Dear Collector,

As you read this letter the finaltouches are being made toAustralia 99 – the World StampExpo to be held in Melbournefrom 19 to 24 March.

The Organising Committee hasworked for more than three yearsto design an exhibition for thenew millennium.

Without a risk of exaggeration Ican say that this will be the mostspectacular stamp exhibition everheld. The first thing that willimpress you when you enter theExpo is the fleet of 22 sailing shipsand an ocean liner inside theExhibition hall. It is breathtaking.

The competitive exhibits are ofthe highest international standard,and of particular interest to me isthe new class of Social Philately.Of course, the Court of Honourwill house some philatelic ‘gems’as well as exhibits of widespreadgeneral interest.

You will be impressed by the newtechnology on display and inoperation. We have the latestprinting press on site printingstamps, an E-stamp centre, and ahuge internet centre allowing youto visit stamp sites the world over.

I am also delighted with theattention given to children. Wehave a Pirate Ship for the younger

From 19 to 24 March, Melbournewill play host to an internationalshowcase of stamps and stampcollecting. Australia 99 is one ofthe world’s largest and mostexciting stamp exhibitions, and willprovide a once-in-a-lifetimeopportunity to experience a rangeof world-class exhibits on a scalenever seen here before.

The Governor-General, SirWilliam Deane, will officially openAustralia 99, heralding the start ofa week-long celebration of the seaand the world of philately.

A wide range of attractions will beavailable to Australia 99 visitors –

exhibits from more than 40countries, 180 stands for trade andpostal administrations, an internetcentre providing access to philatelicsites worldwide, talks by leadingphilatelists and stamp-relatedexperts, special issue maritimestamps, and a showcase of the latestprinting technology with stampprinting on site.

Three FIP competitive classes –Traditional, Postal Stationery andRevenues – will be included inAustralia 99, as well as theexperimental class of SocialPhilately. More than 2,000 framesof competitive displays will be

these days, as well as an Australia99 postmark, will also beavailable to collect.

Several commemorative stampissues and products will beofficially launched during theExpo, including an issue ofAustralian maritime stampsfeaturing the Polly Woodside, theEnterprize, the Alma Doepel andthe Lady Nelson.

The 45c Polly Woodside stamp has aspecial tab with the Australia 99logo printed on it and also formspart of a Joint Miniature Sheet withIreland. A philatelic rarity, bothpostal administrations had beenworking separately on designscelebrating this famous ship anddecided to incorporate these in oneminiature sheet.

Similarly, a Joint Miniature Sheetbetween Australia and Canada willinclude two separate designscelebrating the Marco Polo. Thisminiature sheet will be printed inCanada and so will featuredifferent perforations to theAustralian sheet stamps previouslyissued on 15 January 1998.

Two miniature sheets, eachcontaining three stamps from thefamous 1963-64 Early Navigators inAustralian Waters series, will bereleased at Australia 99. In addition,

an imperforate version of theminiature sheets will be availableand visitors to the Expo will be ableto perforate the stamps themselvesusing machinery on site.

A Portfolio, Celebration of the Seas,will include mint maritime stampsfrom many of the participatingpostal administrations.

A new frama featuring a Tiwidesign will be available with aspecial edition cliché bearing threeships printed in red. Four framamachines will be set up atAustralia 99 to issue this design,which will not be released in otherframa machines until later in theyear. A monotel machine (the firstin Victoria) will also be set up atthe Expo and will print the literal‘Australia 99’ on monotel labels.

For six days in March, Australia 99will be the focus of the philatelicworld – a showcase of stampcollecting, technology and design.Come and be a part of our jointcelebration of Australia’s maritimeheritage and the world of stamps.

The Court of Honour willprovide some spectacular displays,including the SmithsonianInstitute’s RMS Titanic exhibitwhich retraces the last hours in the ship’s mail and telegraphroom. Other displays includemajor exhibits from three royalcollections including ten frameson loan from Her Majesty TheQueen; the official IOC Olympicexhibit; some colonial Australia‘master forgeries’ from the RoyalPhilatelic Society’s collection;several Australian exhibits; and the collection of rock singerFreddie Mercury.

Younger collectors and childrenwill also have special areas withactivities designed to introducethem to stamp collecting and furthertheir interest in stamps. A PirateShip complete with gangplank,

pirates and interactive games willhold the attention of youngerchildren, while on ‘Treasure Island’older children can speak withAustralia’s leading young collectors,play a life-size board game aboutthe ups and downs of collecting,and test their knowledge againstthe computer.

A pirate ‘Loot Bag’ including apirate flag, ‘pieces of eight’(chocolate coins) and items to helpyoung collectors get started (valuedat $14.95) will be on sale only atAustralia 99 for $4.95.

In addition to the overallmaritime theme, each day will havean activity theme, beginning withShips Day on 19 March, then NavyDay, Family Day, Olympics Dayand Forgeries Day. The final day,24 March, will be Awards Day.

To celebrate our maritime history,Australia Post will issue four SailingShips of Australia stamps and anaerogramme on 19 March – theopening day of Australia 99.

45c Polly WoodsideOne of only two ships of her type

still afloat in Australia, the PollyWoodside now has pride of place atthe Polly Woodside MelbourneMaritime Museum. Launched inBelfast, Ireland in 1885, she coveredmore than 800,000 nautical milesin her trading career. Designed as anocean-going trading vessel, shecould carry 1,000 tonnes and had acrew of fifteen (refer page 8).

This stamp also has a tab with theAustralia 99 logo printed in blackand gold. The sheet has tabs on theleft side but no gutters, and the tabsare 30 mm x 16.66 mm.

85c Alma DoepelThe last of its kind in Australia,

the Alma Doepel is a fully restoredthree-masted topsail schooner. Shewas built by Frederick Doepel in

Bellingen, New South Wales in 1903and made 578 Bass Strait crossings– the most of any sailing vessel. Shewas restored by volunteers in the1980s and classified by the NationalTrust of Australia.

$1.00 EnterprizeThe Enterprize is a replica of a topsail

schooner built in Hobart in 1829 byWilliam Pender. Purchased by JohnPascoe Fawkner in 1835, she was sentacross Bass Strait where her mooringin the lower reaches of the Yarra isheld to be Melbourne’s birthplace. Areplica Enterprize launched inMelbourne in 1997 was the firstsquare-rigged commercial sailing shipbuilt in Melbourne for 120 years.

$1.05 Lady NelsonBuilt in Deptford, England in 1798

the Lady Nelson became one of themost important vessels in Australianmaritime history. She was the firstship to sail from the west throughBass Strait, initiating the shorterroute from England to Sydney, andwas instrumental in establishing thefirst European settlement inTasmania. The replica Lady Nelsonwas built in the late 1980s.

A special feature of this issue is a tab next to the Polly Woodside 45cstamp. The tab (with the Expo logoprinted in black and gold) isavailable in a sheet of twentystamps. The tab is not availableseparately, nor will it be affixed tothe maximum card or the MaritimeLinks – Australia and Ireland jointminiature sheet. The 85c, $1.00 and$1.05 stamps are available inmodules of 50.

Sailing Ships of Australia is the second in the Maritime Heritage series which began in 1998 with The Romance of Sail. The sailing ships in this issue symbolise the ships which helped shape Australia. The iron barque Polly Woodside, built in 1885, was primarily involved in coastal and intercolonial trade between Australiaand New Zealand. She is now the centrepiece of the Melbourne Maritime Museum. A tab attached to the Polly Woodside stamp shows the Australia 99 logo. Alma Doepel is the only Australian-built commercial sailing vessel carrying square sails to have survived. Trading mainly along Australia’s eastern coast, she was restored in the 1980s and now sails in Port Phillip Bay. Enterprize is a replica of a tops’l schooner built in Hobart in 1829, whose mooring in the lower reaches of the Yarra on 30 August 1835 established the founding of Melbourne. She is currently moored at Williamstown for sailing in Port Phillip Bay and Bass Strait. Lady Nelson, a replicaof a vessel launched in 1798, was the first vessel to explore Port Phillip Bay and was instrumental in establishing the first European occupation in Tasmania. Lady Nelson sails regularly around Tasmanian waters and provides traditional sail training.

In 1852, with some 900 passengerson board, the Canadian-built MarcoPolo made a record 68-day voyagefrom Mersey, England to Melbourne.A legend had been born.The voyage cut the sailing time to

Australia in half and left an indelibleimpression on the public mind. TheMarco Polo’s career and famousaccomplishments contributedenormously to the prosperity of theCanadian shipbuilding industry ofthe 1850s and ‘60s.To celebrate this relationship a

special joint miniature sheet,Maritime Links – Australia andCanada, honouring the Marco Polowill be released on 19 March. Theminiature sheet brings together twoseparate stamp designs from the twocountries in recognition of the partthe Marco Polo played in theirmaritime histories. Australia Post first issued the

Marco Polo 85c stamp on 15 January

1998 as one of a set of fourstamps commemorating Australia’smaritime heritage. The 46c MarcoPolo stamp will be issued by Canada Post on 19 March. As the miniaturesheet will be printed in Canada, the Australian stamp will havedifferent perforations than theversion issued in 1998.The Marco Polo was built in 1851

at St John, New Brunswick, Canadafor export to Great Britain.

A maritime partnership betweenAustralia and Ireland is celebrated ina philatelic rarity produced byAustralia Post and An Post. MaritimeLinks – Australia and Irelandhonours the Polly Woodside, whichbegan its seafaring life in Ireland and now belongs to the NationalTrust of Australia (Victoria).Both postal administrations had

been working separately on designsfeaturing the Polly Woodside, and itseemed only fitting that both stampdesigns should be brought togetheron a joint miniature sheet forAustralia 99.The three-masted, iron-hulled

barque was built in Belfast, Irelandfor William J. Woodside. During her 37-year sailing career the Polly Woodside covered more than800,000 nautical miles. She wasgiven to the National Trust ofAustralia (Victoria) in 1968 and

Six great navigators who helpedput Australia’s 32,000 kilometresof coastline on the map arecelebrated in two special issueminiature sheets to be released byAustralia Post. The stamps shown on the

miniature sheets were first releasedin 1963–64 as the Early Navigatorsin Australian Waters stamp issueand re-issued with newdenominations in 1966 followingthe introduction of decimalcurrency to Australia.Abel Tasman (c.1603–59)Tasman discovered and named

Van Diemen’s Land in 1642. In1644 he charted the northern coastof Australia from Cape YorkPeninsula to Port Hedland.Captain James Cook (1728–1779)

In 1770 James Cook sailed offthe east coast and sighted PointHicks. He sailed north and madenumerous landings beforeclaiming British possession of thewhole eastern coast.

Captain Matthew Flinders(1774–1814)

Flinders explored Botany Bay withGeorge Bass in 1795. From 1801to 1803 Flinders circumnavigatedthe continent and charted largesections of coast. In 1814 hepublished a General Chart ofTerra Australis or Australia.

William Dampier (1651–1715)In 1688 Dampier led the first

British party known to havelanded successfully on theAustralian coast. In 1699 helanded at Shark Bay and explored1,000 miles of the western coast.

George Bass (1771–c.1803)Bass explored the southern coast

of New South Wales in 1797. In1798–99 he and Flinders provedthat a strait, later named after Bass,separates Van Diemen’s Landfrom the mainland.

Phillip Parker King (1791–1856)For several years from 1817 King

charted the coast previouslyunexplored by the late MatthewFlinders. In 1824–25 King published a set of eight chartswhich, when combined withFlinders’ charts, showed almost the entire Australian coastline.

EXPO HIGHLIGHTExpo visitors can see these miniature sheets being

printed and can purchase imperforate versions.As an Expo highlight, collectors are able toperforate these sheets by hand. An "A99"perfin will identify these sheets, whichwill have identical perforation gaugesto those of the normal sheets.

Sets of both miniature sheets with theperfin will be sold at the Expo (maximumtwo sets per cusomer). Only 15,000 perfinsets will be available. Those not sold at the Expowill be available by mail order (there are a maximumof two sets per customer). (inset image is an example only)

The 1956MelbourneOlympicGamesheralded anumber offirsts inOlympichistory – thefirst timeAustralia hadhosted the

Games and the first time theworld’s most celebrated sportingevent had been held in theSouthern Hemisphere.

One of the most glorious sights of the Games was the lighting ofthe Olympic Flame on 22November 1956. Australia Postissued a set of four stamps tocommemorate the XVI Olympiad –one of the stamps depicting anOlympic Torch. As part of theAustralia 99 Olympics Daycelebrations on 22 March, AustraliaPost will release a $1.20 stamp withthe original 7 1/2d Olympic Torchstamp in a contemporary ‘stampon stamp’ design.

Following the successful release ofthe Peace PennyPack in August1995, AustraliaPost has releasedthe OlympicTorch PennyPack whichcontains anOlympic Torchstamp and1956 penny.

Australia Post and Note PrintingAustralia Limited commemoratesome of the people and ships thatshaped Australia’s maritimeheritage with this special portfolio.The portfolio showcases the 1999

$20 polymer note and a half sheetof ten x 45c Polly Woodside stamps.The note features Mary Reibey,

who began her Australian life as aconvict. She and husband ThomasReibey built a successful cargo andshipping business which Mary ranafter his death. PortfoliosThe first 1,000 portfolios have the

note and stamps numbered in red.The remaining 2,000 portfolioshave the note and stampsnumbered in black.

Each sheet of stamps has beennumbered to match the serialnumber of the $20 note and theprefix MH (Maritime Heritage)has been used in the numberingprocess. The note and stamps areoverprinted with the words‘Maritime Heritage’.Allocations

Both Australia Post and NotePrinting Australia Limited haveallocations of the portfolio. Thefirst 1,000 portfolios are PremiumRed Numbered Portfolios and arepriced at $135.00 each. AustraliaPost’s allocation of these will bedrawn in a special ballot whichcloses on 9 April 1999. The limitedquantity means that AustraliaPost’s allocation will be availableby mail order only.

A limit of one Premium RedNumbered Portfolio applies percustomer. Results of all applicationswill be notified by mail. Orders forthe Premium Red NumberedPortfolios must be sent on theBallot Form supplied loose withthis Bulletin. Do not use thestandard mail order form.

To be released on 19 March, The Engraved Stamps of Australiaprovides a fascinating chronicle ofthe evolution of intaglio stampdesigns between 1913 and 1965.

From the 1930s to 1970s manyAustralian commemorative anddefinitive stamps were printed usingintaglio – the original diespainstakingly cut by engravers atNote Printing Australia. Originatingin the 15th Century, intaglio (orsteel die engraving) requires highlyspecialised skills, which only a fewengravers in Australia have acquired.

A unique selection of these dieproofs have been gathered into onebook – The Engraved Stamps ofAustralia – which is the firstcollection of its kind.

Twenty-eight black proofs struckfrom plates made from the originaldies and housed in individualarchival mounts are a notablefeature of this 64-page book.

Announced each year as part ofthe Australia Day celebrations,the Australian Legends Awardhonours the contribution to ournational identity made byfamous Australians.

This year Australian artist, potterand printmaker Arthur Boyd, AC,OBE, has been recognised for hisimpressive contribution, throughhis art, to our national heritage. In a career spanning more than 60years, Arthur Boyd has cast hisvision across a broad landscape ofideas and traditions, both realand mythological.

Born in 1920 to a remarkablefamily of artists (his grandparents,parents and siblings were all eithersculptors, painters or potters), Boydwas inspired by the Australianlandscape and indigenous people

among other things. Later travelsto central Australia provided theinspiration for works based on thedisparity of living conditions andculture between white andAboriginal Australians. His

celebrated series ‘Love, Marriage andDeath of a Half Caste’, first exhibitedin 1958, is considered by arthistorians to be probably the mostimportant series of subject picturespainted in Australia in the 1950s.

Awarded the Companion of theOrder of Australia in 1992 for hisservices to art, and namedAustralian of the Year in 1995,Arthur Boyd continues his lifelongcontribution to the development of the arts in Australia. In 1993 hearranged for his Bundanon propertyon the Shoalhaven, the constantsource of his inspiration for the last twenty years or so, to be givenas a gift to the people of Australia.Through the work of the BundanonTrust an artists in residenceprogram has been established, andthe first students are due to bewelcomed to the unique Arthur andYvonne Boyd Education Centre onthe property in February 1999.

His work was twice selected torepresent Australia in theprestigious Venice Biennale (1958and 1988) and Boyd exhibits hiswork frequently in both Europeand Australia. After first moving toLondon in 1959, he now divideshis time between Suffolk, Englandand Bundanon, New South Wales. Boyd and NebuchadnezzarThe painting featured on the

stamp design is ‘Nebuchadnezzaron fire falling over a waterfall’c.1966-68 (Art Gallery of NewSouth Wales). Boyd depictedNebuchadnezzar in many of hispaintings. According to the OldTestament, Nebuchadnezzar, Kingof ancient Babylon, fell from gracefor his self-aggrandisement and was banished to suffer in thewilderness for seven years. Theseries has been interpreted as anallegory of the descent of humanityin a conflicted world.

The portrait was taken by Britishphotographer Clynt Granham.Boyd’s paintings were featured in

the 1994 Australia Day stamp issueas part of the Australian Art series.The Australian Legends AwardThis annual Award is made to

honour a prominent Australianwho, over a lifetime ofachievement in their particularfield of endeavour, has made anoutstanding contribution to theAustralian identity and heritage.The first Australian Legends stampissue paid tribute to Sir DonaldBradman, considered the greatestcricketer ever to play the game. Thesecond issue honoured sixAustralian Olympic Legends: BettyCuthbert, Herb Elliot, Dawn Fraser,Marjorie Jackson, Murray Rose andShirley Strickland.The Australian Legends stampsissued each year are the only stampswhich honour a living Australian.

Australia’scoastline is oneof the longestand mostbeautiful in theworld. Plant lifeis a significantfeature of coastalenvironmentsand plays animportant rolein the formationand stability ofAustralia’s sandy coasts.

Replacing the Wetland Birdsdefinitive issue, the Coastal Flowersstamps introduce the next Nature of Australia series theme – Coastal.The stamps, to be released on 8 April, feature four examples ofAustralian coastal flowers. FurtherNature of Australia – Coastalstamps will be released in July.

Guinea Flower(Hibbertia scandens)

The Guinea Flower is an attractivetrailer with yellow flowers andbright red fruit. It is often foundgrowing down the foredunes innorthern New South Wales andQueensland, but in Victoria it isconfined to the hind-duneforests. Flowering for most ofthe year, it is widely used fordune stabilisation and can bepropagated from seed or cuttings.

Native Fuschia(Correa reflexa)

The NativeFuschia is awidespread specieswith severaldifferent forms andvarieties, growingon a range ofsandy soilsthroughout south-eastern Australia. Itis a small shrub

which grows up to two metres andflowers in spring. The flowers hangdownwards and the petals, whichform a tube two to threecentimetres long, are red or green.Australian Bluebells(Wahlenbergia stricta) A herb up to 60 centimetres tall,

Australian Bluebells have bright bluepetals that are fused into a funnel-shaped tube. This species growsthroughout south-eastern Australiaand flowers in the summer.Beach Morning Glory(Ipomoea pes-caprae ssp. brasiliensis)A scrambler or twiner with flowers

altered the dune environment, oftenresulting in land degradation. Coastalflowers protect this sandyenvironment by reducing the wind’scapacity to transport sand. On theforeshore they provide a cover thatdeflects salt-laden winds over dunes,reducing sand drift.

The coastal flowers featured on this series of definitive stamps are found in different parts of Australia’s

coastline and illustrate the varied colours of such flowers. These flowers are also located in different parts

of the dunes, for example: in the foredunes (closest to the water), on the crest (high point), in the swales (low

point) and in the hind dunes. The native coastal flowers featured are the Guinea Flower (Hibbertia scandens),

an attractive yellow flowered trailer; the Native Fuschia (Correa reflexa) is a widespread species with red

or green flowers; a herb up to 60 cm tall known as Australian Bluebells (Wahlenbergia stricta); and Beach

Australia’s custom of celebratingthe Sovereign’s birthday dates backto the early years of settlementwhen Governor Phillip proclaimeda holiday for the colony in honourof the birthday of King George III.Since 1980, Australia Post has

issued a commemorative stamp tocoincide with the Queen’s realbirthday on 21 April. Officialcelebration of her birthday takesplace in Australia in June (Octoberin Western Australia).

This year’s commemorative stampissue features Her Majesty QueenElizabeth The Queen Mother withQueen Elizabeth II and is the firsttime mother and daughter haveappeared on an Australian stamptogether. The stamp features acontemporary photograph taken in1992 outside Sandringham

Official posters have proclaimedeach Games since Stockholm in1912. The Manfred Bergman OlympicCollection accompanies this exhibitand includes the most completecollection of philatelic items fromthe uncelebrated 1916 Games.

Designing Modernity Exhibition

Curated by SallyGray, ‘DesigningAustralia’ looks atthe shift fromtraditional stampdesign approachesfrom the l940sonward.

RMS Titanic

‘Posted Aboard RMS Titanic’includes artifacts from theCollections of the SmithsonianInstitute and from privateindividuals and focuses on the mailship and its Sea Post crew.

Collection of HSHPrince of Monaco

This exhibition includes sourceillustrations, drafts, proofs for steel-engraved stamps and signedapprovals for the first postagestamps particular to the Principalityof Monaco, issued in 1885.

Australian Maritime Stamps

Curated by Richard Breckon, thisexhibit comprises three Australianstamp issues – Navigators(1963–66), Clipper Ships (1984)and Maritime Heritage (1998). The pre-decimal Navigators stampswere the last Australian issue to beprinted on watermarked paper.

Australian Forgeries

Also curated by Richard Breckon,this exhibit showcases the onlysignificant instance known of apostal forgery of AustralianCommonwealth Stamps. Thisoccurred in 1932 and involvedforgeries of the 2d George V and 2dSydney Harbour Bridge stamps,which served for basic letter postage.

The legendary Queen lead singer,the late Freddie Mercury, was a keenstamp collector as a child andcollected a wide variety of stampsfrom all over the world.

HRH PrincessMaha ChakriSirindhorn ofThailanddevelopedan interestin stampcollectingthrough herextensivetravels. Her collection grew as shesent postcards back to herself inThailand from countries she visited.
