A set of measures for the implementation of the Minsk Agreement
signed by the Trilateral Contact Group
Minsk, 12 February 2015
1. Ceasefire from 00:00 on 15 February 2015.
2. Withdrawal of heavy weapons by both sides (minimum by 50 km): for Ukraine – from the
current de facto line, for separatists – from the Minsk contact line. This should be done within
14 days.
3. Control of the process of ceasefire and withdrawal of weapons by OSCE.
4. In the first day after the withdrawal, Ukraine should start a dialogue on local elections in
accordance with Ukrainian legislation and the Law ‘On temporary regime of local self -
governance in the separate regions of Donetsk and Luhansk.
5. Amnesty to all those participating in the events held in Donbas.
6. Exchange of all captured soldiers from both sides according to the 'all for all' principle.
7. Guaranteeing free and secure delivery of humanitarian aid according to the principles of
international law.
8. Restoring social-economic connections, including social payments by Ukraine.
9. Regaining of the border control by Ukraine. This will start after the local elections and
finish by the end of 2015. However, regaining of the border control is possible only if point
11 is implemented.
10. Withdrawal of foreign troops from Ukraine
11. Implementing constitutional reform in Ukraine with decentralisation as a central element.
Adopting a permanent law ‘on a special status of separate regions of Donetsk and Luhansk
regions’ by the end of 2015.
12. Organization of local elections will be discussed and agreed with representatives of
Donetsk and Luhansk regions’ in the frame of Trilateral Contact Group. Elections will be
held under the OSCE observation.
13. Intensification of activities of Trilateral Contact Group.
