ABOUT THE YOUNG MAYOR COMPETITION The theme for this year is Planning a Clean and Green Township, Yangon, Myanmar. Targeted at youth leaders between 14 - 26 years old. We are inviting teams from the whole of Southeast Asia, especially the case-study country to participate. This is in line with our vision to reach out to as many youths as possible because the sustainability message is universal and is beyond borders. Also we want to encourage cross border exchanges among youths to increase knowledge and cultural exchange. Besides coaching in urban planning domains, we have added field trips to enhance the appreciation for Yangon and to invite all our participating countries to visit Singapore to see some of the urban solutions that Singapore has already embraced as an urban laboratory. Case study “PLANNING A CLEAN AND GREEN TOWNSHIP - HERITAGE CITY, YANGON, MYANMAR” Yangon, or formerly Rangoon, is a city rich with history and character. Yangon was the commercial and political hub of British Burma, a base for the independence movement and the capital city for the Military Government. Yangon's significance and influence, is still etched in its grand architecture, vistas and streets. The most sacred 2600 year old Buddhist Golden Pagoda still dominates the skyline on the western lakeside of Yangon today. Although the ruling government has shifted the administrative capital of Myanmar to Naypyidaw, 320 kilometres (199 miles) north of Yangon recently, Yangon still retains its commercial vibrancy and attracts large influx of people and commercial activities. As Yangon modernizes and undergoes the eventual urban development, physical layers of history and culture will be inevitably replaced. Further gentrification would mean tradition making way for modern lifestyles catering to a new generation of urban dwellers. Yangon, through a time-warp quirk in history, has managed to retain its streetscape, architectural harmony and grand urban design since World War II. But there are recent vast riverside real estate developments and economic improvement which are in motion. These time-wrapped buildings are under great threats and there is a need for preservation and adaptive re-use. A movement called the Yangon Heritage Trust, has begun campaigning for and documenting conservation efforts. The government has also earmarked 200 colonial era buildings under the Yangon Heritage List to prevent unconscious redevelopment to standardized glass encased hotels, offices and condominiums, which may erode the historical and cultural heritage aura of the city. Your team has been tasked to look into rejuvenating the area (see map) to shape this city into the Heritage City of Asia. Given that Government funding is extremely limited, your town planning team needs to facilitate the regeneration of this area by taking into consideration any or all of the sustainability principles in terms of social, economic and environmental aspects. For instance, your team should firstly consider the cultural context and value-system of the Myanmar people when your team plans the historic preservation of key monuments and adaptive reuse of buildings. Your team has to outline some broad policy for this district, which may aid with the economic agenda of generating growth for its citizens so as to raise the quality of life through employment; while undertaking the pressing needs for housing, transport, sanitation, health, environment quality, energy sources, commercial activities and other infrastructural requirements. Once the policy directions have been articulated, your team needs to formulate strategies and programmes to be implemented for this area. Your plans for the area must showcase unique ideas (e.g historic preservation, adaptive re- use, infilling of new developments), timeline and resources needed. The proposal must illustrate how ideas can be materialised in a sustainable manner by taking into account of the legislative, cultural and financial status of the city. State all trade offs that must be addressed to realize your plan and in doing so, the vision of a clean and green heritage city can be achieved. 1.ELIGIBILITY This is an international competition open to students from Secondary School, Junior Colleges, ITE, Polytechnics, Universities, International Schools and all private education Institutes. 2.CATEGORY AND REGISTRATION FEES There is no limit to the number of team from each institution. 4.COMPETITION ROUNDS Preliminary Round : Proposal Submission • All proposals for LOCAL INSTITUTIONS are to be submitted in

pdf format through [email protected] or send to 8 Joo Chiat Terrace, Singapore 427181 by 13th Mar 2014. Result will be notified through email by 17th Mar 2014.

• All proposals for OVERSEAS INSTITUTIONS are to be submitted in pdf format through [email protected] or send to 8 Joo Chiat Terrace, Singapore 427181 by 20th Dec 2013. Result will be notified through email by 13th Jan 2014.

• Top 5 proposals from the foreign teams WILL BE SPONSORED for a 3D2N stay in Singapore for the Competition Finals (excluding airfare).

• All proposal must not exceed 15 pages, in Times New Roman 12pt font, one-half line spacing with 1 inch margins from all sides on A4 size, in the following format: - One cover page containing the team name, participant’s

names with email contact and name of institution - Presentation of scenario - Explanation of the proposal for the sectors - Justification of your proposal - Elaboration of your planning and implementation - Summary - Cover Page, Appendices and Reference Page are excluded

from the 15 pages.

Final Round (Junior and Senior Category) : Multi Media Presentation Guidelines • Finalist teams will be required to present their proposal on

Saturday, 22rd Mar 2014. • All teams are given 20-minute to make a presentation.

Followed by a Question & Answer segment. • All team members must be present. Absentees must

accompany with valid reason in written form. • All other logistics required other than projector and screen

must be provided by participants. MacBook users, please bring any necessary adaptors / ports.

3D Model Building Guidelines • Finalist teams will have to construct the model of their

township on-site on Sunday, 23rd Mar 2014. Venue to be confirmed.

• Each team will be given 4 hours to complete the model. Please see judging criteria, downloadable at http://www.activistar-ads.com/assembly/competition.pdf

• All participants must be present for Question & Answers by the judges during the judging session.

• The participants must prepare own materials for building the models . No pre-constructed models are allowed.

• Participants are to provide a one-page A4 size portrait summary explaining key features of the model to be inserted into an acrylic stand to be on display with the model. The summary should have your team name, members and your institution.

• All models must be robustly built on a plywood base dimension of 800mm x 600mm. Please mark the name of your school and team on the underside of this base.

• Models and Proposal remain the property of Activistar Advocacy. A compilation of winning proposals will be published and selected models will go on a Road Show for a period of about 8 weeks.

5.JUDGING CRITERIA • This competition involves 4-stages : 1) Workshop, 2) Proposal,

3) Multi Media Presentation and 4) 3-D Model Building. • Judging will be based on the following weightage;

• panel of judges comprising of professionals, industry experts and adjudicators will determine the winners for each category at every stage.

• The judges’ decision is final.

6.TRAINING • The training workshop is vital to build up critical knowledge

for this competition. All members of the participating teams are encouraged to attend the workshop (local) or listen to the Study Pack (overseas participants).

• Relevant topics will be covered during this session. • A separate workshop at your school premise can be

requested, chargeable at SGD550 per session (applicable to teams in Singapore only)

• For overseas participants, a CD Study Pack will be delivered.
