Glasgow, the role of each of the Games Venues is coming sharply into

focus.

Glasgow 2014 Ltd. will be progressing planning applications over the

coming months for the temporary overlay installations to be implemented

at each of the Games venues located throughout Scotland in July and

August 2014.

This exhibition is part of a wide ranging consultation programme in which

we will provide you with information about our proposals and give you

the opportunity to contribute to the planning process.

We welcome your views on all aspects of these plans ahead of the

planning application we will make to the Planning Authority in the

coming months.

Glasgow 2014 Ltd. will be defined in part by its flagship and iconic

venues.

One of the reasons Glasgow was awarded the Games was that 70% of its

venues were already in situ. But this doesn’t mean we’ve been resting on

our laurels. As we’re beginning to see with our own eyes, some landmark

venues have been added to our city.

The Emirates Arena including the Sir Chris Hoy Velodrome is fulfilling its

legacy potential for Glasgow and Scotland before the Games have

even begun, as the principal indoor sporting venue for high-performance

athlete training and world-class competitions. It has already played host

to the Glasgow World Cup Gymnastics, the Netball World Premier Club

Challenge and the UCI Track Cycling World Cup, and has attracted over

75,000 visitors so far.

Other venues are fast taking shape. The Hydro is claiming its own space

on the Glasgow skyline, and work is well underway at Glasgow Green

Hockey Centre which will provide two new international-standard hockey

pitches. Both are due for completion later this year.

Existing venues are being revamped as well. To host the athletics

competition and closing ceremony, Hampden Park Stadium is

undergoing transformation from a football pitch into an international-

standard track and field facility, with the playing surface raised to create

spectator sightlines from all parts of the venue.

And we’ll be making use of Glasgow’s unique architectural heritage –

with the iconic Kelvingrove Art Gallery and Museum providing a

spectacular backdrop to the Lawn Bowls competition.

Why are Temporary Overlay installations needed?

The Temporary Overlay installations will adapt and enhance the existing

modern, world class sporting Games venues and are a crucial element of

the Games infrastructure. They will provide facilities for spectators,

athletes, media and Games officials and also accommodate behind-

the-scenes operations, including catering, site management and

security.

The requirement for temporary overlay installations is primarily driven by

operational, transportation and security requirements. In addition,

delivering a Games which shows the host venues in their best light to an

international audience is a core objective for Glasgow 2014 Ltd.

Whilst safety is a paramount concern for any major sporting event, the

Overlay Installations have been designed and sited to minimise

inconvenience to local communities and to ensure the Games are

memorable for spectators, competitors and locals alike.

Best-practice management through the construction, operational and

de-commissioning phases of development will be applied to ensure that

local natural and heritage resources are not affected and there is

minimal impact upon local residents.

What are Temporary Overlay installations?

The installations will in the main be portacabins, tents, shipping containers

and security fences. In order to operate efficiently, they will also include

temporary lighting and power.

The temporary overlay installations can loosely be grouped into three

categories:

•Field-of-Play, including training and competition areas

•Front-of-House, including spectator areas and facilities

•Back-of-House & Security, providing necessary support to the

venue

Security fencing will surround each of the sites, with dedicated access

points for spectators, athletes, media and Games family. The vast

majority of temporary overlay installations will be located within this fence

boundary.

Whilst competitions will run primarily during day-time hours, some events

will continue into the evening. Back-of-House operations including re-

stocking, cleaning, close-down and pre-event preparations may be

undertaken late at night and early in the morning.

All temporary overlay installations will be installed prior to the Games and

removed once the Games are over, returning the venues to their original

state.

Many venues are served by remote parking, located within the vicinity of

the venue.

Temporary Overlay installations at Scotstoun Sports Campus

Scotstoun Sports Campus will host the squash and table-tennis events and

the immediate area around the centre will be transformed for Athletes

and spectators alike into a multi function venue for the Games.

Scotstoun Sports Campus has recently been upgraded and extended for

the Games and most of the events will take place within the existing

facilities. In addition a squash show-court will be installed in the grounds

of the Campus.

Overlay Installations at this venue will include:

•Security fencing around the entire site area

•Ticketed entry points

•Personal and vehicle screening areas

•Large spectator area

•Broadcast area

•Back-of-house operations including catering, logistics, security,

press and workforce areas

•Off-site parking and shuttle-bus routes

Events will take place at Scotstoun every day throughout the Games. In

addition, works will be going on before and after the events. Exact

timescales for these works are still to be finalised, however, the current

timetable is as follows:

•Construction will commence on 1 March 2014

•The venue will be ‘operational’ from 13 July to 3 August 2014

•De-commissioning will run from 4 August to 1 September 2014

The use of Scotstoun Sports Campus as a Games venue will unavoidably

lead to some disruption to access, transport and parking in the local

area.

Glasgow 2014 Ltd. is working closely with the Roads Authority and other

transport bodies to ensure that the event runs smoothly with minimal

impact upon the local or strategic transport network.

Athletes, media and officials will all be transported to the facilities via

dedicated bus services linking the Campus to a central transport hub.

Spectators will be discouraged from bringing private cars to the Campus:

there will be no on-site parking for spectators; pedestrian routes will be

clearly marked and marshalled; and access to public transport will be

included in the price of every ticket.

The vast majority of overlay works will be accommodated within the

grounds of the Sports Campus. However, in order for these facilities to

operate effectively and safely during the Games there will be some

unavoidable road closures, diversions and parking restrictions.

The exact details of these are still being decided, but we will try to keep

the areas affected to a minimum. These changes do not form part of this

planning application and will be progressed by Glasgow City Council

through Temporary Traffic Regulation Orders. The local community will be

kept informed of possible changes to the road network and parking

restrictions as part of this process.

The planning application for temporary overlay installations at all venues

will be submitted by Glasgow 2014 Ltd. to the relevant Local Authority in

Spring 2013.

Department once the planning application has been submitted.
