6. Free Parking DaysOn 7th March 2017, Weymouth & Portland Borough Council Management Committee adopted the 2017- 2022 Off-street Parking Policy. This policy enabled Free or discounted parking for specific periods in the lead up to Christmas, determined each year in consultation with Weymouth BID and Five days per annum when the Council can designate free use of the Weymouth town centre car parks for events which generate valuable footfall for businesses.

At the Shaping Dorset Council - Place Programme Board meeting on the 12 th December, Officers presented a decision request for these arrangements to pass to Weymouth Town Council until the policy is replaced. The Board resolved:

That the free or discounted Christmas parking provision, as set out within the current Parking Policy be continued and determined jointly by Weymouth Town Council and Dorset Council in consultation with the BID and the five days per annum when Weymouth & Portland Borough Council can use the Weymouth town centre car parks for events be continued and determined by Weymouth Town Council during the continuance of the policy;

This applies to 2019/20 financial year.

Two of the five days have been allocated to help facilitate the Town Councils Armed Forces Day Celebrations on Saturday 22nd and Sunday 23rd June (as in previous years); leaving three days to allocate. The Ironman and Beach Motocross events have also previously been supported due to the significant economic benefits that these events bring to the Town, outside of the main season. Members are asked to consider the allocation of the three remaining days.

Members may also wish to discuss an approach to the free or discounted Christmas parking provision offered through the parking policy. This could be through a small member / officer working group with representatives of Dorset Council and the BID to progress this much valued parking opportunity.

Recommendation:That Members agree the allocation of the three remaining parking days to:

7. Services update and current prioritiesWeymouth Town Council is the responsible Local Government Organisation for the provision of services and associated assets covering the following areas:

Beach & Esplanade Greenspaces Property including Public Convenience Events & Festivals Community Development Town Centre Management Administration and Finance including Civic Activities

Weymouth Town Council has no strategic plan at this time although work on this is proposed to commence with a Member’s workshop during the Autumn. The plan will help the Council define its vision, priorities and the actions in support of these over the next 5+ years. The Strategic plan will also assist the council with its financial planning and monitoring; helping to demonstrate efficient and effective achievements for both the Council and its residents.

Details relating to Council services together with an update on work activities undertaken since the 1st April and the current priorities are provided below.

Recommendation:Members are asked to consider and make comment on current service priorities

Beach ManagementThe strategic development and operational management of the Seafront inclusive of supervision (monitoring, advising and limited enforcement), general maintenance, contracts management, delivery of traded services, and licensing of activities.

Work activities since 1 st April : Achieved Blue Flag and Seaside Award status; Day to Day operational management of 3.5 miles of seafront; Seasonal setup of deckchair hire operation (Circa 1000 items hired to date); Incident management & enforcement including PSPO interventions (7 anti-social

behaviour, 56 dog & 48 cyclist related matters); Formulated and continue to implement the pre-season maintenance program (Repairs,

maintenance refurbishment, painting and renewal of street furniture including bins & signs);

Booked 37 charities and community group seafront stalls plus other activities such as Tuesday evening Community Beach Volleyball series for 2019;

Generated £1500 via promotional site and sponsored bench schemes; Managed and accommodated 10 attraction concessions, 10 catering concessions and 4

retail outlets; Installed community Volleyball Courts; and beach access matting to assist those with

mobility issues; Completed rebranding and relevant signage on time (with help and support from partner

businesses); In partnership with local business – furnished seafront flagpoles at no cost to WTC; In conjunction with Dorset Coast Forum and McDonalds – facilitated the Great Dorset

Beach Clean 27th April;

Installed statutory relevant Bathing Water Quality notices in readiness for 1st May bathing season commencement and testing;

Worked with Friends Group at Castle Cove re future and provision of minor consumables (bin bags etc);

Priorities: Health, safety and welfare of over 1 million visitors to the seafront; Attain and preserve Blue Flag and Seaside award status for Weymouth Central; PSPO and Bye-law engagement; Generate income via hire operation (circa 30,000 deckchairs, 5,000 windbreaks and over

4,000 sunbeds), promotional and site bookings, bench schemes, etc.; On-going maintenance; Contracts management including beach cleansing, attraction, catering concessions and

retail outlets; Continue working with local, regional and national organisations, businesses and groups

for the benefit of the environment and development of seafront area; Assist with booking and delivery of events and activities.

Parks, Open Spaces, Cemeteries, Allotments and Play AreasThe provision of a wide range of high-quality facilities that are safe and secure to all in the community. The role of the service is to deliver an urban environment that is of appeal to all sectors of the community and visitors to the town. Environmental sustainability, providing opportunities for education, health and exercise and ensuring equal access for all are also key.

Work activities since 1st April: Completed rebranding of vehicles and garden signage; Opening of the Greenhill Gardens’ Queen Elizabeth Archway. A project led by the Friends

of Greenhill Gardens and supported by the Parks team; Carried out a Red List inspection following a spring storm to assess damage to the town

council’s tree stock; work included felling a tree at The Marsh, heavily pruning a tree at Melcombe Cemetery and tree maintenance work to 3 trees at Telford Close open space;

Installed 3 new noticeboards in Nothe Gardens; Installed 1 noticeboard in St John’s Gardens; Revived the ‘wild animals’ on the Nothe Gardens nature trail and produced an activity

worksheet for children; Instructed contractors to sympathetically repair the recently vandalised oak bridge in

Sandsfoot Gardens; Enabled 45 events to take place on Council Land, including Dorset Poetry Walks in

Sandsfoot, RNLI event at the Nothe and a Multi-Cultural Meet Up at Radipole Park. Worked in partnership with Dorset Public Health, Volunteers Wimborne Orienteers and Live

Well Dorset to set up 3 permanent orienteering courses in the Nothe Gardens; Carried out spring allotment inspections across all sites to encourage tenants to cultivate

their plots. Work to prepare vacant plots for re-letting has also been undertaken; Picnic in the Park – Wildlife and Wellbeing held in Radipole Park & Gardens is the first

event hosted in partnership with Active Dorset, Dorset Council, the Town Council’s Parks team, Friends of Radipole Park and Gardens, Live Well Dorset, Stepping into Nature and Active Aging. The event provided free taster sessions, including yoga, pilates, health walks, orienteering and piyo (pilates/yoga). There were also scavenger hunts, bike marking by the Police, wildlife stalls, storytelling and a cookery stall to promote health eating;

Produced the parks and gardens events poster, which are displayed on our parks and gardens noticeboards;

The Events and Parks teams are supporting the organisers of the Weymouth & Portland Pride, who will be hosting a 3 day event in Radipole Park & Gardens in July 2019;

Supporting the Green Fingers Group to deliver projects in St John’s Gardens funded by a £15,000 Pocket Parks Plus Grant. The funding will:o Commission a gardener to lead horticulture workshops;o Commission a storyteller for the summer months;o Commission a person to lead on gentle exercise classes;o Commission a local artist to work with schools, groups etc.;o Host Fun Day Out events.

Routine repairs have been carried out in several play areas, including the replacement of 2 cradle swing seats in Melcombe play area and 4 cradle swing seats in Radipole Park and Gardens;

Planning application submitted to fell a Cupressus macrocarpa Goldcrest (Conifer) in Nothe Gardens, which is too close to an adjacent housing development. Following tree inspections at the Nothe, the application also requests to fell a damaged/diseased Aesculus hippocastanum (Horse Chestnut) and removal of a damaged/diseased front fork on another Aesculus hippocastanum; both trees are situated on the bank overlooking Nothe Parade;

Emergency pathway repairs undertaken in Greenhill Gardens and Sandsfoot Gardens; Height barrier ordered for the entranceway to Lodmoor Country Park to help prevent

travellers from entering the site. Dorset Council is splitting the cost; Greenhill’s “welcome” bed has been florally depicted using 1400 red begonias and 2100

white begonias; Greenhill’s floral clock has been planted with carpet bedding plants, including 1000

Herniaria, 1500 Echeveria, 1000 Crassula, 1000 Pyrethrum and 600 Alternanthera; Reseeding the wildflower meadow at Lodmoor Country Park, the annual meadow seed has

been funded by the Friends of Lodmoor. The Parks team has also reseeded the wildflower meadow at the community orchard in Radipole Park and Gardens;

2 new recycled bench style seats have been installed around the pump track at Wyke playing fields;

Production of a promotional poster linking Weymouth’s parks and gardens and describing their unique features and facilities. These have been placed on the park and gardens noticeboards;

The grass cutting teams are on the third cut of the season to land owned/leased to Weymouth Town Council;

As part of on-going staff development and training, our Senior Arborist has been enrolled onto a Play Area Operational Inspection course; this will provide critical mass to the inspection team following the retirement of the Parks Chargehand.

Retaining Green Flag status at Greenhill and Sandsfoot Gardens. Our gardeners are working hard to ensure that we meet the key judging criteria for the Green Flag Award:

o A welcoming placeo Healthy, safe and secureo Clean and well maintainedo Sustainabilityo Conservation and heritageo Community involvemento Marketingo Management

Greenhill Gardens are being judged on 28 May 2019 and Sandsfoot Gardens are being mystery shopped in May/early June.

Preparing a Stage 2 Heritage Lottery Fund application for Radipole Park and Gardens:

In December 2017, the National Lottery Heritage Fund approved a Stage 1 pass for Radipole Park and Gardens under the Parks for People scheme. This granted £78,500 towards feasibility work during the current development phase. Weymouth Town Council will be submitting a Round 2 application for £1,013,400 to the National Lottery Heritage Fund (Parks for People) in December 2019.  The anticipated value of the final project will be £1,400,300.

The final project will transform the park, halting its rapid decline and restoring the physical fabric to create a park fit for the future. The bid is a partnership project with the Friends of Radipole Park and Gardens, who have carried out a significant amount of public consultation. Further focussed consultation on specific areas is planned to ensure that the park and gardens meets the needs and expectations of as wide an audience as is possible. Strong partnerships with local organisations will build sustainable relationships offering volunteering/ training opportunities, providing specialist advice and supporting the future management and maintenance of the site. The project will reconnect local people with their park, explore and celebrate the park’s hidden heritage and help to create a new enthusiasm for becoming involved in its future development.

Alongside the programme of activities, the project will make significant improvements to the park’s fabric, including:o Upgrading the children’s play area and incorporating a water feature;o Upgrading of path networks and seating to improve accessibility for a wide range of

users;o Upgrading of the car park surfacing;o Upgrading surfacing and fencing of the multi-user games area, tennis and basketball

courts;o Introduction of a heritage centre/café and toilet facilities;o Installation of a new drainage system to deal with issues relating to flooding of the

playing field and enable year-round use of the recreation areas.

In addition to the extensive consultation the following studies have been undertaken as part of the feasibility work:

o Conservation Plan – DE Landscape and Heritage Ltd (currently in draft form);o Baseline Ecological Survey – Dorset Wildlife Trust;o Ecological Consultation – Dorset Wildlife Trust; o Biodiversity Improvement Plan – Dorset Wildlife Trust; o Bat Report – Dorset Wildlife Trust; o Shrub List 2019.

The project design team has now been appointed and comprises Project Manager, Architect, Structural Engineer, Quantity Surveyor and Drainage consultant. A landscape architect will be the final consultant to be appointed to complete the development phase. 

Tumbledown Farm:Working in partnership with Dorset Council, Public Health Dorset and other agencies such as Aster Housing, we are exploring an opportunity for a community farm to be operated from Tumbledown Farm. This would be similar project to Holtwood Community Farm who are a day service provider for adults with mental health problems, autism and other learning difficulties based on 15 acres of land near Wimborne. 

The aim of the project is to provide a safe and relaxing environment in which clients can explore and learn about the countryside, agriculture and horticulture whilst also developing their independence, interpersonal skills and confidence.

Relocating Badger Sett in Wyke Cemetery:Up to 50 badger tunnels have been identified in Wyke Cemetery. Advice has been sought from Natural England and Dr Annabel King, Ecologist at Dorset Council.

We have commissioned Alder Ecology to carry out a survey of the setts in order to make recommendations and advise on options.

There are several active badger setts on adjacent land at Curtis Fields. In recent years, Julian Brown Badger Consultancy has carried out numerous surveys in the area around Curtis Fields and will be providing this information, it includes the cemetery area for reference. The report will help to identify the badger population in the area.

Badgers and their setts are legally protected under the Protection of Badger’s Act 1992. As such, work to exclude badgers can be only done under licence from Natural England. In the case of Wyke Cemetery, the justification is under the 'damage to property' clause. Exclusion work can only be carried out under licence within the period 1st July to 30th November; between December and June badgers have dependent young below ground and there would be a risk of harm or cruelty if work was done during that time. In the meantime, warning notices have been erected on entranceways and across the cemetery to highlight the tunnels discovered.

Wyke Cemetery Extension:£100,000 is secured to acquire additional cemetery land of approximately 5 acres, currently owned by Wessex Water. Discussions with Wessex Water over the last year have resulted in a verbal confirmation that Wessex Water will consider a disposal. Available burial space in Weymouth is fast running out. Over the last 10 years additional land was sought in terms of expansion of existing cemeteries or new provision but with no significant additions.The site is currently used for grazing and will need to be surveyed for suitability for burial. Dorset Council planners verbally advised there will be no issue for cemetery use. The recommendations from the badger survey will also need to be considered.

The Marsh Masterplan: The Marsh Masterplan was produced following extensive consultation with local residents who fed back on what facilities and improvements they would like to see at the site. Works have included a brand new multi-use games area, new seating, the removal of the derelict running track, installation of a drop kerb, a new play area and fencing. The total cost of the project to date is £185,000.

As part of the plan, this year we will be introducing new signs/noticeboards using Section 106 contributions.

Update Signage for Play Areas:New signs will be produced for all Weymouth play areas that fall to the responsibility of the Town Council; these will provide new contact details and out of hours numbers.

Annual Audit of Parks, Gardens and Play Areas:Undertake an annual audit of all parks, gardens and play areas in order to identify essential works. Desirable projects will also be categorised.

Health, Safety and Welfare of Users and Visitors to Parks and Open Spaces:o Monthly inspections carried out in parks, gardens and open spaces;o Monthly inspections carried out in cemeteries;o Monthly full inspection of play equipment;o Weekly visual inspections of play equipment across;o Twice yearly inspections of allotment sites.o Commission gravestone inspections.

Response maintenance and repairs will be undertaken as necessary.

publication; Initiate property condition surveys to inform planned maintenance programme; Investigate ways to improve quality and cleanliness of facilities; Approach to future contracts e.g. basis of making quality improvements; Lighting options for member consideration;

Events & FestivalsThe management, development, delivery and enabling of the Weymouth Events programme.

Work activities: Plan, invite, promote, logistics and delivery of the Anzac Day Service on the Esplanade; Enabled 14 events to take place on Council Land such as Weymouth Walkies, Yeovil Car

Club (linking into National Drive It Day Rally), Bike Nights, St Georges Day Scouts Parade; Worked with Blind Association on a new Bright for Sight 5 k / 10 k seafront evening event; Social Media – Visit Weymouth – Promoting Weymouth events and destination images /

publicity; Secured annual Haven Seafront Caravan and Caravan Show sponsorship (£24,000). Design of the Armed Forces Day Celebrations Leaflet, Poster and Promotional / Marketing

Continued to work and liaise with Event organisers, clubs and group on forthcoming new and annual events such as Weldmar Colour Run, Ultra Walking Event, Seafood Festival, Weymouth Pride, Weymouth Bay Swim, Beach Volleyball Classic, BeachFit, RNLI 150 Celebrations, summer fireworks, potential new music event, Ironman 70.3;

A copy of the current 2019 Weymouth Events & Festivals Programme is in the appendix to this agenda.

Priorities: - Facilitate and/or manage in excess of 150 community, sporting, cultural and arts-based

events together with major festivals; generating social and economic benefits for the Town, as well as raising the image and profile of the destination and the Weymouth Town Council;

Maximising commercial and sponsorship opportunities through events and high-profile promotional sites to generate an income for reinvestment into service delivery;

Development, promotion and diversification of the visitor economy through major events and festivals with a particular emphasis on out of season;

Contribute towards the development and increase the level of community volunteer and local club involvement in the Town and with the Council;

Generate publicity campaigns to promote the events programme and individual events throughout the year;

Manage and deliver the Town’s civic events programme, including Nationally Accredited Armed Forces Celebrations and various annual commemorations throughout the year including Anzac, US Memorial, Remembrance Sunday.

Community DevelopmentCommunity planning and community development work in Weymouth; sharing best practice, networking, enabling projects and reducing inequalities focusing on the most deprived communities. Core to the role of community development is building “Strong and Resilient Communities”.

Work activities:Since the 1st April the team have provided advice, guidance and support to a variety of community organisations including “Rock against Racism and The Men`s Shed. This included Governance issues, best practice guidance volunteer recruitment, management and development, procedures and policies, supporting funding applications and bid writing.

They have worked with 4 local primary schools – giving presentation in schools and enabling them to join in a larger community project – the “Crossroads project” which was designed to help address early mental health issues. This resulted in an art installation being erected in the town centre at St Mary`s church.

Community Engagement and anti-poverty work in Chapelhay and Rodwell has been developed to build relationships with statutory and voluntary agencies and communities in these areas mapping issues, projects and partnership working. Project that are emerging from this work is the setting up of a Baby Food bank in partnership with local churches and continuing to promote the weekly brunches for people on low income.

Further highlights include: We have received 5 enquiries from community/voluntary organisation including grant help; 2 enquiries regarding equalities have been dealt with – regarding no accessible access

into community buildings and hearing loops; 11 enquires have been received online asking for general support advice regarding

governance by groups; 17 local community groups have been supported by given detailed advice such as

Westham Community Group, Big 4 Littlemoor, Let`s Make it, Veterans Hub and Café; 27 meetings attended – (community and strategic) Representing Weymouth Town Council

to continue to build on relationships with statutory and voluntary agencies such as Social Service, Children`s Services and Dorset Volunteer Centre;

8 Separate press coverage including the art installation at St Mary`s church Weymouth and the Art Boards created by a local art group in the Park area, working with Weymouth Bid;

5 events have been organised including crafting events for people who have become isolated, opening of the Men`s Shed, Support with Friends of Radipole Health and Wellbeing event, 3 special health walk events, the launch of the Orienteering trail at Nothe gardens;

Over 300 volunteer hours have been created - £3000 worth of time and 11 people have signed up to new activities;

To date our work has engaged over 500 people; 2 grant for funding have been applied for from Awards for All and Dorset Council Social

inclusion fund

Priorities: Enabling, supporting and developing community capacity within local communities; Community engagement particularly with hard to reach/more vulnerable communities; Relationship building with communities and the voluntary, community and social enterprise
