Introduction The Academic Program Viability Report (APVR) was designed as an abbreviated yearly summative evaluation of a program’s viability and productivity. It provides key College stakeholders such as the President’s Strategic Issues Council members a snapshot of relevant program specific information in order to highlight program trends and issues. The publication of this report begins the process of making critical decisions regarding the continued sustainability of a program. Reports indicating positive program trends may be used to identify and document best practices that can be utilized by programs throughout the College. Programmatic issues can be further investigated through the Comprehensive Academic Program Review (CAPR) process. Normally occurring on a three-year cycle, the CAPR process may also be initiated at the President’s request. This 2012-13 Academic Program Viability Report contains detailed measure descriptions as well as individual program reports for all lower division programs designated by the active twenty-seven academic organization levels. Program Viability Process The program viability process begins with the drafting of trend charts for each of the programs in each of the five main measure areas: SSH Enrollment, Unduplicated Headcount, Course Success Rate, Percent Full Metric, and Program Graduates [Note: the sixth area, employment trend information, is not charted and cannot be directly impacted by program performance]. To enhance the program viability report process, it was decided in 2013 that program specific data would be extracted from SPC’s Pulse/Business Intelligence. Program administrators extracted their programs’ trend charts and uploaded them to SharePoint during training sessions held by Institutional Research and Effectiveness in fall 2013. Program administrators later reviewed their respective program charts in preparation for the individual meetings. As in prior years, program administrators met with assessment and workforce personnel to review the measure data charts and discuss various actions (3-5 overall) that they could implement within their programs to improve upon their prior performance.

Program Action Plans A Program Action Plan is used to capture this information. After the program viability meeting and agreement by the appropriate parties, program administrators complete an automated form, which is added to each program’s APVR. Follow-up Reports These meetings also contained a discussion regarding the previous year’s performance on the action plans. A second form, Program Action Plan follow-up, is used to capture the qualitative results of the previous year’s action plan items. This completed form is also added to the program’s APVR.


2012-13 Viability Report Measure Descriptions The enhanced individual program reports include six measures which are designed to evaluate a program’s viability. The source of the information for the first five measures is the Viability Report Dashboard in the SPC Pulse/Business Intelligence system. Measures were extracted between September 12, 2013 and October 4th, 2013. Each measure is described in detail below. Measure #1: Unduplicated Headcount Unduplicated headcount is the total number of unduplicated students enrolled in courses within the specified Academic Organization during the selected academic years. The filters for the Unduplicated Student Count measure are as follows:

Measure #2: SSH Enrollment SSH enrollment is defined as the total number of student semester hours in the specified Academic Organization during the selected academic years. The filters for the SSH Enrollment measure are as follows:


Measure #3: Performance The performance graph displays the percent of students successfully completing a course with a grade of A, B, or C (success rate), divided by the total number of students enrolled in courses within the Academic Organization during the selected academic years. The performance table includes the percent of students successfully completing a course with a grade of A, B, or C (success rate), as well as the percent of students who withdrew, or received a grade of F or WF, within the Academic Organization during the selected academic years. The filters for the Performance measure are as follows:



Measure #4: Percent Full The percent full metric is calculated by dividing the actual enrollment count of the specified Academic Organization, by the Standard Course Load (SCL) for selected the academic terms. The filters for the Percent Full metric are as follows:

Measure #6: National, State, and County Trends Employment trend information is reported by country, state, and county. The source of the information is: Economic Modeling Specialists International www.economicmodeling.com .Jobs (2013) refers to the average annual job openings due to growth and net replacement; % Change (2012-2017) depicts the percent change in the number of annual job openings during the five-year period; and Median Earnings refers to the average earnings for the specified job title.

III. Area(s) of Concern/Improvement:

The End of Program assessment for Building Arts students who were being assessed in Engineering Technology will be addressed as an action item for this report. The enrollment in Building Arts is still an area of concern due to this down cycle in construction, although a number of encumbered workers are presently enrolled in courses both to upgrade their skills and for a recertification. Students enrolled in either Building Arts or Engineering Technology will continue to work collaboratively on projects in both academic areas, and share the advanced technology available in the Collaborative Center for Emerging Technologies (CCET). Building Arts graduates continue to obtain jobs, and SPC ranks highest in the state for placement in both Architectural Design and Construction, and Drafting and Design. There has been a consistent rise in the number of graduates of the Architectural Design and Construction program.

All action items were completed. III. Evaluation of the Impact of Action Plans on Program Quality The identification of program outcomes measures will help us improve the quality of our programs going forward. This will aid in continuous improvement efforts. The Banking and Financial Services sub-plan eliminates old AS programs and streamlines the curriculum. The combined sub-plan permits students to take some business courses and a consolidated finance track that offer increased value for students. We anticipate that more students will be attracted to the new plan.

The revised Insurance AS program aligns with the insurance industry standards. All courses have been developed, so students will be able to easily complete the program. As a result of the revitalization of the program, the Florida Independent Insurance Association has provided us with scholarship funds to help students with tuition costs.

III. Evaluation of the Impact of Action Plans on Program Quality The CCIT Advisory Committee's subcommittees have worked on a plan to involve all members and the full-time faculty to evaluate and recommend changes to the curriculum to the Dean for consideration. This action has helped to ensure an up-to-date quality program in the field of technology that continually changes and requires a level of scrutiny that Advisory members out in the field can bring to the table.

The project on identifying students with W an WF grades in the CCIT program and then placing them into categories has assisted the faculty and program administrators in understanding what needs to be done to work with students to ensure student success by being on top of the issues earlier on in the course.

The HITT grant is going into its third year and CCIT is now only responsible for the CISCO certificate as the other technologies have been moved to Corporate Training. This move needed to happen as students need to get in achieve the training and then move on to jobs quicker than most academic programs allow. The CISCO program is taught in an accelerated format. The STEM grant is in the process of being implemented.

III. Evaluation of the Impact of Action Plans on Program Quality

1. Our new adjunct faculty member has brought many years of experience to the program and has become a real asset.

2. By advertising on the college web page our enrollment at the orientations has increased approximately 30%.

4. The survey allowed us to drop the idea of an academy style program due to the lack of student support.

III. Evaluation of the Impact of Action Plans on Program Quality The installation of the chairs and technology has increased the efficiency of the delivery of care to our clinical patients and has given the dental hygiene students access to state of the art equipment. This will impact our students’ placement and also the programs enrollment. The integration into the curriculum of local anesthesia administration has increased workforce marketability for our graduates due to this expanded skill. The training of the entire dental hygiene faculty has impacted our service to the community largely by offering continuing education in this skill. Specific information in all material (and webpage) related to advertising the dental hygiene program, and addressing the educational value of serving as a patient subject throughout the program, provides consistency and clarification during the admissions process. This will impact the programs’ enrollment and course success.

In order to implement the action plan it will require the purchase of a laptop or similar equipment. Our plan is to expand upon questions now asked on paper and move to electronic surveys to more efficiently track the data collected.


Health programs are regulated by specialized accreditation which places limits on class size, student/faculty ratios, and enrollment. This has an impact on the relative fiscal profitability of these programs. Additional requirements are placed on attrition and graduation rates, so the monitoring of the data collected in clinical courses will allow for a more data driven decision making process related to student success. The results would be used to improve our clinical courses, and therefore course success rates. As course success rates improve, graduate outcomes improve, and academic excellence is enhanced.

Along with several other Fine Arts programs, a Bachelor’s of Science- Digital Arts and Entertainment has been discussed. Several meetings have taken place and a mission statement has been created.



All action items were completed. III. Evaluation of the Impact of Action Plans on Program Quality While enrollment in other programs is decreasing, the Digital Arts, Media and Interactive Web Design (DIG) program has continued to increase. Adding sections for major courses with no prerequisites, allowed more students outside the program to explore areas they may find interesting. More sections, and a variety of times and delivery options were added in order to reach more students. In most cases, students can take the entry courses online, blended, or face-to-face. Visiting other campuses to help promote the DIG program, helped to open communications, and allowed us to explain program changes that may have been an issue when counseling our students.

Hosting area high schools has helped increase awareness of the DIG program, which may result in increased enrollment.

While the program’s success rate remains competitive, it decreased slightly as enrollment nearly doubled.

III. Evaluation of the Impact of Action Plans on Program Quality The College of Education (COE) anticipates the website revision to positively impact unduplicated headcount and SSH enrollment in the annual enrollment figures for the 2013-2014 academic year. The COE further anticipates that the benefits of these efforts are likely to be realized beyond the 2013-2014 academic year.

The addition of the early alert notification and the student commons in Angel should allow for easier tracking of student success coincident with the students’ original intent upon program admittance. It is anticipated that this will also allow for communications to facilitate an increase in course success rates and program graduate rates as early as the 2014-2015 academic year.

III. Evaluation of the Impact of Action Plans on Program Quality

The availability of another field internship site, especially for paramedic, would give the students insight into another type of EMS system. This would definitely enhance their education. It can also open up employment opportunities for them after graduation.

Continued interdisciplinary scenarios/education supports mutual respect among health professions, and helps students learn how to successfully transition patient care. It also meets National EMS Education Standards for transfer of patient care, giving a succinct and accurate patient report, and assuring safe patient care.

The Community Paramedic curriculum is currently in revision on the national level. It has changed its name to Mobile Integrated Healthcare Provider, which may expand to other professions besides EMS. I will revisit in one year. It would not be in the best interest of the college to offer this degree at this time.

We need to fill the open faculty position. If we are unable to obtain additional clinical sites, we will need additional high-fidelity simulation mannequin to meet accreditation requirements for core competencies that will allow students to graduate on time.




We need additional space for a dedicated simulation area, as noted by the last program site re-approval visit conducted by the Dept. of Health, Office of EMS. This is especially important in lieu of our upcoming national reaccreditation visit in Fall, 2015, in which this was noted as a deficiency/weakness. Clinical affiliations are becoming more difficult to obtain, and we are often denied access due to priority being given to nursing students.

Several state colleges are now offering alternate energy or renewable courses. We have not had much movement for courses in this area however.

III. Evaluation of the Impact of Action Plans on Program Quality Due to interest in both the Advanced Manufacturing subplan, with the Automation specialization, and Medical Devices program, we will be able to explore these program developments to meet the need of our manufacturing industry. The Florida TRADE Grant training will be monitored and surveyed for the demand for college certificates and the AS degree in the Medical Device Manufacturing. The Medical Device Manufacturing will be the only type of degree in the state of Florida and will bring additional interest from a statewide viewpoint as well as nationally.

The new website developed during 2012 will enhance the program marketing of the courses, certificate, and degree offerings.

These events will be designed to give the faculty and online students a chance to interact face to face. Some events will be geared strictly to faculty training.




Major concern: Our online Fire AS degree program has enjoyed fantastic success for the past seven or so years. We have grown to the largest Fire Science program in the state of Florida. With success comes a price. In 2013, Valencia College asked to have access to our fire program to emulate our success.

Additional requirements are placed on attrition and graduation rates, and the health programs exceed all of these benchmarks.

Student communications is a continual focus of Program representatives, lead instructor, outreach specialist, and internship specialist. A beginning-of-term welcome letter to all students indicating goals, potential achievements, career guidance, and activities is sent. Classrooms are visited and students are encouraged to interact and share thoughts and ideas. Online courses are included by sending a message to students from Program representatives to solicit their thoughts and ideas. Course success is indicated by dramatically increases in completion points, certificates and degrees.

The information indicates that both college credit certificates and industry certificates have value as an indicator of student success. The SPC Hospitality and Tourism Management Program has determined a strategy that can allow a student to achieve both types of certificates in the same curriculum by utilizing industry association content and testing in the existing classes. The Program has solicited information and data from various venues, hotels and restaurants that specifies many of their employee requirements. The Program expects to have a positive impact on the students’ job placement and success due to the completion of the Program. Data collection to verify those results will be conducted for the Spring 2013 and Fall 2013 graduates.

Evaluation of the Impact of Action Plans on Program Quality One impact on program quality resulting from the completion of the action items, is the expected continued increase in enrollment. The program enrollment increased from 162 in Fall 2012 to 193 in Fall 2013, which represents an increase of 16%. Increased communication with the students and the industry, will allow the program to continue to provide a valuable product for the student and a service for the industry that will realize an increased enrollment.

Another impact on program quality is the increase in completions, both for A.S. degrees and certificates. The program is better able to achieve increased completions by providing assistance to students, and identifying and meeting their needs and expectations. The key element is communication on all levels with the students, and offering guidance with curriculum planning to assist students in timely and efficient achievement of certificates and/or degrees.

As a result of the action item completion, the program is able to develop strategies to better serve the needs of the Hospitality industry. One of the strategies implemented is the enhancement of the curriculum and curriculum content to ensure that the program is closely aligned with current and future needs of the industry. By continuously evaluating the courses, course content, and their relevance to the industry, the program will serve an integral role in the Hospitality and Tourism marketplace.

PD created the SPC HEC New Student Orientation Survey to solicit feedback regarding the orientation experience. This has been shared with all PDs. The evaluation method included the implementation of processes to gather more data on student applications, notices of intent, and program coding. There has been an increase in the number of students (who are taking HUS classes) and are coded in their correct program. Additionally, the HUS 1111 program entry course will have enrollment contingent upon completion of HEC orientation. Students will not be able to self-enroll.

Student retention rates and graduation rates in the human services programs will improve based on new procedures. Assessment and evaluation methods will continue to be used to provide monitoring of students success and identification of students who are in need of outreach. New procedures include the creation of a student outreach survey that is sent to any student who does not successfully complete a course with a C or higher. Students will be sent this survey when they are a no-show after week 1 & 2 or anytime within the semester if they self-withdraw or receive a WF.

Evaluation of the Impact of Action Plans on Program Quality Maintaining current relationships with the stakeholders in the area clinical agencies is critical to the well-being of the associate degree program. It is imperative that our clinical partners are kept abreast of the goals of the program so that they can inform clinical instructors about initiatives in their facilities that will help our students meet the nursing program's goals. Also, visits to clinical sites builds rapport between nursing administrators/clinical educators and the administrators in the nursing program. Finally, clinical site visits confirm and validate our continued use of these clinical agencies for our students.

Evaluation of the Impact of Action Plans on Program Quality Although the budget request to fund a full time physical therapist to staff a patient clinic was completed, the budget initiative was not accepted. The impact is the program’s continued reliance on outside agencies to fulfill PTA students’ clinical course requirements. Exit interviews conducted with PTA students who were unsuccessful in program completion showed a correlation with student enrollment in general education/support courses, concurrently with the PTA courses. Giving seat priority to those students having most, if not all, of their general education/support courses complete prior to beginning the PTA program will provide students the best opportunity to be successful, and lower the program's attrition rate. Presenting an evidenced-based seminar on collaborative models in clinical education will educate area clinicians in models other than the 1:1, and show them how to implement those different models. If we can educate and promote 2:1 models in clinical education, the impact would be greater availability of clinical slots.

Our plan is to form a committee that will identify pros and cons of employing this software. Cost is one of the issues that they will address.


One concern that I have with the program at this point in time is a course entitled, RTE 2949 Radiography Co-op Education. This is an elective course that has an SCL of 20 but rarely has more than 4 or 5 students enrolled. As a result, this low ratio is affecting the program's "Percent Full" annual results. This is a valuable class for our students because it provides an opportunity for an internship that almost always leads to employment after graduation. My plan is to look for a creative way to continue to offer this course but to do it in a way so that it will not negatively impact the program.

We have isolated which students were admitted under which method, and will monitor the graduation and retention rates of each group of students on an ongoing basis.

All action items were completed. III. Evaluation of the Impact of Action Plans on Program Quality Since the program only recently started admitting students under selective admissions and participating in interdisciplinary activities, it is difficult to fully assess the impact of these action items on program graduation and retention rates at this time. As the program continues to monitor these action items in the future, we will be better able to fully assess the impact on graduation and retention rates.

Students scored 84% of the national mean in infection control which is an opportunity for improvement. Infection control is discussed very early on in the curriculum. We will add an interactive module to a course occurring later in the curriculum, such as RET 2879L, so that students are given the opportunity to review this area less than 60 days before they typically take these credentialing exams. We will re-verify that all areas listed in the new National Board of Respiratory Care (NBRC) content matrix are covered in course content.

Health programs are regulated by specialized accreditation which places limits on class size, student/faculty ratios, and enrollment. This has an impact on the relative fiscal profitability of these programs. Additional requirements are placed on attrition and graduation rates, and our program has exceeded all these benchmarks.

We have established close contact with the internship coordinator to provide broad-based internships in areas not limited to education.

We have met with faculty and have agreement on the recommendation and implementation of the screening, which will be implemented in fall 2013 for courses to be taken in spring 2014.

We revised the program effective for fall 2013, and expanded the services offered by the ASL lab so that students can enhance their skills while completing the interpretation courses. In addition, program leadership have completed advanced PULSE/BI training in order to accurately track program majors.

III. Evaluation of the Impact of Action Plans on Program Quality The impact of increasing internship options has had successful results for program quality. We have been able to offer students more choices for internships, and we have a broader spectrum of placements, for example, in Pinellas Co. schools. Some placements have resulted in immediate employment, as is the case for two interns. Also, because we have broadened the internship possibilities, we have been able to place interns earlier in the semester, which means that the interns have a longer time period to build relationships with the internship site coordinators.

In Fall 2013, we conducted two pilot screenings for ASL 3 with the goal of establishing standards. The screening results gave a baseline; however, the results did not indicate an adequate distribution of scores. The success of this pilot allows us to make better adjustments and improvements of future screening tools. Overall, the screening better prepares instructors for the next level of ASL student evaluations and offers additional improvement of instruction.

We strongly encourage students to self-identify to the major in the first quarter of the semester. We repeat the suggestion in regular meetings of the Silent Titans student club. We expanded the ASL Lab tutoring by adding two ASL tutors who are native signers. These tutors work on three campuses: Gibbs, Tarpon and Clearwater. Because of this increased availability, students not only have more access to tutoring, they also have more opportunities to interact with native signers.

The Business Intelligence training for program leadership and for ASL/INT faculty allows us the ability to track program majors; this tracking allows for more effective planning, which means we have better ability to predict courses needed and to anticipate enrollment outcomes and graduation patterns.
