Pre-qualification conditions for the bidders.

1. Bidder should have valid Class – I, Electrical Contractor License, bids shall be accompanied by attested copy of the license.

2. Bidders shall have experience of completing similar Internal building electrification work/ works from April 2010to till date. To satisfy any one of the conditions listed below

a) Three similar completed works each costing not less than Rs. 15.0 lakhs OR b) Two similar completed works each costing not less than Rs. 18.76 lakhs OR c) One similar completed work costing not less than Rs. 30.00 lakhs The experience details shall be produced in the format prescribed below.

General Instructions for bidding in E- procurement method.

1. TWO PART: Offers should be submitted in two parts, I)Techno commercial Bid (containing compliance / deviation for all the items in the Bill of quantities, supporting catalogues of the items offered, commercial terms like payment terms, delivery schedule, taxes and duties, etc.,) II) Price Bid. (Shall contain item wise price and total prices, rates shall be in both words and figures there shall be no discrepancy in rates written in figures and words. However, if a discrepancy is found the rates which correspond with the amount worked out by the bidder shall be taken as correct.) 2. Bidders should give clause-by-clause confirmation / Deviations for all the items of the

specifications ambiguous / incomplete bids will not be considered. It shall contain the information about the make and catalogue numbers for each of supply item. Bidders may elaborate the specifications where ever felt necessary.

3. Bidders shall also comply for the each clause of the terms and conditions

4. For all the supply of items catalogues shall be enclosed. And quote shall be with in the enclosed approved list.

5. Bidders should quote for all the items of the inquiry. Partial bids will not be considered.

Terms and conditions: 1. Technical Supervisor: Electrical Supervisor possessing a valid supervisory license &

having minimum 7 years experience.

Completion period: The complete work shall be completed within 11 months+30 days from date of completion of civil works (from the 15th day, after the date of issue of Purchase order or from 7th day after issue of site clearance by EIC-Electrical.

The period includes monsoon periods also. 2. Site Clearance The work shall be started only after issue of site clearance by EIC-

Electrical. 2.1 The work shall be carried out in co-ordination with civil construction works. The

technical supervisor shall obtain clearance form civil agencies through EIC-Electrical.for carrying out certain critical activities like roof conduit work, wall/floor/beam conduit work and fixing of fittings in fall ceiling fixing of fittings on walls and ceiling etc., and issue return clearances through EIC-Electrical. after completion of that stage of electrical works for civil personnel to proceed with certain civil works like beam/ceiling concreting, wall plastering, thermal insulation, fall ceiling work and painting etc., )

2.2 If the supplier fails to complete the works within the time specified / causes undue delay during. The specified time as for the cases listed below. The MCF shall recover from the supplier as liquidated damages a sum of one half of the one percent (0.5 percent) of the order price of the uncompleted work for each calendar week of delay. The total liquidated damages shall not exceed ten percent (10 percent) of the total order value. Work will be deemed to have been completed only when all the components are delivered and work is complete in all respects in the opinion of EIC-Electrical. (which will be deemed to be final).

a. Not starting of work / stage of work within 7 days from issue of clearance / remainder

will be treated as delay. b. Stoppage of work/deputing insufficient manpower for more than 7 day when there is

hindrance to work will also be treated as delay. 2.3 Supplier shall desire an extension of time for the completion of the work on the grounds of his having been unavoidably hindered in execution or any other ground, he shall apply in writing to stores officer-MCF within 7 days of the date of such hindrance on account of which he desires such extensions. If MCF finds the grounds shown for the extension are reasonable (which shall be final) can extend the completion period.

3. Quality of the work: Work shall be carried out under the directions of the EIC- Electrical in addition subject to inspection by the representative of EIC(Ele.) to ensure strict compliance with the terms, specifications and conditions. Whenever the engineer in charge / his representative finds any work is not done properly,inefficiently or in a unworkmen like manner, he shall be instruct to replace / redo the work in a proper manner during the period of work or after completion up to a period of 12 months form the date of issue of certificate of completion. His instructions to be

complied to without any additional cost.

3.1 For the supply the brand and catalogue nos. should be proposed and an approval shall be obtained form the engineer in charge before effecting the supply. 3.2 Work shall be carried out as per the relevant IS and as per the specifications in the specifications book of MCF and reference drawings. 3.3 EIC(Ele.) shall be at liberty to object the contractor to remove any person from work employed by the supplier in or about execution of works who in the opinion of the Engineer in charge misconducts himself or incompetent or negligent in the proper performance of this duties. And all such persons shall not again be employed upon the works without the permission of the EIC(Ele.)

4 Documentation: The supplier shall produce conduit layout and circuit distribution drawings separately for each distribution board, telephone wiring etc., and get it approved from EIC(Ele) well in advance of starting the work. These drawings shall be updated if any changes are made during the course of carrying out the work. As built drawing shall be submitted after completion of the work ( 5 hard copies(laminated) and one soft copy )

5. Safety Clause: 5.1 Contractor shall read “Contractor safety manual” and sign on each pages and submit a copy.

5.2 Supplier should employ adequately qualified, experienced and licensed personnel to carry out the work, 5.3 Should provide requisite personal safety equipment / gadgets to their workmen, and

also the contractor’s workmen should observe all safety precautions to avoid any kind of accidents.

5.4 Supplier should also maintain a first aid kit containing items and shall be placed at location easily accessible to their workers.

5.5 In case of any accident occurring due to any reasons during carrying out the work MCF campus, Department will not be responsible in any way for the same. No extra payments shall be made to the supplier and No claim of what so ever nature will be considered or paid on this account and Supplier is fully responsible for such eventualities and he should indemnify the Department from such happenings.

6. Compliance to Labour laws: Display of wages board, Labour acts, rules, laws, wages

act, child Labour act and any other rules, regulations and acts prevailing during the execution period of the wok shall be complied to by the supplier. Supplier shall also maintain all the documents required by these rules, regulations and acts.

7.Security Deposit: Within 20 days from the receipt of purchase order, the contractor should submit a Security deposit of 10 % of the order value in the form of crossed DD in favor of Accounts Officer, MCF, Hassan or a bank guarantee for the same value from the scheduled banks in the format provided by Accounts Officer MCF, Hassan.

8Guarantee & PBG: The materials supplied and the works carried out shall be guaranteed for a period of one year form the completion date against manufacturing defects and poor workmanship. After completion of the work a 10% Performance bank guarantee shall be given for a period of one year.

9 Payment terms:

9.1For supply items . a) 80 %( maximum) payment shall be released after receipt and acceptance of all

the components and accessories of items at MCF, Stores. b) Further 10 % after installation and testing of the items. c) Balance 10% after final commissioning & handing over and receipt of

performance bank guarantee. 9.2 For supply and installation /wiring / fixing /laying / works.

a) 90 %( maximum) payment after completion of wiring, fixing of switches & sockets, testing & commissioning etc.

b) Balance 10% after final commissioning & handing over and receipt of performance bank guarantee

For the release of payments related to installation and testing. The supplier / his technical supervisor shall give a inspection offer letter to the Engineer in charge, giving a detailed list of completed work giving details like item in P. O no. , Brief description of work, quantity of work, and location of the work. The supplier / his technical supervisor should be present on the dates fixed for the inspection ( by Engineer in charge) All the manpower, instruments(with valid calibration) and tools required for testing and taking measurements shall be provided by the supplier without any additional cost.

10 Increase or decrease in quantity of the items: MCF reserves right to decrease or not to operate any of the item in the order, any increase in quantity of any of the item in the order shall be carried out by supplier at the P. O rates upon issue of amendment. Party

11.Tools tackles and power supply: Supplier has to arrange for necessary tools dies or ladders / scaffolding required for the work. Party may apply for temporary power supply with CESC, Hassan.

12 Correspondence with CESCo ltd. for obtaining power connection: Contractor should complete all the formalities as required by CESCO (Chamundeshwari Electricity Supply Company ltd. ,Hassan) for acquiring power connection, however all the security deposits and fees as stipulated by CESCo will be paid by MCF.
