    About Labor-Management Cooperation

    In today's economy, where businesses must compete globally and governments areexpected to do more with less, the most important business relationship that existsis the relationship between the employer and the employee. The labor-managementrelationship impacts directly on profitability, productivity, job security, and quality of life. As labor-management relations evolve to meet the challenges of today's economy,the Department's services have evolved to meet the needs of our customers. These services, provided jointly by the Bureau of Mediation and the Office of Labor-Management Cooperation, assist labor and management in improving theirrelationship at all levels, from the "shop floor" to the "board room," and enable themto address issues of mutual concern together, rather than as adversaries.

    Labor-Management Cooperation

    As local governments nationwide struggle with demands for quality service delivery and fiscal constraints, they are

    employing a number of strategies. While these include privatization and intermunicipal cooperation, another

    technique that can lead to greater efficiency and cost savings is labor-management cooperation. The following
