County transfers $1.17 million to city for Civic Center wastewater treatment project LA County officials plan on trans- ferring $1.17 million in unclaimed refunds to the City of Malibu, money that will help fund a controversial $41-million Civic Center wastewater treatment facility. The nearly $1.2 million in unclaimed funds accrued after a county effort to locate 1990s prop- erty owners who were forced to pay into an assessment district for a city- wide sewer project that eventually ground to a halt when activists won Malibu cityhood in the early ‘90s. In its efforts to refund those who paid into the assessment, the county treasurer’s office issued more than 3,700 refunds totaling $4.1 million. After those refunds, they were left with $1.17 million. “Returning the unclaimed bal- ance of funds to the City for the cur- rent wastewater treatment project is the right thing to do, and ensures that the money will be used for its original purpose of addressing the water-quality needs of the people of Malibu,” said Supervisor Zev Yaroslavsky. Under a development prohibition placed on the City of Malibu in 2011 by the Los Angeles Regional Water Quality Control Board, the city is required to build a centralized waste- water treatment system in the Civic Center by November 2015. The city is nine months behind on that time- line. The agreement also stipulates homeowners living within the Civic Center prohibition area must connect to the system by 2019 and phase out their septic systems. Obama’s LA visit may cause traffic delays President Obama will arrive for his 17th visit to Los Angeles just in time for the evening rush hour on Wednesday. Many traffic delays are expected on the Westside as the president will attend several events between Wednesday and Thursday. Those headed into or through Brentwood, Santa Monica and Westwood should prepare for possible traffic delays. Obama will be raising money for the Democratic Party, and he will also receive a humanities award from film director Steven Spielberg. The 2014 festival will take place July 17-20. Grunion season hits Malibu California Grunion have begun spawning in Malibu at rapid rates. Between 1,600 and 3,600 eggs are made during one spawn, accord- ing to the California Department of Fish and Wildlife. Spawning occurs every year between March and August while peak spawning happens between late March and early June. Malibu currently is in the heart of closed season, which means these fish can only be observed late at night. Eggs are deposited when tides are at their highest point and incu- bated when tides are at their low- est point because the waves will not disturb the eggs. After 10 days, they hatch during the next high tide series when they are flooded by sea water and flustered by rising surf. To protect these fish, locals are encouraged to not harass them and avoid any vehicle traffic or groom- ing on beaches in the area below the wrack line (the high tide line where kelp is deposited on the sand) because eggs may be incubating a few inches below in the sand. Homes were temporarily threatened but no evacuations were ordered, according to officials. The fire was initially estimated at 10 acres, burning in thick brush in a neighborhood on Avenida de Santa Ynez. The road is about 2.7 miles north of the intersection of Pacific Coast Highway and Sunset Boulevard in a neighborhood acces- sible via Palisades Drive. More than 100 firefighters were dispatched to the scene. Several helicopters were also sent to the fire. The fire was later downgraded to five acres and was knocked down at 4:45 p.m., according to the Los Angeles Fire Department. Fire crews remained on site through Sunday evening monitoring for hot spots. The cause of the fire remains under investigation. LA County officials plan on trans-ferring $1.17 million in unclaimed refunds to the City of Malibu, money that will help fund a controversial $41-million Civic Center wastewater treatment facility.

The nearly $1.2 mill ion in unclaimed funds accrued after a county effort to locate 1990s prop-erty owners who were forced to pay into an assessment district for a city-wide sewer project that eventually ground to a halt when activists won Malibu cityhood in the early ‘90s.
