SITUATION
The City of Philadelphia is in the grips of THE CURRENT 2008 FOSSIL FUEL WORLDWIDE
PEAKING DEPRESSION THAT IS NOW significantly impacting their current account tax
collection. Yet River-City Philadelphia‟s leadership until recently had not recognized that the
primary underlying cause of their financial crisis was the ever increasing cost of fossil fuels.
BECAUSE, LIKE THE 1929 DEPRESSION THE ON-GOING 2008 DEPRESSION IS
HALLMARKED BY AN ECONOMIC INFRASTRUCTURE STRUCTURAL CHANGE.
THE 1929 DEPRESSON WAS HALLMARKED BY THE Transition FROM A FARMING
WATER, WOOD, ALCOHOL AND COAL POWER ECONOMY TO AN OIL POWERED
MECHANICAL MANUFACTURING TECHNBOLOGY POWER ECONOMY.

FROM THE OIL AGE ENERGY ECONOMY TO A GREEN CHEAP HYDROGEN BASED
ENERGY TECHNOLOGY WITH THE USUAL VESTED INTEREST BLOCKING THE
ECONOMIC INFRASTRUCTURE Transition, THUS CREATING A PAINFUL Transition
PROCESS RATHER THAN THE NEEDED SMOOTH Transition PROCESS TO THE GREEN
ENERGY TECHNOLOGY ECONOMY THAT IS COMING! THE GREEN ENERGY
TECHNOLOGY ECONOMY can be transitioned to either with or without a painful loss of life
or disruption of civil society. The type of transition process will be determined by the actions of
the people and organizations THAT REPRESENT THE PEOPLE OF RIVER-CITIES
WORLDWIDE!
WHY? - THE SITUATION
The peak of the cheap depleting fossil fuel oil and natural gas age arrived in 2007 and in its
aftermath worldwide River-Cities are financially insolvent and continue to suffer under air
quality pollution crises! The technology answer to the financially insolvency and air quality
pollution crises created by the usage of cheap depleting fossil fuel oil and natural gas as the
world‟s primary energy power source and driver of a River-City‟s economy is to convert to
cheap, renewable, green, clean-burning hydrogen sources(i.e. hydrogen combustion produces
ionized water vapor)! In addition the worldwide looming environmental cataclysm that has the
unfortunate prospect of causing many of our world‟s Ocean Front River-Cities to end up under-
water must be addressed. The prospect of many of our world‟s Ocean Front River-Cities ending
up under-water is a result of carbon based fuels polluting the environment and causing global-
warming type climate change. This physical threat to the existence of our world‟s Ocean Front
River-Cities requires that all River-Cities dramatically reduce their carbon-footprint!
HISTORICAL PERSPECTIVE FRAMEWORK OF Asset Based Community Development
(ABCD)
'Every single person has capacities, abilities and gifts. Living a good life depends
on whether those capacities can be used, and abilities expressed as gifts given
TO THEIR COMMUNITY'.
THE ABOVE STATEMENT IS THE BASIS OF THE CITIZEN CENTERED ASSET
BASED COMMUNITY DEVELOPMENT PROCESS NEEDED TO BRING OUR CITY
INTO COMPLIANCE WITH THE REQUIREMENTS OF THE PENNSYLVANIA
CONSTITUTION.
The above protocol is contrasted to the City of Philadelphia Government
Apparatus “now traditional deficit strategic management protocol of the Citizens
of Philadelphia Assets, that features its minority protected class members as
being considered to represent a deficit item in the system”. The City of
Philadelphia Government Apparatus considers its minority protected class
members a deficit item that must be replaced by majority class citizens, who are
considered to be assets to the City of Philadelphia Government Apparatus!
The following sections of the PENNSYLVANIA CONSTITUTION have relevance to
the need for our City to return to an asset based community development (ABCD)
protocol as the framework for strategic planning and operation of the City of
Philadelphia’s Government Apparatus:

Article I
DECLARATION OF RIGHTS
That the general, great and essential principles of liberty and free government may be
recognized and unalterably established, WE DECLARE THAT -
Inherent Rights of Mankind Section 1.
All men are born equally free and independent, and have certain inherent and indefeasible
rights, among which are those of enjoying and defending life and liberty, of acquiring,
possessing and protecting property and reputation, and of pursuing their own happiness.
Political Powers Section 2.
All power is inherent in the people, and all free governments are founded on their
authority and instituted for their peace, safety and happiness. For the advancement of
these ends they have at all times an inalienable and indefeasible right to alter, reform or
abolish their government in such manner as they may think proper.
Right of Petition Section 20.
The citizens have a right in a peaceable manner to assemble together for their common
good, and to apply to those invested with the powers of government for redress of
grievances or other proper purposes by petition, address or remonstrance.
No Discrimination by Commonwealth and Its Political Subdivisions Section 26.
Neither the Commonwealth nor any political subdivision thereof shall deny to any person
the enjoyment of any civil right, nor discriminate against any person in the exercise of any
civil right.
Natural Resources and the Public Estate Section 27.
The people have a right to clean air, pure water, and to the preservation of the natural,
scenic, historic and esthetic values of the environment. Pennsylvania's public natural
resources are the common property of all the people, including generations yet to come.
As trustee of these resources, the Commonwealth shall conserve and maintain them for
the benefit of all the people.
Article III
LEGISLATION
Public School System Section 14.
The General Assembly shall provide for the maintenance and support of a thorough and
efficient system of public education to serve the needs of the Commonwealth.

The current situation of economic depression that the City of Philadelphia finds
itself in is being exacerbated by the failure of the City of Philadelphia Government
Apparatus to conform its operations to the requirements of the Pennsylvania
Constitution as the City of Philadelphia Government Apparatus use to do in the
arena of wealth generation for Philadelphia Citizens to their maximum benefit!
The City of Philadelphia Government Apparatus used to manage all of the citizens
of Philadelphia assets for their maximum benefit in conformance with
Pennsylvania Constitution Section 27, including its waste streams. When the City
of Philadelphia Government Apparatus was managing its waste streams for the
maximum benefit of the citizens of Philadelphia’s steel waste cans were reused
by Philadelphia Steel Mills, Philadelphia’s waste glass bottles were reused by its
glass bottling manufacturers, Philadelphia’s waste newspaper was recycled by
its paper manufacturers, and Philadelphia’s food waste garbage was used by hog
farmers in Jersey who returned its food waste as full grown hogs to
Philadelphia’s meat packing slaughter house industry.
The lack of institutional memory together with the lack of a citizen of Philadelphia
Asset Management Operations Protocol that takes into account wholistic
externality issues (i.e. City operates in a Pareto-suboptimal Solutions Modality) such as THOSE THAT FOLLOW HEREIN is the source of the current City of
Philadelphia education, environment, economic, constitutional compliance and
social justice crisis:
● PHILADELPHIA COUNTY IS NOW MAJORITY-MINORITY yet the Philadelphia
Government Apparatus 's action-plan to accomplish mitigation of the effects of its
DISPARATE TREATMENT OF IIS MINORITY BUSINESS PERSONS IN PHILADELPHIA
COUNTY remains the same as it was when the Minority Protected Class Population were the
minority magnitude size population of Philadelphia County. The compensatory action-plan
remains the same in spite of the action-plan having failed to accomplish the required mitigation
of the inferior economic performance status of its majority Minority Protected Class Population;
● PHILADELPHIA COUNTY is in the grips of THE CURRENT FOSSIL FUEL
WORLDWIDE PEAKING DEPRESSION THAT IS NOW significantly impacting current
account tax collection. And the City of Philadelphia and the State of Pennsylvania
Commonwealth Governments current account tax collections have been impacted to the point of
creating a several-billion dollar current program spending needs deficit. The time for
restructuring the economic-institutional-arrangements of the City of Philadelphia Government
Apparatus has arrived as City of Philadelphia Citizens are having their constitutional rights
abrogated by the failure of the City of Philadelphia Government Apparatus to meet its obligations
to manage the utilization of the assets of the Citizens of Philadelphia in a manner that provides
the maximum bereft to its Citizens as the Pennsylvania Constitution requires! Further, this
constitutional mandate failure is hallmarked by PHILADELPHIA COUNTY'S HISTORIC
PERSISTENT DISPARATE TREATMENT OF IT'S MINORITY BUSINESS PERSONS!
● PHILADELPHIA COUNTY utilizes methane gas aka natural gas as its primary gas
energy source. PHILADELPHIA COUNTY got into what is now recognized as an economic and
environmental-pollution predicament that is using natural gas as its primary energy source as a
result of “Big Oil” making the Philadelphia Gas Works an offer it could not refuse. That is the
offer of natural gas at a price less than the production of the syn-gas that it was producing at the

time of the offer. The offer have to be accepted as the Philadelphia Government Apparatus is
required to manage the utilization the assets of the Citizens of Philadelphia in a manner that
provides the r maximum bereft to its Citizens per the Pennsylvania Constitution.
● PHILADELPHIA COUNTY to get from under the grips of the CURRENT FOSSIL
FUEL WORLDWIDE PEAKING DEPRESSION needs to address the following:
PER THE PRESIDENT'S PARA-PHRASED POINTS THAT TO RETURN TO PROSPERITY
OUR COUNTRY NEEDS A HYDROGEN BASED GREEN ENERGY INFRASTRUCTURE;
A SCHOOL-TO-WORK PUBLIC EDUCATION SYSTEM ;
AND A WELLNESS SUPPORT SYSTEM FOR HEALTH-CARE SYSTEM.
[This situation CRIES OUT FOR THE CROP™ ACTION TEAM NATIONAL URBAN
MODEL GREEN ENERGY INFRASTRUCTURE PROGRAM HUMAN DEVELOPMENT
SUPPORT SYSTEMS!]
The Philadelphia Government Apparatus 's action-plan to overcome the effects of the Fossil Fuel
Peaking Economic Depression must not only encompass the above items; but must also
accomplish mitigation of the effects of its DISPARATE TREATMENT OF ITS MINORITY
BUSINESS PERSONS IN PHILADELPHIA COUNTY to come into statutory compliance with
its obligations under the both the United States and Commonwealth of Pennsylvania
Constitutions.
● PHILADELPHIA COUNTY'S DISPARATE TREATMENT OF IT'S MINORITY
BUSINESS PERSONS HAS ITS ROOTS IN ITS well known culture-of-corruption system that
has every contract action in the City of Philadelphia system have some element of corruption.
PHILADELPHIA COUNTY'S DISPARATE TREATMENT OF IT'S MINORITY BUSINESS
PERSONS ALSO HAS ITS BASIS IN The School District of Philadelphia Government
Apparatus functioning as a De Facto School-to-Prison System. The settled case law determined
and/or proven racist discrimination that permeates all the economic-institutional-arrangements of
PHILADELPHIA COUNTY is currently in operation in spite of a majority-minority population
demographic being in effect!
● PHILADELPHIA COUNTY'S Philadelphia Government Apparatus currently
continues its DISPARATE TREATMENT OF IT'S MINORITY BUSINESS PERSONS
especially citizens of Color under ITS NEW DEMOGRAPHIC OF MAJORITY-MINORITY.
WHEN THE WHITE MAJORITY POPULATION CONSIITUTED IN POPULATION SIZE
THE majority of persons in Philadelphia County; Philadelphia County was one of the richest
manufacturing urban centers in the world and the following was in effect:
- an effective public mass education system;
- cheap energy and water;
- a fair and just tax system.
The above infrastructure was supported by a competent, reasonably corruption-free local
government apparatus, although operating as a racist oppressor enterprise to its Citizens of Color
for its majority white population it did operate to provide the above salient features.
When a statistical analysis is applied to the issue of minority protected class participation
in the wealth advancement aspects of the operation of the Philadelphia Government
Apparatus the numbers are so minuscule in comparison to the percentage of population that the
minority protected class groups, that make up the majority of people in Philadelphia County, that
the application of statistical science has consistently concluded that some treatment-intervention

has to be occurring to make those numbers happen. That treatment-intervention is institutional-
racism. Institutional-racism that is so rampant and structured into the “Philadelphia-
Government –Apparatus-Institutional-Arrangement-System” that since the change-over to
a majority minority population the design of the public schools architecturally has gone
from school-as-a-big-house or factory to school-as-a-prison in Philadelphia! Further, the
median income of Philadelphia's citizens has declined from being in the top tier to being in the
bottom rung of major United States Cites. Thus it should NOT be a surprise that in 2008
Philadelphia achieved the dubious distinction of having the highest incarceration-rate of any
jurisdiction in the world.
One of the institutional-racism patterns that is repeated is of the City, the Commonwealth, and
the School District Philadelphia (SDP) Government Apparatus is the taking of administrative
actions, such as taken with the West Philadelphia High School Automotive Academy and the
CROP™ Action Team®, that destroy or prevent from coming into existence education programs
that provide effective education services delivery to non-white SDP Students that would result in
them being placed in high paying jobs, especially non-white males. Here are some examples that
Jasper Jones of the CROP™ Action Team has personal involvement with:
1. ALLIED TRADES & BUILDING CONSTRUCTION CONSERVATION CRAFTS
ASSOCIATION programs in A+ Technician (Computer Repair/Network Engineer
[CNE]) – Earn a Computer Program;
2. ALLIED TRADES & BUILDING CONSTRUCTION CONSERVATION CRAFTS
ASSOCIATION programs in building construction conservation crafts training;
3. Philadelphia Scrap Tire Company Project - Governor Ed Rendell uses his authority has
governor to block building of plant that includes apprentices trades training in
automated instrumentation panel maintenance;
4. Fletcher Street Horseman – Horseman Trades and Apprenticeship – para-phrased
response from SDP Personnel “get out of our school building”;
5. Fish Farm and Horseman Apprenticeship program exchange between Lakota Nation and
Philadelphia, Pennsylvania;
6. West Philadelphia High School Automotive Academy alternative fuel vehicle technology
apprenticeship associate degree program;
7. West Philadelphia High School Broadcast Technically Trades Apprenticeship Program to
be sited at WPEB 88.1 FM;
8. Philadelphia to Hydrogen – Philadelphia Gas Works (PGW) and Philadelphia Water
Department conversion to hydrogen gas energy production that would include
apprentices trades training in automated instrumentation panel maintenance;
9. SEPTA and SDP failure to implement a training program for small businesses that would
be negatively impacted by West Market Elevated Trains Reconstruction Project;
10. Administrative protocols for access to government subsidized low cost capital credit
crafted to not be achievable by non-white business owners, thus negating possible
creation of formal staff training programs.
The City of Philadelphia is in financial distress BECAUSE ITS MAJORITY-MINORITY
CITIZENS ARE IN FINANCIAL DISTRESS in part DUE TO THE FAILIURE OF
Philadelphia„s CIVIC AND GOVERNMENTAL LEADERSHIP TO COMPLY WITH THE
CONSITUTIONAL ASSETS TRUSTEE BENEFITS MANDATE OF THE Pennsylvania
CONSTITUTON. The failure of the City of Philadelphia Leadership to comply with the
Pennsylvania Constitutional Mandate to manage the assets of its citizens so that they receive
maximum benefit from their assets is being manifested in the following manner:

- citizens are unable to afford to pay their water, electric and gas utility bills;
- citizens are unable to afford the cost of food;
- citizens are not receiving access to fair priced capital credit to finance the operation of
their small businesses;
- citizens are experiencing ill health effects from environmental pollution whose source is
fossil fuels;
- citizens are not receiving a through and efficient public education that is a school-to-
work education.
The Mass Employment and Mass Production Era is over in Philadelphia. The big service
business and manufacturing companies have tremendously downsized! A NEW WAY FOR
THE PEOPLE TO GET PAID IS NEEDED! A NEW WAY IS NEEDED FOR THE PEOPLE
TO EARN A DECENT AND HONEST LIVING! IF LIVING ON WELFARE IS THE
CANCER THEN OWNERSHIP EMPOWERMENT IS THE ANSWER! OWNERSHIP
EMPOWERMENT BY the Community Rebirth Organization Plan(CROP) Programs.
The end of the Mass Employment and Mass Production Era being over in Philadelphia
means that the City of Philadelphia Leadership in order to comply with the Pennsylvania
Constitutional Mandate to manage the assets of its citizens so that they receive maximum benefit
from their assets must reconfigure all of the City‟s human and community development
institution operation arrangements to address the elements of the new social and economic
infrastructure of the City‟s economy. This has not been done as evidenced by the following
items:
- citizens are unable to afford to pay their water, electric and gas utility bills;
- citizens are unable to afford the cost of food;
- citizens are not receiving access to fair priced capital credit to finance the operation of
their small businesses;
- citizens are experiencing ill health effects from environmental pollution whose source is
fossil fuels;
- citizens are not receiving a through and efficient public education that is a school-to-
work education.
Some of the City Institutions that are required to be reconfigured to address the above situation
include:
- Philadelphia Water Department:
- Philadelphia Gas Works;
- Philadelphia Electric Company;
- Philadelphia Industrial Development Corporation (PIDC);
- Wharton, and Temple Small Business Development Centers (SBDC‟s); and
- School District of Philadelphia
Accordingly, we present that. NOW is the time to INVEST TO recycle our PHILADELPHIA
WATER DEPARTMENT (PWD) sewage generated BIO-methane (i.e. management of city of
Philadelphia “waste streams” properly as assets) and to tap the water current energy of
Philadelphia‟s river to generate electricity and to supply hydrogen gas for energy by green
renewable electrolysis of water!
WORLDWIDE PEAK OIL FACTS
. FACT: Two (2) of the world's three (3) largest oil fields went into permanent decline 2 years

. FACT: Saudi Arabia‟s production, the world's largest, has declined by 700,000 barrels per day
in just the last year!
. FACT: The 2006-2007 North American winters withdrew more than 2 trillion cubic feet (TCF)
of natural gas out of storage - but only 1.7 TCF of gas went INTO storage in 2006!
. FACT: The long rumored saviors, new pipelines from Alaska or Northern Canada, are mired in
red-tape and multi-billion dollar cost overruns and may NEVER be built!.
. FACT: The world needs up to 20 million barrels per day of NEW oil production just to cover
current declines and growing demand.
. FACT: There is NO existing source for that much new oil - it does not exist.
. FACT: PHILLY PAYS BIG OIL OVER 500 MILLION A YEAR FOR NATURAL GAS.
NATURAL.GAS and natural gas WILL NEVER BE LESS IN COST THAN SYN GAS BIO-
METHANE PRODUCED FROM PWD SEWAGE AGAIN due to peak oil supply demand
effects on prices of the commodity. Further, UNDER THE Pennsylvania CONSTITUTION
THE PHILADELPHIA GAS WORKS (PGW) IS REQUIRED TO UTILIZE THE LEAST
COSTLY METHOD TO SUPPLY Philadelphia Citizens GAS-ENERGY!
PEAK URANIUM NOTES
The need for a green sustainable electrical power generation infrastructure is to be further caused
by the coming of “Peak Uranium Production” in that the Philadelphia Region relies upon nuclear
power for about 97% of its electrical power. The most worrying problem is the
misconception that uranium is plentiful. The world’s nuclear plants today eat through
some 65,000 tons of uranium each year. Of this, the mining industry supplies about 40,000
tons. The rest comes from secondary sources such as civilian and military stockpiles,
reprocessed fuel and re-enriched uranium. “But without access to the military stocks, the
civilian western uranium stocks will be exhausted by 2013, concludes Dittmar.
It‟s not clear how the shortfall can be made up since nobody seems to know where the mining
industry can look for more.
That means countries that rely on uranium imports such as Japan and many western
countries will face uranium shortages, possibly as soon as 2013. Far from being the secure
source of energy that many governments are basing their future energy needs on, nuclear power
looks decidedly rickety.
But what of new technologies such as fission breeder reactors which generate fuel and nuclear
fusion? Dittmar is pessimistic about fission breeders. “Their huge construction costs, their poor
safety records and their inefficient performance give little reason to believe that they will ever
become commercially significant,” he says.
Further, Japan‟s Catastrophic Earth Quake and other LESS DRAMTIC NEGATIVE
environmental events are daily reducing the time geometrically that is available to put the
Philadelphia-to-Hydrogen ™ - Beloved City Saving Measures in place.
(1) Japan’s Catastrophic Earth Quake has created a Chernobyl Like Cancer and life
killing situation in large areas of Japan this means that the usage of nuclear power by
Japan was unwise as the Country will be largely uninhabitable for many life-times of the
current Surviving Japanese People. Japan’s Catastrophic Earth Quake radiation is a
continuing threat since the reactors are continuing to emit. The problem is that until they
are under control, it is blowing over and descending upon the USA day after day.

(2) The food growing areas of the USA and Canada are being contaminated. The milk,
water and other foods are being contaminated and that contamination could go on for a
long, long time even after the fallout stops because of the concept of "half life".
(3) The background radiation is currently low in numbers but one molecule of
plutonium is all that is necessary to guarantee cancer if it is ingested or breathed and it
lodges in the body.
(4) Japan’s Catastrophic Earth Quake consequences have a lesson for Philadelphia in
that our PECO organization has been involved with nuclear based electrical production
such that about 97% of our local electric-energy comes from this source. We therefore
need to develop a plan to migrate from nuclear-power to safe green renewable hydrogen
power. The Philadelphia-to-Hydrogen ™ Program is such a transition plan. Thus
Philadelphia-to-Hydrogen ™ needs to begin now as Philadelphia like Japan is seated upon
an earthquake-fault-line as well.
(5) A further note, nuclear reactors can be said to be nuclear bombs that have been designed
to not to blow-up in one big bang but a little bit at a time. Thus allowing the heat energy being
produced to be tapped and converted to mechanical energy that is then converted to electricity.
However, it the controls are disrupted (like when an earthquake hits)that allow the nuclear
reactor aka controlled nuclear explosion device (i.e. nuclear bomb) are disrupted by
sometime like an earthquake you get a little or big dirty nuclear bomb explosion. A dirty
nuclear bomb explosion is one that produces mostly radiation particles being scattered and
not a lot of heat! In conclusion as Japan’s and the Chernobyl calamities have
demonstrated other alternatives to nuclear-power need to be pursued as the outcomes of a
major nuclear accident are not easily recoverable from to say the least!
FRACKING NOTES
The Marcellus Shale hydraulic fracturing drilling (FRAKING) economic and environmental
impacts hearing testifiers only revealed the leading edge of the tsunami of negative blowback
events that are happening and/or pending due to the continued extraction from the earth and
usage of fossil fuels beyond their peak of relatively easy production capacity. The hearing
testifiers revealed many horrific items specific to FRAKING in the Marcellus Shale region of
Western Pennsylvania for methane gas. Some of the horrific items testified as happening or
going to happen include:
FRAKING water usage has left seven Western Pennsylvania Counties with no clean water;
The cost of providing safe clean drinking water in one area where the water was poisoned by
FRAKING activity is to be about 10 million dollars;
PA water table poisoned by FRAKING may not recover for ten thousand years;
The ocean salt-water brine line is up to Chester, PA;
Consequently, if FRAKING is allowed to expand there may not be enough fresh water available
to contain the salt-water brine line to Chester, PA;
The jobs being generated by FRAKING activities are not providing employment for
Pennsylvanians;
The gas being generated by FRAKING activities are not providing gas to Philadelphia,
Pennsylvanians;
In order for FRAKING activity to occur Pennsylvania Taxpayers must subsidize the construction
of supporting infrastructure;
FRAKING production is not a renewable/sustainable energy generation process once the gas is

FRAKED and taken out of the ground site remediation must begin (i.e. it‟s a one shot deal);
Etc...
The fact that the FRAKING activity is creating a net negative asset situation for the citizens of
Pennsylvania makes it a special case of the current culture-of-corruption Machine Cash Cow
White Elephant Spending Spree under the pretext of jobs creation and economic development
advancement!
An additional warning note on the potential consequences of FRAKING to our life in
Pennsylvania is that FRAKING if allowed to go to its logical conclusion in Pennsylvania can
result in there being NO water that has not been poisoned by the FRAKING PROCESS, per the
results of an independent engineering study of the FRAKING PROCESS in Pennsylvania.
Attention should also be paid to the Atlantic Ocean Salt Brine reaching Chester, Pennsylvania .
The FRAKING PROCESS diverts such large quantities of fresh Pennsylvania water from
flowing into the Delaware River that the current pressure flow could possibly be diminished to
the point that the Atlantic Ocean Salt Brine Current could break through and intermix with
Pennsylvania‟s fresh water current flows. Need to limit FRACKING in Pennsylvania to limit
the lowering of the water pressure to halt the inward progress of Atlantic Ocean Salt Brine

(6) Atlantic Ocean Salt Brine Current Hydrology
Saltwater intrusion happens when saltwater is drawn-in (from the sea) into freshwater aquifers.
This behavior is caused because sea water has a higher density (which is because it carries more
solutes) than freshwater. This difference in density causes the pressure under a column of
saltwater to be greater than the pressure under a column of the same height of freshwater. If these
two columns are connected at the bottom, then the pressure difference would cause a flow of
saltwater column to the freshwater column until the pressure equalizes.
The flow of saltwater inland is limited to coastal areas. Further inland, the freshwater column is
higher due to the increasing altitude of the land and is able equalize the pressure from the salt
water, stopping the saltwater intrusion. The higher water levels inland have another effect: the
freshwater flows seaward. This completes the picture: at the sea-land boundary, at the high part
of the aquifer freshwater flows out and in the lower part, saltwater flows in. The saltwater
intrusion forms a wedge.
Pumping of fresh water from an aquifer reduces the water pressure and intensifies the effect,
drawing salt water into new areas. When freshwater levels drop, saltwater intrusion can proceed
inland, reaching the pumped well. Then saltwater, unfit for drinking or irrigation, is produced by
the pump. To prevent this, more and more countries adopt extensive monitoring schemes and
numerical models to assess how much water can be pumped without causing such effects. Note
ocean salt –water is not drinkable!
FURTHER, ON THE QUESTION OF STORM WATER FLOW MANAGEMENT
The City of Philadelphia has developed a deficit framework conservation based program for its
Combined Sewer Overflow (CSO) operational management infrastructure that does not follow
the management dictates of the Pennsylvania Constitution. The CSO program places charges on
the Citizens of Philadelphia for rain-water something that by Pennsylvania Constitution Section
27 that own. The now traditional deficit strategic management protocol of the Citizens of
Philadelphia Assets that the Philadelphia Water Department (PWD) is working from treats

foul-sewage waste stream assets as wealth asset development inputs owned by the citizens
of the City of Philadelphia.
As wealth asset development inputs rain-water and foul-sewage waste streams would be
viewed as elements to achieve energy and food sovereignty for the citizens of the City of
Philadelphia. The rain-water and foul-sewage waste streams can be sub-classified for
infrastructure management purposes by human resident human fecal waste streams from
toilets and gray water from sink drains; industrial activity human fecal waste streams from
toilets and manufacturing and other industrial drain run-off. The manufacturing and
other industrial drain run-off is organic and non-organic – toxic and non-toxic.
If your infrastructure waste stream management process is oriented towards channeling
the rain-water and foul-sewage waste streams back into useable assets to benefit the wealth
maximization of the citizens of the City of Philadelphia the management and infrastructure
build plans would be aimed at working with private and public organizations to convert
these waste streams into wealth building assets. The wealth building assets that the rain-
water and foul-sewage waste streams ultimately can be converted to is energy and food.
The infrastructure that needs to be created is a three separate pipe systems for handling
the rain-water and foul-sewage waste streams. One for rain-water and two for foul sewage
that is one for human fecal waster and one for grey-water.
If you have a three pipe infrastructure the rain-water can be used as the conduit for
medium for human fecal waste to be transported to processing plants for anaerobic
digestion to methane gas and fertilizer. The grey-water can be properly treated and
returned as potable water to the system. The rain-water can also be filtered and used to
water food crops. The methane gas can be converted to synthetic hydrogen which has a
very high market value.
This wealth stream generation of the ABCD approach is contrasted with the now
traditional deficit strategic management protocol of the Citizens of Philadelphia Assets
which in the case of the proposed PWD Combined Sewer Overflow (CSO) operational

The River-City-to-Hydrogen™ Project is an off-grid based, green solar, hydro, hydrogen
