lice” in their communities. As reported in The New York Times, as policing dwin-dled in Baltimore following the death of Freddie Gray, murders rose to levels not seen in four decades. This too is sad and unfortunate, how-ever a reality. For those PBA Members who are confronted with a use of force situation or in a high-speed, low-drag unit, remember the PBA has your back. Protect yourself, the public, and rule # 1 is everyone goes home after the shift! As the largest union representing of-ficers and deputies in Broward County, we continue to retain and make available the best legal representation there is.

Members:

We are in collective bargaining with several units for upcoming agreements. Both Hallandale and Miramar are pro-gressing well. Hollywood and Sunrise Lieutenants have been working status quo, without an agreement. However, we are confident those units will have an agreement very soon. In addition, we are in the process of collective bargaining with the Sheriff. One of the new issues is the imple-mentation of body-worn cameras for BSO Deputies. Specifically, the PBA has concerns relating to the two-party consent rule under Chapter 934, F.S. and the deputies’ exposure to both criminal penalties and civil remedies. As a reminder, and on a sad note, law enforcement is under attack throughout the country by parasites with unsubstan-tiated claims and statistics. Unfortunate-ly, the uneducated public has bought into this rhetoric and forced rank and file law enforcement to pull back and “De-Po-

The Emergency Contact Infor-mation may ONLY be accessed and used by law enforcement to CONTACT those listed in the event of an EMERGENCY.

The emergency must involve the person who submitted the information to the Department of Motor Vehicles.

This activity is tracked and recorded; therefore, be sure to document your reason for access-ing the ECI.

The proper reason code is “Emergency Notification.” It is not to be used for any investiga-tive purpose.

Possible penalties for misuse include criminal charges, civil li-ability, termination of user agree-ments and internal discipline.

Legal Activity ReportThe Broward County PBA opened 22 new cases in May and closed 14 cases. As of May 31, 2015 there were 213 cases pending.

Florida SB 264 amends F.S. 316.640 to prohibit traffic cita-tion quotas. With the passage of the legislation, the establishment of citation quotas is a violation of state law. The bill takes effect July 1, 2015. In early June, the Broward PBA sent letters to all departments represented by the BCBPA to remind them not to base officer ratings on the num-ber of traffic citations and/or en-forcement actions taken within a period of time. More informa-tion on this issue is available at the bcpba.org website.

In May, Governor Rick Scott signed two PBA bills: SB 172 relating to Local Government Pension Reform and SB 248 relating to Public Records/Body Camera Recording Made by a Law Enforcement Officer. SB 172: This bill gives cities and unions flexibility in dealing with premium tax revenues for enhanced pension benefits for police officers and firefighters. SB 248: Creates public records exemptions for body-worncameras. The PBA thanks our bill spon-sors Representative Travis Cum-mings, Representative Shervin Jones, Senator Rob Bradley, Senator Jeremy Ring and Sena-tor Chris Smith, and Governor Rick Scott for signing these bills.

We know that is not true! The truth is in the body of work that has, for decades, enhanced this agency and many others. No indi-vidual or entity is perfect or above criticism. But, as far as knowing the best option, there is no debate that the PBA leads the way for law enforcement unions. For months our own family mem-bers have tried to make this member-ship believe falsehoods in an effort to turn you against the PBA. They say they can do better. As your PBA reps get around, please ask them for the truth about these falsehoods. It is im-portant to read The Broward Centuri-on during this process and check our website, bcpba.org. It is important to make sure that you read the mailers sent out by the PBA. It will be most important that you vote when the time comes for the ONLY

We’ve shared all other work related issues that we deal with daily. Thank you to the hundreds of members who have called, talked to BCPBA reps, and given your support to educating our members about why it is not only important but necessary to have the ONLY relevant union representing us – The PBA! We will continue our grassroots efforts to listen to you, work for you, and strengthen our unit! We will get through any tough time and be stronger having gone through it TOGETHER! BSOProposals to the BSO lieutenants’ contract have been submitted to BSO administration. The BCPBA is waiting for a date to be set to begin negotiations. A second meeting was sched-uled for the Deputies & Sergeants contract negotiation for June 16, 2015. Stay informed of updates and outcomes of contract negotia-tions on the BCPBA’s Facebook page and bcpba.org.

HallandaleThe BCBPA has begun the pro-cess of collective bargaining with Hallandale. They have made initial offers and BCPBA will be going back to the table with a counter offer.

HollywoodThe BCPBA has had several negotiation sessions with the city. The most recent session was Wednesday, June 24, 2015 atHollywood City Hall.

MiramarThe BCPBA met with the City of Miramar on June 15, 2015. Nego-tiations are ongoing.

SunriseThe BCPBA is waiting for the City Manager to provide anacceptable date to begin negotia-tions.

K-9 Cop Kilo Meet Sergeant Chacon-Changof Pembroke Pines PD and his partner, Kilo. Kilo is a Dutch Shepherd born on Christmas Eve in 2010. He is a patrol dog and a narcotics K-9. Sergeant Chacon-Chang and his wife also have a Maltese/Yorkie mix at home. The little dog loves to chase Kilo around until he turns around and barks at her.

Giving Back to Those Who

Serve The Hundred Club may be Broward County’s best kept secret. First formed in Detroit in 1952 by retired Pon-tiac dealer, William Packer, The Hundred Club was the first U.S. organization to provide assistance to dependent children of firefighters and officers killed in the line of duty. When Mr. Packer retired and moved to Florida in 1962, he established a chapter here. The organization later expanded its mission to include military families. The main goal of the organization is to help families during the first few days following a traumatic line of duty event. “We meet with the family, ascertain what is needed, and provide immediate financial assistance to help them cope and get back on their feet,” said Scott Gooding, presi-

You can judge a book by its cover!

A single page does not make a book. A few pages together do not complete the story and can become easily worn and tattered. The more pages to the book, the stronger the individual pages become. With all of the pages together the pages are still unprotected. When the cover is added the book becomes complete, and well protected.

The PBA is the organization that binds us together. It completes the book. It protects us. Many of us tuck that book away on a shelf. We know where it is if we need it, but we let dust settle on it. The avid reader takes the book off the shelf fre-quently. They learn the book. Study the book. They try to share the knowledge that they acquire from the book. Those are your BCPBA reps. They take endless phone calls, find answers for you, and help you through difficult times.

Some books look sturdy from a distance. But when you pick them up, you realize they are nothing more than paperbacks that can be discarded because they have no true value. They are like those organiza-tions which represent themselves as something they are not. The true value of a hardcover book is that

you can read it over and over again. It will withstand abuse and still not be battered. The cover that binds the book is strong and will not bend. It will not surrender under pressure. It will not fail to hold the pages together in toughest times.

Dust off the book, stand together, and stand proud! We are PBA. As the saying goes...together we bar-gain, divided we beg.
