Hospital Medical Director’s report Leonard Lawrence then observed:
“He was then medicated to the extent that he lost mental capacity”
During the period the Official Solicitor of the Supreme Court acted as his Guardian ad Litem, three Court of Protection medical certificates (CP3s) had been obtained but not registered with the Court of Protection. (by solicitor Helen Clift from within the Official Solicitors office)
He was, therefore, for nearly 18 months regarded as a mentally ill patient without access to the Court of Protection. During this time considerable amounts of his assets went missing.
Professor Abou-Donia, Professor of Pharmacology and Cancer Biology and of Neurobiology Tau and MBP suggest the presence of moderate brain injury. Consistent with chemical –induced nervous system injury.
“We were very concerned by what we heard about the safeguards. The evidence suggests that tens of thousands of people are being deprived of their liberty without the protection of the law, and without the protection that Parliament intended.Worse still, in some cases the safeguards are being wilfully used to oppress individuals and to force decisions upon them. The Government needs to go back to the drawing board to draft replacement provisions that are easy to understand and implement, and in keeping with the style and ethos of the Mental Capacity Act.”

Alastair Pitblado Official Solicitor to the Senior Courts
Alastair Pitblado on 29 June 2009 advised the Bar Standards Board and May Maughan, Deputy Official Solicitor, in June 2009 the Solicitors Regulatory Authority that the point had not been reached in the Leonard Lawrence case SL03D00938 where the Court of Protection was necessary. The Official Solicitors files disclosed in March 2012 identified that Helen Clift knew that a consent order was required from the Court of Protection.
The Queens Bench Division on 3 July 2014 release a report by barrister Caroline Willbourne, 1 Garden Court Chambers, identify that Leonard Lawrence had been incapable of legal discussion and understanding with the Official Solicitor, or any solicitor instructed by the Official Solicitor, for over one year.

Since January 2006 his department has been brought in to represent 588 parents deemed to “lack the mental capacity” to instruct lawyers in cases where their children faced the possibility of adoption.

On the 13 October 2014 following a Subject Access Request copied into Mrs Justice Pauffley, Simpson Millar LLP Solicitors release Ten Record Box Files containing Leonard Lawrence’s case files that included Court of Protection Medical Certificates.
The case files were viewed by the Serious and Organised Crime Unit, Devon and Cornwall Police, in 2015. The files had been under the control of solicitor David Harrington, Partner at Simpson Millar LLP Solicitors Leeds Office. The case files had been withheld from Leonard Lawrence whilst matters were active in 2012 and 2013 in the following courts: The Queens Bench Division

The Court of Protection
In January 2015 offences of fraud and more serious offences including perjury were identified that Det. Supt. Tim De Meyer, Thames Valley Police and Det. Ch. Supt. Jon Reilly, Avon and Somerset Police, have failed to investigate.

As of today 23rd April 2016 His Honour Judge Simon Oliver has still to make the retransferring order as instructed by Mrs Justice Pauffley in February 2013.
His Honour Judge Simon Oliver will also need to include the four Court of Protection Medical Certificates and the Medical Reports issued under Part V11 Mental Health Act 1983 that he has held at Reading County Court since 2012, prior to his appointment as a ticketed Court of Protection judge in October 2015.

What do we need going forward?
• We need to unite and organise
• We need serial numbers and/or barcodes to establish an audit trail when we are deemed to lack mental capacity
• We need committed support from the National Press
Final Thoughts
• We need society at large to realise that asset stripping children, adults and the elderly when they are most vulnerable is a multi billion pound industry
• It is enabled by administration and management systems that are not fit for purpose
• And exploited by individuals who seek out positions of power and authority for the very purpose of taking from others.

Mr Brazil had been instructed by BP Collins Solicitors. Solicitor Susan Andrew is known to be holding the first medical report that certified Leonard Lawrence in 2004, its existence was denied to the court by solicitor Graeme Fraser, BP Collins Solicitors, in February 2005.
