‘Spin Doctor’ Bill Kershner Dies at 77

Pilot, flight instructor, and aviation author William K. Kershner, 77, died January 8 in Sewanee,Tennessee, after a prolonged battle with cancer. “Bill will be remembered as an enthusiastic

pilot, great educator, and friend,” said Bruce Landsberg, AOPA Air Safety Foundation executivedirector. “He served as a sounding board on many occasions to the foundation. I called on himperiodically to discuss airmanship or procedural issues. From traffic patterns to aerodynamics ofstalls to IFR techniques, I could always count on Bill for good advice.” Kershner soloed an AeroncaDefender from Clarksville, Tennessee’s Outlaw Field—a grass strip at the time—in 1945 at age 16.After four years flying Corsairs in the Navy, Kershner worked as a corporate pilot, flight-test pilot, and special assistant toWilliam T. Piper Sr., then president of Piper Aircraft. With the help of his wife, Betty—who typed his handwrittenmanuscripts—Kershner authored and illustrated a series of five highly regarded flight manuals; his Student Pilot’s FlightManual alone has sold more than 1 million copies. Kershner contributed often to AOPA publications, including AOPAPilot and AOPA Flight Training. He also was known for his interest in spins, having logged more than 8,000 spins totalingsome 35,000 turns. He was the national General Aviation Flight Instructor of the Year in 1992. Kershner continued toteach ground school into late December 2006. See the multimedia presentations about Kershner’s work on AOPA Online.

Changes to the provision of IFRservices at Saskatoon are in the

works! Changes to the hours ofTerminal service at Saskatoon wereplanned for last year, but weredeferred as a result of the trainingdemands associated with theimplementation of the CanadianAutomated Air Traffic System(CAATS) in the Winnipeg ACC. Theimplementation of CAATS is nowapproaching completion and NavCanada is intending to proceed withadjustments to Terminal service.

These changes will provideincreased efficiencies in the ACCwhile retaining the benefits ofTerminal service during periodswhen the traffic volume requires it.To minimize any effect to customers, enhanced training has been providedto Nav Canada's enroute controlgroup, specifically on vectoring tofinal and the fundamentals required

for working directly with the controltower. Implementation is beingcoordinated to occur when traininghas achieved a 75% completion rateto reduce the time between trainingand application opportunities.

Changes to Terminal service atRegina are still planned but willcommence at a later date. Additionalinformation will be provided inadvance of that transition.

NAV Canada Changes

The changes to hours of Terminal service will be phased in as outlinedbelow:

Current Phase 1 Phase 2Feb, 2007 Mar, 2007

M-F 0645-2245 0630-2100 0630-2100Sat 0645-2245 0930-1930 1000-1845Sun 0645-2245 0930-2100 1000-2100

Transport Canada has asked thatpilots flying south of Saskatoon

in the Dundurn area take a goodlook at the borders of CYR 301 (themilitary restricted area around Camp

Flying in the Dundurn Area?Dundurn). It seems that localknowledge has placed the west edgeof the restricted area along Highway219, so that pilots thought that ifthey followed the highway north orsouth they were west of the CYR 301.

Name this Plane Type

(answer on page 6)

This is not the case. The westernboundary of CYR 301 is about 1.5miles west of Highway 219. So, inorder to really stay out of that areayou need to be flying WEST of theRIVER.

Commercial Pilot Diploma Program Up-date

The City of Melfort has replacedthe old terminal building at the

airport with a new one.The new facility was opened inJanuary of this year.

It replaces a very old ATCO typetrailer that had been used as aterminal building since the late 70searly 80s. This building from theinformation I have been given wasoriginally a bank building from StarCity. It had become very run down, the heat was very undependable andthe waterbeing usedfrom adugout nearby caused thefixtures toturn brownover a periodof time.

The newbuilding is much like a single-familydwelling and is 20’ by 32’. Includedin this building is an area that can asa meeting room or lounging area; anoffice; reception like area and of

course a muchimprovedwashroom. A300-gallonplastic tank hasbeen added asthe water supplyto replace thedugout water. Akeypad has beenadded for extrasecurity. Thecode for this

pad is theemergency code numbersthat all pilots are very familiarwith. The former buildingwas never locked andtherefore sometimes used forextra curricular activities bythe younger generation.Another change is that thenew building is now outside

of the fence and gate whereas theold one was on airside.

The comments that have been leftin our guest book since this buildingopened range from: nice, neat,

warm, fancy, great work - thebuilding is a thing of beauty. Fromthese comments, we know that whatthe City has done is beingappreciated by all who use theairport!

It must be pointed out that thisbuilding would not have been doneat this time had it not been for theCommunity Share 2206 Grantreceived from the provincialgovernment in 2006. This was justone of several projects that we wereable to do because of the grant.

The 2007 class began its studieson January 2nd with 29 aspiring

commercial pilots on board. This isour largest class, and it is a very keengroup who are working hard anddoing well in the courses. The mostrecent excitement has been the firstround of interviews for summerramp jobs, that all-important entry-level first step in a career.

In keeping with therecommendations of the IndustryValidation Committee, which met inDecember and included severalgraduates now working as pilots, there will be some changes in the

curriculum. Starting in September2007, students will experience thenew course in leadership skillstaught in the outdoors survivalsetting.

SIAST is interested in moving usto the Saskatoon Airport when asuitable location is available. In theinterval, Dean of Technology, ArnoldBoldt, arranged for 14 state-of-the-artcomputers to be installed in theclassroom.

The 2006 Wings of Saskatchewan Conference & Tradeshow continued from page 9

There were many other sessions, from a SAAA Credit Session "Pesticidesand the Environment" to the weather to the wonderful on-going topic ofSMS! It seemed like a good mix for all in attendance. The onlydisappointment was the cancellation at the last minutes of the representative

from Maple Flag – be assured that we willtry again this year for that session!!

This year we had TWO celebrationbanquets!! Thursday night we honouredHall of Fame Awards recipients, JimmyReichert (right) and Robert Stromberg(left).

These two very distinguished men will now be added to the SAC Wall ofFame at the Saskatoon Airport (which is soon to be displayed at the ReginaAirport as well).

And then on Friday night, we celebratedthe 60th Anniversary of Saskatchewan AirAmbulance.

At this banquet, we honoured MarlynMcLean, Art Davis & James Wilson withDistinguished Airmen of SaskatchewanAwards. We were also honoured with awonderful multi-media presentationcelebrating the 60th Anniversary, produced byMarianne Kostyna and John Wilson, both ofwhom are current staff at Air Ambulance(John also being the son of James Wilson!) Copies of that DVD presentation were made available the night ofthe banquet, and many people went home with that memento of the evening. Copies of that DVD can still bepurchased by calling Marilyn Grose, the conference administrator, at (306) 664-2376.
