A Statement of Ethics for Public Purchasers

The Ontario Public Buyers Association's Code of Ethics is based upon the follow-ing tenets and members of OPBA attempt to consistently practise their profes-sion and deal with their day-to-day responsibilities according to these princi-ples. Members are encouraged to display this statement in their departments as well as in other locations in their agencies.

Open and Honest Dealings With Everyone Who is Involved in the Purchasing Process. This includes all businesses with which this agency contracts or from which it purchas-es goods and services, as well as all members of our staff and of the public who utilize the services of the purchasing department. Fair and Impartial Award Recommendations for All Contracts and Tenders. This means that we do not extend preferential treatment to any vendor, including local companies. Not only is it against the law, it is not good business practice, since it limits fair and open competition for all vendors and is therefore a detriment to obtaining the best pos-sible value for each tax dollar. An Irreproachable Standard of Personal Integrity on the Part of All Those Designated as Purchasing Agents for this Agency. Absolutely no gifts or favours are accepted by the purchasing agents of this agency in return for business or the consideration of busi-ness. Also, the purchasing agents of this agency do not publicly endorse one company in order to give that company an advantage over others. Your conference committee is looking forward to meeting you

Welcome back to Waterloo Region! It seems like yesterday the annual OPBA conference was held in Waterloo Region; however, it has actually been 6 years!

The Grand River Cooperative Procurement Group (and its 33 member agencies) is proud to host the 60th Annual OPBA Conference. We have put together an amazing program of educational speakers, covering a variety of topics such as: conflict of interest, technology, and social procurement. We will not divulge any secrets, but let’s just say the entertainment committee has outdone themselves with an awesome line-up of activities.

For the first time ever we are launching a “buddy” program to link first-time attendees with seasoned veterans. Buddies may attend sessions and events with one another to help maximize everyone’s conference experience.

Speaking of firsts – stay tuned for further information about our new mobile app, which contains the conference program including session topics, times and speakers.

And now a little bit about Waterloo Region, which is located in southern Ontario, with a population of 590,000.

The Evolution of Waterloo Region:

During the 16th-17th centuries the area was inhabited by Attawandaron nation. In the 1800’s Mennonites from Franklin County Pennsylvania (Pennsylvania Dutch) arrived by

Conestoga wagons and settled in the Region. By 1830, many of the immigrants came from Ger-many, but also from England, Ireland and Scotland. What we now call Kitchener was once the small village of Berlin, Ontario.

Many of the early industries centred around furniture, leather and automobile manufacturing.

Now in 2018 we are the home of 60,940 post secondary students, we have more than 400 high-tech firms some of which have moved into the original buildings erected in the 1800’s.

INSTRUCTOR - OPBA

This newly developed Principles course builds on the foundations of the Competitive Bidding– General course and focuses more on complex competitive bid solicitations, including both RFTs and RFPs. Candidates will discuss evaluated bid submissions, how to develop evaluation criteria, work with evaluators and evaluation groups, explore different costing calculations, as well as the two-envelope approach for the receipt of both proposals and tenders.

Carl Bonitto has over 15 years of procurement experience and received his CSCMP designa-tion through the Supply Chain Management Association of Canada in 2009. He currently is on the Ontario Public Buyers Association Certificate program advisory board as an instructor teaching courses since 2010. He also sits on the business faculty advisory committee at Loyalist College and is currently a Chapter Ambassador for the National Institute for Government Purchasing (NIGP). He gained his procurement experience in a variety of business sectors including Automo-tive, Technology, Food, Sporting Goods and Municipal government.

Carl’s current role as the Manager of Purchasing and Risk Management Services for the County of Northumberland allows him to procure a variety of goods and services for their seven diverse departments. Items include Construction, IT and consulting services. On the risk management side he manages all the legal challenges and claims received by the County.

In this course, the mysteries of the law and the relationship of the purchasing agent to it are unrav-eled in a concise and easy to understand format. Candidates are given an overview of the issues and responsibilities related to entering into a legal contract as well as determining what comprises a contract. David Allan has been working in the Supply Chain industry for over 30 years and has a diverse background from both the private and public sector. David’s background includes 20 years of ser-vice as a Supply Technician with the Canadian Forces, supporting military operations, and human-itarian and disaster assistance missions both at home and worldwide; and is a recipient of the Ca-nadian Peacekeeping Medal.

David spent 10 years in the private sector bidding on and managing federal government contracts; that included a multi-million-dollar repair and overhaul sourcing contract where he had to find re-pair sources for highly specialized and unique equipment and parts. David also spent some years providing sales and customer support in the aerospace industry. More recently David spent over 10 years managing municipal procurement and successfully implemented a comprehensive pro-curement governance framework, while at the same time improving overall procurement efficien-cies and effectiveness. David obtained his CPPB and CPPO accreditations in 2012 and has served on the governing board of the Ontario Public Buyer’s Association for many years. David currently teaches various Principles Certificate courses on behalf of the OPBA.

INSTRUCTOR - NIGP

Specifications are critically important to any procurement. Poorly written specifications can lead to lack of competition, purchasing an inappropriate commodity, protests, contract disputes and cost overruns. This course develops skills based on the foundation established in the Introduction to Specifications online course. It starts with problem statements within a specification, builds to problem specifications and culminates with strategies to approach specifications for unclear and difficult procurements.

Upon successful completion of this course participants will be able to: Identify problems and errors in specifications Explain the ramifications of those problems and errors Make recommendations to correct those problems and errors Identify strategies for approaching unclear procurements

Joyce has over 25 years of experience in Public Procurement and is currently the Contract Admin-istrator for DeKalb Peachtree Airport, the second busiest airport in the state of Georgia. Her re-sponsibilities include complex solicitations, leasing and contracting services. Throughout her ca-reer, Joyce has been responsible for many types and sizes of acquisitions, including major con-struction and professional services projects. She has experience in policy manual development, training, and project implementation.

Joyce is an Instructor for NIGP in face-to-face classes and in online instruction. She is a contribu-tor to the development of the CPPO and CPPB Prep Guides, the Protests Text and to the devel-opment of the Contract Administration, Contracting for Public Sector Services, Risk Management and Specifications online courses.

A graduate of Georgia State University, Joyce holds Lifetime CPPO and CPPB designations. She served on the Board of Directors for Georgia NIGP for several years and was the 2009 Georgia NIGP Public Purchasing Buyer of the Year. She holds a Paralegal Certification from the University of Georgia. EU Comprehensive Economic and Trade Agreement, trade treaty compliance remains a work in

Patsy has extensive experience in adult education and organizational effectiveness. She has been in full-time senior leadership positions in health care (8 years in respiratory medicine and 8 years as Director of Education with the Homewood Health Centre). She continues to teach with Conestoga College, Sheridan College, Brock University, McMaster University, the University of Guelph and the University of Waterloo. In addition, Patsy has recently accepted an offer to teach within the Mental Health Program with Mohawk College, commencing in September 2017.

She has received the Woman of Distinction Award - Training and Education, from the YM/YWCA in 2012. She was the Y`s Honourary Chair for the Women of Distinction`s 20th Anniversary in 2015. Patsy also received the J. David Stewart, in 2007, from Conestoga College for teaching excellence and leadership. Patsy has always been active in her community and has served on many boards. She was the District Governor of Rotary District 7080 for the year 2014-2015. In this capacity, she oversaw 49 clubs, and 1750 people. Issues of disclosure of the conflict, assessment, strategies for management and mitigation, and re-source scarcity will be discussed. Solutions for managing conflicts will also be assessed: conflict of interest committees, ethical walls, directors and officers certificates, and “conflict clearing” process-es will be examined.

With over 30 years of experience dealing with commercial and procurement issues, Judy has ad-vised clients across the globe on the full spectrum of infrastructure and public procurement issues. She has extensive experience in contracts to engage the private sector in the provision of tradition-al government services. She has also led a wide range of transactions to engage the private sec-tor, including design-build-finance-maintain, operations and maintenance, and facilities manage-ment of public-sector facilities, as well as the provision of clinical services in the community-care sector.

General Program information distributed prior to the conference is subject to

change. It is agreed that the OPBA, its employees, officers, volunteers,

contracted staff, and agents shall not be held liable or responsible for

any loss, injury, or damages, however caused, to any person engaged

by participating or attending this OPBA Conference. It is agreed that

OPBA, its employees, agents, and officers reserve the right to cancel or

reschedule programs, change speakers, locations, or revise content.

Right to Refuse Admission OPBA reserves the right to refuse admission, at the discretion of the

OBPA Conference Director and/or Executive. If admission is refused

part‐way through the conference, OPBA will refund a proportionate

amount of the fee.

Photo and Video Release OPBA will take photographs and some video at this OPBA Annual Con‐

ference and may use them in news or promotional materials whether

in print or electronic format, or other media, including the OPBA web‐

site. By participating in this OPBA conference, you grant OPBA the

right to use your name and photograph for such purposes. If you have

security or safety concerns, please contact OPBA and we will do our

best not to use any photos of you.

Expected Behaviour Event Participants are expected to communicate and present them‐

selves in a professional and constructive manner, whether in person or

virtually, handle dissent or disagreement with courtesy, dignity and an

open mind, be respectful when providing feedback, and be open to al‐

ternate points of view. Refrain from demeaning, discriminatory or har‐

assing behavior or speech. We expect all Participants to abide by this

code of conduct at all Events.

Consequences of Unacceptable Behavior

Any perceived harassment and/or unacceptable unwanted / uninvited behavior will not be tolerated by any Par cipant. Anyone asked to stop any harassing behavior is expected to comply immediately. If a Par ci‐pant, either in real or virtual space, engages in unacceptable behavior, the OPBA may take reasonable ac ons in the best interests of the OP‐BA to protect the safety and security of its Event and Par cipants; in‐cluding the expulsion from the Event and/or ac ons taken by appropri‐ate local law enforcement officials.
