A Resolution on Equal Access School Dress Code K-12 WHEREAS, in the state of Nevada, not all schools have uniforms; and, 1 WHEREAS, there are bullies that target kids based on dress; and, 2 WHEREAS, the clothing can be used to hide drugs and/or weapons; and, 3 WHEREAS, if schools had uniforms such as polos or collared shirts and slacks or khaki pants 4 it would reduce bullying; and, 5 WHEREAS, gang- related/racially biased behaviors would be reduced; and, 6 WHEREAS, students would be safer; and, 7 WHEREAS, judgments based on clothing would be reduced as socio economics of students 8 would not be easily identified; therefore be it 9 RESOLVED, That the Student Congress here assembled make the following recommendation 10 for All schools in Nevada to have uniforms such as collared polos with slacks or 11 khaki pants. 12 Primary Carson High School

A Resolution on Equal Access School Dress Code K-12

WHEREAS, in the state of Nevada, not all schools have uniforms; and, 1

WHEREAS, there are bullies that target kids based on dress; and, 2

WHEREAS, the clothing can be used to hide drugs and/or weapons; and, 3

A Resolution to Recognize the Ku Klux Klan (KKK) as a

Domestic Terrorist Organization and Make Their Eradication

a Homeland Security Priority

WHEREAS, The Ku Klux Klan (KKK) is a white, Christian, American terrorist organization 1

that was founded in 1866, and has been largely active since its revival in 1915 2

(therefore they have been operative for nearly 100 years), and; 3

WHEREAS, The KKK have used acts of terrorism—including murder, lynching, arson, rape, 4

and bombing—to oppose the granting of civil rights to African Americans. The 5

KKK has also been anti-Semitic and anti-Catholic, and has opposed the 6

immigration of all those it does not view as "racially pure,” and; 7

WHEREAS, The KKK is the only terrorist organization on earth that is exclusively for white, 8

male Americans, and; 9

WHEREAS, Several dozen people affiliated with the KKK rallied outside of the South 10

Carolina state capitol in protest of the state government’s decision to take down 11

the Confederate battle flag on July 10, 2015. Therefore, the KKK currently exists 12

and is active in America in 2015, and; 13

WHEREAS, 5 past United States Presidents have been members of the KKK, and at its peak in 14

the 1920’s, Klan membership exceeded 4 million people nationwide and; 15

WHEREAS, Officer Brian Encinia, who killed Sandra Bland (a murder that was recently in the 16

public eye due to the blatant racism and excessive brutality that occurred in her 17

death) was a participating member in the KKK, and; 18

WHEREAS, Members of the KKK have landed on FBI and CIA watchlists but aren’t nearly as 19

prosecuted - or engaged with and treated as such a threat by the state and federal 20

government - as black, Muslim, Jewish, and Latino/a, etc. citizens, and; 21

WHEREAS, Homeland security is best equipped to eradicate the KKK, and in order for them 22

to do that, the KKK needs to first be recognized as a domestic terrorist 23

organization and then made a priority, therefore, be it; 24

RESOLVED, That as of January 1st, 2016, the Ku Klux Klan is recognized as a domestic 25

terrorist organization, and their eradication made a homeland security priority. 26

A Bill to Abolish the US Immigration Bureau

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The US Immigration Bureau will be abolished. 2

SECTION 2. Immigrants will only be denied entry into the US if they are specifically 3

labeled a security threat the US. 4

SECTION 3. The Department of Homeland Security will oversee all these 5

responsibilities. 6

a. These responsibilities include implementing background checks 7

and other necessary examinations, if necessary. 8

SECTION 4. This law will come to implementation on January 1st, 2016. 9

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 10

A Resolution to Eliminate Gender Bias from the

Armed Forces

WHEREAS, The government is biased against letting all people enlist in any section of the 1

military such as becoming an Army Ranger; and 2

WHEREAS, When women are qualified for a military position they have been passed over for 3

the position because they are held to a different standard; and 4

WHEREAS, When you are denied a position you strive for because of your gender it 5

perpetuates a standard that is not supported in this day and age; and be it hereby 6

RESOLVED, That the Student Congress here assembled pass a resolution to eliminate gender 7

bias in the armed forces. 8

A Resolution to End Hunger by

Supporting Genetically Modified Foods

WHEREAS, Millions of people live with food scarcity and hunger; and 1

WHEREAS, Global populations continue to rise; and 2

WHEREAS, many barriers exist to the development and production of Genetically Modified 3

Foods (GMO Foods) exist; and 4

WHEREAS, Genetically Modified Foods have been proven to be safe and beneficial; now, 5

therefore, be it 6

RESOLVED, That the Student Congress here assembled publically call for an end to barriers to 7

the development and promotion of GMOs.8

A Resolution to Allow Nevada High Schoolers to take the

GED while still Enrolled in School

WHEREAS, Currently in Nevada you must drop out of school to be eligible to take the GED 1

and, 2

WHEREAS, Nevada has the worst graduation rate in the nation (a reported 63%) and, 3

WHEREAS, 37% of seniors will not be able to graduate with the credits they will have at the 4

end of their senior year and, 5

WHEREAS, Allowing kids to take the GED while still enrolled in High School gives them a 6

backup plan so they don’t drop out, then fail the GED, thus leaving them without 7

accredited education, and 8

WHEREAS, a GED is legally equivalent to a standard diploma, and will allow the student to 9

go to college or seek a job, and 10

WHEREAS, completing 12 years without receiving a diploma, or dropping out without a GED 11

are both likely to result in a student not seeking further education, hurting their 12

future and society at large; now, therefore be it 13

RESOLVED by the Student Congress here assembled that Nevada will allow High School 14

students who have not dropped out of High School to be permitted to take the 15

GED if the other parameters (i.e. age limit, pre-test , etc.) already laid down are 16

met. 17

A Resolution to Mandate All Day Kindergarten Nationwide

WHEREAS, According to the report, The Learning Curve, developed by the Economist 1

Intelligence Unit, the United States ranks seventeenth out of forty countries 2

ranked in overall educational performance and fourteenth in education; and 3

WHEREAS, The first few years of education and preparedness are the most crucial to 4

establishing a solid foundation from which children can adapt to school systems 5

and learn successfully. During this period, children develop primary skills that 6

form the foundations of reading, counting, and social interaction; and 7

WHEREAS, Data and research presented to the Milton School Board revealed “Children who 8

attend full-day kindergarten learn more in reading and math over the kindergarten 9

year than those in half-day programs”; and 10

WHEREAS, According to the Children’s Defend Fund, only 11 states offer full day 11

kindergarten; and 12

WHEREAS, Maryland’s Kindergarten Initiative made significantly greater progress in 13

language proficiency than comparable children in half-day kindergarten; and 14

WHEREAS, A study that focused on approximately 17,600 children in Philadelphia revealed, 15

“Full-day kindergarten helps children from low income families perform better 16

and saves the school district millions of dollars through significantly reduced 17

grade retention in first, second and third grade”; now, therefore, be it 18

RESOLVED, That the Congress here assembled to mandate all-day kindergarten nationwide. 19

WHEREAS, Standardize testing unnecessarily uses millions of tax payer's dollars; and 1

WHEREAS, Standardized testing causes unneeded stress for students and parents; and 2

WHEREAS, Most standardized tests test beyond proper grade-level; and 3

WHEREAS, Standardized tests only assess STEM topics; and 4

WHEREAS, There have been multiple reports of student anxiety caused by standardized tests, 5

therefore, be it 6

RESOLVED, That the Congress here assembled make the following recommendation for the 7

restriction of standardized testing. 8

A Resolution to Require US Government Officials to Receive

Absolute and Definitive Intelligence on Targets of Drone

Strikes

WHEREAS, The US government does not gather definitive intelligence on targets before 1

initiating a drone strike, even though they are required to do so; and 2

WHEREAS, Since 2004, the US government has conducted more than 400 drone strikes in the 3

tribal areas of Pakistan, with the Obama administration extending these strikes to 4

Yemen and Somalia; and 5

WHEREAS, The New America Foundation, the Bureau of Investigatie Journalism and The 6

Long War Journal, find that “522 strikes have killed 3,852 people, 476 of them 7

civilians;” and 8

WHEREAS, The effects of these strikes not only have devastating effects on terrorist militants, 9

a good thing, but also harmful psychological effects on innocent civilians living in 10

tribal communities; and 11

WHEREAS, Ill-advised drone strikes that involuntarily kill innocent civilians degrade 12

America’s image across the world as a country that adheres to high moral 13

standards and rules of war; therefore, be it 14

RESOLVED, that the Student Congress here assembled pass a resolution that the US 15

Government gather sufficient and definitive intelligence on imminent threats to 16

national secureity conducted by terrorist organizations and/or “lone wolf” 17

militants before conducting drone strikes. 18

A Resolution to Abolish Taxation of Feminine Hygiene

Products in Nevada

WHEREAS, The average adult woman spends about $5,600 dollars during her lifetime 1

in feminine hygiene products that others do not; and 2

WHEREAS, “Feminine hygiene product” is defined as “Hygiene relating to specifically female 3

aspects of the body” by the Collins Dictionary; and 4

WHEREAS, Menstrual products such as tampons and pads are a necessity but are taxed along 5

with luxury items; and 6

WHEREAS, Tampons are taxed, but not candies and sodas as they are considered groceries in 7

Nevada; now, therefore, be it 8

RESOLVED, By the Student Congress here assembled that: there will no longer be a sales tax 9

on “Feminine hygiene products” in Nevada. 10

A Resolution to Increase Funding to Stem cell Research

WHEREAS, Stem cells have the ability to cure many serious diseases, but researchers 1

don’t have the funding to find out what they can really do; and 2

WHEREAS, According to California Stem Cell Agency “around 2.75 billion dollars 3

were set aside to be awarded directly to research, facilities, and training 4

the next generation of stem cell researchers; and 5

WHEREAS, some of the areas that stem cells can benefit includes: Parkinson’s disease, 6

Type One diabetes, Arthritis, Burn victims, and Cardiovascular diseases; 7

and 8

WHEREAS, One of the best advantages of stem cell research is the medical benefit it 9

provides. Researchers have shown that stem cells drastically improve the 10

conditions of many people with degenerative diseases; now, therefore, be 11

it 12

RESOLVED, That the Congress here assembled make the following recommendation 13

for the Resolution to Increase Funding to Stem cell Research. 14

A Bill to Mandate that Civilian Law Enforcement use

Non-Lethal Weapons to Reduce Law Enforcement

Controversy

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Civilian law enforcement should be mandated to use non-lethal weaponry. 2

SECTION 2. Non-lethal weapons include rubber bullets, tazers, batons, mace, and 3

anything designed to incapacitate and not kill. Civilian law enforcement 4

includes police officers, TSA, Correctional Officers, and any government 5

paid officers that deal directly with the civilian population presently in the 6

United States. 7

SECTION 3. The Department of Justice in cooperation with any appropriate federal 8

agencies will oversee the enforcement of the bill. 9

SECTION 4. This bill will be implemented in January of 2017. 10

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.11

a computer or smart phones than on a handwritten essay; and 5

A Resolution to Prohibit the Use of Advanced Interrogation

on Any and All Detainees Held by the United States

WHEREAS, Torture is no doubt an inhumane, barbaric and medieval practice that still goes on 1

within the United States, but should be abolished; and 2

WHEREAS, There are many dangerous misconceptions held by the general public such as 3

torture being viewed as a necessary act, that it provides viable information to 4

about terror plots, and in being confident that information gained from torture can 5

prevent terror attacks; and 6

WHEREAS, A 500 page summary of a classified 6,700 page document published by the CIA is 7

availabl to the public, and entails many disturbing accounts of the methods of 8

turture used. This degrades our image to other countries and to our own citizens; 9

and 10

WHEREAS, There are multiple accounts of detainees either giving information before being 11

waterboarded or giving information afterwards that was inaccurate and unusable; 12

and 13

WHEREAS, Even if torture was an effective means of gaining accurate intelligence, the US, on 14

moral grounds, should not participate in it; therefore, be it 15

RESOLVED, that the Student Congress here assembled pass a resolution that the US 16

Government should ban the use of advanced interrogation methods altogether. 17

Food Products

WHEREAS, There is a large amount of both food waste and the food insecurity; and 1

WHEREAS, An estimated 14.5 percent of American households were food insecure at 2

least some time during the year in 2010, According to the United States 3

Department of Agriculture; and 4

WHEREAS, The Department of Agriculture estimated that 133 billion pounds of food 5

was wasted at the retail and consumer levels in 2010; and 6

WHEREAS, By increasing the benefits of Donating food, there will be an expected 7

increase in food donation, and in return, a decrease in the food insecurity; 8

and 9

WHEREAS, By not passing this resolution, there will be a continue waste that could be 10

used by the ones who need it the most; now, therefore, be it 11

RESOLVED, That the Congress here assembled make the following recommendation 12

for Resolution to Encourage Individuals to Donate Unused Food Products; 13
