, set AQj, = 0 and solve for AQja.
To use the equation to assess compliance, enter the measured quantities, LAQjs and LAQj,, from the stack and vent respectively into the appropriate equation. Therefore, if -AQj, = 250,000 Ci and LAQj, = 12500 Ci were both entered

into the equation for assessing compliance with a quarterly release limit, the limit would be exceeded by a factor of two. Similarly, if both the same quantities were entered into the equation for DF on ODAM page 30, a dose of 10 mrem would be calculated. Therefore, no change to the ODAM is warranted.
16. It is unclear how the gamma radiation from stack to air dose conversion factors for noble gas radionuclides listed in Table 3-3 of the ODAM are determined.since the reviewer calculates values that are approximately twice those in the table.
IELP RESPONSE:
An NRC code, RABFIN, was used to calculate the air dose transfer factors, AFSj, in ODAM Table 3-3. They represent air dose at ground level 1260 meters NNW of the station from a unit release of the radionuclide i from the stack. An explanation will be added in ODAM section 3.6 and in a footnote to Table 3-3 to record this basis of A]Fi.
17. In Section 3.8 of the ODAM, in the dose equations for both stack and vent releases the quantities Qiks and Qikv must also be included inside the summations over the radionuclide index i.
IELP RESPONSE:
The first two equations in ODAM section 3.8 will be modified to include the recommended clarification. The modified equations are:

18. In Section 3.8 of the ODAM, the units defined for the dose transfer factors for the dose equations are not compatible with those tabulated in Appendix A of the ODAM and must be multiplied by the conversion constant 3.169 x 102 yr/sec
Ci/ Ci in order to be consistent with the units of the equations.
IELP RESPONSE:
IELP intends to replace the dose factors in Appendix A of the ODAM and the set we use in the PLG-MIDAS program with a set computed with GASPAR II - PARTS program or will correct identified discrepancies of significance. The equations in ODAM section 3.8 will be changed to make them compatible with the dose transfer factors used in Appendix A. (Reference response to Item 29.)
19. In Section 4.2 of the ODAM dose contributions due to direct radiation are not included as required in 40 CFR 190.
IELP RESPONSE:
In the ODAM, section 4.2, page 53, is a paragraph which states:
When assessing compliance with 40 CFR 190, Radiological Environmental Monitoring Program results may be used to indicate actual radioactivity levels in the environment attributable to the DAEC. These measured levels may be used to supplement the evaluation of doses to members of the public for assessing compliance with 40 CFR 190.
This paragraph is intended to enable IELP to evaluate environmental TLD measurements for significant elevation in exposure rate in measurements nearest the station. Thus, the ODAM does provide for evaluating conformance with respect to radiation directly from the station. IELP has compared environmental radiation measurements specified in ODAM Table 5.1 made by TLD as a function of distance from the station. IELP has not observed from the TLD data any significant elevation in gamma exposure rate offsite caused by the DAEC. ODAM section 4.2 will be revised to include a specific provision for evaluation by environmental TLD.

20. A simplified diagram illustrating the solid waste treatment system is not included in the ODAM.
IELP RESPONSE:
A diagram of a solid waste treatment system is included in the Process Control Plan for that system or in FSAR chapter 11, as appropriate. A Process Control Plan has been provided to the NRC. Thus no change to the ODAM is warranted.
21. A simplified diagram describing the liquid radwaste treatment system is not included in the ODAM.
IELP RESPONSE:
IELP will put a diagram of the liquid radwaste treatment system in the ODAM.
22. In Section 5.0 of the ODAM, the maps illustrating the Radiation Environmental Monitoring Program Sampling Locations are illegible and should be replaced. Also there is no legend on the maps to provide information about direction or distance. Also missing from the maps are site boundaries.
IELP RESPONSE:
Two revised figures illustrating the Radiological Environmental Monitoring Program sampling locations have been included in a more recent ODAM revision (Revision 4), dated December, 1991. The close-in map, Figure 3-3, will be revised to indicate distance scale and direction.
23. In Section 5.0 of the ODAM, it is not clear why the environmental figure numbers are 3-3 and 3-4, but located in Section 5.0.
IELP RESPONSE:
Figure numbers 3-3 and 3-4 and reference thereto in the text in section 5.0 are being changed to figure numbers 5-1 and 5-2 respectively.

24. In Section 5.0 of the ODAM a description of all the sampling locations required in Technical Specifications Table 3.16-1 is given but the broadleaf vegetation is not distinguished from the other classes of vegetation to be sampled.
IELP RESPONSE:
Absence of specification of specific kind of vegetable is needed to give IELP flexibility to collect the most desirable kinds of vegetables, including leafy vegetables, available from among the sites designated.
25. In Appendix B of the ODAM the data in Table B-1 should be updated or predictable. Otherwise the data should not be used.
IELP RESPONSE:
An evaluation of recent noble gas spectra (1989-1991) shows that the spectrum shown in Revision 3 of the ODAM is conservative. Therefore, Table B-1 will not be revised.
26. Table C.1 of the ODAM contains fish and potable water consumption pathway factors for all age groups. Using the methodology provided, the reviewer was unable to duplicate values for Ag-110m, Te-125, 1-130, Cs-134, Ba-139, La-140, Ce-141, Pr-143, W-187, and Np-239 in Tables C.1-1 through C.1-3.
IELP RESPONSE:
In order to assess the ODAM values for nuclides in question, IELP has derived dose transfer factors with the aid of computer program LADTAP 2, an NRC code which implements Regulatory Guide 1.109, revision 1. It was run with standard values of variables, with unit release, and unit dilution in receiving water. Dose transfer factors thus computed were normalized to the same units as in the ODAM. Next corresponding values were divided by the normalized LADTAP 2 value. In summary, factors in question in ODAM Table C.1 have been compared with factors computed using LADTAP 2. The results in Appendix 2 herein, were close except for values associated with l"o, Ba"', Lao4 0 , and W'. Yet, in every case compared, values in the ODAM Tables C.1-1 through C.1-3 were practically the same as computed by LADTAP 2 or were higher, i.e., ratio greater than unity. A ratio greater than unity suggests that a dose computed using the ODAM value would overestimate dose by comparison to the

same computation if it were done using LADTAP 2. (ERR indicates a null or no value.)
Should a release of radioactive liquid be released from the DAEC, doses from aqueous effluent would be computed in accordance with Regulatory Guide 1.109, revision 1 as implemented in the MIDAS program used by IELP. ODAM section 2.5 is being revised to be more explicit in alternatives of calculating dose beginning with the equations and factors in Regulatory Guide 1.109, rev. 1 or of using dose transfer factors in which some of the equation is already computed and tabulated. IELP also intends to revise the dose transfer factors for aqueous effluent pathways in ODAM Appendix C. (Reference response to Item 5.)
27. In Appendix A of the ODAM Table A.1-1 and the first two pages of Table A.1-2 are missing. Also pages A-2 through A5 contain tables duplicated later in Appendix A.
IELP RESPONSE:
ODAM revision 2, Appendix A, Pages A2 through A6 have been replaced in a later revision 4 by the correct Tables A.1-1 and A.1-2, inhalation dose transfer factors for adults and teenagers, respectively.
28. In Appendix A of the ODAM, for the infant inhalation pathway, the value in Table A.1-4 for Bone Tc-99m should be 1.40E-03 instead of 1.40E-04 and for Lung W-187 should be 3.96E-04 instead of 3.96E+05.
IELP RESPONSE:
Module PARTS in NRC computer program GASPAR II computed 1.4 x 10 for infant bone dose transfer factor from inhaled Tc99m and 4.0 x 10' for infant lung dose from inhaled W187 . GASPAR II computed 3.98 x 10' per unit release and unit atmospheric dispersion for W187 to infant lung. Both the ODAM revision 3 and EG&G values for W187 are discrepant. IELP intends to replace the ODAM Appendix A values and the set it uses in the MIDAS program with a set computed with the GASPAR II or PARTS program or will correct identified discrepancies of significance in MIDAS and will put the revised MIDAS factors in the ODAM. In Appendix A of the ODAM, for the Grass-Cow-Milk pathway factors in Tables A.2-1 through A.2-4, it is not clear how the Licensee determined values for Ni-65 and Zn-69 for all age groups and organs. Also in the same pathway, the values for Adult-Thyroid Cr-51, Adult-Kidney Mn-54, Child-Total Body Te-129 and Teen-All Organs 1-130 and 1-131 did not agree when checked by the reviewers.
IELP RESPONSE:
In questions 29, 30, 31, and 32, the review comment says that it is unclear how certain dose transfer factors were determined for environmental pathways originating with effluent air or that values derived by the reviewer do not agree with the values in the ODAM. Without knowing the reviewer's.values, IELP has derived dose transfer factors independently to serve as bases for verifying the values in question. The GASPAR II computer program was run with default values entered for dependent variables and with factors normalized to unit release (1 jCi/s), unit atmospheric dispersion (s/m3), and unit deposition (1/M 2) in order to compute dose transfer factors for airborne effluent to serve as a basis. GASPAR II is an NRC computer code which implements Regulatory Guide 1.109 models and factors for gaseous effluent. GASPAR II includes a module, PARTS, which also implements Regulatory Guide 1.109, rev. 1, with factors normalized to unit release (1 Ci/s), unit atmospheric dispersion (s/m3), and unit deposition (1/M 2) The values were compared to a third set of dose transfer factors which were computed with an earlier version of GASPAR as implemented in MIDAS.
The computed factors and those in the ODAM were all normalized to the same units. Then each value in a normalized set, i.e., same pathway, age, organ, and radionuclide was divided by the value computed by PARTS. Values computed by PARTS and GASPAR II were close, within about 0.03. Values computed by the earlier GASPAR were generally close except for total body dose to an adult from Ce-144 ingested by an adult via the grass-cow-milk pathway (ratio = 5.66) and for total body dose to an adult from Cs137 via the disposition on ground-irradiation pathway (ratio = 0.79). These anomalous values seem to be unique to the PL&G computation using GASPAR.
Because GASPAR II and PARTS are NRC codes which implement Regulatory Guide 1.109, revision 1, IELP is using them herein as bases for comparison with the ODAM values in question. The ratio of an ODAM value in question to the PARTS should indicate the goodness of .the ODAM value. As

the tabulation in Appendix 1 hereto reflects, almost all of the ratio values in the ODAM column agree well with PARTS and GASPAR II or exceed unity. (ERR indicates a null or no value.) A ratio greater than 1.0 indicates a value larger than the corresponding value computed by PARTS and suggests that a dose computed by IELP using the ODAM value in question would overestimate the dose by comparison with the same computation if it were done using GASPAR II.
A few of the values in question differed prominently (ratio 0.7 or 1.3) from those computed by PARTS or GASPAR II.
They are tabulated in Appendix 1. IELP will evaluate which of the sources, including GASPAR II or PARTS, may be responsible for deviations from RG 1.109, revision 1. This evaluation will enable IELP to revise the ODAM Appendix A values and the set used in MIDAS. The set will be derived using GASPAR II or PARTS with values of variables recommended in Regulatory Guide 1.109, revision 1.
30. In Appendix A of the ODAM, for the Grass-Cow-Milk pathway factors in Tables A.3-1 through A.3-3, it is not clear how the Licensee determined values for 1-130 for all age groups and organs. Also in the same pathway, the values for AdultTotal Body Ce-144, and Teen-Kidney Np-239 did not agree when checked by the reviewers.

33. Section 2.3 of the ODAM indicates that the liquid radwaste effluent line monitors provide an alarm function only, whereas Table 4.14-1 of the Technical Specifications states that the monitors provide in addition, automatic isolation. The description of the ODAM should be consistent with the requirements of the Technical Specifications.

IELP will revise the ODAM to indicate an alarm and or isolation function where appropriate. The diagram referred to in item 21 herein will indicate monitoring locations.
34. The equations in Section 3.5.2 of the ODAM which are used to calculate the dose rates from the release points are defined to be in units of mrem/hr .instead of mrem/yr and are therefore inconsistent with the units of the dose rate limits of Technical Specification 3.15.2.2.

The equations and units are being changed as described to produce an answer in units of mrem/yr.
35. It is unclear why Section 3.9.1 and 3.9.2 are included in the ODAM since the gamma dose to the air and beta dose to air have already been addressed in Sections 3.6 and 3.7 and the Technical Specification requires no further treatment.

The methods presented in sections 3.6 and 3.7 are for the purpose of computing dose to air from radioactive noble gases. They enable assessment of compliance with air dose limits applicable to radioactive noble gases that are stated in Technical Specification 3.15.C. The assessment is required by Technical Specification 4.15.C.1.
36. On page C-2 of Appendix C of the ODAM under the definitions of DFi and BFi, references are made to Tables A.3-1 through A.3-4 and A.1-1 of Regulatory Guide 1.109 Revision 1. Regulatory Guide 1.109 Revision 1 contains none of the tables referred to above.
