8 AMCHAM BUSINESS JOURNAL | JULY 2018

EDITORIAL

Perhaps, while you are reading this, the annual APCAC Door Knock will have just concluded

in Washington DC. This annual event is scheduled this year from July 15-20.

The Door Knock is an opportunity for our AmCham members to go to Washington and showcase, to the members of the U.S. Senate and Congress, what we are doing in Asia Pacific to support American business interests with our APCAC colleagues. (The primary objective of the Door Knock is to meet with the U.S. Chamber of Commerce in Washington D.C. and also to make visits to select concerned U.S. Senators and Congressmen in their offices there. Members from all the APCAC chambers attend these annual meetings, being open to all our AmCham Philippines members as well. Consider joining the group next year and lending

your voice to our delegation.)Let’s begin with a quick look at

APCAC .Established in 1968, the Asia Pacific

Council of American Chambers of Commerce is the association of 28 American Chambers of Commerce in the Asia-Pacific region (http://www.apcac.org/). APCAC’s collective membership represents over 15,000 businesses, over 50,000 overseas American workers and over 10 million employees. American enterprises provided over $620 billion USD in trade and investment in the APCAC region in 2016. APCAC supports policies and initiatives that make it easier for American companies to do business in Asia.

Another way to describe APAC is to look at a world map – and, starting from India, Bangladesh, Sri Lanka, and looking across the region all the way to

Guam; then, look northward to Mongolia, China, Korea, and go all the way down and south to New Zealand and Australia. All those countries and everything in between have an American Chamber office, and this is what makes up APCAC.

How important is this region and the Chambers in it? The following is some data furnished by the Executive Committee of APCAC.

U.S. - ASIA PACIFIC TRADE

• 62% of American Exports go to Asia-Pacic.

• Asia-Pacic Middle Class will be responsible for 59% of Global Middle Class Consumption by 2030.

• Businesses involved in goods and services exports to Asia-Pacic support over 3.5 million American jobs.

• 60% of Global Infrastructure Spending goes into Asia-Pacic.

• 95% of the world's consumers live outside the United States.

• Inbound Investment from Asia-Pacic to the U.S. was more than $724 billion in 2015.

• Asia-Pacic 6.2% Projected Annual GDP Growth through 2020.

• 39 American States send a quarter or more of their exports to Asia.

• Amer ican-based bus inesses exported over $637 billion of goods and services to Asia-Pacic in 2016.

• U.S. goods and services exports to Asia Pacific support over 3.5 million U.S. jobs.

Not at all “chump change” monetarily, and our politicians back in the US need to be reminded of it.

Every year, there are “3 T’s” discussed during the Door Knock: Trade, Taxes and Travel. This year’s Door Knock will be focusing on the Trade initiatives that will make it easier for America to compete and do business in Asia.

The main Tax issue is the need for the US to adopt a Territorial (Residence-Based) Tax System for Americans working abroad. This was the original advocacy of APCAC 50 years ago and it continues today.

Previously the Travel issue was the APEC Business Travel Card which has now been passed into law - without an expiration date. However this year’s Door Knock will be used to thank the Congress for doing so and encourage them to keep this beneficial endeavor.

The results of the discussions on these “3 T’s” will be the topic of the future Editorial after the Door Knock. Stay tuned for that. “3 T’s” will be the topic of the future Editorial

10 AMCHAM BUSINESS JOURNAL | JULY 2018

COVER STORY

BY U.S. AMBASSADOR SUNG Y. KIM

Every July 4th, the United States and the Philippines celebrate Philippine-American

Friendship Day and the United States celebrates our Independence Day. This gives me an opportunity to reect on the U.S.-Philippine bilateral relationship, as well as my time here. Over the past 18 months I have been touched by the warmth and hospitality of the Filipino people; I am honored to call so many Filipinos friends. Every day, it seems, I am gratied by the depth and breadth of the U.S.-Philippine relationship. At the Embassy, we often talk about the United States and the Philippines being friends, partners, and allies. And it seems this is a perfect time to highlight just how apt that description is.

Friends

The U.S.-Philippine friendship is built on shared sacrifices and shared values. It also is built on people-to-people ties, forged through education, exchanges, family connections, and travel. There are more than 300,000 U.S. citizens living and traveling in the Philippines at any given time, and an estimated four million U.S. citizens of Philippine ancestry. Nearly every person I have met has a family member in the United States. I also am constantly struck by our extensive, longstanding educational ties, which we have worked hard to continue building. In one important example, it was an honor to celebrate the 70th anniversary of the formation of the United States Educational Foundation in the Philippines earlier this year. Among

its many contributions to our enduring friendship is the Philippine Fulbright program - the oldest continually-running Fulbright Program in the world. That highly respected program has sent more than 3,200 Filipino scholars to the U.S and brought more than 1,000 U.S. scholars to the Philippines. Among these are some of the Philippines’ highest achieving artists, scientists, and public servants. Building on this success, the EducationUSA program has helped thousands of Filipino students study at U.S. colleges and universities. This year, EducationUSA held fairs for Philippine students in Manila and Cebu City, with 34 U.S. schools in attendance.

As we think about friendship and family, we naturally want to protect the future generations. In one example, our friendship was reinforced when the U.S. joined with the Philippine Dangerous Drugs Board and the 26th Annual National Youth Congress that successfully engaged young Filipinos to promote drug abuse prevention in May

of this year. We partner with the DDB to fight the scourge of illicit drugs through community programs and drug demand reduction. In another example, five years ago, the United States Agency for International Development (USAID) embarked on a project to detect, treat, cure, as well as prevent the spread of tuberculosis. Over the last decade, USAID provided over 4 billion Philippine pesos to support the Philippines’ goal of eliminating TB by 2035. As a result, more Filipinos have access to state-of-the-art TB treatment and protection health services, which are curing more and more people.

Partners

FRIENDS, PARTNERS, AND ALLIESU.S. AND THE PHILIPPINES:

THE U.S. - PHILIPPINE FRIENDSHIP IS BUILT ON SHARED SACRIFICES AND SHARED VALUES. IT ALSO IS BUILT ON PEOPLE-TO-PEOPLE TIES, FORGED THROUGH EDUCATION, EXCHANGES, FAMILY CONNECTIONS, AND TRAVEL.

THE U.S. ALSO REMAINS ONE OF THE PHILIPPINES’ CLOSEST ECONOMIC PARTNERS, EXCHANGING MORE THAN PHP 940 BILLION IN GOODS LAST YEAR.

AT THE AMERICAN CHAMBER OF COMMERCE OF THE PHILIPPINES' GENERAL MEMBERSHIP MEETING, DISCUSSING THE IMPORTANCE OF MAINTAINING STRONG U.S.-PH ECONOMIC RELATIONS.

THE AMERICAN CHAMBER OF COMMERCE OF THE PHILIPPINES, INC. 11

of programs and initiatives. In the past few years the U.S. has delivered millions of dollars of planes, ships, armored vehicles, and small arms to the Philippines. A few examples demonstrate the point. Earlier this year, the U.S. delivered a Scan Eagle Unmanned Aerial System worth PhP 687 million to the Philippine Air Force (PAF), which will provide unmanned intelligence, surveillance, and reconnaissance capabilities to the AFP. Last month, the U.S. provided personal protective equipment worth PhP 178 million to the Philippine Marine Special Operations Group, which will also protect AFP members in the southern Philippines and Mindanao. Last year, the United States donated two Cessna 208B air intelligence and surveillance aircraft to the AFP. Since then, the aircraft have enhanced the PAF’s counterterrorism capabilities and helped protect AFP members actively engaged in counterterrorism operations in the southern Philippines and Mindanao. These are only a few of the inexhaustible list of wonderful programs, initiatives and relationships that represent our two countries’ bond every day.

I have been honored to serve as U.S. Ambassador to the Philippines for a year and a half. In that period, I am proud to say that we have built on more than 70 years of working constructively for the benefit of both our countries, and I expect that relationship to continue for decades to come. It is clear to me that our future is brightest when our two countries remain the closest of friends, partners and allies.

COVER STORY

The U.S.-Philippine partnership has made itself evident time and again throughout the years. That partnership has been particularly evident in addressing the challenges that followed the end of fighting in Marawi. Alumni of U.S. government exchanges from Mindanao were on the frontlines of humanitarian and psycho-social efforts to address the needs of people displaced by the fighting. Now, through the U.S. Embassy’s year-long Php 18.5 million #ForMindanao campaign, U.S. exchange alumni are developing low-cost, high-impact projects to address the immediate needs of an estimated 13,500 out-of-school youth, university students, madrasa students, and women in Mindanao, as well as tackling the root causes of conflict and violent extremism. USAID has also been incredibly active in Mindanao, quickly providing immediate and extensive humanitarian assistance that continues today, working with local government units and many Philippine Government departments to provide life-saving services to internally displaced persons, including PhP 730 million in emergency relief to help provide transitional shelter, water sanitation and hygiene, and bolster other logistics requirements.

The U.S. also remains one of the Philippines’ closest economic partners, exchanging more than Php 940 billion in goods last year. The United States is among the Philippines’ top four foreign investors: U.S. businesses have invested approximately Php 235 billion pesos in the Philippines. The U.S. company Convergys is the largest single private employer in the Philippines. The largest exporter, Texas Instruments, is a U.S. company, and some of the largest taxpayers are also U.S.

companies, such as Chevron. Economic partnership benefits everyone.

Allies

The U.S.-Philippine alliance is perhaps most evident in our two militaries’ long tradition of shoulder-to-shoulder training and defense cooperation. The Armed Forces of the Philippines and U.S. military have longstanding ties going back to World War II, and this has contributed to regional security and stability throughout those many years. Every year the AFP and U.S. military train together, including in high-profile exercises like Balikatan and KAMANDAG. During these annual exercises, our two militaries build effective and ready forces capable of responding to security challenges by focusing on a variety of missions, including mutual defense, counterterrorism, and humanitarian assistance and disaster relief.

The Philippines is by far the largest recipient of U.S. military assistance in the region, supporting the AFP’s modernization goals through a variety

Farmers eye technologies and innovation as Leyte seeks to sustain agriculture

growth SUBMITTED BY USAID

To improve processes, produce more crops, and increase income, Ormocanon farmers

are looking to use more technologies and innovation in agriculture.

At the recently concluded Agribusiness Innovation Workshop in Ormoc City -- organized by USAID’s Science, Technology, Research and Innovation for Development (STRIDE) program and the American Chamber of Commerce of the Philippines (AmCham) -- farmer groups, agri-entrepreneurs, local agriculture offices, and the academe discussed innovation needs and opportunities in Leyte’s agriculture industry.

Among those discussed were innovations in the packaging and transport of low-land strawberries, a high-value crop that local agri-entrepreneurs are currently exploring to grow in Leyte. Workshop speaker and local agri-entrepreneur Inigo Larrazabal highlighted the potential in planting and growing strawberries. He encouraged the development of a handbook for strawberry farming in lowland areas such as Ormoc.

Farmer-participants also pushed for the development of storage facilities that will allow them to store their produce such as mushrooms, vegetables, and rice. Research on bamboo and cacao, and business training for farmers were also put forward.

Agriculture is cited as a key driver in reducing Leyte’s poverty rate from 31% in 2012 to 23% in 2015. According to Leyte Governor Leopoldo Dominico L. Petilla, the province’s goal is to cut poverty to a single digit by 2022. In recent years, the agriculture sector of Region 8, where Leyte is part of, grew by 2.4 percent and has contributed to 15.1% of Eastern Visayas’ Gross Regional Development Product. It also employs 690,000 people, which represents 38.6% of the region’s total employment in 2016.

Agriculture technology and servicesAt the innovation workshop,

scientists and professors of Visayas State University (VSU) led by Dr. Jose Bacusmo presented agricultural technology and services available at the university. VSU’s services include technical assistance in developing and planting local crops; use of hydroponics as a climate change adaptation technology; R&D in Leyte food products; soil and plant analysis, and community training for disaster resilience. With these technologies and services, they encourage more industry players to reach out and collaborate with them to innovate local farming practices.

About the Innovation WorkshopJointly organized by the USAID –

Science, Technology, Research and Innovation for Development (STRIDE) program and the American Chamber of Commerce of the Philippines (AmCham), the workshop in Ormoczoomed in on the agriculture industry, as both STRIDE and AmCham recognize agriculture’s

role in pushing for Leyte’s inclusive economic growth.

“We organized the workshop here in Ormoc because we want to help the farmers,” said Ebb Hinchliffe, AmCham Executive Director.

For STRIDE, innovation workshopsserve as platforms to bring together leaders and stakeholders in agriculture. “Enabling industries, the government, and the academe to discuss innovation needs and opportunities in agriculture is an important step to synergize efforts and realize more meaningful research work beneficial to our farmers,” said Dr. Richard Abendan, STRIDE Manager.

STRIDE has been organizing innovation workshops as part of efforts to promote collaboration between and among stakeholders in research and development. STRIDE is a five-year program of the United States Agency for International Development (USAID). It works towards increasing science, technology, and innovation activities in the Philippines in order to create jobs and contribute to achieving inclusive economic growth.

General Membership Meeting MemoirsBY KV ROJAS, AMCHAM INDUSTRY DEVELOPMENT SPECIALIST

Regardless of the how many events AmCham may hold in the span of a month, the regular General Membership Luncheon Meetings are simply the most beneficial for the majority of our members. It is at this monthly event that we have the opportunity to reach out to our peers, to network, to catch-up, or to readily acquaint ourselves with all that AmCham has to offer.

A handshake, a business card, and a simple introduction go a long way at these events-- and with speakers of the highest-profile attending these GMLMs, it is not only an opportunity to share the knowledge and wisdom they may bring, but also a moment wherein the, otherwise, “unreachable” are made available to our members in the most grounded fashion.

This two-part article looks back at GMLMs past, when Ambassador Sung Kim entered the doors of the Makati Diamond Residences to reinforce the U.S.-Philippine Partnership a little over a year into his tenure as the ambassador of the United States, and when Vice President Leni Robredo graced the Marriott, challenging the women of AmCham to rise to the occasion and become equals in a professional world.

An Update on the Philippine and U.S. partnershipwith Ambassador Sung Kim

In March, AmCham Philippines hosted a speech with the United States of America envoy to the

Philippines, Ambassador Sung Y. Kim, at the Makati Diamond Residences. Ambassador Kim spoke for the rst time to AmCham last January 17, 2017 when he rst settled into his new home-the Philippines. Having now lived in the Philippines for over a year, he recently discussed on the updates of PH-US relationship and outlined his three economic objectives.

“And looking ahead, I have three specific objectives for which we will be working hard, together with you, in the coming year. First, we are working to see U.S. businesses participate in the Philippines “Build, Build, Build” infrastructure program. I think there’s tremendous opportunity for all of us. Second, we are working to see the Philippine government make it easier for foreign investors to come into the country, by relaxing the Foreign

Investment Negative List and approving amendments to the Public Services Act. And finally, we are working to expand bilateral trade with the Philippines. For the first time in a decade, our governments are considering the negotiation of a bilateral free trade agreement.”

Although Ambassador Kim could only spare a few details, he assured AmCham’s guests that Washington is looking very seriously at the possibility of starting negotiations.

Despite the administration’s foreign policy, Ambassador Kim is hopeful for the continued harmonious relationship of the U.S. and the Philippines as he assured “Our partnership with the Philippines is deeper and stronger now and we have accomplished a great deal together.”

He also recognized that “American businesses here continue to set the example for others; we have nominated the U.S. campaign of the Philippine ties

The Power Dynamic in a Workplacewith Vice President Robredo

In the following month, Vice President Leni Robredo discussed the power dynamic of women and

gender diversity in an organization during AmCham’s General Membership

Luncheon Meeting at the Marriott Hotel. She believed that the growing

number of women in leadership helped not just other women to be empowered, but also progressed towards equal and

An open forum followed, moderated by Mr. Bobby Batungbacal from the Dow Chemical Company, taking various questions from the guests.

stable economic growth.“The best way to empower the Filipina

is to provide her with better options on economic growth and participation. Economic empowerment leads to freedom and equality. When women are given the opportunity to earn a decent living and do well in it, they are stronger and more capable of avoiding a future of physical and emotional abuse.”

She also believed that women and men have different ways of communicating, with different strengths and successes. “In the history of the world of investment, it is well documented than women do better than men since they are reserved risk takers, doing better during times of deep financial crisis.” She cited that the bankruptcy of the Lehman brothers never would have happened if it were ‘the Lehman sisters’.

The Vice-President shared her struggle as a woman in a highly-dominated man’s society. But she fought, and continues to fight, for women empowerment despite limited resources, “To find ways of doing more with little resources we have, [so] we launched an anti-poverty program called 'Angat Buhay' where we position ourselves as a sort of a conduit for communities needing help and organizations and individuals wanting to help. The program

seeks to bring together those in the development and corporate sectors and bridge them with those in the margins in the society.”

Lastly, she shared stories of compassionate and courageous individuals she witnessed from Marawi, Ifugao, and from Agutaya, an island located 10 hour boat ride from Coron, Palawan, and how their stories of perseverance in a man’s society have continued to inspire her.

LAUNCHES 'ANGAT KITA' PROGRAMP&G FUELS MSME DEVELOPMENT;

Procter & Gamble (P&G), in partnership with the Department of Trade and Industry (DTI), has

launched the pilot of "Angat Kita", a micro-entrepreneur development program that aims to equip existing sari-sari store owners with entrepreneurial knowledge, skills, and best practices to improve and grow their business.

P&G has developed the "Angat Kita" program as a continuation of the company's advocacy to support the development of local micro, small, and medium enterprises (MSMEs). In previous years, P&G spearheaded the rehabilitation of over 4,000 public market stalls, kiosks, and sari-sari stores devastated by Typhoon Yolanda (Haiyan) to help them regain their livelihood back. P&G also hosted an MSME Leadership College during the Philippines' hosting of APEC in September 2015.

'Angat Kita', which directly translates to "increasing profit" and "uplifting you", aims to help sari-sari store owners realize their full potential to grow their income, sustain livelihood and ultimately uplift their current status.

"Procter & Gamble believes that fostering MSME development is a prerequisite in achieving and sustaining broad-based socio-economic growth. P&G Philippines is proud to have launched its first Angat Kita Session here in Mandaluyong City. In the succeeding months, we aim to roll out in four other cities, touching and improving the lives of 1,000 micro-entrepreneurs," says P&G Philippines General Manager Shankar Viswanathan.

Over 50 sari-sari store owners from Mandaluyong City attended the pilot session of Angat Kita. P&G Philippines Consumer Insights Manager Daryl del Rosario, P&G Philippines Customer Logistics Manager Sean Quinto, and P&G Philippines Finance Manager Kimberly Hung conducted the trainings that cover some of the best entrepreneurial practices.

Participants learned concepts such as Merchandising, Book Keeping, Inventory Management, Finance and Pricing to make them more competitive micro-entrepreneurs, and received insights to provide better customer service and innovative ideas to help sari-sari store owners grow their income.

After graduating the program, all sari-sari store owner participants received seed capital

in the form of starter kit packs worth ₱2,500 of P&G's best and fastest moving products such as Safeguard, Head & Shoulders, Pantene, Whisper, Joy, Downy, and Pampers. This aims to help them practice what they have learned and increase the size of their business.

"Launching Angat Kita reaffirms t h e c o m p a n y ' s c o m m i t m e n t t o developing MSMEs in the country. To further illustrate our c o m m i t m e n t , w e will also be holding the second run of t h e P & G M S M E Leadership College on the sidelines of the ASEAN Summit in November this year," says Viswanathan.

Apart from the training, the micro-entrepreneurs also became acquainted w i t h t h e i r l o c a l Negosyo Centers, and learned about the different services offered therein from business registration, and trainings to help them be better micro-entrepreneurs. Negosyo Center business counselors from the participating pilot cities also joined the session as a preview to a more extensive training for the roll-out of the program.

BUSINESS OF BUSINESS

BY ERNIE CECILIA, DPM

BOOMERS' WOES AND OPPORTUNITIES

One of the best short poems about aging that I relish reading is that of Maya

Angelou.

“When you see me sitting quietly, like a sack upon a shelf,

don’t think I need your chattering.I’m listening to myself.

Hold! Stop! Don't pity me!Hold! Stop your sympathy!

Understanding if you got it, otherwise I’ll do without it!

When my bones are still and aching, and my feet won’t climb the stair,

I will only ask one favor:Don’t bring me no rocking chair.

When you see me walking, stumbling, don’t study and get it wrong.

‘Cause tired don’t mean lazy and every goodbye ain’t gone.

I’m the same person I was back then, a little less hair, a little less chin,

a lot less lungs and much less wind. But ain’t I lucky I can still breathe in.”

Curse or blessingAt the turn of the twentieth century,

the average lifespan of people all over the world was 47. Today, the average person can now work for 60 years, or three times the expected age in 1900. Age 80 is the “new 60”, and they say “life begins at 40”.

Is this a curse or a blessing?

When I was young, I felt like I never wanted to grow old. As I aged, I wanted to grow very, very old. Like many Filipinos who just can’t leave the workplace today, I am one of the so-called Baby Boomers, a generation of those born between 1946 and 1964. In the USA, there are roughly 76 million Boomers. In the Philippines, we’re about 25 to 30 million. Elsewhere in the world, in Europe, Canada, Australia and Japan, the Boomers constitute roughly a third of the population.

Majority of the Filipino Boomers are retired from formal employment. They have cashed in their hefty retirement pay. Collectively, they have more purchasing power than the Filipino Millennials combined. They are prime targets for telemarketers, condominium salespeople, and other investment-seeking rms, including “scammers” of all kinds, who are out of luck, as majority of the Boomers are nancially literate.

Due to the accumulated knowledge, skills, and wisdom of the Boomers, they are likely to stay longer in the workplace than perhaps any other generation. Firms today usually hire Millennials for entry-level positions, and retain the Boomers as consultants. Some Boomers are also founding fathers of business empires, while some have inherited the empires from their Traditionalist parents. Most Traditionalists, born in or before 1945,

are in wheel chairs today, and the Boomers have taken the reins of their parents’ empires, while the Generation X’ers (1965-1981) are usually the active business leaders today.

Career decisionsIf you think Boomers no longer have

careers, think again. I will go on a limb, but I guess the Boomers are the rst inhabitants of the workplace that made career decisions on a set of personal values and motivations, which have remained in them for the rest of their lives. What Boomers will do after retirement would be inuenced by these values and motivations. Some call these basic competencies and work-related preferences, or values that Boomers would be unwilling to give up in making choices. These choices come into play with their assumption about what is desirable and possible in their lives and in the world.

will both earn and enjoy. If early work life was corporate slavery, a post-retirement career should be de nitely more enjoyable. Some considerations are the social connections, the exibility, or independence to choose when and where to spend time for work, or the sense of legacy or advocacy.

Boost the retirement incomeMany Boomers enjoy “LOI” or living

on interest. This might not be enough to maintain the same pre-retirement lifestyle. Health issues can be very stressful, as medical care gets more expensive as we age. Boomers must consider ways to boost their retirement income.

Boomers can consider teaching, being a freelance consultant, or adviser to rms or associations. Others could rent their homes, or rooms, and stay in a smaller condominium. They can drive for others, be a personal assistant to your younger relatives at work, buy some popular items at bargain prices and resell them online or a garage sale.

To some people, to RETIRE is to Relax, Entertain, Travel, Indulge, Read, Enjoy.

But as Abraham Lincoln put it, “In the end, it’s not the years in your life that count; it’s the life in your years.” the end, it’s not the years in your life that

Post-retirement choicesMany Boomers are still healthy

today. Senility will likely set in a decade or two hence. The likely career choices for Boomers will be in uenced heavily by the intensity and ambition they have for work. After having developed some amount of expertise and credibility in a certain eld, Boomers are likely to consider going into their eld of expertise, but will decide on the degree of challenge and responsibility that they can comfortably handle without incurring unnecessary stress that could adversely affect their health and longevity.

Often, a practical consideration is the importance of income in shaping future choices. While retirees dream of restful days, lazily reading or watching the news at breakfast time and playing poker games with aging buddies Wednesdays and Fridays, the Boomers’ bank account might not allow this lifestyle. Many Boomers who believed in self-grati cation have not saved enough to stop working even after retirement.

Another primary consideration, aside from expertise and income, are things that Boomers haven’t been able to do while actively at work. After retirement, Boomers have the luxury of choosing the type of work where they
