A REGULAR MEETING OF THE BELLEVILLE BOARD OF EDUCATION IS BEING
HELD THIS EVENING AT 7:05 PM IN THE HIGH SCHOOL AUDITORIUM,
100 PASSAIC AVENUE, BELLEVILLE, NJ 07109.
MEMBERS PRESENT: Nelson Barrera, Patricia Dolan, Thomas Graziano, Thomas Grolimond,
Christine Lamparello, Liza Lopez and Michael Sheldon.

The meeting was called to order at 7:05 p.m. by the president of the Board of Education, Mrs. Lamparello.
Mrs. Lamparello called for the flag salute and a moment of silent thought and reflection, after which she
stated that the meeting had been posted and announced in accordance with Chapter 231, P.L. 1975.

Moved by Mr. Graziano, seconded by Ms. Lopez, the Board passed the minutes of the October 30, 2017
closed and public meetings by a vote of 5-0-2 with Ms. Dolan and Mr. Sheldon taking no part.

Happy Thanksgiving to all, give thanks for all you have. Thank you to public for supporting the
referendum. Promises that he will make sure all work is completed in a timely fashion. Will be very
diligent with finances. Appreciates all the work the teachers did to have referendum passed.
Addressed Pest Management: District has regularly scheduled exterminators, has always followed a
pest management policy. Is having exterminator change some of his routine to keep issues to a
minimum. All districts have some sort of pest issue that must be constantly addressed.
Report from State Monitor: Thomas Egan: Thankful for referendum passing and ability to now
have district move forward. Architect is preparing paperwork so we can begin. Will be going out for
public bids. Auditor will be a part of meetings. Bond Counsel has been assigned to control credit for
district. Will be retaining financial company as soon as bond is issued. Planning to start
immediately with most critical issues. Proceeds of bonds go back to Capital Reserves which will be
used for other projects. Audit is not yet finished. Will most likely present findings at next meeting.
We continue to improve.

Remarks by Citizens – AGENDA ITEMS ONLY (Public Participation Session 1):
Arlene Schor: All the best for a wonderful Thanksgiving. A lot to be thankful for with our students, staff
and administrators. Students were aware of the dead rodent in the cafeteria. This is alarming to parents and
members of the community. Will we have the QSAC report shortly? (Dr. Tomko: Yes.) Comprehensive
Maintenance Plan as well? (Dr. Tomko: Yes.) Wonderful to see the Mr. Ruffalo, who coached track is
being honored/ Ask board to consider resumes when hiring coaches. Mr. Herman was track coach, was
named coach of the year and was then not renewed by district as track coach. Congratulations to Mr.
Sheldon and Ms. Jacko.
Vincent Frantantoni: Congratulations to Mr. Sheldon, will do a good job for faculty and students.
Resolution C17, who conducted investigations? (Mrs. Lamparello: Mr. Rubin.) Both Dr. Tomko and Mr.
Egan said that NJVRC has no contract, is that correct? (Mrs. Lamparello: Yes.) But resolution from August
directed them to provide residency investigations. Suggested that wording be changed. Resolution should
be rescinded. (Mrs. Lamparello: Board knew what they were voting on. Have not decided if board will in
fact use attorneys.) This is a serious financial issue! (Mr. Egan: There is no contract yet. Won’t be done
unless board decides to go in that direction. No money will go to that firm unless contract is signed.
Disagrees that resolution directive is a contract. To go forward with them must be approved by him.)
Questioned loan for referendum (Mr. Egan: Interest free loan for referendum.) Complimented Mr. Henry
and Maintenance department for fabulous job on lights in front of High School.
Michael Mignone: Congratulations to Mr. Sheldon for outstanding win. Well deserved. People chose
honesty and transparency. Lost a good man with the passing of Ralph Vellon. Must never forget him, he
always said what he meant and meant what he said. Always did what he said he would do. Left his legacy
to Board of Education to finish what he started.

Questioned resolution #E4 (Mr. Egan: Authorizes use of capital reserve funds (approx. 1 million) to use to
jump start referendum projects) Where will funds come for underwriter? (Mr. Egan: Capital Reserve or

19. RESOLUTION TO RENAME THE HIGH SCHOOL WEIGHT ROOM
WHEREAS, the Belleville Board of Education seeks to recognize RICHARD RUFFALO and
WHEREAS, the Belleville Board of Education wishes to memorialize the accomplishments and
talents of RICHARD RUFFALO and HIS SERVICE and
WHEREAS, the Belleville Board of Education resolves to name the High School Weight Room in
recognition of RICHARD RUFFALO and the Board’s admiration and respect of this truly
remarkable individual; and
NOW, THEREFORE BE IT RESOLVED that the Belleville Board of Education hereby renames
the High School Weight Room the RICHARD RUFFALO WEIGHT ROOM effective immediately.

RESOLVED, that the Board of Education, upon the recommendation of Dr. Richard D. Tomko,
Superintendent of Schools:
1. Approve the Appropriation Transfers and Budget Amendments from October 1, 2017 through
October 31, 2017.
2. Approve payment of the List of Bills dated November 20, 2017 after the list has been approved by a
majority of the members of the Board.

the amount of $ 7994.39.
4. RESOLUTION OF THE BOARD OF EDUCATION OF THE TOWNSHIP OF
BELLEVILLE IN THE COUNTY OF ESSEX, NEW JERSEY AUTHORIZING
THE REIMBURSEMENT OF COSTS IN A THE CONNECTION WITH A
PROJECT APPROVED BY THE VOTERS AT THE ANNUAL SCHOOL
DISTRICT ELECTION HELD ON TUESDAY, NOVEMBER 7, 2017
WHEREAS, the Board of Education of the Township of Belleville in the County of Essex, New
Jersey (the "Board") at the annual election (the “Election”) held November7 2017, received
approval from the voters to undertake various school projects (collectively, the “Project”) as set
forth in the proposal submitted at the Election; and

WHEREAS, the Board intends to finance the Project with tax-exempt school bonds and/or notes
(the “Obligations”) but may pay for certain costs of the Project (the "Project Costs") prior to the
issuance of the Obligations; and
WHEREAS, the Board desires to preserve its right to treat an allocation of proceeds of the
Obligations to the reimbursement of Project Costs paid prior to the issuance of the Obligations as an
expenditure for such Project Costs to be reimbursed for purposes of Sections 103 and 141 through
150, inclusive, of the Internal Revenue Code of 196, as amended (the “Code”).
NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Township of
Belleville in the County of Essex, New Jersey as follows:
Section 1. The Board reasonably expects to reimburse its expenditure of Project Costs paid prior to
the issuance of the Obligations with proceeds of the Obligations.
Section 2. This resolution is intended to be and hereby is a declaration of the Board's official intent
to reimburse the expenditure of Project Costs paid prior to the issuance of the Obligations with the
proceeds of the Obligations, in accordance with Treasury Regulations §150-2.
Section 3. The maximum principal amount of the Obligations expected to be issued to finance the
Project is $10,000,000.
Section 4. The Project Costs to be reimbursed with the proceeds of the Obligations will be "capital
expenditures" in accordance with the meaning of Section 150 of the Code.
Section 5. No reimbursement allocation will employ an "abusive arbitrage device" under Treasury
Regulations §1.148-10 to avoid the arbitrage restrictions or to avoid the restrictions under Sections
142 through 147, inclusive, of the Code. The proceeds of the Obligations used to reimburse the
Board for Project Costs, or funds corresponding to such amounts, will not be used in a manner that
results in the creation of "replacement proceeds", including "sinking funds", "pledged funds" or
funds subject to a "negative pledge" (as such terms are defined in Treasury Regulations §1.148-1),
of the Obligations or another issue of debt obligations of the Board, other than amounts deposited
into a "bona fide debt service fund" (as defined in Treasury Regulations §1.148-1).
Section 6. All reimbursement allocations will occur not later than 18 months after the later of (i)
the date the expenditure from a source other than the Obligations is paid, or (ii) the date the Project
is "placed in service" (within the meaning of Treasury Regulations §1.150-2) or abandoned, but in
no event more than 3 years after the expenditure is paid.
Section 7. This resolution shall take effect immediately.
5. Approve the Secretary’s Financial Report for the month of OCTOBER 2017 and the certifications as
required by N.J.A.C. 6A:23-2.12, and that it be appended to and made part of the minutes of this
meeting.
6. Approve the Treasurer’s Financial Report for the month of OCTOBER 2017, and that it be appended
and made part of the minutes of this meeting.

Remarks by Citizens – ANY ITEM (Public Participation Session 2):
Vincent Frantantoni: What is the penalty on School #7 façade for late completion? Contract says they will
be fined $1,000 be day. (Mr. Paladino: Haven’t heard back from DiCara Rubino yet.) Hopefully by next
meeting. Not happy about NJRVC. Our district was rated one of the highest in the state for paying attorney
fees. Hope that state referendum money will be spent frugally, not on higher salaries.
Michael Mignone: Celebrate Joanne DeFlorio and the wonderful things that our teachers are doing. Taking
great pride in our community. Hosted “Just a Party” table, meet and greet; hosted “Back to School” nights
with give-a-ways for parents. Sponsored a table at the “Hispanic Heritage Festival. Cleaned and painted
characters on wall in Clara Maass. Joe DeFlorio hosted FAST an oncourse workshop to teach parents how
to use oncourse. Culinary Arts had baked goods at all events. B Vote committee, voice of teachers in the
election. Awarded grant for just under $10,000, money spent on equipment. Will have table at Conference
in Atlantic City to showcase their accomplishments. Thank you to all!
Attilio Jerry DelGuercio: Went on tour of schools. Mr. Henry and the maintenance department do an
excellent job. Congratulations to Mr. Sheldon. He also services on the towns zoning board. Couldn’t get a
better person.

Mr. Sheldon: Thank you for trusting him to become a member of the BOE. His door is always open if you
have any concerns. No one will ever be able to fill Ralph’s shoes but will do his best to carry on his work.
Would like to have bill list put on website. Good faith effort. Assured Mr. Frantantoni that he will be on top
of domicile investigator. Mr. Henry and his team members do a remarkable job. They are a great credit to
the community. Keep schools in top shape. Donorschoice.org, recommends Belleville teachers take
advantage of website. Thank you all for support. He is a man of his word.

The cheerleading team won the Meadowlands Starz Competition earning both first place and an overall
high score across all divisions which included 12 teams.

to Specil Education. Met with Mr. David Rubin, very impressed with Mr. Rubin and his persistence.
Special Education had 129 students out of district, now down to 76.

more specifically, the discussion of personnel, staff evaluations, pending litigation, and
negotiations. The results of these discussions will be acted upon at the next regularly scheduled
business meeting of the Board, or as soon as feasible and/or practicable thereafter.
