The Arts4all meeting in 2014 is linked to the 9th International Children’s and Youth Art Exhibition “Stories of Today” and we will participate in its opening ceremony on October 4th at Castle of Lights.

Due to societal changes arts education nowadays is intercultural communication. In-tercultural communication in this case isn’t understood as communication between different nations, but also as communication between different lifestyle groups. That involves also communication between different generations, social milieus, nations and religions, between students and teachers, between digital natives and digital im-migrants, between punk rock fans and techno-culture and so on. Arts education is re-lated to the whole human being. It therefore is predestined for broad and inclusive pro-cesses of intercultural communication and learning. This requires certain competences by the art pedagogue and may change arts education practice. Children and youngsters living in Europe should be enabled to perform self-confident as European citizens with-in a globalized world. In creative processes children and youngsters learn to communi-cate in an aesthetic way. They may apply or deconstruct different cultural symbols and codes, iconography or stereotypes, which they find in a globalised world. Thus artistic process might be considered as intercultural communication, too. But what are the surrounding conditions to speak of arts education as intercultural communication?

Linked to the 9th International Children’s and Youth Art Exhibition “Stories of Today” the Arts4all conference is to discuss about chances and difficulties of arts education as intercultural communication in a globalized world. We would also like to invite Latvian Arts Schools participating in the exhibition to take part in the Arts4all conference and European Arts Schools participating in the Arts4all meeting ask to take part in the ex-hibition.

Within two hours six projects of European art schools are shortly presented: “Walls and Bridges. Stories of Love and Hate. Likes and Dislikes” is the first bi-national youth exchange, which is inspired by and directly liked to the Arts4All network. Peter Kamp, chaiman of Federal Assisiation of Youth Art Schools in Germany will give us first impres-sions about it.

Andrea Siamis from Bremen/Germany is head of the dependence of Quartier gGmbH in the area of Tenever. As an example of her com-munity based intercultural work she will present a youth art project vorBild, an intercultural project, she ran in Bremen.

Discussing “Snapshot” Joost Goethals, lecturer at Fotohuis Brugge/Belgium talks about the importance to collaborate with cultural partners within the city. “Escaping ahead” is the title of Gudula Trefzgers presentation, head of Freiburg Art School/Ger-many about a music video project with unattended refugees from war zones. Liv Grud Vestbjerg, chairman of the national union of children, art and pictures from Aarhus/Denmark points out a new situation about building bridges between different organi-sations, aesthetic fields and social groups in the area of youth culture in Denmark. Arie Keijzer, director of Schoolen in de Kunst, Amersfoort/Netherlands presents the schools new building and talks about relevant organisations in the Netherlands.

Results from the intercultural exploration

“Kunst-Code“ of German art schools Friday, 3rd October 14.00 to 14.45

From 2008 to 2010 the federal association of art schools in Germany (bjke) ran the project. “Kunst Code. German Arts Schools in Intercultural Dialog” with 12 art schools situated all over Germany. Investigating the intercultural qualities of their works they pointed out four chapters of interest: barriers of accesses and new target groups, in-tercultural education in cooperation with schools, kindergartens and migrant organiza-tions, potentials of integration with and though the arts and mobility and the potential of youth exchange within Germany. What they learned may indicate certain markers of a professional attitude for inclusive practice in arts education. Focusing on barriers of access some of those results will be presented.

Lecture reflects the research of different art and culture media in Latvia by analyzing new cultural information portals that have been recently established and developed in Latvia. Research data include information about the structure, content and audience behavior of different portals that elaborate information about the art and culture in Latvian, Russian and English.In order to find out correlations between the content of culture media and the even-tual audience, the study provides the analysis of the communication of culture media.The data of this particular research are interpreted in the context of a variety of views on cultural journalism functions in Latvia and other countries. Specifically, cultural media content analysis allows to make conclusions about the editorial policy, content diversity and quality of information provided by different culture media. Research data analysis shows the shocking disproportion between the content offered and theaudience ‘s response to the content, allowing to create discussion about the Internet audience as users, citizens or consumers of information on art and culture. Audience data of culture media are analyzed in the context of media functionalist approach, me-dia use and gratification theory and the understanding of the public sphere (Habermas) .

Public Art with the participation of whole

Art Navigator 2, a development project for contemporary art education, was launched in the fall of 2012 and involved eleven visual art schools across Finland. Student-cen-tered pedagogy was at the heart of this development project. The shared theme was “Urban Art,” and the entire community – teachers, students and local residents – par-ticipated.In recent years, both urban and community art have increasingly expanded, both in scope and in application. Our project has reacted to this moment. Student-centered pedagogy is considered important, yet the main question is how to apply more of such pedagogy in art education.One of the project’s main goals was to find opportunities for teachers and students to work together. Teachers certainly have a great deal of experience with urban and community art, but how does one make use of this experience as part of a school’s program? In the Art Navigator 2 Project, teachers and students formed working groups in which they studied, discussed, created, and executed diverse urban art ventures. The teachers did not offer any ready-made concepts, and the students were engaged in the undertaking right from the beginning.The creative process was documented throughout, and the related descriptions were written jointly by students and teachers at the end: What was done and why? What happened? Was the result successful? What might be done in future such projects? The project also contributed to developing activities in the schools themselves, which attained more awareness in their local areas.The results can be seen on the project’s web pages. In several visual art schools around Finland the art festival of light, “Light wins over the darkness,” was held simultaneously on the 14th of November, 2013. In the fall of 2014, the project partners organize a trav-eling exhibition, and the magazine presenting the final projects is being published.

The art teacher, the student and their

The learning and communication between teachers and students are changing. Stu-dents more and more need to be able to make critical selection between the necessary and the unnecessary, between messages from the real and from unreal digital world. How ready are teachers to integrate nowadays images and the understanding semiotic systems in crowded school curriculum? How equiped are teachers to use nowaday im-ages in the post-literate age?The report is made as an information and as an insight in the Latvian Art School Educa-tion system, based on experiences in Pārdaugavas Music and Art school Art depart-ment www.pmms.lv during last 10 years trough: • The communication between teacher, student and community.• The Art school Curriculum – the innovations and difficulties in arts education process.The small scale local projects, exhibitions and environmental activities. • The co-operation with InSEA organization – platform for the intercultural projects with Baltic countries, Portugal, Brazil and South-Africa. • The retrospective visual insight in the history of organization of the International Children’s and Youth Art Exhibitions in Riga.Pardaugavas Music and Art School realizes the accredited 6 year curriculum “Visual and Plastic Arts” 20V21100 (2455 hours) consists of drawing, painting, composition, sculpture, introduction to the language of art, work with material, plain air workshop and the graduation piece. Since 2009 school more works on the framework of a new Curriculum (1460 hours + the ECO-workshops-handmade paper casting-paper works, graphic works, textile, mosaic and stained-glass workshop and contemporary art workshop, computer design). In this period in the school’s programme a special attention was paid on how to develop in students the understanding of the ecology and a friendly attitude towards the nature, how to find out the qualities of the naturally and industrially produced materials and to get acquainted with the responsible use of them, moreover to use all the previously mentioned in an attractive way for making the students’ works creative. Meanwhile an inter-subject connection was made between different school subjects like drawing and modelling, small scale design and composition, by exploring and depicting a united theme in the plane and space, however, using the different means of expression.

BACKGROUND

Part-time education in the arts is aimed at artistic education of children and adults and, in doing so, at providing a contribution to their personal development. Participants learn to critically approach and experience all art forms, as well as practising these art forms themselves, individually or in group (e.g. in an orchestra, dance group, or theatre company). In addition, part-time education in the arts gives young people who opt for a professional career in the arts the possibility to thoroughly prepare for higher education in the arts. Finally, part-time education in the arts adds substantially to high quality social and cultural life in Flanders. DKO is a supplementary form of education aimed at children (lower level), young people (intermediate level) and adults (upper level and only in the visual arts discipline also a specialist level). Participants enrol voluntarily and pay an enrolment fee. In part-time education in the arts there are four different disciplines: visual arts, music, wordcraft, dance. Part-time education in the arts is provided in 82,5 % of the municipalities in Flanders and the Brussels Capital Region. The sector currently comprises 168 colleges, of which 93 are for music, litera-ture and dance, 65 for visual arts, and 10 for music, literature, dance and visual arts. Approximately 173.000 students attend DKO. Most course participants are under the age of 18.

THE WORKSHOP

1. Besides the usual program the school of Turnhout for part time art education also provide a customized visual education medium grade (intermediate level) for people with a limitation (disabilities). The presentation will give a small overview about this project.

2. The school for part time art education of Hamme prepared an overview about their cooperation with a primary school: education in art for education through art.

3. Lecture concerning the integration of new media and digital techniques in a non technical pedagogic environment. Situation - experiences - conclusions. Formal digital training versus creative instinctive and intuitive training in combination with classic arts. What is digital art, is it an addition to the traditional arts or has it a means of existence on its own.

4. As perhaps in every country and every education for any category of students set itself again and again the question of the learning objectives to be achieved in the arts (also in our part-time art education in Flanders). A compilation of quotes from the teachers of the school for part time art education in Aarschot gives an idea of what the teacher consider as the target of his or her art education.

So the subsequent or previous questions in this issue: which outcomes, who should determine these outcomes, and from where they are to be determined?

“Culture and Arts Project NOASS” is a creative intelligence association that is in the sixteenth year of its operating existence and is one of the oldest non-governmental arts and culture organizations in Latvia. NOASS’ goal is to participate in the formation of the Latvian and European cultural environment. In the main, NOASS supports the realization of contemporary arts projects in an urban environment, making art part of the daily lives of residents of Riga and visitors to the city.

The Naive Art Museum location is on AB Dambis, floating art gallerie BETANOVUSS.The Naive Art Museum of Latvia has defined its operating goal as being the collec-tion of works of naïve art, as well as their preservation, study and promotion. The Museum’s task is to preserve the cultural and historical heritage of naïve art for future generations and to use it to educate the general public.

GENERAL information

Arts4all. The European Art Schools NetworkArts4all is the network of art and culture schools and centres of creativity and their national associations in Europe founded in 2005. The members are national associations of art or culture schools and also single institutions as representatives for their country. Arts4all is therefore representing a huge amount of extra curricular activities for children, youth and adults in the field of nearly all artistic lines. They offer art projects, courses or workshops in short terms or continuous for all people – the talented and also the just interested ones.

Arts4all wants to enhance the vivid exchange of experts regarding the importance of extra cur-ricular cultural education for an open minded, creative and democratic society in Europe. Arts4all is a growing network for professionals in strategic and pedagogical work in art and cul-ture schools and centres of creativity in Europe with members and interested friends in Austria, Belgium, Czech Republic, Denmark, Estonia, France, Finland, Germany, Iceland, Latvia, Lithuania, Netherlands, Norway, Poland, Slovenia, and Sweden.
