The University of South Dakota (USD) requests authorization to deliver the Paramedic specialization within the Bachelor of Science (BS) in Health Sciences at the Health Sciences Center in Sioux Falls, SD. Offering the specialization in Sioux Falls aligns with the demographics of students and faculty currently involved in the specialization as most reside in the Sioux Falls area. In addition, the facilities and faculty available at the Sioux Falls site provide access to improved laboratory and simulation experiences for students.
USD is currently the only school in the Regental system authorized to provide the
specialization. USD estimates graduating forty students per year after full implementation. USD is not requesting new state resources to deliver the program; however, USD is
requesting authorization to charge the state-support tuition rate (based on student residency) plus delivery fee (the same tuition and fee structure charged to other programs/credits delivered from this campus). A chart showing the comparison is below:

1. What is the need for this program in this site (these sites)? What is the expected demand
for graduates in the site(s)?
The University of South Dakota seeks approval to offer the Paramedic Specialization, an option
for students in the Bachelor of Science, Health Sciences program, at the Health Sciences/Sanford
School of Medicine building in Sioux Falls. The Paramedic Specialization is made possible
through an academic partnership with Sanford USD Medical Center’s Center for Pre-Hospital
Care and the University of South Dakota School of Health Sciences. Offering the specialization
at the Health Sciences Center in Sioux Falls will afford students the opportunity to learn in a
professionally engaging environment. As all laboratory/simulation experiences and clinical
learning experiences will occur within the hospital setting and with ambulance runs originating
out of Sioux Falls, the learning experience will uniquely prepare students in their field of
professional practice while providing direct contact with those currently in the field. Students
indicating interest in the Paramedic Specialization as well as the faculty team for the
specialization are from Sioux Falls and its surrounding communities. The teaching faculty and
supervising physicians are all employees of Sanford Health. Center support staff responsible for
providing administrative assistance to the Paramedic faculty, are also located in Sioux Falls.
Thus offering the specialization at the Health Sciences Center in Sioux Falls would reduce travel
time and expenses for students, faculty and staff.

The Sanford Center for Pre-hospital Care has provided comprehensive support, services and
education to EMS agencies since 2001, reaching more than 100 communities and over 121,000
providers within the state of South Dakota. The Sanford Center for Pre-hospital Care, in
partnership with the Department of Public Safety, has provided learning and development
opportunities for South Dakota EMT’s as part of their monthly training program. Community
EMS responders have the opportunity to participate in didactic-based and/or skills-based
education to maintain a current knowledge base and skill proficiency. In collaboration with the
Department of Public Safety Office of EMS, the Center for Pre-hospital Care delivers an
education agenda that fulfills all aspects of the South Dakota EMT recertification requirements.
The quality of educational experiences provided by The Sanford Center for Pre-hospital Care has
grown into a first-rate reputation amongst the EMS community of South Dakota. The center’s
presence in the community and its support of the ambulance services and personnel has
generated an environment of trust that has resulted in ongoing requests for additional learning
opportunities. As the instructors of the Center for Pre-hospital Care have traveled and conducted
classes, they have observed stark shortages of EMTs and Paramedics across the State of South
Dakota. Rural ambulance services in South Dakota have declared a hardship, i.e., they no longer
have enough people to run the ambulance calls in their town. Many of the current EMTs
practicing in our rural towns are in their upper 40’s and 50’s with no succession plans in place to
assure viability for the future needs of emergency services within their communities. A number
of current EMTs have approached the staff members of the Sanford Center for Pre-hospital care
with requests to offer the Paramedic Specialization in Sioux Falls. The paramedic specialization
will serve the region and state of South Dakota well, as it addresses a critical need in meeting
emergency medical services in our rural state.
2. Is any regental university authorized to offer a similar program at the new site(s)? Is
any non-system institution offering a similar program at the new site(s)? If either answer is
“yes,” identify the institution(s) and program(s) and explain why authorization is
requested.
No other Regental university is authorized to offer the paramedic specialization.
There are two Associate of Applied Science paramedic programs offered by the technical
institutes in South Dakota, one at Lake Area Technical Institute in Watertown and one at
Western Dakota Technical Institute in Rapid City. USD holds program-to-program articulation
agreements with these two programs. Western Iowa Technical and Community College in Sioux
City, Iowa also has a paramedic program leading to an associate degree. USD holds a program-
to-program articulation agreement with this program as well. This Paramedic Specialization
offers interested students a new opportunity to earn credit hours as a component of a bachelor’s
degree. Students are seeking the new approved specialization through USD because of a desire
to earn university credit with plans to progress to graduate education. Many express an interest
in the physician assistant (PA) program.

3. Are students expected to be new to the university or redirected from other programs or

site(s) affect enrollments in other campus and off-campus programs in the regental system?
A cohort of 15 is estimated to begin in FY16 and new cohorts of 20 per year in subsequent years.
The paramedic specialization is a two year track thus 40 annual enrollments are anticipated by
FY18.

Impact on Existing Programs
This request is to offer the paramedics specialization at the Health Sciences/Sanford School of
Medicine building in Sioux Falls. The specialization is expected to attract new students to USD
who are currently EMTs in rural communities around Sioux Falls and who wish to become
paramedics. The only impact on any existing programs would be to the health sciences major
itself. The paramedic specialization offers interested health sciences students an avenue to
complete the specialization as a University of South Dakota student, rather than to transfer to a
technical institute or community college.

5. How will you provide student services comparable to those available for students on the
main campus?
The Paramedic Specialization faculty and staff are located in Sioux Falls. The Paramedic
Specialization program director will establish, post, and be available regular office hours
for student appointments. The advisor is located on the university campus in Vermillion
and has experience working with online students, thus will appropriately advise students
of general education requirements as well as graduation requirements. The advisor will
schedule advising days in Sioux Falls each fall and spring to assure student needs are
met. The existing Wegner Library will be readily accessible to students as will USD’s
main library via its infrastructure to serve off-campus and distance learners (full-text
online journals, interlibrary loan, etc.).
6. Is this program accredited by a specialized accrediting body? If so, address any program
accreditation issues and costs related to offering the program at the new site(s).
Accreditation will be sought through the Commission on Accreditation of Allied Health
Education Programs (CAAHEP) for the Emergency Medical Services Professions. CAAHEP
accredits programs upon recommendation of the Committee on Accreditation of the Educational
Programs for the Emergency Medical Services (CoAEMSP). Program costs, including all
expenses related to accreditation are the responsibility of Sanford Health.
7. Does the University request any exceptions to Board policy for delivery at the new
site(s)? Explain requests for exceptions to Board policy. If no exceptions are requested, enter

The University of South Dakota intends to offer the Paramedics Specialization at USD’s Health
Sciences and Medical School’s Sioux Falls Campus (HSC) at the state-support tuition rate (based
on student residency) plus delivery fee. This is the same tuition and fee structure charged to
other programs/credits delivered from this campus, including the MD program, MSW and
Nursing.
8. Costs, Budget & Resources Related to New Courses at the Site: Explain the amount and
source(s) of any one-time and continuing investments in personnel, professional
development, release time, instructional technology and software, other O&M, facilities,
student services, etc needed to implement the program at the new site(s). Complete Appendix

Paramedic Specialization The paramedic specialization is optional, however, students wishing to add the specialization must: 1. have instructor/Health Sciences permission due to need for certification requirements (BLS for healthcare provider and EMT-
